Lead Inspector
Matt Vaughan was appointed as an HMI in 2013. Prior to joining Ofsted, he
held the position of Curriculum Director for a further education college for
six years with responsibility for the colleges classroom-based learning
and workplace learning. Between 2001 and 2008 Matt was an additional
inspector. Matt has an MSc (Distinction) in Public Services Management, a
post-graduate certificate in youth and community education, an honours
degree in the social sciences and adult teaching and assessor
qualifications. His particular areas of expertise are in widening
participation, employability, foundation learning, leadership and
management, health, care and public services including children and
youth work. Previously, Matt held senior management roles such as head
of service for learning and skills within a local authority. He also worked in
the youth and community sector with a particular focus on employability,
before teaching and senior management in the further education and
skills sector. Matt has been subject to an enhanced DBS disclosure.

large city local authority. In the 1980s, Matt worked in the youth and
community sector before teaching and senior management in the further
education and skills sector.

Paula Heaney
Assessment
Paula is a qualified teacher for the further education and skills sector and
holds a Master's degree in education management. She was an HMI in
further education and skills between September 2006 and July 2016, and
the senior HMI for this remit in the east of England between January 2013
and July 2016. Prior to working for Ofsted, Paula held a variety of
curriculum and quality roles to senior management level in colleges. She
has particular experience in business, information technology, travel and
tourism, sport and public services and in further education data. Paula
inspects colleges and has also inspected secondary schools. Paula has
contributed to several surveys, the development of new inspection
frameworks and to inspector training.
Paula Heaney is a Senior HMI. She joined Ofsted in 2006. She is a qualified
teacher for the further education and skills sector and holds a Masters
degree in education management. Prior to working for Ofsted, Paula held
a variety of management roles in curriculum and quality in colleges to vice
principal level. She has particular experience in business, information
technology, travel and tourism, sport and public services and expertise in
further education and skills data. Paula regularly inspects colleges and has
also inspected secondary schools. She has contributed to several surveys,
the development of new inspection frameworks and to inspector training.
Paula has been subject to enhanced DBS disclosures.

Ken OConnell
Study Programmes
Ken OConnell is one of the two Staff Governors (Support Staff) and is
currently employed as the Quality and Standards Manager at the College,
a post he has held for the past ten years. He has worked in post-16
education for more than 30 years and has also worked as a teacher in
both primary and secondary schools, in this country and overseas; and as
a lecturer, curriculum lead, middle and senior manager in a number of FE
colleges. Ken has also worked in HE, both as a lecturer and as a teachertrainer. He is a qualified teacher, and has a Master's degree in applied
English linguistics. His particular expertise is in ESOL; English for
Academic/Specific and English. Ken O'Connell is an Ofsted Inspector.
Ken O'Connell is an Ofsted Inspector. He currently works as the quality
manager in a medium-sized FE college. He has worked in post-16
education for more than 30 years as a lecturer, curriculum lead and
middle and senior manager in a number of FE colleges. Ken has also
worked in HE, both as a lecturer and as a teacher trainer. Ken is a qualified
teacher, and has a Master's degree in applied English linguistics. His
particular expertise is in ESOL and English; 16 to 19 Study programmes;
Adult learning programmes and Provision for learners with high needs.
Ken has been a Governor since 2013. He is a member of the Finance and
General Purposes Committee.
