MARRAKECH CALL FOR CLIMATE ACTION AND SUSTAINABLE


DEVELOPMENT
(Draft)
[We, Heads of State and Government and Heads of Delegations], gathered in
Marrakech, on Tuesday 15th November 2016, at the invitation of His Majesty the
King of the Kingdom of Morocco, Mohammed VI, during the High-Level
Segment of the 22nd Session of the Conference of the Parties to the United Nations
Framework Convention on Climate Change, which marks a significant moment in
the continued mobilization of all actors at the global level for a fair and ambitious
implementation of the Paris Agreement.
Having ascertained that:
Bold action on climate change is a source of solidarity, hope and opportunity for
current and future generations;
The challenges and threats associated with climate change are universally
recognized;
The aggregate effect of the intended nationally determined contributions and
nationally determined contributions as currently presented indicates that we do not
find ourselves on a pathway to achieving the objective of holding the increase in
global average temperature to well below 2 C and pursuing efforts to limit the
temperature increase to 1.5 C above pre-industrial levels;
Initiatives and commitments undertaken at the regional and sub-regional level are
important for delivering international action for sustainable development and the
fight against climate change;
The achievement of the Sustainable Development Goals also requires the
implementation of the Paris Agreement;
There is a need for enhanced and bold action on climate change before 2020.

We welcome:
1. The early entry into force of the Paris Agreement, on the 4th of November
2016, which marks a historic turning point in the global fight against
climate change;
2. The convening of the first Conference of the Parties serving as Meeting of
the Parties to the Paris Agreement (CMA1) in Marrakech on the 15th of
November 2016, in a spirit of inclusivity;
3. The adoption of the Kigali Amendment to the Montreal Protocol, which
will have a beneficial and significant impact on greenhouse gas emissions;
4. The mobilization of all States and non-state actors, which has already led to
important actions and undeniable achievements, in terms of mitigation,
adaptation and making financial flows consistent with a pathway towards a
low carbon and resilient economy, and their determination to commit even
further in order to preserve our planet;
5. The timely provision by developed countries of the concrete roadmap, and
progress towards meeting the $100 billion goal;
6. The initiatives launched in different sectors; such as renewable energies,
oceans, sustainable agriculture, water, health and urban resilience;
We also take note of:
7. The establishment by the International Civil Aviation Organization (ICAO)
of a global market-based mechanism regime for CO2 emissions from
international flights;
8. The adoption by the International Maritime Organization of a roadmap for
developing a "Comprehensive IMO strategy on reduction of GHG
emissions from ships".
We launch this Call to:
9. Invite all Parties that have not yet ratified the Paris Agreement to do so as
soon as possible, in order to ensure the required universality, and global
action to safeguard the climate;

10. Integrate our short and medium-term actions in favour of climate and
sustainable development into a holistic, fair and ambitious vision;
11. Strengthen our cooperation to provide concrete regional and global
solutions able to address the challenges posed by climate change, in order to
promote sustainable development, international security and peace;
12. Intensify our efforts to support North-South, South-South and Triangular
cooperation, to maximize their scope and results, particularly through smart
linkages between building capacities, finance and other priorities of our
countries;
13. Strengthen the resilience of our societies, ecosystems and economies, with
specific support for the most vulnerable countries, including Small Island
Developing States and Least Developed countries;
14. Support efforts aiming at strengthening capacity building for developing
countries, particularly in setting up and managing viable projects;
15. Facilitate the establishment of appropriate enabling environments to attract
public and private finance for mitigation and adaptation projects;
16. Catalyze the efforts of all stakeholders in terms of financial support and
technology, in particular in the promotion of renewable energy and energy
efficiency, and increased resilience, towards a profound economic
transformation;
17. Aim to scale up low-carbon, climate resilient investments, and to achieve
balance between mitigation and adaptation in the provision of scaled-up
financial resources, taking into account country driven strategies, priorities
and needs of developing countries;
18. Encourage the private sector in order to support a transition to a lowemission and climate-resilient development;
19. Further encourage the involvement of non-state actors, in the global effort
to address climate change;

20. Promote ambitious regimes, mechanisms, measures and systems aimed at


reducing GHG emissions in the industrial sectors;
21. Speed up the transition towards cleaner energy production and consumption
patterns, which should be in alignment with the imperative of economic
diversification and energy security;
22. Improve coherence between the various initiatives, alliances and coalitions in
the context of the Global Climate Action Agenda, launched in Marrakech,
and encourage the emergence of new voluntary initiatives.
We reiterate our call to maintain the momentum created by the entry into force of
Paris Agreement and the convening of CMA1 in a spirit of implementation and
action.
