INTRODUCTION
General
This booklet is a reprint of the previous edition and apart from clarifications of text and the inclusion of amendments and corrections,
published in the July 2004 edition of Pt.0 Ch.1 Sec.3, no other changes have been made other than some editorial corrections.
This chapter is valid until superseded by a revised chapter. Supplements will not be issued except for an updated list of minor amendments and corrections presented in Pt.0 Ch.1 Sec.3. Pt.0 Ch.1 is
normally revised in January and July each year.

Revised chapters will be forwarded to all subscribers to the rules.


Buyers of reprints are advised to check the updated list of rule chapters printed in Pt.0 Ch.1 Sec.1 to ensure that the chapter is current.

Corrections and Clarifications


In addition to the above stated rule requirements, a number of corrections and clarifications have been made in the existing rule text.

101 Pt.7 covers periodical surveys regulations for craft in operation.
B 200 Rules for newbuilding and craft in operation
201 Pt.1 of the rules covers general regulations applicable to
all craft.
202 The current chapters of Pt.2 to Pt.6 cover newbuilding
requirements. In special cases amendments to the current newbuilding requirements may be made mandatory to craft in operation. If so, this will be specially stated.
203 Previous and current chapters of Pt.2 to Pt.6, Rules for
Classification of High Speed Light Craft, 1985, Tentative

Rules for Classification of Light Craft of Steel or Aluminium,


1972 and Tentative Rules for the Construction and Classification of Vessels of Glass Reinforced Plastics, 1972 are applicable to craft in operation as follows:
craft for which the initial newbuilding survey has been
carried out by DNV or another recognised classification
society:

For craft built before 1985, but with a later class entry or

Guidance note:
Craft built prior to the entry into force date of the HSC Code, but
which carry a HSC certificate, have later been upgraded in understanding with the flag Administration to comply with the HSC
Code.
For such craft the rules of July 1996 with later retroactive amendments apply.

Irrespective of these general regulations, requirements adopted


from the International Maritime Codes and Conventions need
not exceed those in force at the time of building the craft, including later retroactive amendments.

A 100 Periodical survey regulations


101 Ch.2 comprises periodical survey regulations for maintenance of class and the class certificate. This implies that the
requirements for maintenance of the applicable IMO code and
convention certificates are included, and shall be verified at
periodical surveys.

B 100 Management of safe ship operation and pollution


prevention
101 Rules for Classification of Ships, Pt.7 Ch.5 comprises an
optional system for certification of company and shipboard
management based on the principles for quality management
laid down by the ISO-9000 series. The system also covers requirements in the ISM Code as referred to in 200.
102 Craft operated under the certification scheme of 101
may be assigned the additional class notation SBM.

Guidance note:
The following code and convention certificates are relevant for
verification during periodical surveys:
For craft complying with the HSC Code:
- HSC, High-Speed Craft Safety Certificate according to the
HSC Code with Record of Equipment for High-speed Craft
Safety Certificate (with the addition of requirements from
COLREG 72).
For craft complying with the DSC Code:
- DSC, Dynamically Supported Craft Construction and Equipment Certificate according to the DSC Code.
The following certificates and documents may be applicable to
High Speed Light Craft as decided by the flag state:
- PSSC, Passenger Ship Safety Certificate referring to the DSC
Code
- CCC, Cargo Ship Safety Construction Certificate
- CEC, Cargo Ship Safety Equipment Certificate
- CRC, Cargo Ship Safety Radio Certificate
- Permit to Operate High-Speed Craft
- Permit to Operate Dynamically Supported Craft.
The following additional certificates may be applicable to High
Speed Light Craft as decided by the flag state:
- International Load Line Certificate
- OPP, International Oil Pollution Prevention Certificate
- TMC, International Tonnage Certificate.

B 200 ISM management of safe ship operation and pollution prevention


201 Rules for Classification of Ships, Pt.7 Ch.6 comprises
the requirements of the ISM Code (IMO Resolution
A.741(18), International Management Code for Safe Operation of Ships and for Pollution Prevention). They form the basis for verification of compliance with the Code and for issuing
Document of Compliance (DOC) and Safety Management
Certificate (SMC) on behalf of a Maritime Administration.
B 300 Nautical Safety
301 Rules for Classification of High Speed, Light Craft and
Naval Surface Craft Pt.6 Ch.8 comprises the requirements in
the HSC Code 2000, and additional requirements that increase
the safety regarding navigation.
The rules for nautical safety aim at safeguarding that the officer of the watch has full control of all primary functions. The
class notation, gives requirements within bridge design, instrumentation, location of equipment and bridge procedures.

SECTION 3
RETROACTIVE RULE REQUIREMENTS
A. Safety of Navigation
A 100 Voyage data recorders (VDR)*
101 To assist in casualty investigation, passenger craft
should be fitted with a voyage data recorder (VDR) as follows:

An appropriate folio of paper nautical charts may be used as a


back-up arrangement for ECDIS. Other back-up arrangements
for ECDIS are acceptable (see appendix 6 to resolution
A.817(19), as amended).

Guidance note:
Equipment used as a back-up arrangement for ECDIS as allowed
by the 1994 HSC Code, as amended by MSC.119(74), 13.14.2,
(202) shall be of a type approved by the Society.

ro-ro passenger craft, not later than the first survey


after 1 January 2003; and
passenger craft other than ro-ro passenger craft,
not later than 1 January 2004.

A 300 Automatic identification system (AIS)


301 Craft should be provided with automatic identification
system (AIS) as follows:

The Administration may exempt passenger craft, other


than ro-ro passenger craft, from being fitted with a VDR where
it can be demonstrated that interfacing a VDR with the existing
equipment on the craft is unreasonable and impracticable.

103 The voyage data recorder (VDR) system, including all
sensors, should be subjected to an annual performance test.
The test should be conducted by an approved testing or servicing facility to verify the accuracy, duration and recoverability of
the recorded data. In addition, tests and inspections should be
conducted to determine the serviceability of all protective enclosure and devices fitted to aid location. A copy of a certificate of
compliance issued by the testing facility stating the date of
compliance and the applicable performance standards should
be retained on board the craft.

A 200 Nautical charts and nautical publications
201 Craft should be provided with nautical charts and nautical

publications to plan and display the crafts route for the intended voyage and to plot and monitor positions throughout the voyage. An electronic chart display and information system
(ECDIS) may be accepted as meeting the chart carriage requirements of this paragraph.

Guidance note:
Equipment used to substitute nautical charts and publications as
allowed by the 1994 HSC Code, as amended by MSC.119(74),
13.14.1, (201) shall be of a type approved by the Society.

Back-up arrangements should be provided to meet the


functional requirements of 13.14.1 (201), if this function is partly
or fully fulfilled by electronic means.

in the case of cargo craft of less than 3,000 gross

303 The requirements of 13.15.2 (302) should not be applied
to cases where international agreements, rules or standards
provide for the protection of navigational information.
