Preparation of the
Welding Technical Documentation

Procedure
This Standard replaces and cancels its previous revision.
The CONTEC - Authoring Subcommittee provides guidance on the
interpretation of this Standard when questions arise regarding its contents. The
Department of PETROBRAS that uses this Standard is responsible for adopting
and applying the sections, subsections and enumerates thereof.

Technical Requirement: A provision established as the most adequate and


which shall be used strictly in accordance with this Standard. If a decision is
taken not to follow the requirement (non-conformity to this Standard) it shall be
based on well-founded economic and management reasons, and be approved
and registered by the Department of PETROBRAS that uses this Standard. It is
characterized by imperative nature.
Recommended Practice: A provision that may be adopted under the conditions
of this Standard, but which admits (and draws attention to) the possibility of
there being a more adequate alternative (not written in this Standard) to the
particular application. The alternative adopted shall be approved and registered
by the Department of PETROBRAS that uses this Standard. It is characterized
by verbs of a nonmandatory nature. It is indicated by the expression:
[Recommended Practice].

Copies of the registered non-conformities to this Standard that may contribute


to the improvement thereof shall be submitted to the CONTEC - Authoring
Subcommittee.
Proposed revisions to this Standard shall be submitted to the CONTEC Authoring Subcommittee, indicating the alphanumeric identification and revision
of the Standard, the section, subsection and enumerate to be revised, the
proposed text, and technical/economic justification for revision. The proposals
are evaluated during the work for alteration of this Standard.
The present Standard is the exclusive property of PETRLEO
BRASILEIRO S.A. - PETROBRAS, for internal use in the Company, and any
reproduction for external use or disclosure, without previous and express
authorization from the owner, will imply an unlawful act pursuant to the
relevant legislation through which the applicable responsibilities shall be
imputed. External circulation shall be regulated by a specific clause of
Secrecy and Confidentiality pursuant to the terms of intellectual and
industrial property law.

Introduction
PETROBRAS Technical Standards are prepared by Working Groups - WG
(consisting specialized of Technical Collaborators from Company and its Subsidiaries), are
commented by Company Units and its Subsidiaries, are approved by the Authoring Subcommittees SCs (consisting of technicians from the same specialty, representing the various Company Units and
its Subsidiaries), and ratified by the Executive Nucleus (consisting of representatives of the Company
Units and its Subsidiaries). A PETROBRAS Technical Standard is subject to revision at any time by its
Authoring Subcommittee and shall be reviewed every 5 years to be revalidated, revised or cancelled.
PETROBRAS Technical Standards are prepared in accordance with PETROBRAS Technical

5.1.1 The welding plan shall contain at least:


a) cover sheet, including:
document title;
identification of the equipment, pipe or other metallic materials;
identification of the manufacturing or construction and assembly Standard;
a Table of Contents for documents presented;
purchase order issued by PETROBRAS (if any);
b) List of joints to be welded (LJW), prepared in accordance with Annex A of this Standard;
c) Welding Procedures Specification (WPS) to be used, including repairs, prepared
according to Annex B of this Standard;
d) Welding Procedures Qualification Certifications (WPQC), submitted, prepared according
to Annex C of this Standard.

5.1.2 The Welding Procedures Qualification Plan, when requested by PETROBRAS, shall include, at
a minimum:
a) cover sheet, including:
document title;
identification of equipment, pipe or other metallic materials;
identification of the qualification Standard;
a Table of Contents for documents presented;
purchase order issued by PETROBRAS (if any);
b) list of test parts to be welded, including:
test part identification code;
welding procedure specification code;
welding process;
specification of base metal, diameter (if applicable) and thickness of each joint
element;
joint type;
type of bevel;
welding position;
c) non-destructive test plan in tabular form, listing the test pieces and the applicable nondestructive tests before and after welding and heat treatment (when required);
d) mechanical and macrographic tests plan, containing:
drawings of test pieces indicating rolling orientation, samples location and their
respective identifications;
table listing samples, mechanic tests to perform and Standards applicable to the test
performance, preparation of samples and acceptance criteria;
e) range of heat input (when required).

5.1.3 The Qualification Plan for Welders and Welding Operators shall be prepared in an analogous
way, with the same minimum content as the Welding Procedure Qualification plan mentioned in 5.12
of this Standard, besides the criteria for disqualification and training, and the number of WPS and
WPQC shall be mentioned.

5.1.4 The Implementation Plan for Production Testing must contain, at least:
a) cover sheet, including:
document title;
identification of the equipment, pipe or other metallic materials;
Identification of code, standard and design specification;
identification of the manufacturing or construction and assembly Standard;
a Table of Contents for documents presented;
purchase order issued by PETROBRAS (if any);
b) list of production tests to perform, in tabular form, including:
welding procedures;
expected length of weld for each welding procedure;

stage of equipment manufacturing, construction or assembly when each test piece


must be welded;
list of test pieces to be welded in accordance with the code, standard or specification
applicable to the project, prepared according to 5.1.2 b) of this Standard;
non-destructive testing plan prepared according to 5.1.2 c) of this Standard;
mechanic and macrographic test plans prepared according to 5.1.2 d) of this Standard;
map (sketches) indicating the location of the joints to be simulated in this test.

5.2 Documentation for Welding Performance and Control


The documents referred to in 5.2.1 to 5.2.4, as required under 4.2 of this Standard, shall be prepared
and approved for use in the execution and control of welding and shall be available to welders,
operators, supervisors and welding inspectors.

5.2.1 The instruction for execution and inspection of welding must be prepared according to Annex E
of this Standard.

5.2.2 The list of qualified welders and welding operators must be prepared in accordance with Annex
F of this Standard.

5.2.3 The welders and welding operators performance control must be prepared according to
Annex G of this Standard.

5.2.4 The qualification registration of welders and welding operators must be prepared according to
Annex D of this Standard.

5.3 Documentation for Welding Registration


The documents referred to in 5.2.1 to 5.2.4, as required under 4.2 of this Standard, must be prepared
for use as the welding implementation registration.

5.3.1 The welding registration report must be prepared according to Annex H of this Standard.

5.3.2 The heat treatment registration report must be prepared according to Annex I of this Standard.

5.3.3 The production test implementation report must be prepared according to Annex C of this
Standard.

A.1.1 A JTBW shall be prepared for each manufacturing and / or construction and assembly design.

Annex E - Instructions for Preparation of the Welding Execution and Inspection


Instruction (WEII)
E.1 General Conditions
E.1.1 The WEII welding parameters shall be based on the values specified in the welding procedure
qualified and the allowances specified in the relevant qualification Standard.

E.1.2 The WEII shall detail each joint to be welded during a particular service, and when the amount
of joints to be welded is high, upon previous approval by PETROBRAS, identical joints may be

This Standard is the English version (issued in 04/2012) of PETROBRAS N-2301 REV. D 05/2011. In
case of doubt, the Portuguese version, which is the valid document for all intents and purposes, shall
be used.

1 Scope
1.1 This Standard sets forth the mandatory requirements for the preparation of technical
documentation used for the planning, execution, control, registration and certification of welding
services.

1.2 This Standard applies to welding applied to manufacturing, construction, assembly and
maintenance of equipment, pipes, ducts and steel structures.

1.3 This standard applies to metallic materials weldable by fusion.

1.4 This Standard applies to the preparation of technical documentation for welding operations, from
the date of its edition.

1.5 This Standard contains only Technical Requirements.

3 Terms and Definitions


For the purposes of this document, the terms and definitions of PETROBRAS N-1438, N-1738 and
AWS 3.0:2001 shall apply.

4 General conditions
4.1 This Standard shall be used with standards regarding the design, manufacturing, assembly and
maintenance of equipment, pipes, ducts and metal structures, and this Standard shall prevail in case
of conflicts.

4.2 Every document mentioned in this Standard shall be prepared when required by PETROBRAS
N-133 or by the standards regarding the design, manufacturing, assembly and maintenance of
equipment, pipes, ducts and metal structures or by other contract documents.

4.3 All technical documents and drawings shall be prepared in accordance with PETROBRAS N-381.

4.4 The metric units shall those in effect in Brazil according to Brazilian Metrology Law. When the
nature of the subject indicates the convenience of English units, these shall be written inside brackets
after the corresponding Brazilian legal measuring unit.

4.5 All documents shall be approved by the welding inspector certified in accordance with
ABNT NBR 14842:2003, with due respect to the responsibilities of each certification level.
NOTE 1 Alternatively, the Welding Execution and Inspection Instruction (WEII) may be approved by
the welding specialist of the operational unit for repairs and maintenance services, where
there is a need for expertise on the equipment deterioration mechanisms and the integrity
status
NOTE 2 All Level 2 welding inspectors working under contracts signed by Petrobras, shall have
minimal training as metal mechanic technicians in the metal mechanic field and be
registered with the Regional Council of Engineering, Architecture and Agronomy (CREA,
Brazil) to perform the duties of the position (starting from January 2016).

4.6 For the services of welding performed overseas, the welding inspectors shall be certified in the
applicable main Standard, by international entities meeting the requirements specified in BSI BS EN
ISO/IEC 17024:2003, and these professionals shall be previously approved by PETROBRAS.

4.7 For welding and hot tapping in equipment, pipes and ducts in operation, besides the technical
documentation required by this Standard, requirements set forth in PETROBRAS N-2163 must also be
met.

5 Specific Conditions
5.1 Documentation for Welding Planning
Documents mentioned in Section 5 shall be issued, approved and submitted for approval by
PETROBRAS inspection, before the commencing of the welding services.

Annex B - Instructions for Preparation of Welding Procedure Specification (WPS)


B.1 General Conditions
The WPS shall be prepared based on the design, manufacturing, assembly and maintenance codes,
standards and specification, in compliance with PETROBRAS N-133. After the welding completion
and approval of JTBW, welding parameters ranges shall be revised to match the values actually used
with the tolerances allowed in the relevant qualification standards for the production welds
implementation WPS.

B.2 Specific Conditions


The WPS must contain at least all the information specified in the relevant qualification standards,
and:

It is intended to be used in the welding implementation.

(WPQR) and Production Test Implementation Record (PTIR)
C.1 General Conditions
If applicable, the following documents shall be attached to the WPQR and the PTIR:
a) welding registration report prepared according to Annex H of this Standard, for the WPQR
b) registration report prepared heat treatment according to Annex I of this Standard
c) results registration report for non-destructive tests prepared according to established
standards;
d) results registration reports for all tests required by codes, standards and design specifications
as applicable, according with C.2.2 to C.2.7 of this Annex;
e) certificate of consumables quality (PPM analysis for gases/purity certificate) and base metal
quality, for the WPQR;
f) reports for mechanical tests, micro- and macro-analysis, stage measurements, hardness and
micro-hardness measurements and other tests required for qualification of welding procedures
or production test shall be issued and signed by professional technicians accredited with
CREA system or the Regional Council of Chemistry (CRQ).

C.2 Specific Conditions


C.2.1 The WPQR and the PTIR shall contain, at least the following information, as well as the
information foreseen in the respective qualification standards:
a) welding procedure identification (preliminary WPS for the WPQR or WPS issued for
production, in the case of in the case of PTIR);
b) welder or welding operation identification;
c) production test identification, in the case of identification of the production test in the case
of PTIR;
d) list of documents attached and their respective identification;
e) identification of applicable qualification standards and standards for design,
manufacturing or assembly of equipment, as well as the revision identification data;
f) test temperature;
g) date of issuance;
h) full name, signature and SNQC registration of the Level 2 Welding Inspector.

C.2.2 The results registration report for the tensile test shall include, at a minimum, the following

G.1 General Conditions
G.1.1 The WPC shall be issued at intervals according to the standards criteria for design,
manufacturing and assembly of equipment or according to the contract documentation.

G.1.2 The welder and welding operators performance control shall be performed according with the
number of rejected films or with the total length of defects.

G.2 Specific Conditions


The WPC shall include, at a minimum:
a) identification code of the welder or welding operator;
b) total number of radiographs taken, or total length inspected at the specified period of time,
whichever is applicable;
c) total number of rejected radiographs or the sum of faulty lengths during a specific period of
time, whatever is applicable;
d) percentage of defects calculated by dividing the amount shown in c) of this subsection by the
amount shown in b) of this subsection, multiplied by 100;
e) aggregated values from b), c) and d) of this subsection up to the date of issuance of the WPCs;

Annex I - Instructions for Preparing the Heat Treatment Registration Report (HTRR)
I.1 General Conditions
The HTRR applies to the heat treatment registration of test parts, as required in C.1 b) of Annex C of
this Standard and to the manufacturing, assembly and maintenance of equipment, pipes, ducts and
metal structures, as required by 4.2 and 5.3 of this Standard.

I.2 Specific Conditions


The HTRR must contain at least the following information:
a)

type of heat treatment performed;


identification of the relevant heat treatment procedure;
identification of the relevant execution standard;
parameters required for the implementation, i.e.:
initial and final control temperatures;
- minimum and maximum heating speed;
- minimum and maximum treatment temperatures;
minimum and maximum treatment times;
minimum and maximum cooling speeds;
maximum temperature difference between thermocouples;
e) identification of the equipment or the test part;
f) identification (serial number) of the temperature recorder used;
g) identification, date of issuance and name of issuer of the calibration certificate of the
temperature recorder and thermocouples used;
h) indication of the execution method, namely:
fired heater treatment;
localized treatment;
i) indication of the heating medium used;
j) sketch of the oven (if applicable) indicating the location of the equipment inside, the
nozzles of burners or electric resistance and the overlapping area when the equipment is
not completely inside the oven;
k) sketch of the welded joint showing the location and distribution of electrical resistances
and the width of the heated zone, when localized heat treatment is performed;
l) type, quantity and identification (number and color on the graph) of thermocouples used;
m) method for fastening the thermocouples to the part;
n) sketch of the equipment or test piece, indicating the identification, location and relative
distance between the thermocouples;
o) registration of the temperature of the piece over time (time x temperature plot) with
identification of thermocouples used;
p) final opinion stating whether the heat treatment was performed according to the approved
procedure and relevant standards;
m) date of issuance;
q) full name, signature and SNQC registration of the Level 2 Welding Inspector.

Annex J - Instructions for Preparing the Control of the Work Repair Index (CWRI);
J.1 General Conditions
J.1.1 The acceptable level of repairs shall be agreed in advance between the manufacturer and
PETROBRAS, including how calculations will be done.

J.1.2 The CWRI must be issued at intervals according to the standards criteria for design,
manufacturing, assembly of equipment and contract documents.

J.1.3 The level of repairs shall be controlled by the number of rejected films or by the total length of
defects.

J.2 Specific Conditions


The CWRI must contain, at a minimum:
a)

identification code of the welder or welding operator;


equipment identification;
joint identification;
total number of radiographs or total length inspected with ultrasound, during the specified
period, whichever is applicable;
total number of radiographs rejected or the total length of defects detected with the use of
ultrasound, during the specific period of time, whatever is applicable;
percentage of defects calculated by dividing the amount shown in e) of this subsection by
the amount shown in d) of this subsection, multiplied by 100;
aggregated values from d), e) and f) of this subsection up to the date of issuance of the
CWRI;
the aggregated value of f) of this subsection of the previous CWRI;
calculation interval expressed in days, stating start and final date;
date of issuance;
full name, signature and SNQC registration of the Level 2 Welding Inspector.
