SCOPE
This Procedure Covers the Testing and Commissioning of Electrical Panels in the DUCAB HV & EHV
Facility. The MDBs, EMDBs and Capacitor banks are installed at the LV rooms, while MCC Panels are at
VCV Tower roof, CCV Tower roof, EHV Test lab electrical room , Chiller plant area and mechanical plant
room. EMCCs are located at VCV Tower roof, CCV Tower roof and Administration office first Floor.
ESMDBs are installed at Factory area and VCV Tower electrical room (Ground floor). SMDBs and DBs are
installed at all areas in the project as indicated on the service drawings. This procedure will also ensure
proper workmanship and conforms to Contract documents, manufacturers instructions and standards.

ACCESS /EGRESS
The Commissioning of the System will commence only when Main Contractor clearance is given for
access to conduct the Testing and Commissioning.

Safety Lighting
Safety Lights will be used in case of power failure ensuring good illumination at the working area to
aid evacuation if necessary.

Task Lighting
Adequate lighting shall be provided to ensure good illumination at the working area.

Emergency Arrangements
4.4.1
General: Site Safety procedures will be followed and in case of any emergency, Safety
Officer will administer the emergency arrangements as per the system, stop work and
report to nearest Assembly Point, etc.

Fire Precautions: No significant fire risks associated with this activity but general fire
precaution measures will be taken.

ROLES/RESPONSIBILTY /COMPETENCE

PM - will have the overall responsibility of the Project for execution, quality and safety, maintain
the planning and progress and coordination with Main Contractor.
6.2
PE - will be responsible for day to day activities in the Site for System Testing and Commissioning,
report preparation and demonstration of System Commissioning.

SO - will be responsible for Health and Safety aspects in the Site in line with Main Contractor
Safety requirements.

TRAINING

Engineers who will conduct the Commissioning shall have the experience in System
Commissioning.

Tool Box talks will provide general training and awareness for each activity and also undergo
further training by the Quality Assurance Department.

Calibration
11.2.1 All Instruments used shall carry current calibration certificates. Calibration periods for all
instruments are recommended by the manufacturer and are in line with the requirements
of the Commissioning Specialist Association.
11.2.2 Certificates shall be available for presentation prior to commencement of commissioning.

General Requirements
Before commencing commissioning works, the following information /items will be made available.
12.1.1 System is fully installed and pre-tested.
