OUR VISION
Our endeavour is to serve the society through reforms in legal services by way of preparing
professionally competent lawyers, inquisitive researchers, able administrators, conscientious
judicial officers and above all, socially responsible citizens, who shall be whole-heartedly and
continuously engaged in the process of nation building.

OUR OBJECTIVES
The objectives of this University are:

To evolve and impart comprehensive legal education including distant and continuing legal
education at all levels to achieve excellence;

To organize advance studies and promote research in all branches of law;

To disseminate legal knowledge and legal processes and their role in national development
by organizing lectures, seminars, symposia, workshops and conferences;

To promote cultural, legal and ethical values with a view to promote and foster the rule of
law and the objectives enshrined in the Constitution of India;
To improve the ability with a view to analyse and present for the benefit of the public,
contemporary issues of public concern and their legal implications;
To liaise with the institutions of higher learning and research in India and abroad;
To publish periodicals, treatises, study books, reports, journals and other literature on all
subjects relating to law;

To promote legal awareness in the community for achieving social, economic and political

To undertake study and training projects relating to laws, legislations and judicial

VICE-CHANCELLOR'S MESSAGE
From its humble beginning in 2006 at the Mohindra Kothi,
RGNUL has since travelled confidently and steadfastly forward,
reaching significant milestones and achieving major success in
almost all spheres of growth. The university moved to its
permanent campus in the last academic session. All the
academic and administrative units of the university became
fully functional from the Sidhuwal campus. The 50 acre campus
provides for all the needs of a residential educational institute
namely, Academic and Administration Block, Hostels,
Facility Area, Caf, Health Center, Guest House etc.

This year too our students got selected as judicial officers,


Supreme Court Researchers, joined reputed law firms and
started their own career as litigation lawyers. It is the
commitment and dedication of the faculty and students that
has made this possible. The learning environment at RGNUL,
closely monitors student progression and ensures pragmatic
assistance as and when required. Well structured and
compulsory internships also ensure industry exposure and
practical learning. The RGNUL Internship and Placement Cell,

International and national collaborations in research also help


students to underscore newer perspectives and are trained to
adopt holistic approach to learning. In December, the
university collaborated with Ontario International
Development Agency (OIDA), Toronto, Canada and
International Centre for Interdisciplinary Studies in Law,
Laurentian University, Sudbury, Canada to organize
International Conference on Sustainable Development. In
March, the university organized 37th All India Criminology
Conference of the Indian Society of Criminology (ISC), in in
collaboration with the Institute of Correctional Administration,
Chandigarh. This also led to establishment of Patiala Chapter of
Indian Society of Criminology at RGNUL. These activities are
undertaken to provide impetus to research and scholarship.
Students at RGNUL are a vibrant and driven community. Moots,
debates and cultural activities are organized by them as
members of various students committees. The university
performs the role of a true teacher, helping students to learn
not only in the classroom, but moving beyond the classrooms
to develop skills, ensure mental dexterity and proficiency in
organizing.

REGISTRAR'S MESSAGE

The global developments in law and extensive use of


advanced technology in every sphere of human activities
call for comprehensive legal knowledge with expertise in
specialized areas. RGNUL has always remained abreast with
all of these developments. The updated course curriculum
alongwith other academic and professional activities at
RGNUL provide quality legal education. Thus the main
objective of the university is to develop profession skills in
the students in specialized areas. The graduated students
from RGNUL are fully equipped to opt for any suitable
avocation of their choice. By now, we find, RGNUL alumni is
making its presence felt in almost every sphere of legal
profession in the country and abroad.
The University started its journey in 2006 from its city
campus by setting up required infrastructure and
developing necessary facilities for imparting quality legal
education to its students. The best hostel facilities are being
provided to all the students at the new campus since July
2011 and academic activities started from the RGNUL.

infrastructure is in place in terms of hi-tech lecture halls,
classrooms, Moot Court, Conference Hall, Seminar Rooms
alongwith supporting facilities. Now RGNUL has become
fully functional from its new location.

The Rajiv Gandhi National University of Law, Punjab is going

Course and 8th batch to the Post-Graduation Course in Law
(LL.M.) in June 2014. Some of our Research Scholars have
also completed their Ph.D. Research Work. The RGNUL
Centres for Advanced Studies are undertaking various
projects, conducting significant academic events and also
providing professional services. Hence, it is a matter of great
satisfaction that RGNUL is making academic and
professional progress in almost every sphere of law and
related areas.
Endeavouring for further growth, we are looking forward to
arrival of the new batch of students to join RGNUL in its
journey for achieving academic and professional

ABOUT THE UNIVERSITY


Rajiv Gandhi National University of Law (RGNUL),

Punjab was established by the State Legislature of

w.e.f. 26 May 2006. The University acquired
approval of the Bar Council of India (BCI) in August
2006. The University got registered with the
University Grants Commission (UGC), New Delhi
under Section 2(f) of the University Grants
Commission Act, 1956 and also got recognition
under Section 12-B of the said Act. The RGNUL is a
regular member of Association of Indian Universities

Professor (Dr.) Paramjit S. Jaswal joined as Vice-Chancellor of RGNUL on 8th February, 2011. After completing
his education, he joined as Lecturer in Law in the Department of Panjab Univrsity (PU), Chandigarh in 1982.
Subsequently, in the year 1983, he joined as Lecturer in Law in Department of Laws, University of Jammu,
Jammu (J&K). He also served as Reader cum Co-ordinator in the University of Jammu, Jammu (1987-1988).
He was Reader in Law, Department of Laws, P.U. Chandigarh (1988-1998) and Professor of Law, Department
of Laws, P.U., Chandigarh (1998-till date). He has a teaching experience of 32 years and research experience
of 34 years. His field of specialization is Constitutional Law, Administrative Law, Human Rights and
Environmental Law. He has authored/edited twelve books and has published 65 research papers in various
Journals of National and International repute and presented 35 papers in various seminars and conferences.
He has guided and supervised a number of LL.M. as well as Ph.D. students. He was awarded NehruCentenary British Fellowship Award for the year 1991-92 for doing post-doctoral research in the
Department of Law, School of Oriental and African Studies (SOAS), University of London, London (U.K). He
was also awarded Career-Award-1994 for Young Talented Teachers by the UGC and, Bharat Jyoti Award in
2006. He has also been recipient of University, State Government, National and UGC Scholarships at
Raipur, Chhattisgarh (2010-2011), Chairman, Department of Laws, Panjab University, Chandigarh (20082010), Director, University Institute of Legal Studies, (UILS) P.U. Chandigarh (2008-2009), Director-Principal,
Rayat College of Law, District Nawanshahar (Near Ropar) Punjab (2005-2008), Chief Editor, Panjab
University Law Review, Chandigarh and Chief Editor of Journal of UILS, P.U., Chandigarh. He was the
Chairman of NAAC Committee and is presently member of Governing Council of AIU. He is Patron, RGNUL
Law Review (RLR). Presently, he is member of Chandigarh Judicial Academy, Chandigarh, Advisory
Committee of Regional Correctional Institute, Chandigarh. He was member of National Advisory Committee
on the Legal Changes for Conclusive Titling in India. He is a member of Academic Council and Planning Board,

Professor (Dr.) G.I.S. Sandhu, joined as Registrar-cum-Director of the University on 26th May 2006 with an
additional charge to his parent post as Professor of Law at Punjabi University, Patiala. He joined as regular
Registrar in June 2007. He did Bachelor of Science in medical stream in 1973. He did LL.B. Three Year
Professional Course from Punjabi University, Patiala in 1976. He practised as an Advocate at District Courts,
Patiala on Criminal and Civil side after enrolment with the Bar Council of Punjab and Haryana, Chandigarh. He
did Doctorate (Ph.D.) in Faculty of Law, Punjabi University, Patiala on the topic 'Right to Speedy Criminal
Justice: A Study of the Working of Trial Courts With Special Reference to the State of Punjab'. The Areas of his
specilisation are Criminal Law, Corporate Law and Law of Torts. In addition to teaching, he also performed
various administration duties at Punjabi University, Patiala like Member and Secretary of the Administrative
Committee of the Department, Member of the Legal Affairs Committee constituted for smooth working of the
University, Member of Academic Bodies like Board of Studies, Faculty of Law etc. He also worked as In-charge
Regulation Cell of Punjabi University, Patiala. He has published 35 Research Papers in journals of national and
international repute and has attended about 50 national and international conferences, seminars and
workshops including those held at Chulalongkorn University, Bangkok, University of Singapore and University
of Hongkong, Ontario International Agency (OIDA), Canada and University of Mlaya, Kaulalumpur, Malaysia
He has authored a book on the Terrorist and Disruptive Activities Act, 1987, published by Punjabi University
Patiala and edited three Books on various law subjects and Research Methodology. He was Director Army

Institute of Law in its formative years from 2001 to 2005. He has made vital contribution in the development of
course curriculum for the Five Year Law Degree Course, keeping in view the recent developments in law and
career opportunities in the legal profession. He performed duties as Secretary of Academic Advisory Council of
Army Institute of Law. He is as member of the Project Management Team constituted by Head Quarter,
Western Command of the Army for development of the campus of the Army Institute of Law at Mohali. He also
organised major academic events like National Moot Court Competitions, Conferences and Workshops. He
headed the Department of Law (Evening Shift) and was Director of Punjab School of Law, Punjabi University
Patiala before joining Rajiv Gandhi National University of Law. He is actively engaged in research work in the
field of Criminal Law. Three candidate have been awarded Doctor of Philosophy degree and Eight other
researchers are pursuing doctoral research under his guidance. He has also guided scores of LL.M.
dissertations. He is also Co-ordinator of the Centre for Advanced Studies in Criminal Law (CASCL) established
for the purpose of conducting advanced research in the fields of criminal law and policy. He is also co-ordinator
of RGNUL Legal Aid Clinic set up at RGNUL. He has officiated as Vice-Chancellor, RGNUL during 2010 -2011.

SCHOLARSHIPS:
1.

Under the Central Sector Scholarship Scheme of Top Class Education for Scheduled Caste (SC)
Students, five scholarships have been allotted by the Ministry of Social Justice and Empowerment,

allowed to appear in the examination by the
Vice-Chancellor on the recommendation of
the aforesaid Committee subject to
payment of fine @ Rs. 50 per percentage of
shortage from 85% of aggregate attendance
of all subjects taken together.

Subject to the provisions in rules (3) and (4)
above, a student with less than 70% per cent
of attendance shall not be allowed to
appear in the End-Term Examination.
Provided that the Vice-Chancellor may
consider extreme cases of hardship on the
recommendation of the Condonation
Committee referred to rule 5.5 and allow a
student to appear in the examination. Cases
so allowed are to be put before the
Executive Council at its next meeting for
information.

In case of late admission the attendance
shall be counted as under:
(i) From the date of admission for the first
year class.
(ii) For other classes a student shall be
deemed to have been admitted from
the scheduled date of commencement
of classes or one week of the date when
he/she becomes eligible for admission,
whichever is later, irrespective of date
of deposit of fee.

will accept Medical Certificate from a qualified
Medical Practitioner and the same must be

If any student falls short of attendance
he/she shall not be allowed to appear in the
end semester examination. Such student

repeat/supplementary examination on
attending deficit lectures through special

Benefit of additional lectures shall be given
to those students participating in Moot
Courts, Debates, Quiz Competitions, Cocurricular Activities, Blood Donation Camps,
Other Competitions/Functions

student is admitted as an in-patient in a
clinic/hospital or otherwise confined to
