Introduction
1.1 Purpose
This Environmental Management Plan is intended to provide an environmental management
framework for the Operation and maintenance of the project. The purpose of this EMP is to
address all environmental concerns that may result from specific Operation and
maintenance activities.
The key objectives of this EMP are:

Environmental Impacts
Following environmental impacts may result from Al Ryums activities. Since all impacts are
temporary, suspended sediment levels are expected to return to baseline levels following
completion of the Operation and maintenance.
8.1
Plant and Vehicle Emissions: Combustion emissions from vehicles, diesel generator
and machinery used for landscaping and Operation and maintenance purposes.
Potential sensitive receptors may include: Residents of the locality, people working close to
landscaping locations, client, consultant andvisitors to the siteHowever the operational
duration of the activity is short-term and therefore the impacts are not expected to be

Collection, storage and disposal of waste materials generated during the Operation and
maintenance stages shall be managed efficiently. It is the responsibility of Al Ryum Cont. to
arrange for the collection of solid waste from the site.
As a responsible contractor, housekeeping, waste segregation, waste storage, selection of
waste contractor, waste disposal will be done as per EAD regulations in the best possible
way
9.
Control Measures
Project environmental requirements shall be implemented by Al Ryum during the
Operation and maintenance of the project Al Bahr - to ensure that impacts on the
environment are avoided and minimised. The following environmental control
mitigation measures will be implemented during the course of the project:
9.1 Pollution Prevention Measures
The Pollution Prevention Measures covers the activities on the project site that
have been identified as having the potential to cause pollution to the groundwater,
airand/or soils.
The measures mentioned below will be implemented to avoid or minimise the potential
for pollution or degradation of the surrounding environment.
9.1.1 Storage and Handling of Hazardous Substances
The Spill Contingency Plan details actions to be undertaken and notification
requirements in the event of a spill of hazardous material. The Incident mitigation
measures are mentioned below:

All flammable liquids will be stored under cover and in wellventilated areas. No
electrical equipment will be used within 10 metres of the storage area unless of
intrinsically safe Operation and maintenance.
Cylinders of compressed gas or flammable gases will be stored upright in secure
racks and out of direct sunlight or heat source.
All hazardous liquids will be stored in an impervious bund area where the
volume of the storage bund is not less than 110% of thelargest storage tank
contained within the bund.
The Contractor will ensure that there is adequate fire-fighting equipment at the
fuel storage area.
Refuelling operations will take place at a designated site, which will be inspected
by the Contractors Environmental Representative.
Where mobile refuelling is required, the refuelling trucks will use drip trays
during operations and carry spill kits.
The ground under the refuelling areas will be protected against
pollution caused by spills and/or tank overfills.
Fill nozzles will be kept within the bunded area when not in use and padlocked.

Collection system will be provided (i.e. drip trays or impervious linings) under
all machinery or equipment that may leak hydrocarbons/hazardous
substances(including generators and pumps).
Vehicle/machinery repair whether minor or major on open ground or at the side
of roads is forbidden. Vehicles/equipment will be moved to a designated
workshop for repair or mechanical servicing.
Vehicle and equipment washing will not be allowed at site.
Spill Contingency
The Spill Contingency measures detailed below describes the actions to be undertaken and
notification requirements in the event of a spill of hazardous material:
Appropriate spillage kits will be made available on site in the event of a spill.
In the event of a spill, immediate action will be taken to contain or clean up the spill
using sand or a suitable absorbent material.
Keep appropriate spill clean up material adjacent to storage and maintenance areas.

The Contractor will be responsible for training all staff regarding their environmental
responsibilities on site and in the procedures for handling spills and will provide all
staff with appropriate personal protective equipment.
In the event of a spill, the area will be inspected by the Al Ryums Safety Officer and
the Parsons ARE (Safety) and this will form part of the incident report
Noise Management
movement of vehicles and operation of machineries can result in significant noise
impacts if no control measures are implemented and installed. All equipment to be used
onsite will be operated and maintained in accordance with manufacturers instructions for
low noise operation. Engine covers, silencers, mufflers and other forms of acoustic linings
or mobile shields will be used at all times. Engines will be switched off when not in use.
Experienced personnel with suitable training to ensure that these methods are implemented
shall be deployed on site.
Noise can be minimized from the following mitigation measures:
The

designed with noise inhibitors such as generators and compressors with silencers and
muffled jack hammers.

Ensure the noisiest works are only carried out during day-time hours (07:00-20:00 or as per
the advise) and ensure all works performed outside these hours are agreed by and given
reasonable notice to the EAD, who may impose certain restrictions.
Public, particularly residents, in areas immediately adjacent to the Operation and
maintenancesites should be consulted prior to the start of night-time Operation and
maintenance to alert them to the noisy activities at night-time, to explain the reason for night
Operation and maintenance to obtain public understanding, and to solicit specific public
concerns and suggestions for mitigation.
Public billboards should be erected at the Operation and maintenance sites, listing Operation
and maintenance activities, contact persons and telephone numbers for receiving public
concerns, complaints, and suggestions on a constant basis.
Where possible, stationary noise machinery such as generators should be located away from
sensitive receptors and enclosed structure for noise control.
Where appropriate, night-time supervision by the environmental monitoring teams may be
required for on-site noise measurement and prompt incident response.
A noise complaint register will be maintained to keep a record of any complaints received
and the remedial actions taken.

Hazardous Waste - include materials that are potentially dangerous and may affect human
and/or environmental health. This would be because of the wastes' inherent chemical and/or
physical composition, which could be toxic, poisonous, flammable, explosive, carcinogenic
or radioactive. Hazardous waste may include items such as spent batteries, waste
oils/chemicals, empty chemical containers, old oil filters, and sharp objects etc. which
require special collection, handling and disposal.
Waste management will be done by adopting following mitigation measures:

Al Ryum will provide adequate facilities for the collection and storage of waste
material including litterbins, waste skips and recycling bins.
Putrescent waste and litter will be collected in designated, leak proof containers.
Waste containers will be provided with nets or lids to prevent waste being
carried around by scavengers or by the wind.
Waste containers will not be overfilled.
Al Ryum will appoint an individual responsible for the regular inspection of the
site and site clean-up/litter picking.
Al Ryum will provide designated waste storage areas for the bulk storage of
waste prior to removal off-site. Refer Appendix I for site layout plan showing
the waste Area .
Bulk waste storage areas will be constructed on an impervious surface and be
readily accessible to collection vehicles.
Hazardous waste will be stored in an impervious bunded area.
The Contractor will be responsible for arranging the timely collection of waste
material.

The Air Quality on the project site that have the potential to impact on air quality will be
controlled by a series of mitigation measures to be implemented so as to minimise the
release of harmful pollutants to the atmosphere. The mitigation measures are mentioned
below:
9.6.1
Dust Suppression
Al Ryum will regularly inspect stockpiles, exposed work areas and Operation
and maintenanceworks practices.
Stockpiles of fine material such as sand, topsoil material, cement, etc. will be
protected from wind.
The Contractor will conduct daily inspections of stockpiles to assess whether
airborne material is being generated and the stockpile requires dampening.
Stockpiles and construction roads will be dampened using bowsers. Dust
screening will be used as required.
Trucks hauling any loose material that could produce dust when travelling will
cover their loads and/or maintain appropriate freeboard (+ 0.3m).

Al Ryum is committed to eliminate or minimize and manage Environmental Aspects arising out
of project activitties. Refer Appendix - V for Environmental Aspect of the Project, its impact and
Al Ryums attempt to control such aspects to minimize or eliminate its effect on environment.
11.
House Keeping
It is essential that good housekeeping is maintained throughout the periods of Project. Access
ways will be kept clear, surplus or scrap material removed daily and working areas kept tidy. The
following guidelines shall be followed:
All electrical equipment, lighting, plumbing and ventilation of office space shall be
inspected and maintained on a regular basis;
Good housekeeping in the office environment shall be considered one of the primary
defense against accident and injury in the workplace, and therefore is the responsibility of
all personnel;
All passage-ways, exits, fire doors, break glass alarm points, fire-fighting equipment, first
aid stations, and other emergency stations shall be kept clean and unobstructed at all times;
All small items such as trash cans, plant containers etc., shall be positioned such that they
do not represent a trip time hazard;
Cabinet doors and file drawers shall be kept closed when not in use. When working with
cabinet, only one drawer at a time shall be opened;
Cabinets and shelving shall be loaded from the bottom shelf upwards, and heavy items
placed as low as possible. At no time shall heavy or sharp objects be stored above eye
level;
Offices shall be regularly tidied and cleaned, wastebaskets regularly emptied, and floors
regularly vacuum-cleaned;
It is the responsibility of maintenance supervisors to keep their respective areas clean at all
times. Metal containers must be provided for the disposal of rags, waste paper, grease, oil,
and other waste materials;
All loose and surplus materials shall not be stored within operational areas. Storage areas
will be allocated;

All equipment should be kept clean. Spares parts should be properly maintained in an
orderly manner on shelves or in bins;
To maintain good housekeeping, work areas should be attended to constantly rather than
periodically;
All solvents and flammable materials will be kept in approved properly labeled containers
and stored in designated locations strictly away from stairways and passageways;
Sanitary toilets and ablution facilities will be provided at convenient locations on site and
sewage regularly tinkered for appropriate treatment and disposal;
Temporary drainage trenches or channels should be kept clear and unobstructed at all
times;
All materials should be labeled properly and kept at designated storage areas;
The access onto the publichighway from the worksite will be kept clean and free of
mud/dust at alltimes; and
Smoking is only allowed in designated area and strictly prohibited near the fuel tank,
chemical storage areas and other flammable plant areas where the no smoking or no open
flame signs are displayed.
Energy Conservation
General
During execution of the project, Al Ryum will endeavor to reduce the use of energy wherever
possible. For every 1000 litres of diesel fuel used, approximately 2.7 tons of CO2 is produced
and emitted into the atmosphere. Basic measures such as idling vehicles when not in use will be
communicated across the project at induction stage and also during regular toolbox talks.
12.1 Electrical Consumption
Electricity will form a large percentage of energy consumption throughout the project duration.
Again, basic principles such as switching off lights, computers and tools when not in use will be
communicated at site induction and regular toolbox talks. During procurement, low energy use

light bulbs and computer equipment will be sourced where possible. A policy for ensuring that
energy use is reduced where necessary will be implemented. Air conditioning units use
significant amounts of energy and the same principle will apply. It will be the responsibility of
the Project Manager to ensure that all non essential electrical equipment is switched during the
hours of darkness.
12.2 Fuel Consumption
Fuel consumption again is anticipated to be significant in terms of energy consumption. As part
of the Al Ryums reduction plan, an appropriate maintenance schedule will be rolled out to
ensure the most efficient use of plant and machinery. When not in use, generators will be
switched off and no generator being used on the site will be overloaded.

Environmental Audit Programme
An Environmental Audit Programme is required to check that all health, safety and
environment management activities are adequate in managing the environmental risks
associated with the Operation and maintenance works and to check compliance against
environmental control requirements, including compliance with legislative requirements.
This section provides details of the planned Environmental Audit Programme.
Internal Audit Programme (at least one during the course of the project, if required); and
External Audit Programme by client or consultant as communicated from time to time.
