Introductlslt
The lights of any city (or town or village) are a
thrilling sight when viewed from an airplane or

nearby hill. From such a vantage point the form and

structure of the community is quickly perceived-in


outline one sees the brilliant warmth of the central
business district, main arterial trafficways stretching
out radially, punctuated by neon lights, tall structures that may be a new "high rise," factories, shopping centers, and maybe a baII park literally "filled
with light." Residential areas give forth twinkling
Iights from homes and more widely-spaced street
liihts. Possibly the whole scene is either bounded or
laced by wide ribbons of illuminated expressway or
interstate highway.

WHY WE LIGHT

CITY

Sometimes it seems we take the lighting of our


citv too much for granted. Shouldn't the merchant,

the banker, the business corporation, and each home-

owner do this for himself? Experience shows that


when we wait for "them" to do it, the job simply
doesn't get done.
Some form of public lighting is essential to integrate the community gnd protect and enhance public
areas: streets, alleys, parks, and principal gathering
places. Thus lighting of streets takes its place among
other public works or municipal services-paid for out
of the-public treasury for the good of aII citizens, and
others passing through town. Elected officials at the
local level are very much aware of this obligation.
Today, we can tabulate some of the benefits iike this:

HOW WE TIGHT TODAY'S CITY


A well-balanced comprehensive street lighting plan
requires initial and continued study. Each element of

the street system must be classified. Illumination


Ievels to suit each must be designed consistent with
the requirements of city growth, traffic engineering,

incidence of crime, shoppers, civic pride and beauty.


Finances must be considered-to assure adequate
lighting for each street classification that does not
discriminate for, or against, any tax payer.

Like the family car, street lighting involves both


owning and operating costs, plus a provision for
maintenance. In the United States today, roadway
lighting is frequently installed, owned and maintained by the serving electric utility, be it public,or
private. A comprehensive fee is then charged to the
iity for this service to cover the investment, maintenance, and electricity necessary to operate the
light. A state or local government can of course

to install its own equipment and even malnbuying power only from the utility. This is
done principally where heavy costs of "ornamental"
units are involved and the costs are absorbed in part
by adjacent property owners or through state and

per tax dollar.

tighting a city. It is intended to show the ease with

Lexano prismatic panels, which produce a 'Iype III distribution pattern.
Tire panels resist breakage and are
interlocked at tireir vertical edges ta
keep dirt out. Dirt does not enter
through the top, either, since the canopy
is gasketed to the main irousing.

even easier. The canopy, lower housing
and slipfitter are durable die-cast aluminum, coated with black paint.
