Dear Councillor Bishop,
Complaint in respect of ATISN 10543 Unfitting" students for "Internet
trolling"
Thank you for your email, which was received on 30 June, requesting an internal
review of Welsh Government's handling of your request for information about
"Unfitting" students for "Internet trolling".
It is important to note that the Act gives individuals a right of access to recorded
information held by a public authority at the time the request was received. It does
not require an authority such as the Welsh Government to provide views or opinions
where those views are not already recorded. This is confirmed by the Information
Commissioners guidance The Guide to Freedom of Information, page 7:
The Act does not cover information that is in someones head. If a member of the
public asks for information, you only have to provide information you already have in
recorded form. You do not have to create new information or find the answer to a
question from staff who may happen to know it.
To that end, and the fact that the Welsh Government does not necessarily regard
your queries as valid requests under the Freedom of Information Act
notwithstanding, I can confirm the Welsh Government does not hold any recorded
information that would answer your request.
I have considered your complaint in accordance with the procedure outlined in the
Welsh Government's Practical Guide for Making Requests for Information which is
available by post on request or via the internet at:
