Raid Mob Guild Rotation Proposal

This Proposal deals with the existing raid encounter targets Maestro of Rancor, Dracoliche,
Innoruuk, Cazic Thule, Lord Nagafen, and Lady Vox. Proposed is a rotation creating a fair
chance for any guild with enough force to take down such a mob to be given a chance to do
so.
Currently there are 6 possible targets that are considered raid encounters with regards to
the existing rules in place. A rotation would be instituted to change how mobs are camped.
Each mob would be given a rotation with the existing guilds. This rotation currently involves
4 guilds: Dark Ascension, Inglorious Bastards, Remedy, and Divinity.
Time frame for encounter:
Maintaining the variance that is in place, when a raid encounter mob pops, any guild with a
tracker must screenshot and timestamp that the mob has spawned to begin the window for
whatever guild has the mob for this rotation. A window of 60-120 minutes depending on
guild agreement will be in place. Two possibilities for stating when a window's timer starts
are included.
-1)The guild who's turn it is be notified through a "tell" to a non-afk Officer (or member in
the case no officer is online) of their mobs spawn and that the timer for engage has begun.
This must also be Screen Shotted.
-2) The guild who's turn it is must keep track of raid encounter spawns on their own accord
and any other guild who knows of the spawn simply must screenshot and time stamp the
spawn to begin the window.
Once a window has been established, the guild until the timer expires to engage the
encounter or forfeit the encounter for this rotation.
Engage/Forfeit
The guild who's turn it is to engage an encounter must do so within the window established
or forfeit their chance until there next turn on the rotation returns.
Within a window, the guild can:
Engage- they have one opportunity to attempt the mob. A wipe means that the mob
changes to a FFA mob for any guild to engage so long as they meet the requirements
(Requirements are: 20 level 50 players non afk, to ensure 20 are present, a roll call may be
issued requiring 20 present to issue). Only one engage will be granted for the rotation
regardless of time remaining within the window.
Example: Guild A has 120 minutes to engage Nagafen. They take 60 minutes to establish
their raid force, clear to the engage, and buff. Engaging Nagafen with 60 minutes
remaining, they do not succeed in killing him. They do not get the additional time of ~60
minutes to rez killed members and prepare for a second chance. Only 1 engage is given
regardless of remaining time.
Engaging with 119 minutes remaining will be considered the same as with 1 minute
remaining.
Forfeit- is declared when a guild cannot engage the mob within the window given. A forfeit
must also be time stamped and screen shotted to ensure legitimacy. Upon forfeit, the raid
encounter is then declared a FFA encounter and will be open to any guild who wishes to
engage.
Entering Rotation
Two separate options:
1) Raid Encounters will be classified into three tiers. In order to enter into rotation with a
higher tier, a guild must show they have capacity and force needed to attempt such mobs.
Capacity and Force will be claimed through clearing all Raid Encounters of the pervious tier.
Example: Guild A wishes to engage a tier 2 mob. To do so, all Tier 1 mobs must have been
defeated otherwise they will not be entered into the rotation.
Also, upon entering rotation of a new tier, one chance will be given on a raid mob of that
tier. Upon completion, they will be added to the rotation, if instead they forfeit by rules of
forfeiting a mob, they will not be allowed to request another attempt for 1 month or 1 full
rotation whichever is longer.
2) Each mob will have its own separate rotation. To enter a rotation on a mob, a guild must
be able to claim an encounter from a rotation guild through the existing rules of raid
claiming.
Example: Guild A wants access to Vox. In order to be given a chance at the rotation, they
must beat the existing guild to the mob through establishing a raid force of 20 or more in
the zone before the rotation guild. They are then given 1 engage.
If they fail the encounter then they are not added to the rotation. If they do in fact kill the
encounter, then they are added.
Note: If a guild trying to enter the rotation is able to establish a raid force before the
rotation guild, they are given a chance and the rotation guild looses their claim to the first
attempt at the mob however they are given second attempt. Loosing first attempt in this
way does not bump rotation giving the rotation guild a first chance the following spawn.
Tier System
To better match raid encounters with guilds who have the capacity and force to take such a
mob on, encounters will be broken into tiers based on difficulty, not on claim of worth.
Tier 1: Maestro of Rancor
Lord Nagafen
Tier2: Cazic Thule
Innoruuk
Dracoliche
Tier3: Lady Vox
In order to access mobs in tier 2, a guild must show capacity and force through killing both
Maestro and Nagafen before they can request an engage target from Tier2.
To access Lady Vox, two additional targets must be killed from Tier2. Choice of which 2
mobs is up to the guild to decide.
Failure to kill a requested mob means a hold on access to that tier for 1 rotation or 1
month.
Example- Guild A wishes to gain access to Tier 2 and requests both Innoruuk. They do not
kill their target so they are put on hold for all equivalent tier mobs for the duration of 1
month or 1 rotation whichever is longer.
Completion of all 6 raid targets
Upon the completion of killing all six raid targets listed within, access to the Plane of Sky
rotation will be granted without contention.
Breaking from Rotation
If a guild is found to engage a mob that is not theirs to claim, they will lose access to all
rotation mobs for 1 full rotation as well as loss of the targeted stolen mob for 2 full
rotations.
FFA designated mobs
Upon designation for a raid encounter being called a FFA mob through forfeit rules, the next
guild will be given 1 attempt at the mob within a 20 minute window. If two guilds are at the
mob after the rotation guild has forfeit the mob, then the two guilds with a raid force of 20
will roll on who gets the next attempt.
Special Case Mobs
Cazic Thule - Because of the complexity and time needed to clear all of Plane of Fear as well
as the DeathTouching that occurs, the window for rotation 90 minutes will be with regards
to killing two of the three golems within the zone. Once two of the three are killed, the
remainder of the zones respawn cycle is granted for an attempt at Cazic Thule.
Note: A rotation guild attempting Cazic Thule within their given window does not need to
maintain 15 in zone, and once the two golems are killed maintains claim on first encounter
regardless of numbers of people in zone.
Example: Guild A clears two of the three golems in fear before the timer on their window
runs out. After doing so, they happen to drop below 15 to death, LD, people camping, or
porting out. They still keep claim to first encounter so long as they do not complete leave
the zone.
Vox - Permafrost's location is moderately more difficult to traverse to and as such, will be
granted an additional 30 minutes for a guild to engage.
