PROJECT DESCRIPTION
The Az-Zour OCGT project is approximately 120 km south of Kuwait city. The Ministry of Electricity and
Water (MEW), Government of Kuwait intends to augment power generation capacity by building a new
Open Cycle Gas Turbine (OCGT) Power Plant at the existing Az-Zour South Power & Distillation Plant
site to meet the increasing power demand for the Country. The Az-Zour OCGT will include two (2)
Siemens SGT5-4000F PAC Gas Turbine and other associated plant equipment, including all mechanical,
electrical, instrumentation and control equipment, and necessary site work. The total net generation
output capacity of the above OCGT Plant shall be minimum 500 MW at site conditions (i.e., 50 Deg. C
ambient temperature, 1.012 bar atm. pressure & RH of 30%) on fuel gas firing mode. The Gas
Turbine/Generator units shall be of heavy duty industrial type with dual fuel firing capability using both fuel
gas and gas oil for continuous operation without any restrictions. Siemens gas turbines are rated at 270
MW per unit at site ambient on Gas Firing Mode and 185 MW on oil firing mode

3.0
SCOPE OF WORK
3.1
The scope of work includes design, engineering, manufacturing, testing at manufacturer's works,
packing for transportation & storage, delivery to site of Plant Communication System as specified
herein.
3.2
In case, Supplier finds any conflicting statement between this specification and Owners (MEW)
requirement included in the Attachment-5, the Owners (MEW) requirement shall have
precedence over this specification.
3.3
The scope of supply for the Interplant communication system shall include following:

4.0
SCOPE OF SERVICES
Scope of services under this contract shall include

Supplier shall furnish field representatives to guide unloading & handling at site, to provide
supervision of erection, to perform testing (at site) & commissioning and putting into successful
commercial operation of all equipment furnished under this specification. Purchaser reserves the

right to call Suppliers field representatives at a notice of seven days.
4.2
Supplier shall furnish on-site training to Purchaser's operations personnel.
4.3
Supplier shall arrange for type test at approved laboratory (in absence of valid type test report for
identical equipment) and routine tests at manufacturers works as per approved Quality
Assurance Plan (QAP).
4.4
Supplier shall submit all test reports as per approved QAP.
4.5
Supplier shall arrange for inspection as per approved QAP.
4.6
Supplier shall submit all drawings and data as per this specification.
5.0
TERMINAL POINTS
The terminal points for the entire system to be supplied under this contract shall be as given
below. All equipment and accessories within the terminal points shall be supplied to ensure
completeness of the system supplied and from the point of view of proper performance, operation
and maintenance.
The terminal points of Supplier's equipment scope of supply are as follows:

Lack of reference to specific terminal points does not relieve Supplier from providing the required

MATERIAL AND SERVICES FURNISHED BY OTHERS

Purchaser shall furnish all labor, materials and equipment necessary for unloading, storing,
erecting, testing at site and commissioning of the specified equipment including:

INSPECTION AND TESTING

GENERAL
1.1.a.
Inspection and testing shall be as per approved QAP (Quality Assurance Plan). Supplier shall
certify all test results. Purchaser shall have the right to witness any and all testing. Supplier shall
advise Purchaser of the testing schedule at least 15 days before the tests are to be done.
For Details, Please refer Attachment 11.
DELIVERY OF EQUIPMENT
Delivery of equipment shall be ex-works. Also refer Attachment 13 for details.
MARKING AND TAGGING

For details, Please refer Attachment 12.
QUALITY ASSURANCE AND CONTROL

MATERIAL CERTIFICATIONS, TEST REPORTS, AND INSPECTION

Equipment/Material Furnished/Fabricated by Supplier shall be per the referenced standards and
Specifications.
Source Quality Control
1.1.a.
Manufacturer's material certifications, mill test reports per ASME Section VIII requirements or
certified material test reports of tests made by an independent testing agency shall be available
for review by Purchaser.
1.1.b.
Seller shall submit documents with equipment data submittal certifying that products including
fasteners meet or exceed specified requirements of applicable codes and standards.
1.1.c.
Material fabrication procedures may be subject to inspection and tests in the mill, shop, and field,
and will be conducted by an independent qualified inspection agency hired by Purchaser. Such
inspection and tests shall not relieve the Supplier of responsibility if providing materials and

WARRANTY
Purchaser and Seller understand that Purchaser is contracting with Seller for the purchase of the
scope of this Contract agreement for ultimate sale to and use by the Owner (Ministry of
Electricity and Water, State of Kuwait). Therefore, Seller agrees that all rights of Purchaser for
any failure to meet Specifications or for any other breach of the warranty provided by this
Contract Agreement shall run to the benefit of and be fully enforceable by Owner.

DIVISION -4A: ELECTRICAL
GENERAL DESIGN REQUIREMENTS
1.1
The plant communication system shall consist of the following:
Public address (PA) System
Intercom system (Telephone System)
The plant communication system will be designed to provide safe, reliable, trouble free and
efficient operation with adequate maintenance facilities as per modern power station
practices.
The system is indented to provide the communication within the plant and also with the
external system.
There will be interface between intercom and PA system. There shall also be interface
between PA and Main Fire Alarm Panel of Fire Protection & Detection System.
Intercom & PA system will cover all the manned areas inside the plant. All communication
equipment in for the Hazardous area viz telephones, speakers, JBs, cables etc. shall be
explosion/ flame proof.
The system characteristics shall be such as to cover the speech band faithfully. The PA
system shall be adequately protected from signal and power line noises. Sound proof
booths for handset stations in noisy areas like GT hall, DG area, fuel gas compressor etc.
will be provided.
The intercom system shall have direct dialing, two way communication. The system shall
have a minimum of 100 subscribers, 20 comms channels and 50 loudspeakers.
INTERCOM SYSTEM:
The intercom system shall include duplex traffic, group call conference call, general call and fire tone
facilities. The intercom sets shall be equipped with push button dialing and a retractable extension cord
and shall be of the appropriate type to suit their location. Adequate number of intercom sets shall be
provided to cover all offices, control rooms, switchgear rooms and plant area. Beside wall mounted
telephones in the Plant and desk telephones in offices/control rooms, shall be provided for manager,
engineers, operation shift leaders and maintenance shifts.
The intercom system shall be microprocessor based, fully integrated, modular construction type,

modularly expandable digital electronics with 100 subscribers. The system shall be based on Pulse Code
Modulation (PCM)/ Time Division Multiplexing (TDM), fully non-blocking principle. The system shall be
equipped with necessary electronic cards for trunk lines and extension lines, housed in a weather proof
enclosure.
The system shall be supplied with the operator console as an in built feature. One spare port for the
operator console shall be provided.
The intercom system shall have connectivity (hardware, software and any / all other accessories) for
Integrated Digital Network (ISDN), Computer LAN, FAX as well as connectivity to PA system, paging
system.
Some special telephone instruments shall be provided with additional features like call interruption/
priority, emergency alert, automatic call back, automatic call diversion, conference call etc.
All equipment and accessories shall be given tropical protection against fungus and corrosion. Proper
flameproof protection shall be provided for hazardous area application. Equipment shall be sturdy, impact
resistance, dust and damp proof generally conforming to IP 55 degree of protection.
Redundancy for control and processor card shall be provided.
Call billing software shall be provided with dedicated personal computer with color monitor, dedicated
printer. Using this software, it shall be possible to read from screen/obtain a print out of calls made, called
station, pager with number called, date of each call, duration of each call, number of metered calls,
extension/ fax set from which call was made, time at which each call was made.
Intercom shall have full self-diagnostic feature. All faults, besides being annunciate by high intensity LED
on the Intercom and audio alarm & shall be displayed on the PC.
The quantity of the Intercom system components like exchange, MDF, JBs, telephone sets etc. shall be
as per requirement.
The Intercom system shall have, at a minimum, the following features and services:

The operator console will be located in the Central Control building and will service the entire
network.
The console will perform facilities such as call answer, call transfer, call chaining, conference, call
hold, call park, seizing of call in case of automatic transfer, call release, auto acknowledge, auto
answer, implicit hold, implicit release, LED display of ringing/ dialing/ off hook/on hook status of
extensions/trunks, system programming, direct station selection and all other extensions facilities.
The console will have alarm display with lamp indication and built-in facility to check diodes,
lamps etc. before operation.
Distribution Frame
Main Distribution Frame
Main Distribution Frame shall be made of corrosion resistant metal and housed in the same room
where Intercom is housed. The MDF have krone type terminal blocks to accommodate specified
extensions and trunk lines. The distance between MDF and Intercom system shall not be more
than 2 meters. The MDF shall be so designed for easiness of disconnection, interception and
testing on either side. In addition, it shall have sufficient provision to accommodate extra
extensions and trunk lines to be added in future.
Field Distribution Frame
Field distribution frame shall be provided at suitable place where access is easy for
troubleshooting. It shall also have krone type terminal blocks to accommodate specified extension
and trunk lines. It shall have additional provision to accommodate future expansion.
Telephone Instruments
The telephone instruments shall be indoor desk type or indoor wall mounted type or outdoor wall
mounted type as required. The type of handset shall be selected based on its location.
The instruments mounted outdoor shall be provided with weatherproof type enclosure. In
hazardous areas, wall telephone sets with explosion proof and corrosion resistant metal cases
will be provided.
Telephone instruments located in high ambient noise level area shall be provided with loud
ringing device and soundproof booths with indicating lamps or sound alarm.

PA SYSTEM
A PA system shall be provided for the broadcast of announcements throughout the station.
Loudspeakers shall be connected on a zone basis with the call station and zone selection facilities
located in the CCR. Adequate number of Loudspeaker sets for proper audible shall be provided to cover
all offices, control rooms, switchgear rooms and plant area.
The sound output level of the PA system shall be designed to achieve a sound pressure level 10 dB
higher than the ambient noise in the area to ensure speech intelligibility.
The Public Address system shall consist of Public Address (PA) Stations (central exchange type) and
Loudspeakers connected in an open line configuration. The PA stations and Loudspeakers shall be
distributed across the plant as per approved list of locations.
PA system will have two modes, PAGING mode and PRIVATE/PARTY mode. Paging mode will be used
for locating a person and for general instructions. Party mode will be used for conversation between
individuals without broadcasting the same over loud speaker.
The PA system shall be modular type and easily extendable, distributed amplifier type. The unit and
common PA systems shall be interlinked with each other and also with the Intercom system and with
future PA system.
The PA system shall be adequately protected from signal and power line noises and meet the surge
withstand capabilities (SWC) requirements of ANSI C37.90 A / IEEE standard.
The design of enclosure and the packing density of the components mounted there shall be such that the
temperature rise does not exceed 10C above ambient under worst condition.
The PA system can be expanded by connecting additional stations to the system without any degradation
in the performance of the existing stations.
Sound proof booths for handset stations in noisy areas will be provided.
The outdoor wall / column mounting type handset stations shall be dust-tight and weather -proof with
appropriate protection against direct rain, ingress of dust and moisture conforming to IP 55 degree of
protection. The indoor desktop mounting type handset station shall have degree of protection at least IP
52. The station located in fire hazardous area shall be flameproof type.
Loudspeakers
All loudspeakers shall be provided with volume and tone controls.

Dust resistant back boxes shall be provided for connection of speaker cable in order to prevent
ingress of dust. Equipment shall be sturdy, impact resistant, dust and damp-proof generally
conforming to IP-54 degree of protection. Equipment for outdoors shall be weather-proof type
conforming to IP-55 and shall be provided with weather-proof cover. Speakers in hazardous
areas shall be flameproof type. Mounting nuts and bolts shall be of stainless steel.
Re-entrant horn type loudspeaker

All outdoor/indoor loudspeakers in areas of high ambient noise shall be industrial, re-entrant horn
type. These speakers shall have pressure die cast aluminium construction horn, integrally
mounted driver unit and mounting bracket for adjustment of speaker orientation in all directions.
Back cover of the loudspeaker shall be fixed with pilfer proof screws. The mounting brackets shall
be with adjustable base suitable for vertical and horizontal orientation (universal Swivel brackets).
Cone type/Box type Loudspeaker

Indoor loudspeakers mounted in control rooms shall be cone type and shall be housed in metal
casing with grilled faceplate. The housing shall be treated with acoustic under coat to prevent
resonance. They shall have IP-52 degree of protection.
Amplifiers
Amplifiers shall be solid state, Class B push pull type, fully conforming to international standard,
with modular construction. Each amplifier shall have 0-100% volume control setting, with bass cut
filter and external short circuit protection. Electronically operated idle power cut off feature shall
be provided for both pre-amplifiers and power amplifiers. It shall have one coarse and one fine
potentiometer outside for loudspeaker volume control.
Amplifiers shall have following controls:
a.
Input sensitivity control
b.
Receiver volume control
c.
Bass cut filter
d.
Anti-side tone control feature
HANDSET STATION
All handset stations shall be designed so that maximum safety and isolation from live circuits are
provided for the operator under all conditions. Handset transmitter/receiver shall be noise
cancelling type.
Desk mounting type (indoor) and wall mounting column type (outdoor) handset stations shall
have a degree of protection. For hazardous location flameproof handset shall be provided. For
outdoor location suitable canopy shall be provided. Acoustic hoods shall be provided for handset
stations located in noisy areas.

CABLES
Multipair cables with tinned copper conductor complying with MOC standard shall be provided for
indoor/ outdoor installation within plant area.
The insulation of the core shall be color coded in accordance ministry of communication
Standards (MOC).
The cables used for interconnection between exchange and plant and the inter plant cabling shall
be polyethylene insulated copper conductor fully filled core with water resistant jelly filled
compound and Poly Aluminates moisture barrier bonded to the polyethylene sheath.
Cables used shall be armoured or unarmored as per project requirement.
Signal cables are single pair, multi pair or triplets as required, stranded tinned PVC insulated GI
wire armoured and outer sheathed with extruded FRLS PVC compound type with IEC.189-part 1
& 2.
Loudspeaker cables are single pair, twisted, annealed tinned copper, PVC insulated.
Power cable of INTERCOM will be annealed tinned stranded copper conductor, PVC insulated,
PVC sheathed, GI round wire armoured (as applicable), overall PVC sheathed.
Grounding
Supplier shall clearly indicate the grounding (safety as well as electronic) requirement of their
system. The necessary cable, copper bar etc. will be supplied by the Supplier to connect with
Purchasers earthing riser. Details of earth pit design shall be furnished by Supplier though it will
be made by purchaser.
Junction Boxes
Wall/ column mounted junction boxes shall comprise of case and cover / door constructed from
cold rolled sheet steel of thickness not less than 2 mm with explosion proof cable gland having
screw on cover, screwed terminals and cable entry only at the bottom and sealed with fire proof
compound.
The junction box shall conform to Enclosure class IP 55 as per IEC/ IEEE Standard & explosion
proof as per area classification.
Separate Junction Box shall be used for analog and digital signals and also signals with different
voltages. The junction box shall be minimum 200 mm wide. However the height and width of
junction will be finalized during the detail engineering stage.
Terminal blocks shall be properly arranged inside the junction box for easy maintenance. 10%
spare terminals shall be provided distributed over terminal blocks.
The junction boxes for telephone system shall be fabricated from 2mm thick MS sheet.

The junction box and INTERCOM system accessories shall have epoxy powder coating of RAL
7032 in the exterior and interior shall be brilliant white painted. They shall be stoved after
spraying of each of the finish coatings.
The colour and finish of telephone handsets shall be as per Purchasers choice and shall be
communicated after getting Owners approval.
