T
he destitution is evident as it can still be traced
in the calloused hands of the paupers. The
repression is apparent as it is still reflected in
the vehement demonstrations of the students.
The struggle of the common tao and the scholars are
merely the reflection of one another as the Philippines
and the University of the Philippines (UP) suffered from
the leaderships of presidents who turned their ears deaf
to their people and focused on railroading their selfish
interests instead, causing the damnation of the society.

D espite the automation of the 2010 National Elections on May

disenfranchisement, and other problems led to controversies and

During election day, overheating,
paper jams, power outages, and
battery problems caused a lot
of Precinct Count Optical Scan
(PCOS) machines to malfunction.
According to Smartmatic, the
company supplying the machines
needed for the elections, a total
of 465 PCOS machines were
recorded to have glitches during
the 12-hour voting period.
Errors in the PCOS machines
such as rejection of ballots also
caused a lot of voters to be
(ARMM), minors without election
papers were seen to be voting.
In Sulu, cases were also reported
wherein indelible ink was easily
washed off by water.
Vote buying was also evident in
cases wherein pre-shaded ballots
were given out to voters. Board

other precincts were telling the

voters had to share one PCOS

Due to long queues, PCOS
malfunctions, and names missing
from the voters master list,
a number of first time voters
and late-registrants were
disenfranchised.
The late opening of some
precincts, late delivery of the
PCOS machines, and the slow
voting process caused the voters
to wait in lines for hours in order
to cast their votes. Due to this,
Comelec had to extend voting
period for one hour.
Tactics of electoral fraud that were
not observed in the past elections
were found present in this years
polls. In Maguindanao and other
provinces in the Autonomous
CenPEG estimates the actual
number of voters at 35.3 million
or 70.9 percent of the 50.7 million
registered voters, and leaving
a big 15% percent unable to
vote or disenfranchised. The
number of disenfranchised voters
could be bigger because of a
significant number of rejected
ballots, CenPEG pointed out in a
statement released on May 17.
Violence Triggers Failure of
Elections
Election-related violence such as
gunfights and destruction of PCOS
machines emerged in different
precincts, especially in the ARMM.
In Lanao del Sur, elections were
postponed to June 3 after a
declaration of failure of elections.
Iloilo and Samar, among others,
were also declared to have failure
of elections.
The Philippine National Police
(PNP), however, said that this
years elections is more peaceful
than the elections in years 2004
and 2007.

T wenty-five student leaders from the University of the Philippines Manila (UPM) attended the first
ever UPM leadership training conducted by the Office of Student Affairs (OSA) and the Office of the
Chancellor on May 27 to 29 at Ciudad Christhia, San Mateo, Rizal.
Themed Paghahanda sa
mga Hamon ng Panahon, the
leadership training was organized
to assist the student leaders of the
UPM in becoming effective leaders
for the university, community and
the society.
Student leaders from the
University Student Council (USC)
and various college student
councils, including four delegates
from the School of Health Sciences
in Palo, Leyte and Baler, Aurora,
participated in the event which
lasted for three days.
The activity was a combination
of lectures and workshops
conducted to develop leadership
skills and instill values of ethical
leadership and accountability
among the participants. The
workshops centered on the
following areas: Interpersonal
Skills: Foundation of Leadership;
Leadership Behaviors: Leading,
Persuading, Collaborating and
Ethical Leadership; Program
Planning and Development..
The training also included
discussions on the Philippine
national situation and the
education crisis, the role of UP
Manila as a national university,
and gender and reproductive
health rights.
Positive Feedbacks
According to an interview with
Dr. Nymia Simbulan, head of
OSA, The event was a success on
our part because we were able
to emphasize the importance of
effective leadership and develop
the leadership skills and ethical
behaviors of the student leaders.
Along with the positive statement
of the organizers of the event,

leadership training in the UPM,
the OSA plans to continue the
program on a semestral basis in
the coming years if the funds will
allow it.

Convention (NSPC), tackling critical issues such as campus press repression and culture of impunity
in the country.
Attended by roughly 120
delegates from 42 college
publications nationwide, this
years NSPC was themed The
Campus Press and the Automated
Election System: Wield Our Pens
to Protect the Peoples Vote, Unite
for Genuine Social Change, Uphold
the Peoples Agenda!
Pub Staffers Trained
The convention held on April
21-25 at Mambukal Mountain
Resort, Brgy. Minoyan, Murcia,
Negros Occidental included
activities that trained the
delegates in their respective
areas of writing and in new forms
of journalism. The workshops
included: News Writing, Opinion
Writing, Features Writing, New
Media, Lampoon Writing, Citizen
Journalism, Graphics and Layout,
and Broadcast Media among many
others.
Prior to the convention proper,
the CEGP also conducted a
writers trip exposing the plights,
struggles, and current state of the
marginalized sectors in Visayas.
Critical Issues Tackled

officers condemned the illicit acts
of the aforementioned colleges
administration in subduing the
campus press and vowed to help
the distressed publications in
every possible means.
The convention also included
comprehensive discussions on
some of the countrys pressing
issues such as the prevailing
culture of impunity in the
Philippines and the vulnerabilities
of the 2010 national automated
elections. Among the speakers
of the discussions were Sen.
Loren Legarda, Cong. Liza Maza,
Cong. Satur Ocampo and Cong.
Raymond Palatino.
As an answer, the CEGP and the
delegates strengthened their
militant positions as they opened
the 35th Biennial National
Student Press Congress and
approved resolutions that every
publication must uphold. The
Congress serves as one of CEGPs
ways to reinforce collective action
among its member publications.
In commemoration of the
victims of the Maguindanao
Massacre, the worst election-
related violence having the most
number of murdered journalists,
a candle lighting ceremony was
also organized. The said activity
was also a pledge to seek justice
for the rest of the journalists
that were killed during Arroyos
regime.
Publications and Alumni
Recognized
As part of the conventions
culminating activity, the recipients
of the annual Ernesto Rodriguez
Jr. Award and the 6th Benjaline
Beng Hernandez Award for
the best college publications
were presented. UP Dilimans
Philippine Collegian won 1st place
for the tabloid categorythe
same category where the Manila
Collegian bagged 2nd place, while
The Lorma Highlights of Lorma
Colleges won 1st place for the
broadsheet category.
Meanwhile, this years Gawad
Marcelo H. Del Pilar, the highest
citation given to a CEGP alumni,
were given to victims of human
rights violation. Rachelle Mae
Palang, former CEGP-Visayas
President and former Editor in
Chief of Vital Signs, the official
student publication of Velez
College, and James Balao, former
Editor in Chief of The Outcrop,
the official student publication
of UP Baguio, received the award
respectively.

Student Groups to Launch Protests in June

he National Union of
Students (NUSP) and
Kabataan Party-list, along
with other student groups,
vow to stage militant protests
in the opening of classes in
June against the decision
of Commission on Higher
Education (CHEd) allowing
339 Higher Education
Institutions (HEIs) to
implement Tuition Fee
Increase (TFI) for the coming
school year.
More than 380 schools,
universities and colleges (SUCs)
in the country have petitioned
to increase tuition rates and
the majority of the petitioners
were approved. Among the
339 permitted SUCs, 337 are
private institutions, and 2 are
public schools. CHEd has not yet
publicized the official list of HEIs
that will increase tuition rates.
HEIs have petitioned to increase
tuition fees in order to allot
more funds to improve school
facilities and to raise teachers
salaries. However, various
student groups have raised
objections on the purported
violations of CHEd and the
HEIs regarding proper tuition
consultations.
Burdening Students with TFI
Despite having urged the HEIs
to implement minimal raise
only, CHEd still approved seven
among the 339 to impose 11-20
percent increase, another seven
to implement 21-30 percent
increase, and seven more to
institutions to impose more than
30 percent tuition rate increase.
To defend the hike, CHEd
Executive Director Atty. Julito
Vitriolo said that they have
approved the 339 HEIs due to
their needs. He reiterated that
70 percent of the increase will go
to the salary of teachers. Vitriolo
also stressed that the approved
HEIs went through and followed
a consultation process.
Moreover, CHEd Chairman Atty.
Emmanuel Angeles said in an
interview that TFI is inevitable,
thursday
as school owners have to spend
on the upgrade of classrooms and
obsolescent equipment.
77 SUCs are expected to
implement TFI in the National
Capital Region (NCR).
Questioning CHEds Role
Conversely, the National Union
of Students of the Philippines
(NUSP) said that the tuition hikes
are unjust since the HEIs and
CHEd did not consult the students
properly about the tuition
increase.
NUSP also demands CHEd to
name the 339 SUCs they have
allowed to impose TFI. Earlier this
year, the organization challenged
the commission to implement
a TFI moratorium or to stop
existing.

existence if it cannot stop,

tuition increase this year may

P230.79 per unit in 2001, based
on their study.
NUSP President Einstein Recedes
said that only 8 out of 10 high
school graduates will be able to
afford college education due to
yearly tuition hikes.
Based on the data released by
the United Nations Educational,
Scientific and Cultural Organiztion
(UNESCO) in 2008, 73% percent
of the students are affected by
the annual TFI and are forced
to drop out of college due to the
unattainable price of education.
This number continues to rise
given that CHEd has not done
anything to improve the state
of Philippine education. said

Collegian (MKule) for the academic year 2010-2011. Dela Pea
has been a writer of the publication since 2008.
Dela Pea topped the editorial exam held on May 13 at the Office
of Student Affairs (OSA). Along with her, William Dadia, 4th year
BS Computer Science student, Marie Kristel Gabawa, 3rd year BA
Social Sciences student and Angelo Murillo, also 4th year BA Political
Science student, took the exam.
Facilitating and judging the editorial exam, the Selection Board
this year was composed of Prof. Bernard Karganilla, head of the
Department of Social Sciences (DSS), Prof. Andrea Martinez, from
the Department of Behavioral Sciences (DBS) and former EIC for A.Y.
1996-1997, Mr. Rowell Casaclang EIC for A.Y. 2004-2005, and Ms.

The Cost of Arroyo and Romans Stay in Power

A s thousands of UP students
graduate this year, they
cannot help but fear what
the country would offer them
knowing that from the leaders,
the populace, and the present
condition, the UP they left
is a mere microcosm of the
Philippines they are about enter.
The Roman Empire

candidacy when she declared
her presidential bid in 2004
for she established herself as
a staunch advocate of student
welfare. But upon her victory and
installation that same year, the
university has been plagued with
controversies and anomalies alike.
The nation was witness when the
President failed to deliver her
promises and the

students agenda, resulting to the
furtherance of the UP units state
of deprivation and the entire UP
systems bastardization.
Using the governments
insufficient subsidy as the
primary reason, Roman

Tuition and Other Fees Increase
(TOFI). In doing so, Roman barred
UPs gates to those who are poor
but deserving of the UP education.
According to a study conducted by
the Admission and Registration
Section of the Office of the
University Registrar, 45 percent of
those who passed the UP College
Admission Test are not pursuing
their slots in the university mainly
due to their incapability to pay the
tuition and other fees. Romans
scheme did not only defeat the
nature of the so-called Peoples
University but also tolerated the
governments disservice to its
people.

these pressing issues
as they remained
radical not

its people properly, the Arroyo
administration boasted of having
the highest recorded economic
growth rate in recent history,
escalating to almost eight percent
in the first quarter of 2010. But in
spite of the so-called continuous
economic growth within the
past years, the unemployment
rate surged to its highest in
2005 in which almost twelve
percent of Filipinos were jobless;
subsequently, the countrys
poverty rate claimed that 1.3
million Filipinos are living below
poverty line every year. The
plummeting ratings paved the
way for the Philippines consistent
classification among the poorest
in Asia, trailing behind fellow
Southeast Asian countries such
as Malaysia and Thailand
which the country used
to surpass in the previous
decades. In 2006, however,

skilled and professionals to other
countries for greener pastures, a
phenomenon called brain drain.
In 2006, the crisis worsened as
almost 8 million Filipinos already
emigrated abroad. The drain
has also harmed the countrys
health care system: approximately
115,000 Filipino health workers
migrated in 2008. This outflow of
medical professionals has forced
the closure of medical schools and
has also threatened hospitals.
In Arroyos second term as
president, her administration
failed to earn trust and respect
from the masses as she appeared
to have ignored the crises at
hand and involved herself in
disgraceful issues and scandals.
In 2004, Arroyo allegedly utilized
the fertilizer funds for her
election campaign. The fund,
worth P728 million, which was
intended for the agricultural
development program went
missing under Arroyos
administration. A year after,
Arroyos legitimacy as president
was ultimately questioned as
the Hello, Garci tape surfaced
in 2005. The tape contained a
recorded phone conversation
of Arroyo commanding election
commissioner Virgilio Garci
Garcillano to ensure her victory
by counterfeiting the election
results. Weeks after its leakage,
Arroyo apologized in public for
a lapse in judgment in talking
with an election commissioner
but justified her acts as a mere
protection for her votes. In
2007, Arroyo, her husband and
some of their allies received
bribes as they went to China and
signed an overpriced contract
between the National Broadband
Network (NBN) and ZTE
Corporation worth $329.5 million.
As the Arroyo administration
created its own debacles which
devastated its own country, it is
not anymore perplexing that the
populace lost faith in the system.
Her extravagant stay in the ivory
tower is the prolonged struggle of
the masses in her self-constructed
society where injustice and
impunity prevails. But Arroyos
stronghold of power is not yet
over when she desecrated the
Office of the President and
attempted to evade her crimes as
she ran for a lower position. This

to be the first step to dominate
the Congress and elect her as
Speaker of the House which
would bring her at the helm
of power once again.

ng lenggwahe. Subalit sa ilan, tila hindi
sapat ang pagtatama sa sistema ng
jejemon at gusto ring supilin at ibagsak
ang mga taong kabilang sa jejemon
Dahil ang ating kaisipan ay nahubog ng
kolonyal na mentalidad, ang pagiging
bihasa sa Ingles ay isang demarkasyon
na ang isang indibidwal ay nakaaangat
sa lipunan habang pang-mamata naman
ang inaabot ng mga hindi. Jejemon
ang bagong mukha ng kalabaw na
Ingles magkaibang porma, ngunit
parehong pang-mamata ang nakukuha
sa sambayanan. Pang-mamata na tila
naka-base pa rin sa antas ng dayuhang
perspektibo. Hanggat hindi tayo
namumulat na isa sa mga problema
ng ating lipunan ay ang kolonyal na
pag-iisip, ang ating kalagayan ay hindi
magbabago.
Marahil ay masyado na tayong nalamon
ng kolonyal na mentalidad. Noong unang
panahon ay mayroong indio ang
Pilipinong mababa ang antas sa lipunan
at hindi nakapag-aral; at mayroong
ilustrado ang Pilipinong may mataas
na antas sa lipunan at may yaman upang

nabigyan ng sapat na edukasyon.
Dahil ang mga jejemons ay kabilang
sa nakababatang populasyon, hindi
naman nila kasalanan kung sila ay hindi
nabibigyan ng sapat na edukasyon. May
mga institusyon sa ating lipunan ang
maaaring nagkulang sa pag-hulma sa
kaalaman ng bata. Hindi rin nila
ginusto kung sila ay napabilang
sa nakababang antas ng lipunan
kung saan ang mga dapat na sa
kanila ay napupunta lamang sa
bulsa ng iba. Bilang kabuoan, ang
binabato sa mga jejemon ay hindi
ang kanilang gawain ngunit ang

which ballooned the price of Php250/unit to a gargantuan P 1000-1500/unit rate.
No Submission
More than three years have passed, and it is undeniable that time only served to aggravate
the injury. The three years of ToFIs implementation equates to a lifetime of anguish to the
financially deprived but deserving students. Hundreds became academically incapacitated;
thousands were left with no choice but to cease the educational voyage. Never in the history
of UP have repression, commercialization, and undemocratic measures been this severe.
At the face of this dreadful injury inflicted upon iskolars ng bayan, however, submission
never became an option. Because for the UP students, the struggle is not yet over.

The escalated costs of living (read: administrations scapegoat) will never justify this
heinous act. Devastated by the staggering inflation rates, those rough years would have been
the perfect time to demand for higher state subsidy for tertiary education. Roman and her

of the genuine demands of the students. It was a blatant insult to the universitys stance as

unyielding resolve. The Collegian resides not in its size, form, or colorit is embedded in
every word it sends forth which is fiercely deliberated, in every sentence that is pondered
and ascertained, and in every article which is a firm appraisement to any issue which
hounds the student and the larger society. The essence of the Collegian is to transcend the
borderline of each of its pages to reach out the students and lead them outside of their
zones, unto a consciousness that embodies their peoples hopes and aspirations. Its identity
