1.1.1 This specification covers the minimum requirements for the design, materials, fabrication, inspection,
testing and shipping of air-cooled heat exchangers for general refinery services.
1.1.2 Steam condensers being operated at vacuum pressure are not covered by this specification. They
shall be designed, fabricated, inspected and tested in accordance with the applicable specifications,
local codes, regulations and the vendors standard.
1.2

General

1.2.1 Air-cooled heat exchangers and related auxiliary equipment shall conform to API Std 661 except as
modified and/or added by this specification, the purchasers requisition (inquiry) and the equipment
data sheets.
1.2.2 Unless otherwise specified in the purchasers requisition (inquiry), unit system used on air-cooled heat
exchanger data sheets, documents and drawings shall be of SI system except tube and piping sizes
which may be of English system.
1.3

References
The applicable provisions of the following codes, standards or specifications that are in effect at the
date of the Contract shall, to the extent specified herein, form part of this specification.

GUARANTEE

2.1

The vendor shall guarantee the equipment against defective workmanship or materials, improper
design and performance failure. The guarantee period is specified in the purchasers requisition
(inquiry). If the equipment does not perform satisfactorily or defects occur during this period, the vendor
shall make necessary repairs, alternations, or replacements at no cost to the purchaser and/or the
client.

2.2

The vendor shall guarantee the equipment performance as specified on the equipment data sheets at
design conditions.

2.3

The vendor shall guarantee that the noise level will not exceed those indicated on his equipment noise
data sheet.

2.4

The vendor shall guarantee that the materials of construction comply with the material specifications
established by the purchase order.

MODIFICATIONS TO API STD. 661


The following items are amendments to API Std. 661 (6th Edition, 2005). Unless stated otherwise, the
section, paragraph and figure numbers refer to those used in that standard.

SECTION 1
Paragraph 4.1

SCOPE

The pressure design code shall be in accordance with ASME and the supplemental
requirement in this international code.
(Addition)
ASME Code stamping shall not be required.
Any such requirements that are in addition to, or more stringent than, those of this
specification shall take precedence.

In case of conflict between this standards and the inquiry or order, the inquiry or order

Paragraph 5.8

The vendors proposal shall include fan performance curves with the design point marked
on the curves, only when it is specifically required in the purchasers requisition (inquiry).

The vendors proposal shall include expected sub-vendor lists for all major components,
such as finned tubes, tube bundle assembly, steel structures, fans, motors, louvers, etc.
for the purchasers review and approval.

APPROVAL INFORMATION

Paragraph 6.1.2

Complete shop detailed drawings of tube bundles and headers, including all standard
drawings pertaining thereto, shall be submitted for the purchasers approval prior to the
start of fabrication.

Paragraph 6.1.3

(Modification)
Calculations made in accordance with the ASME Code and/or local codes and
regulations, whichever required by the purchaser, for the design of pressure components,
including header boxes, tubes and tube joints, shall be submitted for the purchasers
approval. Additionally, sufficient detail shall be supplied for any non-standard pressure
boundary components, such as swage type transition nozzle.

Weld maps all proposed welding procedures and qualification records, including tube to
tubesheet welding procedures and qualifications (including impact test results, if
applicable) shall be submitted for approval prior to fabrication.

minimum design metal temperature for pressure parts shall be -18 .

Tubes

Paragraph 7.1.11.1 (Modification)


The minimum tube outside diameter shall be 25.4 millimeters (1 inch).

The maximum tube length shall be 13000 millimeters.

The wall thickness for tubes shall not be less than the following. For embedded fin tubes,
this thickness is measured from the bottom of the groove.
a. For carbon steel or ferritic low-alloy steel (maximum 9-percent chrome), 2.74
millimeter.
b. For high-alloy (austenitic and ferritic) steel, 2.11 millimeters.
c.

For nonferrous material, 2.11 millimeters.

Greater wall thickness may be appropriate for severe services or certain tube
configurations.

Overlapped footed L-shaped aluminum fin wrapped under tension over the outside

loosening or unraveling of the fins by the vendors proven method(s).
Paragraph 7.1.11.7.d) (Modification)
Footed L-shaped aluminum fin wrapped under tension over the outside surface of a
tube, with the tube fully covered by the feet between the fins. The fin end at each end
of the tube shall be secured to prevent loosening or unraveling of the fins by the
vendors proven method(s).
Paragraph 7.1.11.7.e) (Modification)
Externally bonded construction, in which fins are bonded to the outside surface of
tubes by hot-dip galvanizing, brazing or welding, shall not be used, unless otherwise
apecified by the purchaser.
7.2
7.2.1

Air-Side Design
General

Paragraph 7.2.1.4.b)(Modification)
The design exposure temperature for mechanical and instrumentation components
located below the tube bundle shall be equal to or greater than the highest of the following
temperatures. In case that it exceeds 80 C, the design exposure temperature of 80 C
shall be applied.

For units with exhaust air louvers, automatically controlled pitch fans, or variable
speed fans, the maximum process or heating coil inlet temperature (not mechanical
design temperature) minus 56 C.
For other designs, the maximum process or heating coil inlet temperature (not
mechanical design temperature) minus 111 C.

Fans and Fan Hubs

Paragraph 7.2.3.1 (Modification)


Only when the exchanger size is too small to apply two fans arrangement (aligned in the
direction of tube length) and approved by the purchaser, single fan arrangement may be
applied. Also the combination of other items (combined construction) could be acceptable,
which shall require the purchasers prior approval. In any case, the provision of
temperature control of the process fluids for each exchanger shall be provided.
Paragraph 7.2.3.5 (Modification)
Fan tip speed shall not exceed 61 meters per second except that direct-driven fan tip
speed shall not exceed 81 meters per second, with further limitation as required to meet
the specified noise level objective.
Paragraph 7.2.3.11.b) (Modification)
The pneumatic actuator shall be equipped with a positioner.

Connections shall be provided outside of the fan guards to permit grease lubrication of fan
shaft bearings without shutdown of the equipment. Stainless steel or copper tubing 6.0

accessible from grade or service platforms. The length of the grease line should be
minimized.

dismantling the fan, plenum, or platforms and without disturbing the structure of adjacent
bays.

The vendor shall furnish the necessary support columns to provide a minimum vertical
clearance of 2.3 meters from the bottom of bundles (induced draft type) or the fan guard

All weld defects shall be fully chipped out, and the repair cavity shall be inspected by the

All tube seal welds shall be inspected for surface cracks by dye penetrant or magnetic
particle method. The inspection shall be made after tube expansion.

Before shipment, all exposed ferrous surfaces except tubes shall be prepared and primed
or galvanized at shop in accordance with the applicable part of the painting specification
O-301.
All exposed ferrous surfaces not accessible after assembling shall be final coated or
galvanized at shop in accordance with also the applicable specification O-301

11.3 SURFACES AND FINISHES

These supplemental requirements shall be applied when the design pressure exceeds
13,800 kPa, and when the plate thickness of a box-type header of an air-cooled heat
exchanger exceeds 50 millimeters.
