MAYORS CORNER
Well, with springtime approaching us and the winter months hopefully be-
hind us, we can start planning springtime cleanup around our community. We have
entered our community into America in Bloom. I have had people ask me if we were
going to be in this contest again and I told them that we were entered. Again, I think
it does show pride in our community when we can dress it up with flowers and a
little of this and that. We again will have the summer help working with the street
department to help spruce up our community and get those little things that always
builds up, that otherwise we might not have time to get completed.
I hope that most of you have been keeping an eye on the 4-H Fairgrounds.
The City and County group had to re-bid the Exhibit Hall but fortunately, working
together, we do have a builder and it does appear that it should be completed pretty
much by the time the 4-H Fair starts. I believe that we will have a very nice Commu-
nity Fairgrounds for our county. Some of the older trees in the park have been
removed or may be removed but I hope that we can replant with nice quality trees
that will look great as they mature.
It is my understanding from INDOT that the Laughery Creek bridge project on
State Road 56 has been scheduled for April 2009 stimulus funding letting. I am
told during the construction season of 2009, both lanes of the bridge have been
designed to remain open to traffic with occasional lane closures controlled by flaggers.
Such closures are due to some utility relocations where the main power for our com-
munity crosses the bridge also. This part of project extends into the winter months
of 2009 and 2010. At the beginning of the construction season in 2010, the bridge
will be restricted to one Lane of traffic controlled by traffic signals. We do hope that
this project moves along with little or no problems.
As always I ask everybody to keep our men and women in the armed services
in their prayers and ask God to watch over our great community and this great coun-
try.

The Historic Downtown Program member meeting will be on April 21, 2009 at 6 pm
in Heritage Hall. Snacks will be provided. At this meeting, we will be hearing updates
from different groups in our community, such as, Police Department, Museum, Parks,
Foundations, Tourism, City, and County to name a few. For such a small town, we have
a lot things going on all the time. We hope this meeting will give everyone a chance to be
updated on projects and plan for future events. Remember our meetings are open to
the public and we accept new members all year long. Hint. Hint.
We are trying to be more available on the Internet. Sure, we have our website. But
now, we have added a Historic Downtown Program group on Facebook. So if you are on
Facebook add our group then invite your friends. We have 71 members to date, some as
far away as Florida, Arizona, and even Iraq. You might find on old friend or two. We send
out invitations to events, share photos, post comments, and more. We hope to accom-
plish more of a connection between our city and all who are interested in it.
Now is the time to count our blessings and ask God to watch over our community
and all of our service men and women.

America in Bloom
Committee Celebrates
Spring
The America in Bloom committee hopes that you will get
spring fever and walk in Shiner Community Park to see what flow-
ering surprises spring has in store for us! The paved walking
path has many new trees that were planted last year. The drive-
way back to the City Maintenance Building has new trees, shrubs
and ornamental grasses. The undergrowth of the groves of trees
in the park has been cleared and now have benches and/or pic-
nic tables for your relaxing and bird watching pleasure. There
are stretching and workout sites for the serious jogger and run-
ner. The two intersection areas along the walking path by the
baseball field and the tennis courts have gardens that are offi-
cially designated as National Wildlife Backyard Habitat sites. Are
you looking for something new for your yard? Just go for a walk
and get some ideas!!!
Currently at Shiner Community Park, the two flower gar-
dens/habitats are a mixture of native Indiana flowers, grasses,
and plants. They are a variety of heights and colors. Once they
start springing up, there will be something in bloom or seeding
every month until frost. The seed pods and flower heads are left
thru winter time for the birds. Here is a partial list of plants in
the habitats that attract birds and butterflies: bee balm, butter-
fly weed, black eyed susans, purple prairie clover, tall bluestem,
side-oats grama, coreopsis, New England Aster, Rough blazing
star, cardinal flower, purple coneflower, and yellow coneflower.
Since the daisy is the official city flower, the AIB commit-
tee is hoping to have several daisy gardens around the city and
on one of the hillsides in the community park. Would you be
willing to share a clump of daisies from your yard to help us get it
started? If so, please contact Janie Eldridge at 438-1230 with
your name, phone number, and address, and an AIB committee
member will come dig up your generous flowering donation!! Help

Come out and experience the 2009 edition of the Kelly Miller
Circus as they fill your day with an exciting, learning adventure. The
journey begins as they pull onto the Circus grounds at 7:30 a.m. and
begin the transformation into an educational wonderland.
As the hustle and bustle of Circus life envelopes the grounds,
you become lost in the unlading of equipment and animals. The giant
elephants help raise the Circus Big Top and free guided tours are given
to let everyone take part in the excitement. The huge creatures are so
fascinating to watch. Many people have spent the entire day enjoying
their playful antics. You can observe the elephants as they play together
in their elephant pen unchained! The silly games they play will de-
light and amaze you.
The elephants are awesome but dont forget the rest of the Cir-
cus family. Their horses, camels, llamas, ponies, and miniature Sicilian
donkeys are equally enjoyable. They perform for you, along with the
other amazing acrobats and aerialists from around the world, in the two
main Big Top Circus performances.
The friendly personnel in the Animal Department will be glad to
answer any questions you may have about the Circus animals on dis-
play. What better way to learn about the animals than having a live
example in front of you to observe and to ask questions about?
If you have ever wondered what a camels foot looks like, or how
much an elephant eats, come out and see for yourself. The fun will be
there for everyone, and what you learn you can take home for free.
The Kelly Miller circus will be coming to Rising Sun on April 29.

County Historical Museum, MainSource Bank, Friendship State Bank,
Peoples Community Bank, and Tandys IGA. Adult tickets are $10.00
and $6.00 for children (under the age of 12) when purchased in ad-
vance. Proceeds will benefit the Ohio County Historical Society. We
hope to see you at the Circus.
