Biodiversity, the Next Challenge for Financial Institutions?
A scoping study to assess exposure of financial institutions to biodiversity
business risks and identifying options for business opportunities

Mulder, Ivo

While the business case for climate change is now widely recognized, the business case for
biodiversity has only to a limited extent been addressed. “Biodiversity”, or the ecosystem
services that support our way of life, are becoming the next challenge for financial
institutions.

This report focuses on the specific implications of exposure to biodiversity business risks
for the commercial banking sector, asset managers and investors, and (re)insurance firms.
It provides an overview of available tools and best management practices to enable financial
institutions to mitigate any adverse impacts proactively. The report also identifies a number
of biodiversity business opportunities for financial institutions that make both financial as
well as conservation sense. A number of recommendations are presented to the financial
sector, as well as to other stakeholders, such as NGOs, governments and multilateral
institutions on how to further build and communicate the business case for biodiversity to
the financial community.

Mujeres indígenas, territorialidad y biodiversidad en el

Contexto Latinoamericano

Luz, Marina Donato; Escobar, Elsa Matilde; Escobar, Pía; Pazmiño,

Aracely; Ulloa, Astrid

y ambiental, reconfiguraciones territoriales, conocimientos tradicionales y biodiversidad,

Towards European Biodiversity Monitoring: Assessment, Monitoring and
Reporting of Conservation Status of European Habitats and Species
The latest IUCN Red List shows that a third of all amphibians, one in eight birds and a
quarter of all mammals are under threat globally. Action is needed at the international level
and the EU has taken a strategic approach across Europe, by implementing the Birds and
Habitats Directives. The Directives are the most significant steps taken so far by the EU to
meet its own target of “halting the loss of biodiversity by 2010”. Monitoring, assessing and
reporting the success of this legislation is vital. The monitoring exercise presented in this
report represents the valuable contribution that NGOs can make. The European Habitats
Forum brings together NGOs working to implement the Directives, and represents a wide
range of knowledge and expertise on many species and habitat groups as well as experience
gained from involvement at the local level. This report will be of use to other European
institutions, government ministries and agencies undertaking their own monitoring,
assessment and reporting exercises.

An Uncertain Future: Biodiversity and Livelihoods along

the Mekong River in Northern Lao PDR

Lazarus, Kate; Dubeau, Pierre; Bambaradeniya, Channa

The Lao People’s Democratic Republic lies at the heart of the Mekong
River basin. It is rich in natural resources including water, wetlands,
forests and biodiversity. Managing these resources sustainably is
essential to meeting its development objectives of reducing poverty
while promoting economic growth. Although the upper Mekong
River is internationally recognized as important for biodiversity, including large, endangered
migratory fish species such as the Giant Catfish, there is currently very little information
about the status of these resources. This report is a synthesis of the findings and key points
of discussion drawn from three years (2003–2005) of monitoring and assessment, and
identifies key areas of concern that require further monitoring and assessment as well as
making recommendations for future work.

EDUCATION

CEPA Toolkit
Communication, Education and Public Awareness (CEPA) are important instruments for
conservation and the sustainable use of biodiversity. It provides the link from science
and ecology to people’s social and economic reality, and deals with the processes that
motivate and mobilize individual and collective action.

CEPA comprises a range of social instruments including information exchange, dialogue,

education and marketing. These instruments work best when used in conjunction with a
range of legal, financial and other instruments, to develop, implement and manage the
National Biodiversity Strategy and Action Plans (NBSAP) required under the Convention
on Biological Diversity (CBD). The CBD CEPA toolkit, developed by the IUCN Commission
on Education and Communication (CEC) for the CBD Secretariat, offers information, fact
sheets, checklists and practical examples from all over the world.

The Green Belt of Europe: from Vision to Reality

Terry, Andrew; Ullrich, Karin; Riecken, Uwe

The Iron Curtain, running from the Barents Sea to the Black Sea,
divided Europe for almost 40 years and no activity was allowed in
this “forbidden” zone. When it fell in 1989, it left a strip of land that
runs the entire length of Europe and that has remained comparatively
undisturbed – a green belt. The Green Belt initiative aims to integrate
this entire strip of land with its key habitats and ecological areas as
part of an international network of valuable ecosystems. This book provides background
information on the initiative, reviews current activities in a number of case studies and
looks at how the initiative can fit into current and future global efforts to protect European
biodiversity.

This book seeks to: 1. examine the political, economic, cultural, and ecological dimensions
of food sovereignty; 2. generate and exchange technically informed and practically applicable
knowledge; and 3. provide an interactive space for the formation of cross-cultural alliances
between the USA and Latin America among academics and practitioners. It grew out of
a unique workshop at Yale University on “Food Sovereignty, Conservation, and Social
Movements for Sustainable Agriculture in the Americas”. In this book, the organizers have
synthesized the proceedings, expanded on insights derived there, and provided concrete

Depend on Nature: Ecosystem Services supporting

Human Livelihoods

Mainka, Susan A.; McNeely, Jeffrey A.; Jackson, William J.

Human wellbeing depends on the capacity of the earth’s natural

systems to provide ecosystem goods and services. However, the
Millennium Ecosystem Assessment chillingly concludes that unless
we take action to mitigate the current decline in ecosystem services,
the cost to society will be substantial. In this publication, IUCN
defines three key challenges that will need to be addressed in the near future in order to
deliver internationally-agreed development goals. Actions for implementation for all three
challenges are also proposed, as well as some ‘First Steps’ that should be initiated now if we

FORESTS
The Forest Landscape Restoration Handbook

Rietbergen-McCracken, Jennifer; Maginnis, Stewart; Sarre, Alistair

This hands-on guide is the first comprehensive, practical treatment of

Forest Landscape Restoration (FLR). As an approach to conservation,
FLR provides a complementary framework to sustainable forest
management and the ecosystem approach in landscapes in cases where
forest loss has caused a decline in the quality of ecosystem services. The
main aim of FLR is not to re-establish pristine forest, even if this were
possible, but to strengthen the resilience of landscapes and thereby keep future management
options open. It also aims to support communities as they strive to increase and sustain the
benefits they derive from the management of land. The result is an indispensable, easy-to-read
handbook for practitioners in all aspects of forestry and natural resource management.

Forests in Landscapes: Ecosystem Approaches to Sustainability

Sayer, Jeffrey; Maginnis, Stewart, assisted by Laurie, Michelle

Recent innovations in Sustainable Forest Management and Ecosystem Approaches are

resulting in forests increasingly being managed as part of the broader social-ecological
systems in which they exist. Forests in Landscapes reviews changes that have occurred in forest
management in recent decades. Case studies from Europe, Canada, the United States, Russia,
Australia, the Congo and Central America provide a wealth of international examples of
innovative practices. Cross-cutting chapters examine the political ecology and economics of
forest management, and review the information needs and the use and misuse of criteria and
indicators to achieve broad societal goals for forests. A concluding chapter draws out the key
lessons of changes in forest management in recent decades and sets out some thoughts for the
future. This book is a must-read for practitioners, researchers and policy makers concerned
with forests as sources of people’s livelihoods and as part of rural landscapes.

Forest Quality: Assessing Forests at a Landscape Scale

Dudley, Nigel; Schlaepfer, Rodolphe; Jeanrenaud, Jean-Paul; Jackson, William;

Stolton, Sue

In this groundbreaking text, forest quality is discussed as a useful new concept in forest
conservation and management. Three main assessment criteria are used: authenticity,
environmental benefits, and social and economic benefits. A methodology and protocol for
collecting and analysing data is described, and the approach needed with each indicator is
outlined in detail. A landscape approach to assessment is advocated, as meeting conservation
goals also means addressing human needs, and balancing the trade-offs involved is only
possible at a landscape scale. Assessment is demonstrated in a series of case studies from
Europe, Africa, Asia and Latin America, showing how this method can be used in many
ways to help forest conservation management.

Rehabilitation and Restoration of Degraded Forests (Chinese version)

Lamb, David; Gilmour, Donald A.

Large areas of the world’s forests have been lost or degraded and landscapes everywhere
are being simplified by current land-use practices. This publication presents approaches
to restoring and rehabilitating the vast areas of degraded, fragmented and modified forests
around the world. The authors argue that by applying best practice at the site level it is
possible to enhance socio-economic and ecological gains at the landscape level. It is an
important contribution towards the objectives of the Forest Landscape Restoration approach
and essential reading for practitioners and decision makers involved in forest restoration.

Despite endorsements of the concept of sustainable development

and the linking of sustainable development with the Millennium
Development Goals, progress towards the eradication of poverty has
been disappointing. The underlying principles of sustainable development need to be more
critically and actively applied to both poverty reduction and biodiversity conservation. While
recognizing the need for better integration of poverty reduction and conservation objectives
by both developmental and conservation agencies, particular attention is paid to the reasons
why conservation should do better in contributing to long-term sustainable development
and more immediately to poverty reduction.

Aspectos jurídicos de la conservación de los glaciares

Iza, Alejandro; Rovere, Marta B. eds.

Achim Steiner, pref.; Lalaina Ravelomanantsoa, trad.

Adopted in 1968 in Algiers, this Convention was considered the most

forward-looking regional agreement of the time, and it influenced
significantly the development of environmental law in Africa. Two and
a half decades of intense developments in international environmental law made it necessary
to revise this treaty, update its provisions and enlarge its scope. This was undertaken under
the auspices of the African Union (previously OAU), and the revision was adopted by its
Heads of State and Government in July 2003 in Maputo. This edition provides an overview
of this new international treaty, as well as a commentary to each of its provisions, with texts

The ABS Series –

Environmental Policy and Law Paper no. 067
The fair and equitable sharing of benefits arising out of the utilization of genetic resources,
including by appropriate access to genetic resources and transfer of relevant technologies,
is one of the three objectives of the Convention on Biological Diversity (CBD). Since the
Convention’s entry into force, a considerable number of instruments on Access and
Benefit Sharing (ABS) have been adopted, including regional and national law, international
agreements and guidelines, codes of conduct, and decisions of the CBD Conference of
the Parties. Nonetheless, implementation and making ABS work in practice continues to
present enormous challenges.

The ABS Series is the first “subseries” within the EPLP series, designed to maximize the
usefulness and accessibility of writings to the broad range of participants addressing the
ABS challenge at both national and international levels. It offers a real contribution towards
progress on an issue which has, up to now, been stymied both by its complexity and by
its controversial nature. It is only through the understanding of those complexities that
consensus and useful compromise can be attained that will resolve the controversies and
enable a functional system for achieving the all-important equity objective of the CBD.

Addressing the Problems of Access: Protecting Sources, While Giving Users

Certainty

Cabrera Medaglia, Jorge; López Silva, Christian

LAW

This book provides a systematic analysis of the requirements of access law, both the CBD
requirements and the basic requirements of enforceable legislation. Often key legal issues
16
that have a significant impact on enforceability of ABS agreements are not addressed in
national legislation, therefore, this book addresses these issues with the aim to recognize
and understand the nature of the legal impediments that must be addressed for the drafting
of functional ABS legislation. Although the book is premised on the issues of access, it
inevitably refers to corresponding issues of benefit sharing that are relevant for articulating
the legal principles that inform a functional ABS system. Its conclusions look at particular
legal concepts that, if accepted, could form the basis for functional ABS systems that respond
to the identified concerns.

Beyond Access: Exploring Implementation of the Fair and

Equitable Sharing Commitment in the CBD

Walløe Tvedt, Morten; Young, Tomme Roseanne

Fewer than 11% of CBD Parties have adopted substantive ABS law,
and nearly all of these are developing countries, focusing almost entirely
on the ‘access’ side of the equation. Most of the CBD’s specific ABS
obligations, however, relate to the other side of the equation – benefit
sharing. This book considers the full range of ABS obligations, and
how existing tools in user countries’ national law can be used to achieve the CBD’s third
objective. It examines the laws of those user countries which have either declared that their
ABS obligations are satisfied by existing national law, or have begun legislative development;
the requirements, weaknesses and gaps in achieving benefit-sharing objectives; and the ways
in which new or existing legal tools can be applied to these requirements.

A Moving Target: Genetic Resources and Options for Tracking and
Monitoring their International Flows

Ruiz Muller, Manuel; Lapeña, Isabel

Current discussions over the “Certificate of Origin, Source and Legal Provenance” include
the legal and practical implications associated with tracking the flow of genetic resources.
Knowing what is where, how it got there, and whether conditions and restrictions were
complied with, is a critical aspect if an ABS regime is to be effective in its implementation.
This book provides insights into options and components for the development of a
national/international system for the tracking and monitoring of genetic resources to ensure
compliance with the ABS provisions of the CBD. It includes discussions addressing the
practical options for such a system, its costs and economic impacts, and its possible role in
the ABS framework.

Contracting for ABS: the Legal and Scientific Implications of

Bioprospecting Contracts

Bhatti, Shakeel; Young, Tomme; Carrizosa, Santiago; McGuire, Patrick

Contracts relating to scientific/technical development are effective only where they are
enforceable or valid under relevant law, can be practically implemented by the Parties, and
address matters arising from the relevant scientific/technical issues and practices. Negotiators
are often hampered by their lack of knowledge of contract law (and special legal concerns
in the country in which users are located), and of the bio-technological techniques used to
derive new molecules and genes or genetic or biochemical formulae from biological samples.
This lack of knowledge means they may not make the best choices on behalf of their country,
community or institution. This book examines the special issues in applying contract law
to the rights to take and utilize genetic resources; and the scientific issues and the manner
LAW

in which they affect the negotiation of ABS agreements.

Dr Amadou; Haidar, Lina; Mgbeoji, Dr Ikechi; Nassar, Walid; Patton, Sarah; Saveresi,

The most difficult and least-addressed ABS implementation issue is that of coverage. On
the one hand, the CBD’s ABS provisions appear to give every country full rights over all
genetic resources found in the country, even if the exact subspecies or variety is also found
in other countries. On the other hand, however, even within a single country, each biome
may be separately regulated, and each community or landowner may be given the right to
control access to and receive benefits for the genetic resources of every specimen taken from
their land or sold by them. This book will analyse the basic concept of ABS, examining
the overall mechanisms that could be used to make the system work internationally. It also
documents the overall conclusions and analytical results of The ABS Project which have not
been incorporated in its other primary publications, focusing on the questions that remain
open and identifying some points of concern or oversight.

How is Your MPA Doing? A Guidebook of Natural and
Social Indicators for Evaluating Marine Protected Areas
Management Effectiveness

Pomeroy, Robert S.; Parks, John E.; Watson, Lani M.

IUCN, WWF and the US National Oceanic and Atmospheric

Administration (NOAA) have developed this guidebook to assist
marine protected area (MPA) managers in assessing the performance of
their MPA. Based on this assessment, it shows how necessary changes
can be made to improve management measures. It presents a flexible approach that can be
used in many types of MPA and offers a variety of specific biological, socio-economic and
governance indicators to measure the effectiveness of management actions in achieving
MPA goals and objectives.

Coral Reef Resilience and Resistance to Bleaching

Grimsditch, Gabriel D.; Salm, Rodney V.

The world’s precious coral reefs are being destroyed at an unprecedented

rate and scale. Burgeoning populations, destructive fishing practices,
coastal development, sedimentation from forest clearing and unsound
agricultural practices, expanding tourism, and increasing pollution
are the primary agents of human impact. Over the past decades,
managers have largely focused on combating these threats; however,
during the past 15 years we have witnessed a major new threat to coral reefs – the threat of
coral bleaching linked to global warming. While still in the early stages of understanding
and responding to this threat, much has been learned already. This publication provides the
marine conservation and management community with information they can use as they
carry out “in-the- water” conservation to enhance a reef ’s natural resistance and resilience,
as well as informing the broader public.

Building resilience into mangrove conservation plans requires an

understanding of how mangroves will respond to climate changes,
what factors help them survive these changes, and, consequently, which
mangroves are most likely to survive these changes. This publication
provides a welcome reference for all stakeholders in mangroves, especially
coastal communities, to assist them in encouraging decision makers to apply
resilience principles in all development and conservation programmes.

Ecosystems and Biodiversity in Deep Waters and High Seas

Gjerde, Kristina M.

This report reveals recent discoveries about the beauty, value and
vulnerability of life in the deep seas and in the open ocean. It explores
what these astonishing findings mean for current ocean governance, what
the impacts are of present and potential human activities, and what can
be done to promote effective and sustainable management of the riches of
the deep and open oceans. The ecosystems and species described herein
do not adhere to man-made boundaries; many exist within national
jurisdiction as well as in the high seas and seabed “Area”. It is hoped that this report will provide
a common basis of knowledge to stimulate action by states and the global community.

A Reef Manager’s Guide to Coral Bleaching

Marshall, Paul; Schuttenberg, Heidi

Coral reefs are vital ecosystems, providing a source of income, food and coastal protection for
millions of people. Pollution, habitat destruction, disease and unsustainable fishing have led
to declines in reef condition throughout the world. Added to this, the threat of mass coral
bleaching has recently emerged, causing extensive coral mortality to nearly every coral reef
region. Efforts have now begun to improve the prospects of coral reefs by identifying resilient
areas, enhancing their protection, and implementing strategies to support ecosystem resilience.
This guide brings together the latest scientific knowledge and management experience to
assist managers in responding effectively to mass coral bleaching events, providing pragmatic,
science-based suggestions for adaptive management in this time of change.

Coral Reef Degradation in the Indian Ocean: Status Report 2007
Ten years after bleaching: Facing the consequences of climate change in the
Indian Ocean

Obura, David; Tamelander, Jerker; Linden, Olof

The fifth in the series of CORDIO Status Reports, this publication will reflect the evolution
of the CORDIO project in response to the mass mortality of corals in the Indian Ocean
in 1998, a direct consequence of climate change and rising sea surface temperatures. The
contents of the publication intend to show there is no single way to adapt to climate change,
no uniform outcome that affects all places in the same way. Each community, research
institution, country and sub-region in the publication expresses variations on the reality of
degradation as a result of climate change interacting with other local threats, and variations
in possible outcomes and how to respond to these. The reader should gain a sense of the
immense scope of change that ecosystems and people are facing, and the urgent need to
respond from local to global levels to take steps to constrain and minimize the rate of
climate change.

In the Mediterranean region alone, there are more than 4400 protected areas, of which 67%
have been assigned an IUCN category. This publication analyses the use and interpretation
of the different protected areas categories in the Mediterranean, gathers the ideas and
proposals of agencies and other key stakeholders in the Mediterranean region, and includes
the results of the IUCN International Summit in Almeria. It aims to serve as a stimulus to
assess the options for improvement of legislation where needed, and for the categorization
of new areas and its application to the already existing ones.

As Áreas Protegidas Podem Contribuir para a Redução da Pobreza ?

Oportunidades e limitações

Scherl, Lea M.; Wilson, Alison; Wild, Robert; Blockhus, Jill M.; Franks, Phil; McNeely,
Jeffrey A.; McShane, Thomas

Many of the areas most important for conserving biodiversity are occupied by poor people, or
have poor people living around them. Hence, the complex relationship between poverty and
protected areas can no longer be ignored. This book presents a balanced perspective on how
protected areas relate to poverty, in both positive and negative ways. On the one hand, protected
areas deliver multiple benefits to the people living around them, ranging from tourism to crop
pollination; on the other hand, they may prevent some forms of resource use, and harbour

animals that may damage crops in adjacent lands. But by addressing these potential conflicts
in an open and inclusive manner, protected area authorities can forge a productive partnership
with the rural poor. This book provides a useful introduction to these issues, built on a broad
consensus of leading organizations working in conservation and development.

Security Considerations in the Planning and Management of

Transboundary Conservation Areas

Braack, Leo; Sandwith, Trevor; Peddle, David; Petermann, Thomas

Sometimes boundaries make geographical sense; other times they are straight lines, imposed
by colonial powers centuries ago. Today, territorial integrity is a founding principle of the
relations between governments, but even so, boundary conflicts are still unresolved in many
parts of the world. This book demonstrates how transboundary conservation initiatives
can help to defuse boundary conflicts, and sometimes even solve them, and discusses
management and security considerations that should be foremost in the minds of those
responsible for transboundary conservation areas.

Sustainable Management of Protected Areas for Future
Generations

Jim, C.Y.; Corlett, Richard T., eds.

This book contains a selection of papers presented at the IUCN World

Commission on Protected Areas 5th Conference on Protected Areas of
East Asia, held on 21-25 June 2005 in Hong Kong. They all relate to
the management of protected areas, but in other aspects they are very
diverse. Almost half the papers come from the host city, Hong Kong,
but the study areas of the others range from Hainan Island in the south to the Democratic
People’s Republic of Korea in the north. The focal ecosystems are equally diverse, from
forested mountains to urban wetlands, and from streams to coral reefs. Some deal with entire
biotas, while others focus on specific species. Some report success stories, while others focus
on threats, but most record both.

Sustainable Financing Sources for Protected Areas in the Mediterranean

López Ornat, Arturo; Jiménez-Caballero, Sira

Protected areas in the Mediterranean contribute significantly to sustaining the economy of

the region but are chronically under-funded. Covering around 300,000 km2, they provide
freshwater flows, resources for hydropower, recreation and tourism, fisheries, biodiversity, and
other ecosystem services. The Murcia Conference on Protected Areas in the Mediterranean
and the Vth IUCN World Parks Congress identified a wide range of alternatives for generating
revenues, including innovative funding approaches such as debt swaps, endowment funds,
and payment for ecosystem services; to improve development policies (e.g. by reforming
subsidies); and to share costs and benefits through co-management and local participation.
This paper reviews the degree of implementation of the recommendations, assessing the
general financing needs and gaps, the main funding sources, and identifying the most
important financing actions.

reference book offers a comprehensive and authoritative status report on the world’s 100,000
parks, nature reserves, and other land and marine areas currently designated as protected areas.
Covering over 12% of the Earth’s land surface, protected areas are the great strongholds of
biodiversity and landscape conservation. They also provide a wide range of valuable ecosystem
services: protecting food and water supplies; regulating weather patterns; protecting watersheds
and coastlines from erosion; maintaining places of historical or cultural significance for
recreation; generating income and employment, and more. This publication describes what
protected areas have and have not accomplished, what threats they face, and how they can be
better managed to achieve the goals of conserving biodiversity and other natural resources.

Evaluation du système des aires protégées de Guinée Bissau à l’aide du
Rapid Assessment and Prioritization of Protected Areas Management
(RAPPAM – WWF)

BEST PRACTICE GUIDELINES SERIES

This series is designed to address key issues facing protected areas around the world. It
is intended for all those concerned with protected area policy and practice: practitioners,
political decision makers, NGOs, academics and international funding agencies. The
series was originally developed and published in partnership with the Department of City
and Regional Planning, Cardiff University (volumes 1 12). While each of the first twelve
volumes received some seed funding support from Cardiff, each was separately funded
from a range of other sources as well. Beginning with volume 13, the series is published
in partnership with the James Cook University and Rainforest CRC, Australia.

Sustainable Financing of Protected Areas: A Global

Review of Challenges and Options

Emerton, Lucy; Bishop, Joshua; Thomas, Lee

Achieving Protected Area (PA) financial sustainability in the future will

require major changes in the way that PA funding is conceptualized,
captured and used. With many, if not most, PAs facing funding crises,
there is an urgent need to expand and diversify PA financial portfolios,
and to ensure that funding reaches the groups and activities essential for biodiversity

30
conservation. A range of innovative financing mechanisms have been developed and
implemented to increase funding for PAs. This document aims to review and assess the
status of a variety of these mechanisms, the major obstacles and opportunities for their
implementation, and the potential for improvement.

IUCN Protected Area Management Categories

Dudley, Nigel; Phillips, Adrian

Protected areas are the cornerstone of virtually all national and

international conservation policies. About 10% of the world’s forests
are to be found in protected areas, and Forest Protected Areas make a
critical contribution to conservation. The purpose of this publication
is to address two questions, both of which are strategic, complex and
politically significant: What is, and what is not, a Forest Protected Area? What other forms
of forest protection are there, and how do they relate to Forest Protected Areas?

SPECIES

RED DATA LISTINGS

The IUCN Red List System was first conceived in 1963 and set a standard for species
listing and conservation assessment efforts. For more than 30 years the Species Survival
Commission has been evaluating the conservation status of species and subspecies
on a global scale – highlighting those threatened with extinction and promoting their
conservation.

The Status and Distribution of European Mammals

Temple, Helen J., comp.; Terry, Andrew, comp.

Numerous scientific studies show that biodiversity in Europe has been

declining rapidly for some time and that this pattern has been matched
by the great periods of expansion and intensification of land use. This
first assessment of the Red List status of Europe’s and the European
Union’s mammals shows us that 15% of our species are threatened with
extinction, 27% were identified as declining and another 33% had an
unknown population trend. It identifies those species that are threatened with extinction at
the regional level – in order that appropriate conservation action can be taken to improve
their status.

The Status and Distribution of Freshwater Fish Endemic to the

Mediterranean Basin
Darwall, Will; Smith, K.

Freshwater in the Mediterranean basin is of huge economic, environmental and livelihood

importance. However, with a growing population and an increasing number of tourists,
freshwater resources are under great pressure. Since the threatened status of plats and animals
is one of the most widely used indicators for assessing the condition of ecosystems and
their biodiversity, an assessment was undertaken for freshwater fish in this region. It aims
to assist in regional planning through the provision of a baseline dataset. It also hopes to
encourage development of a network of regional experts to enable future assessments and
the continued updating of the data.

The Status and Distribution of Reptiles and Amphibians
of the Mediterranean Basin

Cox, Neil, comp.; Chanson, Janice, comp.; Stuart, Simon, comp.

A steady migration towards coastal areas, specifically in the south

and east of the Mediterranean, is causing pressure on the coastal
environment and, more importantly, on its biodiversity. In this second
Mediterranean regional assessment, all the reptile and amphibian
species within the region of study have been evaluated for their global
conservation status. The assessment aims to assist in regional planning through the provision
of a baseline dataset, to help identify internationally important sites for biodiversity, and to
encourage development of a network of regional experts to enable future assessments and
the continued updating of the data.

ACTION PLANS
AND OCCASIONAL PAPERS

The Specialist Groups in the IUCN Species Survival Commission publish in-depth reports
on the conservation status of particular species or groups of species. These Action Plans
assess the current situation of species throughout their habitats and – most importantly
– lay out the necessary steps for their protection. The strength of the Action Plan format is
in its combination of species overviews and the clear delineation of conservation priorities.
The Occasional Paper series of publications focuses on a variety of diverse species
conservation topics, in particular, proceedings of important meetings.

Amphibian Conservation Action Plan. Proceedings of the IUCN/

SSC Amphibian Conservation Summit 17–19 September 2005,
Washington, DC, USA

Gascon, Claude; Collins, James P.; Moore, Robin D.; Church, Don R.; McKay, Jeanne
E.; Mendelson III, eds.

Amphibian populations are disappearing all around the world and we are only just beginning
to grasp the scale of the situation. Around a third of amphibian species are threatened with
extinction – mass extinctions of this magnitude have not been seen since the time of the
dinosaurs. Traditional threats to species and ecosystems – such as habitat loss and pollution
– are being compounded by new threats such as climate change and emerging disease. This
is not simply an amphibian problem, but a human welfare issue. We need to act quickly to
save the amphibians, as well as the ecosystems that support them and provide us with clean
drinking water, clean air, and support the quality of life that many take for granted.

Best Practice Guidelines for Reducing the Impact of
Commercial Logging on Great Apes in Western Equatorial
Africa

Morgan, David; Sanz, Criquette

The conservation outlook of these endangered apes will improve

significantly if forestry companies are prepared to make a few changes to
management policies in logging concessions. These guidelines outline
specific recommendations for reducing the impact of commercial
logging on wild apes, many of which can be implemented within the framework of
sustainable, reduced-impact logging at little or no additional cost. Advantages will also
accrue for logging companies which rapidly implement these measures, allowing them to
be recognized as “ape-friendly” timber producers.

African Elephant Status Report 2007: an Update from the African Elephant
Database

Blanc, Julian J.; Barnes, Richard F.W.; Craig, G.C.; Dublin, H.T.; Thouless, C.R.;
Douglas-Hamilton, Ian; Hart, J.A.

The African Elephant Database is a spatial database used to store, manage, analyze and
disseminate information on the distribution and abundance of elephant populations on the
African continent, in order to provide a current and accurate picture of the status African
elephants. Elephants are the largest living land mammals, and their potential impact on their
habitats raises important management issues both for protected areas and unprotected land.
This Status Report is rich in data and information on numbers, distribution and current
issues, and provides continent-wide information that is vital for conservation. It will help
wildlife management authorities to harmonize their policy and management decisions across
regions, as well as the continent, to reduce conflict and relax the pressure on habitats.

2005, Seattle, Washington, USA

Aars, Jon; Lunn, Nicholas J.; Derocher, Andrew E., eds.

SPECIES — ACTION PLANS AND OCCASIONAL PAPERS

These proceedings provide an overview of the ongoing research

and management activities on polar bears in the circumpolar arctic.
Together with the previous 13 proceedings, they provide an historic
record of international efforts in protecting, studying and managing
polar bears. With recent data on how a warmer arctic climate might affect the sea-ice habitat
of polar bears, predictions of even warmer weather to come, and data on the effects on polar
bear sub-populations, an evaluation of the red list status of polar bear sub-populations
resulted in an increased conservation designation of Vulnerable. Given the complex possible
interactions between climate change, local harvest, and in some areas high pollutant levels,
an increased level of international cooperation was advocated.

The Cross River gorilla (Gorilla gorilla diehli) is recognized by IUCN as Critically
Endangered, and is the most threatened taxon of ape in Africa. Work during the last
two decades has revealed that fewer than 300 Cross River gorillas may remain, spread
across an area of about 12,000 km2. The outlook for these apes is far from hopeless, but a
concerted and sustained effort will be required if their long-term survival is to be assured.

Regional Action Plan for the Conservation of

Chimpanzees and Gorillas in Western Equatorial
Africa

Tutin, C.

In some areas of western equatorial Africa, ape populations

have declined by more than 50% over the last twenty years.
By far the most serious short-term threats to apes in this region are poaching and disease
epidemics. In the longer term, however, it is believed that habitat loss and disturbance will
become as serious a threat as hunting and disease. The world’s leading experts agree that
the investment and actions described in this plan constitute the best strategy for preserving
wild chimpanzees and gorilla populations in western equatorial Africa. Implementation of
the recommendations will make a significant difference to the survival of great apes in this
region.

Denying Entry: Opportunities to Build Capacity to Prevent the

Introduction of Invasive Species and Improve Biosecurity at US Ports

Reaser, Jamie K; Waugh, John

Trade and travel are the primary drivers of biological invasion both into and within the
United States, and prevention measures have been identified as the most cost-effective means
of minimizing the introduction and impact of invasive species. A recognized gap in the US
government’s knowledge of the role that trade has played in the introduction of invasive
species into the US led to a study undertaken by the US Environmental Protection Agency’s
Office of International Affairs and IUCN. The aim was to identify the resources, strategies,
and policies necessary to create, maintain, and make accessible one or more commodity/
invasive species databases that EPA and other relevant agencies can apply to trade policy
decision making in a timely and scientifically-based manner.

Alien Species in Aquaculture: Considerations for

Responsible Use

Hewitt, Chad L.; Campbell, Marnie L.; Gollasch, Stephan; Meliane,

Imène, foreword

Aquaculture is an important economic activity in coastal areas of many

countries, and is one of the fastest growing sectors within fisheries.
Currently most marine aquaculture facilities, particularly in developing
countries, use non-native or alien species, mainly to reduce costs by
using readily available research and development outputs. With the rising awareness of the
ecological and economic impacts caused by alien species worldwide, several international
policy instruments are calling for the application of a precautionary approach and are
discouraging deliberate introduction of alien species. This publication aims to provide
decision makers and managers with information on existing international and regional
regulations that address the use of alien species in aquaculture, as well as some considerations
and suggestions to be taken into account when using, or deciding on the use of, alien species
for aquaculture purposes.

The Top 50 Mediterranean Island Plants: Wild Plants
at the Brink of Extinction, and What is Needed to Save
Them

Montmollin, Bertrand de; Strahm, Wendy, eds.

The flora of the Mediterranean islands includes many rare and

localized species unique to the islands. Some of these are particularly
threatened with extinction due to various pressures caused by people
and their activities in Mediterranean ecosystems. The book includes 50
descriptive sheets of especially threatened species (based on the IUCN Red List criteria). Each
sheet contains a description, with illustrations and maps, and outlines the threats, existing
conservation measures and additional measures needed for their conservation. Aimed at the
layman, the text is easily accessible to the non-botanist.

A Checklist of the Vascular Plants of Lao PDR

Newman, Mark; Ketphanh, Sounthone; Svengsuksa, Bouakhaykhone; Thomas, Philip;

Sengdala, Khamphone; Lamxay, Vichith; Armstrong, Kate

Over 40% of the primary forest in Lao PDR remains but this is under increasing pressure.
Floristic diversity is poorly known and botanical work almost non-existent. This checklist
is the outcome of a programme aimed at training some 30 Laotians participants in tropical
taxonomy through field work and herbarium base work. One of the outputs of this project
is this checklist which has more than 4800 species from 232 families. Of these, 3,688 are
supported by at least one of the 9,500 specimens recorded in the National Species Database
– records for the remaining species are based on reliable literature sources. The database is
expected to be available on-line in the near future.

Interactions between Aquaculture and Environment
Guide for the Sustainable Development of Mediterranean
Aquaculture

Aquaculture currently faces a significant challenge: how to fulfil the

expectation of alleviating pressure on fish populations from over-fishing
without leading to environmental problems. It is particularly expected
to expand in the near future in the Mediterranean’s European, southern
and eastern countries. In order to avoid environmental disruption, it is
important that the industry be provided with clear and user-friendly
guidelines to ensure its sustainable development. These guidelines propose recommendations
for responsible and sustainable aquaculture, giving support to decision makers, aquaculture
producers and stakeholders in the region.

Water Requirements of Major Crops for Different Agro-Climatic Zones of

Balochistan

Ashraf, Muhammad; Majeed, Abdul

Water resources in Balochistan, an arid province of Pakistan, are extremely scarce. It is

imperative that they be used judiciously to ensure sustainable agricultural development
sustainable development

and productivity. This requires knowledge of crop water requirements (CWR) in various
agro-climatic zones of the province. Lack of this information often results in farmers over or
under-irrigating their fields with consequent loss in yields and production. Various agencies
have determined CWR values for the Indus Basin; however, till now, the water requirements
of various popular crops in Balochistan had not been estimated.

TRADE
Trade, Aid and Security: an Agenda for Peace and
Development

Brown, Oli; Halle, Mark; Pena Moreno, Sonia; Winkler, Sebastian,

eds.

Iraq, Afghanistan, Darfur. All resonate loudly on the international

stage, exposing and illustrating the intractable links between global
security, war and conflict, the control over natural resources – be they
oil, water, timber or ‘conflict diamonds’ – and the deployment of aid
money and the manipulation of international trade policies. This volume, written by leading
authorities from across the globe, describes the linkages, and exposes how inappropriate or
misused trade and aid policies can and do undermine security and contribute to violence and
the disintegration of nation states. On a practical level they demonstrate how six key areas of
trade and aid policy can be used to help forge stability and security, reduce the likelihood of
armed conflict and assist economic and political recovery in our war-torn world.

WETLANDS AND WATER
The IUCN Water & Nature Initiative (WANI 2001–2007) has worked with 80+ partner
organizations across the world to demonstrate water management that supports healthy
rivers and communities.

A toolkit series has been developed under WANI to support learning how to mainstream
an ecosystem approach into water resource management. Aimed at practitioners, policy
makers and students, the series builds on practical case studies to show how key
principles of sustainable water management are implemented in river basins. The current
toolkits cover the management of flows, governance, economics and incentives, and
adaptation to climate change. The series continues to grow and will be complemented
by the publication of a comprehensive WANI Synthesis book in 2009.

Change: Adaptation of water resources management to climate change

Bergkamp, Ger; Orlando, Brett; Burton, Ian

Climate change is here and will be with us for the long term. The challenge facing water
professionals is how to make decisions in the face of this new uncertainty. This book
outlines a new management approach that moves beyond technical quick fixes towards
a more adaptive style that is inclusive and innovative. Only by thinking, working and
learning together can we tackle the impacts on water resources and uncertainties induced
by climate change.

Flow: the Essentials of Environmental Flows

Dyson, Megan; Bergkamp, Ger; Scanlon, John, eds.

An environmental flow is the water regime provided within a river,

wetland or coastal zone to maintain ecosystems and their benefits
where there are competing water uses and where flows are regulated.
Pioneering efforts in South Africa, Australia and the United States have
shown that the process to establish them poses great challenges. Second
in the WANI series, this guide draws extensively on the experiences in
these countries to offer hands-on advice and practical guidance on technical issues for this
emerging issue on the water resource agenda.

Mekong Region Water Resources Decision Making:

National Policy and Legal Frameworks vis-à-vis World
Commission on Dams Strategic Priorities

Oliver, Robert A.R.; Moore, Patricia; Lazarus, Kate, eds.

How are decisions about water resource development made? The

final report from the World Commission on Dams (WCD), released
in 2000, offered seven strategic priorities as a framework to aid
decision making about large dams and other types of water resource
development. IUCN members and partners in the Mekong region used these priorities as
an entry point to a brief review of current frameworks in Cambodia, China, Lao PDR,
Thailand and Viet Nam. The review analysed the extent to which existing national policies
and legislation already supported the ideas embodied in the WCD Strategic Priorities and
suggested changes to the policy and legislative framework in each country that might improve
water-related governance.

Managing Wetlands in Arid Regions: Lessons Learned

Sene, El Hadji M.; Thiaw, Ibrahim; Lamizana-Diallo, Birguy, eds.

At the close of a 15-year regional programme to build institutional capacity for wetland
resource management in West Africa, it was deemed essential to extract and review the lessons
learned through this experience. This publication stems from the findings of a study carried
out to analyse the experience as a whole and shed light on the successes, shortcomings,
strengths and weaknesses of the programme as implemented. The ultimate goal is to organize
the knowledge acquired in such a way as to provide a practical methodology and confirmed
approach to all those wishing to understand the issues involved in wetland conservation and

The Iberian Lynx: Extinction or Recovery?

Aerts, S.; Heijnsbergen, P. van

Critically endangered according to the IUCN Red List, the chances

of extinction for the Iberian lynx are quite real. This would mean
the first extinction of a big cat in Europe since the disappearance
of the Sabre-toothed tiger approximately 10,000 years ago. Many
of the dangers the lynxes are confronted with are closely related to
human activities (infrastructural developments, traffic and expanding
agriculture). The remaining population is concentrated in two very small areas, greatly
increasing the vulnerability of the population. On top of this, climate change appears to
have definite consequences for the Iberian peninsula. The hotter, dryer summers to come
will bring increasing incidences of forest fires and possibly less prey for the lynxes, making
their position even more vulnerable.

Feasibility of a Monitoring Programme for the Guiana Shield Initiative

Schut, V.T.

The Guiana Shield region contains more than 25% of the world’s tropical rainforests,
most still in pristine condition. The Guiana Shield Initiative is working to preserve this
ecologically important and unique area of the earth. In order to do so, up-to-date and
accurate information is needed – a greater part of which could be fulfilled by the development
of a suitable monitoring system based on remote sensing methods. The aim of this report
is to outline the approach to monitoring that could be taken when contracts are established
between local ecosystem managers and the Guiana Shield regional financial mechanism.
Information needs feasibility and costs of monitoring at a regional level are identified and
a proposal for a multi-scale monitoring system is made.

Mountains in the Mist: Discovering cloud forests

Bruijnzeel, Sampurno

Have you ever heard of cloud forests? These intriguing ecosystems only represent 2% of
the world’s tropical forests. And yet, they are important treasure houses of biodiversity
and suppliers of large volumes of high-quality stream-flow. However, these cloud forests
are among the most threatened forest ecosystems in the work. In this film scientists try
to unravel the secrets of these amazing ecosystems and understand how forest protection
works in Costa Rica.

Sustainable ecotourism in the Guiana shield region: a

working document for the Guiana Shield Initiative

Olsder, Kike

The Guiana Shield has 10-15% of the world’s freshwater reserves, a

virtually uninterrupted stretch of 2.5 million km2 of tropical rainforests
and biodiversity that exists only in this region. This region performs
vital functions for the world’s climate, the regional hydrology and the
preservation of biological capital. Revenue from tourism from visitors
enjoying the wonders of the Guiana Shield should be a sizeable part of the economy. The
industry must be developed respecting the nature and culture of the region, with the proceeds
and employment distributed amongst stakeholders. This report aims to alert policymakers

Tales of Water: a Child’s View

Anema, Taco

Water is both the most ordinary and extraordinary of resources; without it, nothing can
survive. Yet, 1.1 billion people around the world do not have ready access to clean water
and more than 2.6 billion people lack basic sanitation. During his travels around the world,
to five continents and 15 nations, Dutch photographer Taco Anema listened to the voices
of children telling their stories about the importance of water. In this magical journey seen
through the fresh and spontaneous eyes of children, the focus is on the wonder of water, its
power, and its beauty. Let the children inspire us to take action for a better and sustainable
world for all!

Robles Gil, Patricio; Pérez Gil, Ramón;

Rabb, George; Ceballos, Gerardo; Ehrlich, Paul R.;
Bogan, Arthur E.; Dublin, H.T.

Drawing on the IUCN Red List of Threatened Species, the world’s most objective and
authoritative inventory of species at risk of extinction, this publication combines awe-
inspiring imagery with solid science and factual accounts. The result of a collaboration
between industry and science, this dramatic new work conveys to the general public the
urgency and scale of the current extinction crisis. It describes the extinction process, its
causes, and the measures needed to reverse it in terms accessible to everyone. More than
simply raising awareness, this book is a call for action to all sectors of society from industry
to governments to educators, to work together to save biological diversity. Conserving this
diversity is one of the greatest challenges facing mankind today and we hope this book will
help inspire more people to take up that challenge.

The Conservation Atlas of Tropical Forests:
The Americas
Harcourt, Caroline S.; Sayer, Jeffrey; Billington, Clare, eds.

The threats to the forests of tropical America have been the centre
of international environmental concern for some time, yet the
material in this atlas highlights the continuing extent of scientific
uncertainty over the critical issues that will determine the future use
and conservation of these forests. Preceded by Asia and the Pacific,
1991; Africa, 1992 (both now out of print), this atlas completes the
series. Part I examines the obstacles to protection of tropical forests and outlines a plan to
counter problems such as colonization, exploitation of natural resources, and illegal trade
in forest species. Part II presents an in-depth study of the forests in each country of the
Caribbean, Central and South America. This research is gathered together in detailed colour
maps, photos, and concise tables illustrating the development of each area. For students,
researchers, and activists, the atlas will prove an invaluable guide through this still largely
uncharted territory

World Conservation / Planète conservation /
Conservación mundial
World Conservation has been published in various forms for more than 50 years. Until
the arrival of the Internet, it was the main source of Union news and information for IUCN
members. With more than 50 IUCN websites and hundreds of newsletters, journals and
updates coming from different parts of the Union, World Conservation has now evolved
to examine some of the broader issues of conservation, development, economics and
society in the 21st century.

However, World Conservation remains, as always, a voice for the Union’s member
organizations, Commissions, staff, partners and friends. In the months and years to come
we hope that the magazine will become a place to air a wide variety of views, controversial
or consensual, and to stimulate debate.

Accountability is a buzzword of the 21st century. But what does it mean to the NGOs,
scientists, governments and companies in our conservation community? The first issue
of World Conservation 2007 takes a look at how the pressure for greater accountability
is playing out in the areas of environment and development. Are demands for good
governance and transparency fundamentally changing the way governments, the private
sector and NGOs operate? What more needs to be done, and who is responsible for
driving the necessary changes? This issue shows how an elusive concept is translating
into some tangible changes.

International attention to the energy crisis is heightening by the day. While the
planet indisputably heats up, so does the energy debate. The second issue of World
Conservation looks at the role of energy in sustainable development and the importance of
biodiversity. We cover the energy chain from producers to consumers; rich to poor; low
tech to high tech.

The third issue, to be published in January 2008, will explore diversity – how natural
diversity underpins the world’s social fabric, cultural diversity and economic progress.
