in the Extraordinary issue of AP Gazette, Dated:

Government in the G.O 2 read above, have issued orders ceasing
existing VGGTMUDA and constituted Andhra Pradesh Capital Region
Development Authority (APCRDA) under Chairmanship of Honble Chief
Minister of AP.

3.
The Commissioner, APCRDA in the reference 3 read above, have
furnished staffing pattern of APCRDA, Vijayawada and requested to
issue necessary instructions in the matter.
4.
The proposal has been placed in the Executive Committee
meeting dated.
05.02.2015. The Executive Committee considered the same and suggested
certain changes in the proposal.
5. Government, after examination of the matter and in the light of
th
the report furnished by the Urban Governance Expert in the reference 4
read above, hereby issue the Staffing Pattern to be followed in APCRDA,
Vijayawada.
6.
Accordingly, the following notification shall be published in AP
Extraordinary Gazette
dated:16.04.2015.
The
Commissioner,
Printing, Stationery & Stores Purchase, AP, Hyderabad is requested to
publish the notification and furnish 150 copies of the notification to the
Government.

NOTIFICATION
In exercise of the powers conferred under section 18(1) of Andhra
Pradesh Capital Region Development Authority Act, 2014 [Act 11 of
2014], the Government of Andhra Pradesh hereby issues Staffing Pattern
to be followed in AP Capital Region Development Authority.
1.

Introduction

The Government of Andhra Pradesh have enacted Andhra Pradesh Capital


Region Development Authority Act, 2014 (Act.No.11 of 2014) for the declaration of
the New Capital Area for the State of the Andhra Pradesh and establishment of the
Andhra Pradesh Capital Region Development Authority for the purpose of Planning,
Co-ordination, Execution, Supervision, Financing, Funding and for Promoting and
securing the Planned Development of the Capital Region and Capital City Area for
the State of Andhra Pradesh.
Accordingly, Andhra Pradesh Capital Region
Development. Authority, hereinafter called as the Authority is constituted on 3012-2014 .
2.

Functions of APCRDA
The main functions of APCRDA, among others, are as indicated hereunder:
i.

To prepare and revise Master Plans, Development Plans and Area


Development Plans inclusive of Infrastructure Plans in the capital region and
more specifically in Capital City Area.

ii.

To formulate development schemes for implementing the plans approved by


the Authority.

iii.

To implement development schemes.

iv.

To regulate development activities in accordance with development plans.

v.

To approve plans and manage and control the development of land in capital
region.

vi.

To undertake the creation of city wide common infrastructure, construction


and maintenance of buildings for the capital city area and for other public
purposes.

vii.

To undertake and manage the urban amenities in the capital city area to make
it an environment friendly smart city.

viii.

To promote environmentally friendly investments in the capital region.

3.

Administrative Structure and Staffing Pattern for APCRDA

3-1. Sound administrative structure and proper staffing pattern are required to
enable APCRDA to perform various functions entrusted to it in a time bound manner.
The following factors are kept in view while proposing the administrative structure
and staffing pattern for APCRDA.
i.

Draft Organization Manual dated 5-3-2015 of APCRDA. Basic structure and


concept of this manual has been adopted while proposing administrative
structure and staffing pattern.
Minor changes have been proposed in
nomenclature of few Departments to be appropriate in respect of the functions
to be performed by the said Departments.
In respect of few cases,
designation of posts have been modified in tune with the designations
prevailing in Government Departments.

ii.

The staffing pattern approved by the Government in ULBs of Andhra Pradesh


except GHMC in G.O. Ms. No. 218 dated 15-6-2011 of MA & UD Department,
GoAP. Sanction of 4048 additional posts in all ULBs except GHMC, GVMC
and VMC in G.O. Ms. No. 151 dated 18-7-2011 of Finance (SMPC-I)
Department of GoAP based on staffing pattern approved.

iii.

The staffing pattern approved by the Government in GHMC in G.O. Ms. No.
156 dated 9-4-2013 of MA & UD Department, GoAP.
Sanction of 2607
additional posts in GHMC in G.O. Ms. No. 92 dated 3-4-2013 of Finance
(SMPC-I) Department based on the staffing pattern approved.

iv.

Consultations with Director of Town and Country Planning and Engineer-inChief Public Health Engineering Department, A.P.

3-2. The following Departments may be constituted in APCRDA based on the


above factors, functions to be performed by APCRDA and the workload in various
Departments:
1) Planning Department
2) Urban Services and Infrastructure Department
3) Estates and Environment Department
4) Administration Department
5) Finance and Accounts Department
3-3.

Salient features of Report on Staffing Pattern

i.

5 Departments, 21 Divisions and 42 Sections are proposed

ii.

It is estimated that 778 posts are required in APCRDA as detailed hereunder

----------------iii. Post of Additional Commissioner is suggested as Head of the Department in respect
of the following Departments:
a) Planning Department
b) Estates and Environment Department
c) Administration Department
iv. Technical head is suggested as Head of the Department in respect of the following
Departments:
a) Urban Services and Infrastructure Department
b) Finance and Accounts Department
v. Pay scales suggested by APCRDA and Revised Pay Scales, 2014 of GoAP have
been adopted for various categories of posts required in APCRDA.
vi. 778 posts may be sanctioned to APCRDA as stated in Annexure I of the report.
The expenditure to be incurred on account of sanction of 778 posts would be
Rs.
57.00 crores approximately per annum and the expenditure has to be met from the
funds of APCRDA.
4.

Functions of various Departments

Based on the draft Organisation Manual dated 5-3-2015 of APCRDA, the functions to
be performed by various Departments are specified as shown hereunder:
4-1.

Planning Department

4-1-1. Planning Division


i.

Preparation, periodic review and monitoring of 100 year perspective plan, concept
master plan and detailed master plan as laid down under the Act is the primary
function of this Division.

ii.

This Division obtains the plans from zonal planning teams and integrates them into a
single detailed master plan.

iii.

It also engages special purpose vehicles / Govt. Departments for major projects such
as the capital city.

iv.

It prepares and reviews the layout, building and zoning regulations.

v.

It also acquires and updates GIS capabilities

4-1-2. Development Control


i.

This Division issues all the development and building permits, and controls
unauthorised development in the capital region.

ii.

It also prosecutes violators and takes up enforcement work through its zonal
divisions.

iii.

Special projects such as important road widenings are also planned by this Division.

iv.

It hands over possession of land to development groups for execution of works.

v.

It monitors compliance with laws, procedures and regulations.

vi.

It also advises on development control regulations.

Urban Services and Infrastructure Department
4-2-1. Urban Services Division
i.
This Division gets long term infrastructure plans prepared and reviews periodically in
the capital region.
ii.
This Division has the mandate for Infrastructure Master Planning for various urban
services in the entire region.
iii.
Its mandate is to plan and review the infrastructure plans.
iv.
The execution of all the infrastructure plans will be done by SPVs set up by GoAP,
CRDA or by Government Departments.
v.
This Division reconciles the infrastructure plans with Capital Region Master Plans
and review the same.
vi.
The utilities primarily cover planning for roads, water supply, sewerage, solid waste,
electricity and telecommunications.
vii.
Connecting all the agencies responsible for implementation of different components
of the infrastructure plan is also done by this Division.
4-2-2. Traffic and Transportation Division
i.
This Division forecasts 100 year transport requirements and prepares traffic and
transport plans for all zones and integrates them into a single transportation plan
consisting of roads and mass transit networks.
ii.
It also revises the transport plans periodically as laid down under the act.
iii.
The Division focuses on transit oriented development.
iv.
Connecting all the other agencies involved in traffic and transportation execution is
also the responsibility of this Division.
4-2-3. Housing and Buildings Division
i.
This Division prepares and reviews housing plan for the capital region.
ii.
The primary objective is to provide affordable housing stock for all. It plans for mixed
housing for all categories of people.
iii.
Planning and maintenance of buildings in the capital of Andhra Pradesh State
4-3.

Estates and Environment Department

4-3-1. Estates Division


i.

The primary function of this Division is procurement of land to facilitate planned


development.

ii.

Management, protection and putting to right use of the procured land is also its
responsibility.

4-3-2. Landscape and Environment Division


i.

This Division prepares, reviews and implements greenery plans for the region.

ii.

It takes up and maintains special projects such as greening medians, developing


parks and so on.

iii.

It advises on carrying capacity of the region and environmental impact studies of new
projects taken up either by Government or private agencies.
Biodiversity protection in the region is also a responsibility of this Division

iv.

4-3-3. Economic Development Division


This Division facilitates, promotes and brands the region with the primary of objective
of creating quality and sustainable jobs for residents
4-4.

Administration Department

4-4.1. Office Management Division


This Division handles all the correspondence, statutory meetings and office support
of CRDA
4-4-2. Human Resources Division
This Division prepares CRDA HR policies, handles recruitment, manages employee
performance, training, personnel matters and employee welfare.
4-4-3. Strategy Division
i.

The function of this Division is to observe and study the practices of other cities
within country and outside, customise and adopt best practices.

ii.

It forecasts economic and developmental trends in the region and devises necessary
responses from the organisation.

iii.

It supports other Divisions in terms of strategy and tactics to face the challenges. It
drives new initiatives undertaken at CRDA level.

iv.

It designs and continuously re-engineers the systems and processes within CRDA to
face new challenges.

v.

It conducts annual strategic review

4-4-4. Legal Division


This Division provides legal opinion, vets documents, handles litigation, tracks all
litigation and prepares gazette notifications.
4-4-5. Vigilance Division
This Division identifies and reports irregularities committed for gain by staff with
supporting evidences, conducts discrete enquiries and takes up decoy operations for
assessing integrity of staff.
4-4-6. Procurement Division
This Division defines procurement guidelines and handles all types of procurement of
various Divisions of CRDA.
4-4-7. Quality Control Division
i.

This Division prepares and measures citizens charter and services standards.

ii.

It handles all grievances.

iii.

This Division is also responsible for quality control of all infrastructure works.

4-4-8. Information Systems Division


This Division provides Information Technology facilities to all staff, develops and
maintains applications, operates GIS and MIS of CRDA.

4-4-9. Communications Division


This Division handles all media relations, public relations, employee communication,
crisis management and call centre.
4-5.

Finance and Accounts Department

4-5-1. Finance Division


i.

This Division evolves financial strategy of the organisation, prepares budget,


formulates projects with funding options.

ii.

It has the statutory role of managing the funds created under the Act

4-5-2. Accounts Division


This Division manages the payroll, bills and accounts of CRDA besides ensuring
legal compliances.
4-5-3. Revenue Division
It assesses the properties, raises demand and collects taxes levied under the Act
4-6.

Internal Audit Division

i.

This Division verifies all transactions, statutory compliances, and completeness and
accuracy of records.

ii.

It follows up on rectification of identified errors, gives suggestions on improvements


and submits quarterly internal audit reports.

iii.

It conducts risk analysis also

5.

Need for Staffing Pattern in APCRDA

As already stated, APCRDA is entrusted with onerous functions.

i.

To enable APCRDA to perform the functions entrusted to it in a time bound manner,


adequate number of officers and staff are essentially required.

ii.

Several major initiatives like Land Pooling Scheme (LPS), provision of infrastructure
facilities in Capital City are entrusted to APCRDA

iii.

APCRDA is entrusted, among others, with the responsibility of providing and


maintaining urban services in capital city proposed to be constructed.

iv.

Internal Audit Division may function under the control of the Commissioner, CRDA

Staffing Pattern in APCRDA


Based on the draft Organisation Manual dated 5-3-30215 of APCRDA, workload and
functions to be performed in APCRDA, the following staffing pattern may be provided to

7.
Sanction of Posts and Financial Implications
In view of the circumstances stated in this report, 778 posts as required by APCRDA
may be sanctioned. Pay scales suggested by APCRDA and Revised Pay Scales, 2014 of
GoAP have been adopted for various categories of posts proposed in APCRDA.
The
expenditure to be incurred on account of sanction of 778 posts in APCRDA would be Rs.
57.00 crores approximately per annum and the expenditure has to be met from the funds of
APCRDA.
