BrookfieldRenewableEnergyCoramWindFarm2011thru2012
S&C was responsible for the procurement, construction, supervision,
commissioning, and field testing for the underground collector system,
two (2) 66 kV substations and some overhead and underground 66 kV
transmission. This project consists of 34 Vestas V90 3.0 MW wind
turbinegenerators(WTG)on78metertowersgeneratingatotalof201
MWsituatednearTehachapi,California.

BPWindEnergyTrinityHills2011
S&Cprovidedthesupplyandinstallationofthefactorytested+20MVAR
continuous DSTATCOM System capable of either voltage controls or
reactive power management control. S&C also designed, supplied and
installed 2 filter banks (15 MVAR effective for each), 2 capacitor banks
(15MVAReffectiveforeach)and4shuntreactors(18.5MVAReffective
for each) with S&C Model 2030 Circuit Switchers and all protective
relayingfortheequipmentrelatedtothereactivecompensationsystem,
locatedinOlney,Texas

BPWindEnergySherbinoMesaII2011
S&C provided the supply and installation of the factorytested
+12.5MVAR continuous DSTATCOM System capable of either voltage
controls or reactive power management control. S&C also designed,
suppliedandinstalled3filterbanks(15MVAReffectiveforeach)and3
shuntreactors(16MVAReffectiveforeach)withS&CModel2030
CircuitSwitchersandallprotectiverelayingfortheequipmentrelatedto
thereactivecompensationsystemlocatedinFortStockton,Texas.

EdisonMissionEnergyGoatMountain2010
S&Cprovidedthesupplyandinstallationofthefactorytested+15MVAR
continuous DSTATCOM System capable of either voltage controls or
reactivepowermanagementcontrol.S&Calsoinstalled2filterbanks,2
shunt reactors and expanded the existing substation to accommodate
the reactive compensation system. Additionally, retrofit the existing
capacitor switches in order to utilize the S&C Model 2030 circuit
switcher.

S&C supplied Vista switchgear units and the power factor

LodeStar/SunEdisonBridgewater4.2MWSolarProject2014
S&CisprovidingEPCservicesincludingcoordinationoftheinterconnectwiththelocalutility,twounits
of S&Cs Vista switchgear, engineering, project management, PV modules, racking system, inverters,
padmounted transformers, DC balance of plant, data acquisition system, site surveillance, civil

S&C has hired Alion Energy to install a new racking system developed on a poured concrete base,

S&C provided EPC services for an extremely fast track 5
MWsolarplantbuiltnearBarbersPointinOahu,HI.S&C
wasresponsiblefordesign,procurement&constructionof
the substation and the interconnect with the local utility.
This project featured use of a stocked S&Cs System VI
switchgear compact substation solution to accelerate the
construction timeline to meet the aggressive customer
schedule.

OHLIndustrialTucsonSolar20MWSolarPlant2012
S&CprovidedsubstationEPCservicesfortheACscopeofa
20MW solar plant built in Painted Rocks, AZ. S&C was
responsiblefordesign,procurement&constructionofthe

S&C provided EPC services for the construction of the

and ability to quickly supply long lead time items for the

Fortifies California Jails Microgrid

Location: Dublin, California

Santa Rita Jail is one of the United States largest correctional
facilities, spanning 113 acres near San Francisco. The jails
power infrastructure was recently upgraded to function
as a microgrid using onsite generation. This microgrid
system allows the facility to operate indefinitely without
a connection to the local utility grid, a capability called
islanding. Their onsite power sources include diesel
generators, fuel cells, lithium-ion batteries, and renewable
resources, such as a 500-kW solar array and microturbines.

With an average daily power demand of 3 MW, Santa Rita


Jail faced two major challenges. They needed a way to
store excess energy produced by onsite generation during
islanding to ensure microgrid stability and security. They
also needed a system to help manage energy consumption
charges by allowing them to purchase power during
non-peak hours, store it, and then use it during high-cost
peak demand periods.

The first green jail in the U.S.,


Santa Rita uses a microgrid and
onsite renewable generation.

S&C SOLUTION
S&C engineered and commissioned a highly reliable energy
storage solution. They supplied and integrated a 2-MW
PureWave Storage Management System (SMS) into the
jails microgrid. Originally engineered by S&C for a sodiumsulfur (NaS) battery, the system was re-engineered for a

2-MW/4-MWh lithium-ion battery by S&Cs project team,


which coordinated with both battery suppliers to ensure
proper operation of the system. S&C provided engineering
services and project management for the PureWave SMS
and battery installation.

The entire microgrid, including S&Cs energy storage solution,


is projected to save the County nearly $100,000 per year.

S&Cs SMS controls the charging and discharging of the


large-scale battery system to help meet the jails energy
needs. When the facility is islanded from the grid, the SMS
balances the generation sources through its energy storage
and CERTS algorithm. It does this by automatically and
instantly storing excess energy when the facilitys onsite
generation exceeds demand and dispatching stored energy
to the microgrid when demand exceeds generation.

S&Cs PureWave SMS has advanced control algorithms,


which allow for the jails microgrid to island automatically
when their utility source is lost. This capability ensures
that the intermittent renewable resources provide reliable,
stable power generation for the jail for up to eight hours . . .
ample time for utility power to be restored or to bring diesel
generators online.

VALUED OUTCOME
S&C completed engineering delivery and commissioning
of the SMS on schedule and within budget in early 2012.
Using S&Cs PureWave Storage Management System, Santa
Rita Jail can now optimally manage energy use and costs.
The facility can charge its 2-MW battery system using onsite
renewable resources when grid electricity is more expensive.
Upon receiving a signal from Chevrons Control System,

the batteries can be dispatched and used during high-cost


peak hourscapabilities projected to save nearly $100,000
annually. S&Cs SMS also bolsters the security and reliability
of the jails power infrastructure. In addition, by enabling
more efficient use of onsite renewables, the SMS helps the
facility offset the use of diesel generators... and reduce
carbon emissions.

Customer Challenge
Nestled in the Canadian Rockies, the remote town
of Field relies on one 25-kV distribution feeder,
provided by BC Hydro, to supply its 300 residents
with power. But providing reliable power to Field is
challenging. Not only is the town located 55 km
from the substation in Golden, the feeder runs
along a railway line, making access and repair work
difficult, time-consuming, and costly.

Due to the geography and climate, faults frequently


affect the power line, causing extended outages.
Crews must coordinate with the rail system to
avoid trains and travel along the rail route to locate
the fault and repair the line, often in formidable
weather. These factors result in longer-than-average
response times for power restoration, impacting every
resident in the Town of Field.
BC Hydro needed an innovative energy storage
technology solution that could swiftly respond
to faults by supplying reliable power to Field for
extended periods, giving crews time to repair the
line and minimizing service disruptions. Not only
did BC Hydro seek improved power reliability for
Field through islanding, they wanted to reduce
peak load, use clean power to cut greenhouse gas
emissions, extend the lives of transformers, and
eliminate the need for diesel backup generators
all within a set budget.

With S&Cs battery system, we can


supply power to Field for about seven
hours, which gives us the opportunity
torepair the line.

S&C Solution
BC Hydro chose S&C for the project because of the
companys extensive experience with large-scale,
battery-based energy storage systems. S&C proposed
a complete energy storage solution, including all
engineering, procurement, and construction services.

The solution enabled BC Hydro to achieve all of their


goals, from islanding to using clean power. S&Cs
proposal also helped BC Hydro to obtain 50% of
the projects funding from Natural Resources
Canada (NRC).

S&Cs solution includes a 1-MW NGK sodiumsulfur (NaS) battery and an S&C PureWave Storage
Management System (SMS), which controls battery
charging and discharging. It also includes S&Cs
IntelliRupter PulseCloser for fault detection, S&Cs
System VI Switchgear, and S&Cs IntelliTeam SG
Automatic Restoration System for peak shaving
and transitions between the battery and grid.
S&C SpeedNet Radios provide fast, two-way
communication to help speed restoration.
The first of its kind in Canada, BC Hydros battery
storage facility is 5 km south of Field and supplies
uninterruptible power to the entire town for
approximately seven hours during outages. Due to
extremely cold temperatures, the battery is housed in
a prefabricated building. When the demand in Field is
low, the battery charges from the grid. This ensures
the system is available to supply power during outages
or use for peak shaving. When a fault occurs, S&Cs
IntelliRupter detects and isolates the upstream fault
while signaling the SMS to start discharging battery
power, a seamless process that takes seconds.
In addition to providing islanding, the battery is
scheduled through the SMS to supply power during
peak demand periods. This added capacity lessens
the load on system components, extends the life of
transformers at the Golden substation, and reduces
greenhouse gas emissions by eliminating the need for
diesel-powered backup generators.

Results

ceremony, a line fault occurred when a feeder pole was
broken. S&Cs solution quickly demonstrated its value
by islanding the town for eight hours until grid power
was restored.
This pivotal project promises to accelerate the
adoption and integration of innovative energy storage
technologies into Canadas grid. With S&Cs PureWave
Storage Management System and large-scale battery
storage, BC Hydro ensures that residents of British
Columbia benefit from cleaner, more reliable power.

Water District Prevent Costly Outages

Customer Challenge
During a routine inspection of a municipal water
district substation, an employee discovered that
two transformers were operating in parallel due
to a closed tie breaker. For more than two weeks,
each transformers load tap changer was adjusting
the voltage on the same load, a situation with high
potential for causing costly outages and equipment
damage. Had the problem continued unnoticed and
led to a substation outage, utility pumping stations
would have lost power, leaving up to 1.6 million
residents without water in a hot climate. Millions of
dollars in damages could also have been incurred.
After resolving the problem and averting a dire
situation, the municipal water district recognized the
need for assistance with inspection, maintenance,
and monitoring of its critical substation assets,
including its main power transformers and circuit
breakers. Because the municipal water district
owns and operates just three substations, having
their own monitoring and control center was not
economical. They wanted an experienced partner
who could provide an efficient, reliable way to
monitor their substations to prevent unplanned
outages and equipment damage.

millions of people in the region.

S&C Solution
The municipal water district sought assistance from
S&C for monitoring and management of its substation
assets. After assessing the customers requirements,
S&C determined that remote 24x7 monitoring was
the optimum solution. The municipal water district
enlisted S&Cs Global Support and Monitoring Center
(GSMC) to provide continuous, remote monitoring of
its main power transformers, circuit breakers, bus-tie
breakers, and circuit-switchers. S&C installed sensors
on the equipment, including seven transformers in the

municipal water district substations to connect them


directly to the GSMC.
The sensors provide real-time information on
equipment conditions, allowing S&Cs GSMC
technicians to assess internal components using
metrics to determine when corrective action is
needed. For example, the sensors enable S&C to
conduct a Dissolved Gas Analysis (DGA), which
gauges gas levels developed within a transformer by

temperature of the water districts substation circuit
breakers.
When any equipment conditions fall outside of normal
parameters, GSMC technicians have the information
needed to pinpoint causes. They immediately notify
the water district and start taking corrective actions,
including dispatching an S&C field services crew if
necessary. By relying on the GSMC, the water district
benefits from swifter response times to equipment
issues so that outages are abbreviated or altogether
avoided.

By continuously monitoring the water districts


transformers and other critical assets, S&Cs
GSMC can detect most issues before they impact
performance. But to ensure that all equipment is
operating safely and reliably, S&C also performs routine
annual inspections and maintenance on the customers
three substations. Field technicians document all
equipment conditions and even conduct infrared
inspections to identify hidden issues and ensure that
all substation assets can continue to operate well into
the future.

CUSTOMER CHALLENGE
Connecting renewable energy plants to the grid is vital for
U.S.states like Hawaii that have renewable portfolio standards.
Hawaii aims to have renewable energy sources provide
40percent of the states electricity by December 31, 2030.
The developer of a 5-MW Solar Farm in Oahu sought to have
their plant constructed and operational in just four months.
To meet this aggressive in-service date, the developer needed
to substantially reduce the lead time for the collection-point
substation, including equipment procurement, installation, and
commissioning.

S&C SOLUTION
The developer valued S&Cs extensive expertise in utility
power systems and renewable power interconnection, and
approached S&C for assistance. S&C worked with the developer
and the local utility to develop a preliminary design for the
collection-point substation using S&Cs System VI Switchgear.
System VI Switchgear would not only accelerate project
completion, but would reduce the cost and footprint of the
substation as well. After the preliminary design was approved,
S&C was contracted to engineer, procure, and manage the
construction and commissioning of the switchgear.
System VI Switchgear is based on S&Cs field-proven Vista
Underground Distribution Switchgear, which has been used
in thousands of applications worldwide, including wind and
solar energy plants. The System VI Switchgear solution provides
high-voltage protection and control in a pre-engineered
package thats smaller and more economical. Since it features a
relay enclosure, the S&C solution eliminated the need to design
and construct a costly control building. S&C was able to deliver
the switchgear in just 10 weeks to help meet the customers
energization deadline.

One of the challenges of the project was procuring material


. . . and delivering it quickly, half-way across the Pacific
Ocean. With its extensive supplier network, S&C was able
to rapidly procure and deliver the necessary components.
Construction of the switchgear started in September and
was completed in just three months.

S&C completed the collection-point substation ahead of


schedule. The plant was energized and, at the time of its
completion, was the largest solar farm on the island of Oahu.
According to EPA estimates, the solar farm will offset almost
190,000 tons of carbon dioxide emissions and 400,000
barrels of oil over the 20-year term of its power purchase
agreement. The solar farm has brought the State of Hawaii
one step closer to having 40% of its energy come from
renewable sources by 2030.

S&C Builds Microgrid to Improve Power

CUSTOMER CHALLENGE

S&C SOLUTION

Pacific Gas & Electric (PG&E) needed to improve power


reliability for a major customer, a research facility that
conducts sensitive experiments which can take weeks or
months to complete. Any power outage, brief or sustained,
can disrupt research, resulting in significant costs to the
customer due to lost data and personnel time.

S&C provided the storage management system to control


the interface between the NaS battery and the grid.
They integrated a 5-MVA/4-MW S&C PureWave Storage
Management System (SMS), the NaS batteries, and S&C
System VI Switchgear which connects to the facilitys
existing switchgear. In less than 70 milli-seconds, the System
VI Switchgear detects a loss of grid power, islands the facility
from the grid and the PureWave SMS starts discharging
the batteries, ensuring no power disruption to facility
equipment.

PG&E supplies power to this facility through two 21-kV


feeders from a local substation. The main switchgear has
two incoming source bays but no source-transfer capability.
When a sustained outage occurs, it takes several hours to
reconfigure the feeders and re-energize the facility. Even
brief power disturbances can shut down senstive research
equipment. PG&E needed a system that could swiftly
intervene to sustain the facilitys load for hours during an
outage. In addition to this critical islanding capability, they
wanted the system to peak shaving during times of high
system demand.

Energy Storage System Under Constructiotn

The battery system can support the facilitys power


requirements for more than eight hours. When service is
restored, the PureWave SMS synchronizes to the grid and
signals the System VI Switchgear to perform a seamless
closed transition. After the facility is back on grid power,
the batteries are commanded to stop discharging and start
recharging.
In addition to installing the NaS batteries and S&C products
at PG&Es customer site, S&C delivered a complete microgrid
solution by engineering, procuring, and constructing the
system which included installation of two 3-MVA power
transformers, two 480-V automatic transfer switches, four
150-kVA dry-type transformers, a 600-kW backup diesel
generator, relaying and SCADA equipment, power cable,
control wire, and fiber optics.
To maximize the benefits of PG&Es Yerba Buena Energy
Storage System, S&C also designed it for peak shaving.

Power Reliability for Research
Facility

During peak demand periods, the system discharges the


batteries to support the power needs of the research facility
and the local community. During low demand, the system
recharges from the grid so it can supply power back to the
local community when demand rises again.

VALUED OUTCOME
S&C successfully collaborated with PG&E to develop and
deploy a microgrid utilizing a utility-scale energy storage
system that provides reliable backup power and improves
power quality for PG&Es research facility customer. In
addition, the microgrid is being used to offset the peak
demand of the local community, improving PG&Es system
efficiency.

The microgrid was completed on-time and commissioned


for peak-shaving shortly thereafter. Commissioning of the
islanding functionality is being planned for later in the year
when the customer can take a planned outage.
The energy storage system is currently the largest system of
its kind in California. By supplying stored energy to the grid,
PG&Es Yerba Buena Energy Storage System is also helping
California meet its goal of 1.3GW of energy storage by 2020.

CUSTOMER CHALLENGE
The original developer of the Picture Rocks Solar Farm
wanted to connect their 20-MW plant to the local utility
grid by the end of 2012. Housing nearly 90,000 photovoltaic
modules, the new plant would provide power sufficient for
3,500 homes, and help meet Arizonas goal of generating
15% of the states energy from renewable energy sources
by2025.
But to meet the energization deadline, the developer
needed the asistance of a renewable energy integration
partner capable of quickly engineering, procuring, and
constructing the connection substationincluding the
controls and metering which tie the plants collector system
to the utilitys transmission substation. To secure the project
funding, this partner would need to be able to rapidly
prepare a preliminary substation design, along with cost and
work scope estimates. The developer sought assistance from
S&C Electric Company.

S&C SOLUTION

Energy Storage Business Development

S&C was able to compress the typical 90-day project to just


50 days.
With its vast renewable energy expertise and input from
the utility, S&C developed the preliminary substation
design. S&C also provided the estimates that the developer
needed to secure financing for the project. This preliminary
design work was instrumental in meeting the energization
deadline, since it allowed procurement of substation
materials and equipment to commence almost immediately,
including the controls and metering equipment which
connect the plants 34.5-kV collector system to the utilitys
46-kV transmission substation.

In addition to supplying field-proven S&C System VI


Switchgear and a 69-kV S&C Series 2000 Circuit Switcher,
S&C procured a 20-MVA power transformer, a grounding
transformer, all substation steel, and medium-voltage
underground cable.
Because S&C worked closely with the utility during
the design phase, approval to construct was received
promptly. The construction phase was further accelerated
by S&Cs ability to manufacture and ship the SystemVI
Switchgearwhich is designed specifically for solar

Brookfield Tehachapi 1 (BT-1) needed to increase its
production capacity to comply with Californias aggressive
renewable energy initiative, which requires that 33% of
the states energy come from renewable energy sources by
2020. The wind farms owners, Brookfield, sought to expand
capacity by 102 MW in just 10 months. An additional 34
3.0-MW wind turbines would be needed, along with a new
collector system, 30-MVA substation, 100-MVA substation,
and 69-kV transmission tie-in to the electric grid.
To meet the compressed schedule for the project, the
owners needed renewable energy integration experts
who could procure and construct a complete wind
farm-to-grid interconnection solution, including all
necessary electrical systems, and fully integrated with
the existing SCADA system. Upgrading the wind farms
infrastructure economically, with minimal downtime, was
crucial to meeting financial and renewable energy goals.

S&C SOLUTION
Brookfields general contractor, Mortenson Construction,
sought assistance from S&C to fulfill these requirements.
S&C immediately began procurement and construction
of all the electrical systems necessary to connect the new
wind turbines to the grid, including the overhead and
underground collector systems, the substations, control
buildings, transmission cables, and transmission tie-in.
S&C also supplied 38-kV Wind Turbine Style Vista
Switchgear for the collector circuits of the wind turbines.

S&C Helps California Wind Farm


Rapidly Expand Capacity

S&C provided a detailed commissioning plan, which


encompassed NETA testing requirements, energization
procedures, SCADA integration, a VAR control scheme, and
California ISO (CAISO) requirements. Then S&C worked
closely with all project stakeholders and Brookfield to
successfully coordinate these initiatives.
S&C provided end-to-end project and construction
management and used its preferred supplier relationships
to expedite procurement of equipment and materials. S&C
also implemented and supervised all quality assurance and
quality control functions, plus a comprehensive, full-time
site safety program. Experienced subcontractors were used
to accelerate multiple facets of the project.

and the two substations. And S&C installed 13.3 miles
of 34.5-kV collector system cables and lines, 1.8 miles of

69-kV underground transmission lines. S&C coordinated
all cable testing and commissioning.
To meet the fast-approaching energization deadline, S&Cs
team stepped in to engineer, integrate, and commission the
SCADA system, coordinating with the engineering firm of
record. With decades of SCADA experience, S&C developed a
SCADA system that ensured secure, reliable communication
between the wind farm substations and the utility.

VALUEd OUTCOME
S&C met the customers expectations by completing
the project on time, despite numerous obstacles. S&C
fulfilled all the complex technical integration challenges.
S&C employees and subcontractors worked 168,000
person-hours with zero lost-day incidents. The project

Catalina Islanda historic landmark 22 miles off the coast of
Long Beach, Californiahas a population of approximately
3,700 people. Theres no utility tie to the mainland. The
island microgrid has a peak load of 5 MW which is served by
Southern California Edison (SCE) through a combination of
six diesel generators and 1.4 MW of micro-turbines.
The diesel generators were deemed to be high emitters of
mono-nitrogen oxide (NOx) gases by the South Coast
Air Quality Management District. To mitigate these
greenhouse gas emissions, SCE installed emissions control
systems which convert the gases into water. But the catalyst
for this conversion is only effective at a specific temperature
range, which is reached when the generators are run above
80% load.
SCE needed a solution that would allow the generators to
run more efficiently, and thus reduce NOx emissions on
the island.

Island Energy Storage Reduces


Greenhouse Gas Emissions

The PureWave System allows the batteries to serve as


both a load and a generator. In the morning, SCE runs the
generators at peak efficiency; the PureWave System off-loads
the excess power, charging the batteries. Later in the day, as
the load increases, SCE discharges the batteries to support
it. System output is ramped up as additional generation
capacity is placed on-line.
The PureWave System can also provide power to the
microgrid (up to the capacity of the batteries) if there is an
issue with a diesel generator which prevents it from being
brought on-line.

Working with local California contractors, S&C started


construction in July 2011. S&C worked with SCE to provide
centralized control of the PureWave System functions by the
utilitys system operators, allowing them to remotely control
charging and discharging of the batteries.

VALUED OUTCOME
The NaS batteries were brought on-line in the spring of
2012, with full project completion in July 2012. The project
was delivered under SCEs expected budget. Today, the
PureWave Storage Management System is helping SCE
reduce greenhouse gas emissions on Catalina Island.

Delivery of a 90-MW Wind Plant

Wind plant collector substation.

A major wind developer needed to design, construct, and


begin operating a 90-MW, 50-turbine wind plant in the
short timeframe of approximately 12 months. They required
engineering, procurement, and construction services for the
collector system, collector substation, and interconnection
transmission line. The developer faced two major
deadlines... substation transformer and collector system
energization within six months for turbine commissioning,
and plant completion and commercial operations within
12 months. Significant work needed to be done during
winter months, further compounding their challenges.

S&C SOLUTION
The developer sought assistance from S&C to meet their
tight schedule, which required a Commercial Operation Date
(COD) by the end of December 2011. Using their extensive
experience in wind plant delivery, S&C immediately began
providing EPC services for the collector system, substation,
and interconnection transmission line. S&C also retrofitted
the existing interconnection substation.

The project required installing four 34.5-kV collector


circuits totaling 275,000 linear feet, constructing a step-up
substation, expanding an existing substation, and installing
63,360 linear feet of 120-kV transmission line.
S&Cs EPC approach enabled overlapping of the design and
construction phases, shortening the timeline. To further
expedite the project, S&C quickly identified equipment and
materials with long procurement lead time and leveraged
preferred supplier relationships to move resources into the
production pipeline fast.

S&C Provides Expedited


Delivery of a 90-MW Wind Plant

Because construction began during a February thaw, frost


laws applied. Soft ground restricted axle weight, speed,
and vehicle operation times. It also limited working hours.
S&C compensated for conditions by bringing in a second
trencher to help install the underground collector system
on schedule.
The retrofit, which required an outage, connected the
existing substation to the new one, and tied the plant to
the grid. S&C installed two 138-kV breakers, two 138-kV
switches, 138-kV metering equipment, protective relaying
and SCADA, and an H-frame deadend structure for the new
transmission line. To minimize customer impact, S&C quickly
planned and completed the project retrofit within an
11-day outage.

S&C also found that the steel transmission poles required


additional support. Because the landowner did not want
to use guy wires, S&C provided concrete foundations.
They even adjusted the spacing between poles, so farm
equipment could navigate around them.

VALUED OUTCOME
S&C met all of the wind developers expectations . . . and
all of the projects challenges by employing innovative
solutions that allowed on-time project completion. In
addition, use of a comprehensive safety education and
training manual helped ensure no lost-time injuries. The
wind plant became operational on December 31, 2011, and
provides 90 MW of clean energy to the electric grid.

During substation construction, S&C subcontractors worked


in parallel to wire the yard equipment to the control house,
while testing was conducted in the yard. As a result, they
met the substations energization date.

Innovative Collector System Reduces Wind

CUSTOMER CHALLENGE
A major North American wind developer wanted to build
a large wind plant along the Gulf Coast. Their goal was to
generate approximately 200 MW of renewable wind energy
annually, enough to power nearly 54,000 homes. They chose
this location because coastal winds could produce more
power during peak demand periods than plants farther
inland. The plant would be their first U.S. and first coastal
project using more than 100 Vestas V82 1.65-MW wind
turbines.

system to deliver wind energy from the turbines to a
collector substation... and then on to the transmission
grid. They needed an innovative solution that would cut
up-front and operating costs, minimize power losses, and

short timeframe, so that they could quickly realize returns
from their new plant and deliver clean power to the grid.

Because of its experience developing collector systems for
wind plants of all sizes, S&C was chosen to plan, design,
and commission the collector system and interconnection
substation. To protect the plants turbines and other
equipment, and ensure efficient operations, a well-designed
grounding system was needed. Typically, wind farms use
grounding transformers to limit temporary overvoltages

due to faults on the collector system. Without grounding


transformers, overvoltages can damage collector system
cables, arrestors, and the wind turbine transformer. But
installing a grounding transformer on every feeder would
increase equipment, labor, engineering, and installation
costs, as well as the substations footprint.

Storage System for Islanding Applications
S&C Featured Solution: Turnkey Energy Storage
Location: Balls Gap Road, Milton, West Virginia

Customer Challenge
American Electric Power (AEP), headquartered in
Columbus, Ohio, had a Department of Energy goal to
implement energy storage as a Smart Grid technology.
To fulfill that goal, Appalachian Power Company (APCO),
an Operating Unit of AEP, considered a battery-based
energy storage system for their 17-mile-long 34.5kV feeder (152 miles of circuit exposure) located in
Milton, West Virginia. That feeder, situated in very
challenging terrain, was experiencing reliability issues.

S&C Solution
APCO contracted with S&C to implement the project
on a complete turnkey basis. S&C furnished the
necessary project and construction management,
engineering and design services, plus subgrade work
and foundations, along with procurement, installation,

testing, and commissioning of the energy storage


system. The systemcontrolled by S&Cs unique
IntelliTeam II Automatic Restoration Systemincludes
an S&C PureWave Storage Management System, a
2-MW NGK sodium-sulfur battery, four S&C ScadaMate Switches with 5801 Automatic Switch Controls,
and two reclosers equipped with S&C Universal
Interface Module (now called IntelliNode Interface
Module).
IntelliTEAM II controls and operates the feeder
devices to automatically engage the battery as an
alternate source. If the load exceeds battery capacity,
IntelliTEAM II will automatically operate the feeder
devices, reconfiguring the system as necessary. The
system can serve customers up to seven hours at
continuous maximum output, however it can serve
customers longer if their demand is less than the
maximum rating of the system.

Its the first U.S. application of a battery serving radially-fed distribution system loads
during periods when they are isolated from the grid (or islanded) by a fault that locks
out normal service.

Valued Outcome
The Balls Gap Distributed Energy Storage System was
commissioned in two phases. The project was first
commissioned for peak shaving, allowing deferral of
capacity expansion at APCOs Milton Station. This
allowed deferral of the capital expense associated
with four miles of new 138-kV transmission lines,
as well as new station structures, transformers, and
breakers at the Balls Gap Station.
S&C then commissioned the Balls Gap Station
Distributed Energy Storage Systems islanding
scheme. This was the first U.S. application of a
battery serving radially-fed distribution system loads
during periods when they are isolated from the grid (or
islanded) by a fault that locks out normal service.
After commissioning the islanding scheme, APCO
conducted a live islanding test. First, they intentionally
opened a switch in the Balls Gap feeder, interrupting

service to approximately 700 customers. This


prompted the feeder devices to reconfigure and
use the PureWave Storage Management System to
provide power to the island. The battery served these
customers for approximately 30 minutes, at which
time the system was allowed to return to normal.
