Multan Chamber of Commerce & Industry is one of the earliest chambers in Pakistan and it was the first ever chamber of commerce & industry in Southern Punjab. This is serving traders, industrialists and businessmen of the region since 1959. In spite serving the business community, following it's social responsibilities, chamber fully involved in the welfare of craftsmen, workers and labours. ‘This Chamber playing an important role to keep the traditional skills alive and promote fine arts and crafts of the Southern Punjab. Multan Chamber of Commerce & Industry usually conduct the conferences, seminars, training workshops of various topics for the awareness of our members with the cooperation of governmental, semi-governmental and private organizations. Publishing of Trade Bulletin is also a step taken on the same way. A teacher of mine once told me that change is the only constant in life. That's certainly true for the entire editorial team of Trade Bulletin. We're unveiling a new look of this bulletin and now it's a magazine. We hope you shall like what you are seeing. A graphic designers’ team worked hard to develop and implement a design that's elegant, eye-catching and easy to navigate according to our needs. One of the most obvious changes, as you've probably already noted, is our new mast head, placed very first time. We've also adopted new tag lines, “Events at MCCI”, “Pictorial News” and "Exposition" which we think is more appropriate way of elaborating the MCCI members’ business activities. You can regularly share and contribute to our members and readers too. With every story we post here, with every issue, with every month, we're committed to satisfying that curiosity. Send your write-ups, contribute your excellence, experiences and share your grievances too. And we will deliver the best. Some members seriously noted the absence of magazine and wondered if it had been eliminated. Not to worry: Trade Bulletin just took vacations of last few months and NOW it's back to you in magazine shape. ... Cheek it out! Fareed Mughis Sheikh Muhammad Aslam Despite high claims, budget 2016-17 doos litle o address tho ‘al issues ofthe ecorcmy or to revive growth. IPR does not fad a song economic stategy diving the budget 2016-17. There is need to uild productivity of agriculture and industry torevivethe economy and piece it on a path of sustained growth, Vile government has announced a series of measures for these secirs, IPR preters an ‘approach that doesnot rely on fiscal incentives clone, These sectors ‘need iong term conmitmentto build compeitveness. ‘The Pakistan economy faces many challenges. Is growth hes been moribund fr several yeas, Agriculture production has decined. Exports are na preopitaus long-term fal. Power and ‘energy remain shor. The external sector is vulnerable, as government borrows new loans to pay of old ones. The performance ofindusty is mixed. Textile preducton is stagnant ard some othar kay industies languish, Sonvces, not the Droductve sectors, have fused ihe economy’s growth of 4.7%. The situation demanded a stiong and well-considered goicy response. [tis curious thatthe basis of goverment mid-tem and anual plans rely on popuiacn estimates extrapcleted fom the 1008 feansus. R makes suspact all planning and budga’s GoP deserves crectfor keeping fiscl defictin contol during fiscal 2015-16, The goverment may likely meat the fiscal defi faigat of 43%. Increase in ax caleton and contrat an expenditure have helped Keep the deft in check. Forte fst fime in many years, FBR mel the tx revenve of Rs 3,104 Bilion, sat nthe ognning of the year. Romarkably, dec! taxes grow by 13% though the share of indrect taxes increased further. FER ‘mage imporiant effots to broaden the tax base. These nclude sening roiices on nor-flers and increase in withholding tax ates for thom. 'Othor taxes too incraasod significant by 35%. Ina year aflow energy prices and taling markup rai, ron-iax Tevenue fell by 25%. Excendiure grew by a mere 6.4%, However development spending was well below budget. This has helped GoP to contol def Fer fiscal 2018-17 tco, government has maintainod a preference for stati. The budget ams fora fiscal deft of 3.8% Of GDP anda growth rate of 57%. While GoP’s fozus on continued siabily is weloome, the deficit of 3.8% fs too low forthe economy’s needs for nrasiructure and other services. To its roi, FBR achieved the target of almost 20% increase in revenue inthe currant year. Howover, twill need to ineroase colecion by a ‘wether 18.8% in 2016-17, This wil mean areal rata of incrazsa of 6% or more, if we ake away inion and growth expectations, ‘Shoriage in revenue vl invoke cus in development expenditure This wil afect much needed improvement fo infastucture. may als affect execution of CPEC projects Limiting increase in curent expenditure n 2016-17 3.6% over 2015-16 will te a chalenge. In he ongoing fiscal yea, current ‘expenditure was set to reduce from the previous year, along with reduction in dobt sorvicng. In fcc, thay grom by 84% and 13.5% respectively. Next year too debt-sanvicing expenditure will increase. Along with increase in lowances of government servants and in pensions, this wl stress the fscal framework anc ‘make i that much more dficul to achieve te deft taroet. ‘The 2016-17 budget reduces provision for subsidies by 29% ‘tom the revised estimate of 2015-16. Over two firs of fis amount is forthe power sector. As uel price ison a sli increase, it seems that government plans terif increase or furher postponement of payment ofthe tif diferertial subsidy. The budget estirates provincial surplus of Rs $99 Bilion. The ‘iscal deficit wll go beyond the taget cf 3.8% cf GDP if provinces do nct yild the surplus amount na positve move, the Finance Minister announced GoP' plan te observe provisions ofthe fiscal responsibilty law and to strengthen its provisions. [AX PROPOSALS ‘The target of a further Rs 517 Bilion in FBR taxes, wil stetch ‘he collection system. Over 45% of the adtional tax revenue isto come from income tax, mosty in the shape of mtrholdng tax Enhancing holding periods for capil gains on securies end rea ‘estate is a pestve move. Unt recetl, such uneamed inccme and gene vere exempt from tax. trestores a sense of equity and reduces excessive spoculations. Recenily, some members ofthe Tax Reforms Commission have expressed dismay for rot relying on ther recommendations, Mast of these aim fo strongthon tax admirstraten and enforcement They feel that adopting the recommendations coud help raduce tax evasion. In PR's view, itis important to raise the cos of tax ‘evasion and, especally, norefling of retums. Asa run up tthe budget, some GoP officials seemed to favour this approach in heir public statements. Fifly ve percent of he extra tax cllection in 2016-17 comes in the shape ofindrect taxes. These are desirable tothe extent they withdraw exemptions, However, they could affect economic activi, IPR supports use of witvhoding tax as a moarsto attract non- flor. However, the bast cours is or tis tax to be callcted through annual assessments. IPR welcomes the proposal forzer0 rating of five major export producss. This wil ease a maJorissue Faced by exporters. Incentives for rvival of agrcuture and industry The budget contains @ number ofincentves fo the productive sectors. GoP’s efforts to revive agriculture c2nte on reduction in inout cast and ‘other fiscal incentives. Revival of industry s based on fiscal incentives, faciy for subsidzod crodt for exoort (LTT, and soting up 2 technology up-cradation fund. Some past incentives that ae to lapse have been extended. While these are posite sips, some observations are necessary. There sno Word about ‘evaluation of whether or not such incentives simulated growth in the past This was important to ensure that the incentives work and have the desired effect. These sectors nead long form support with technclogy diffusion and access to capil Fiscal ncentves work {forthe duration they are availble. They co rot always promote efficiency or compeitveness and at times create dependency, Regardless, we hope thal these incentives will have the desied effect on growth Imact ofthe Budget on Growth and Living Standards As stated before. te budget makes no big moves or seta strategic drecion Immediately, twill have no significant effet on the pecole. The budget has minimal lit forthe people. It's good to see continued commtmert and enhancomont ofthe Bonazr Income Support Programme. The increase in mieimum wages of Rs 1,00) is smal and affects alimted group of peaple. Decrease in subsidy or increase in power aif, i fey take place, wil affect people in the lower quntles. Increase in GST, FED, and impor tariff ona large number of consumer and industrial items willincrease prices and burden on the pocr. til also inerozso inoqualiy. ‘The development budget directs few resources towards reducing the social defect. Admittedly this is a subject for the provincial and local governments to address. Howaver, tho fodoral ‘government does not state i as a proiy. There was no mention of SSDGs as a atonal naratve. Improving provision cf basic huran needs ads to te total capacity of the economy and stimulates grout. ‘Some of the incentives to revive agriculture and industry should havea postive eflact Recucton in cost of agriculture inputs wil help farmers. is tobe seen how the est ofthe incentives benef grout, DEVELOPMENT BUDGI ‘Tho Foderal PSDP as in past yoars, the foderal PSDP of Rs £200 Bilin is short forthe many needs ofthe economy. Its about 2.5% ofthe ccunty's GDP of Rs. 31,466 Bllen. Including provincial budgets, Pakistan's toil pubic investment wil barely ‘exceed 5% of GOP. The federal PSDP is merely 18% ofthe otal federal budget of Rs 4,418 Bilin, Low alccation for development is reascn for concern. The Pekistan economy has beon in low to modest grawth for sevaral years. The paope of Pakistan expact jots and economc act to grow. Serious nrastructure gaps and ‘socal deficit constrain business development and depress ining ‘standards. tis important forthe ecenomy fo provide a stimulus ‘and enhance business compeliveness. In essence, ne efectve federal PSDP is RS 655 Billon and not Rs 700 Billon. includes alocaion to a numberof items that in fact belong tothe curent budget. Provision of Ris 100 Billion for resettlement of IDPsis for en important cause, butis not investment Sinilafy provision of Rs 20 Bilion for ha PMs Youth Programme is current ducget shown as investrent, The PSDP. ‘dostment dees not show projects against hese provisions indicating that they may nothave gone through the rigorous process, which evaluaies efficacy of expenditure and evalua past efforts, ‘Torreiterate a problem that has existed for ong, the PSDP. mmiimaly meets the needs of en oversized projects porto, The ‘modest cele of the PSDP contrast wih the enormous size ofthe faceral goverrments publ investment pregramme. Projects in ho feceral PSDP number 992. Of hase, about 179 are financed of budget by WWAPDA, PEPCO and NTDC, leaving some 813 projects. Of the Rs 656 Billion, CPEC projects ae alocated about Rs Bilion. The res ofthe PSDP has wih Rs bllon fora projects having a throw forward of over Rs 3 Trilion. On an average, these projects would take about gt year to complete, ifthere wore no ‘costincrease from delays. Most wate- sector prejects wil take ‘ight to twelve years to complete at present cass. Bacause of renewed focus on roads, NHA's throw foward alone is Rs 1.4 Tilo, ‘Compared tothe revised PSDP of Rs 700 Bion ‘or 2015-16, next year's budget shows an increase of 14%, Since 2015-16, cuts have been placed in some ciical areas. The combined alocatons {or Figher education and federal education and training are a Bilion more than last year, ut Rs 5.4 Eli below 2014-18. The allocation for HEC mostly meats sponds for studonts studying ‘bread. Many HEC projects which Fas a total thraw forwara of Rs 142 Billo would sta. As a water stressed ‘country and wit high dependence on agriculture, thsi alarming Cf the Rs 130 Billon forthe power sector shown inthe PSDP, GoP's budgets Rs 74 Bilion, The rests tobe mel by WAPDA, PEPCO, and NTDC. Of the Rs 74 Bilin, Rs 60 Bilion the two LING fone, projects. IPR would have preferred to sea such large ‘amounts go to hydro projects and not to an expansive fuel scurce Infact, ofher than LNG powerplants, federal allocation forthe ower sect has declined substantily compared to 2014-15. This is astonishing when te counry faces exirerne power shortage. On the other hand, alccations to roads and highways have increased by 17.5%.
