Procedure Summary for:

Transportation Planning
TO-TP-ERP-003 Spill Control & Reporting Procedure
Applicable To: All Employees
Control spill if safe to do so and if you are trained.
Report to the Roadway Maintenance Control Office (RMCO) by phone using the number
780-496-6666.
If necessary, ask RMCO to contact 911 for emergency response.
Contractors must report all spills to the Control Office.
Ensure that spill kit is replenished.

TO-TP-OP-011 External Environmental Complaint / Concern Communication Procedure
Applicable To: All Employees
Take the information.
Respond to the complaint according to your supervisor/COE policy or procedures.
Employee or supervisor completes the Enviso External Environmental Complaint Concern
Form and forwards to Kathy Wiseman, Enviso Coordinator.
Note: Environmental complaints include: salt use, chemical use, dust or noise.
TO-TP-OP-014 Environmental Inspections Procedure
Applicable To: All Employees Completing Inspections
Facilities i.e., yards, traffic field operations - 2 environmental inspections per year.
Contractor Project Managers will complete 2 inspections per year, target high risk.
Project Managers will ensure 3rd party inspections are conducted as indicated in contract.
Formal inspections on smaller contractors (i.e. hired equipment) are not required. The on-site
supervision by City Employees will monitor the contractors environmental performance.
Deficiencies in a small contractors environmental performance will be reported by the Citys
representative (i.e. supervising foreman, City Inspector) to their General Supervisor.
The General Supervisor will ensure deficiencies are corrected and documented.
Formal inspection reports will be copied and forwarded to the Enviso Manager.
Inspections associated with issuing CCCs and FACs will include environmental considerations if
appropriate.
TO-TP-OP-019 Environmental Design Planning Procedure
Applicable To: Design Staff of Facility & Capital Planning
All design projects will be reviewed to ensure all environmental regulatory requirements and
considerations are met - complete form TS-F-027 Design Environmental Permits / Approvals
Checklist.
Complete form, TP-OP-F-025 Concept Plan Circulations and Approvals Checklist, to document
circulation of concept plans to internal and external stakeholders.
Permanent erosion & sedimentation plans will be completed for applicable design projects where
required.

TO-TP-OP-021 Statutory Planning Procedure
Applicable To: Staff in Development Planning & Engineering and Facility & Capital Planning
Procedure outlines requirements for consideration of a roadway impacts on new development
areas and how to make decisions that reduce environmental impacts.
Procedure outlines steps related to:
o Plan and policy development;
o ASP/NSP review and approval;
o Review of zoning bylaw amendments, subdivision applications, development permit
applications, conceptual/functional plans, preliminary designs, and engineering
drawings;
o Circulation and review of ancillary documents; and,
o Involvement of internal/external parties.
Environmental considerations include, but are not limited to:
o Conservation of natural spaces or environmentally sensitive areas;
o Identification of larger greenway opportunities;
o Dedication of road right-of-way for greenways and/or development setbacks from a
ravine or river valley; and,
o Roadways are constructed to ensure an efficient transportation network.
TO-TP-OP-022 Construction Completion and Final Acceptance Procedure
Applicable To: Staff in Development Planning & Engineering
Procedure outlines steps related to:
o Issuance of Construction Completion Certificates (CCC);
o Final Acceptance Certificates;
o Development Industry and Inter-Departmental Liaison.
If necessary, environmental concerns are shared with other City Departments.
