SOFTWARE HOUSE CCURE CARD ACCESS SYSTEM
PUBLICATION
This specification is a product of the Texas Department of Transportation (TxDOT). It is the practice of
TxDOT to support other entities by making this specification available through the National Institute of
Governmental Purchasing (NIGP). This specification may not be sold for profit or monetary gain. If this
specification is altered in any way, the header, and any and all references to TxDOT must be removed.
TxDOT does not assume nor accept any liability when this specification is used in the procurement
process by any other entity.
1.

SCOPE: This specification is a Request for Offer (RFO) to provide the purchase and turnkey
installation of a Software House CCure Card Access alarm system for TxDOT offices at various
building locations (Ref. Attachment A Building Locations). The system shall be compatible and
programmed to work with the existing Texas Department of Transportation (TxDOT)
Software House CCure Card Access alarm system(s).

DEFINITIONS OF TERMS AND ACRONYMS

APPLICABLE LAWS AND STANDARDS: The vendor shall provide service in accordance with all
federal, state and local applicable laws, standards and regulations necessary to perform the
services, pertaining to the purchase order on all installed devices and wiring, including but not
limited to the following:
3.1.

National Electrical Code.

3.2.

National Fire Protection Associations Codes and Standards.

RESPONDENT QUALIFICATIONS: The respondent shall:


4.1.

Be a company engaged in the business of providing, installing and maintaining Software


House CCure Card Access alarm systems for a minimum of three years within the last
five years. Recent start-up businesses do not meet the requirements of this solicitation.

4.2.

Be an authorized dealer or distributor of Software House CCure Card Access alarm


systems.

4.3.

Be certified by Software House at a minimum as an ADVANCED Certified Integrator.

4.4.

Be in good financial standing, not in any form of bankruptcy, current in payment of all taxes
and fees such as state franchise fees. TxDOT reserves the right to request a copy of the
respondents audited or un-audited financial statement.
When financial statements are requested, TxDOT will review the respondent's audited or
un-audited financial statement to this solicitation in accordance with Texas Government Code,
Title 10, Subtitle D, Section 2156.007 to evaluate the sufficiency of the respondent's financial
resources and ability to perform the contract or provide the service required in the solicitation.
TxDOT will be the sole judge in determining the sufficiency of the respondent's financial
resources and ability to perform the contract or provide the service. Factors to be reviewed
include:

Balance sheets.

4.4.2.

Net working capital.

4.4.3.

Current asset ratio.

4.4.4.

Liquidity ratio.

4.4.5.

Auditor(s) notes.

4.4.6.

Any notes to the financial statements.

5.

KEY PERSONNEL QUALIFICATIONS: The respondent shall provide the following key personnel:

PM: The respondent shall designate a PM. The PM shall:


5.1.1.

Have a minimum of three years experience within the last five years in project
management for the installation and maintenance of Software House CCure Card
Access alarm systems.

5.1.2.

Be factory trained and certified by Software House as an AC 4006: 800 Advanced


System Manager.

SERVICE TECHNICIANS: The Service Technicians shall:


5.2.1.

Have a minimum of three years experience within the last five years, installing and
maintaining Software House CCure Card Access alarm systems.

5.2.2.

Be factory trained and certified by Software House as an Installer/Maintainer (Level 2)


and iStar.

KEY PERSONNEL REQUIREMENTS: The PM shall:


6.1.

Be dedicated solely to the TxDOT Software House CCure Card Access alarm system
project described in this specification.

6.2.

Shall be available by phone 24 hours/7 days and shall respond to TxDOT within 30 minutes
within a phone call.

6.3.

Be on-site within 24 hours, if requested.

6.4.

Have the primary responsibility of the day-to-day operation of the service in accordance with
the requirements of the purchase order.

6.5.

Be a permanent staff employee.

6.6.

Ensure the proper installation of the Software House CCure Card Access alarm system.

6.7.

Serve as the constant primary point of contact for TxDOT.

6.8.

Coordinate all activities, situations, and issues with subcontractors and TxDOT.

PERSONNEL CONTINUITY AND REPLACEMENT


7.1.

TxDOT recognizes that events beyond the control of the vendor such as the death, physical or
mental incapacity, long-term illness, or the voluntary termination of employment of the PM will
require that the vendor propose a replacement. In the event that such a replacement is
necessary, the vendor agrees that no personnel shall begin work on the project without prior
written approval from TxDOT.

7.2.

The vendor agrees that the PM assigned to the project shall remain exclusively available for
the entirety of the project throughout the term of the purchase order as long as that individual
is employed by the vendor and until the project is complete.

7.3.

If TxDOT determines that the PM, Service Technician, or any other key personnel is unable to
perform in accordance with the service requirements or to communicate effectively, the
vendor shall immediately remove that person.

7.4.

Proposed replacement personnel shall meet minimum qualifications and have experience
comparable to the person(s) being replaced. Replacement personnel shall be provided at no
additional cost to TxDOT. A profile and references will be requested for the proposed
replacement(s). TxDOT may reject any replacement if references or past working
performance is questionable or unfavorable. TxDOT will be the sole judge of the
qualifications of the proposed replacement personnel.

VENDOR REQUIREMENTS: The vendor shall:


8.1.

Adhere to TxDOT Terms and Conditions identified on the solicitation.

8.2.

Provide the complete turnkey installation of a Software House CCure Card Access alarm
system.

8.3.

Furnish all personnel, labor, tools, test equipment, replacement parts, programming, and
transportation required to install the Software House CCure Card Access alarm system
described in this specification.

8.4.

Provide and install all system components, including all attachments and ancillary items
required to make the system fully operational, including but not limited to, all EMT conduits
and wiring. EMT conduits and wiring shall be:
8.4.1.

Rated for installation.

8.4.2.

Concealed within walls, ceilings, doorframes, or placed within existing conduit. If wire
cannot be concealed in this manner, finished wire mold may be used on the inside of
buildings and EMT conduit may be used on the outside. All wire mold locations shall
be approved by TxDOT.

8.5.

Provide all equipment necessary to facilitate communications, i.e., terminal servers, short haul
modems and fiber optic transmission devices, etc. All communications shall be fully
supervised.

8.6.

Provide and install the required DGP.

8.7.

Provide all configuration set-ups.

8.8.

Complete all system programming at all TxDOT buildings. All programming shall follow the
naming convention(s) outlined by TxDOT controls with the following exception:
EXCEPTION: Any programming conventions or other software options, or both, which allow
TxDOT Security to define security controls, directly or indirectly, shall be
coordinated with and approved by TxDOT Maintenance Division Automation.

9.

SYSTEM REQUIREMENTS: The vendor shall provide the following system requirements:
9.1.

CARD ACCESS SYSTEM REQUIREMENTS: The Card Access system and components
shall be Software House CCure and shall be compatible and programmed to work with the
existing TxDOT Software House CCure card access system located at:
Texas Department of Transportation

NOTE: Site Plans will be provided at the Mandatory Pre-Offer Conference as referenced in
the Bid Solicitation.

9.2.

SOFTWARE HOUSE CCURE CARD ACCESS ALARM SYSTEM: The system shall
include, but not be limited to:
9.2.1.

Data Gathering Panels (DGP): The DGPs shall:


9.2.1.1.

Collect alarm input point status.

9.2.1.2.

Access control data:


9.2.1.2.1.

Multiplex the data.

9.2.1.2.2.

Transmit the data back to the system file server workstation.

9.2.1.3.

Support a minimum of four card readers.

9.2.1.4.

Incorporate Flash ROM to allow for efficient firmware update downloads


from the system software and remotely from the system manufacturer.

9.2.1.5.

Support Ethernet and RS-232 communications topologies.

9.2.1.6.

Support Dynamic Host Configuration Protocol to simplify installation.

9.2.1.7.

Receive and execute instructions issued automatically or manually from the


system file server workstation.

9.2.1.8.

Have memory and logic circuits required to ensure continued operation of


connected devices without degradation of system security in the event that
communications with the system file server is interrupted.

9.2.1.9.

Communicate with the system server and system workstation over a


dedicated security system communications circuit.

9.2.1.10. Have the equipped hardware capacity to connect with the listed card reader
doors, door contacts, and motion detectors and shall have a minimum of
20% of inputs and outputs available for future needs.

DGP Power Supplies: Software House AS0063.00 DGP power supplies shall be
furnished and installed and shall:
9.2.2.1.

Be dedicated to the DGPs and shall not provide power for locks or any
other low voltage device.

9.2.2.2.

Be UL listed and operate with a 120 VAC input voltage and provide filtered
and conditioned output voltage required by the DGPs.

9.2.2.3.

Provide a minimum of four hours of battery backup to provide continuous


operation during power failure.

9.2.2.4.

Include a battery charger to maintain the battery.

9.2.2.5.

Be housed in a locking steel enclosure designed for surface mounting. The


housing shall include a tamper switch to sense the removal or opening of
the enclosure cover. All DGPs, power supplies, and power distribution
cabinets shall be keyed alike.
NOTE: Refer to Attachment E SWH apS Advanced Power Supply.

9.2.3.

Universal Power Supplies: For door strikes, RTEs and DMAs shall be furnished and
installed:
9.2.3.1.

All Electric Door Strikes, RTEs, and DMAs shall be powered through the
Universal power supply.

9.2.3.2.

Panic bars with separate power supplies shall utilize dry contacts on
Universal Power supply.

9.2.5.

9.2.4.3.

A minimum of four set composite cable to readers.

9.2.4.4.

Meet or exceed the current National Electric Code and all city, state, and
federal building, fire, and safety codes.

9.2.4.5.

Secured up and out of the way of electrical, lighting, ceiling grid, using UL
rated J-hooks or D-rings spaced a maximum of five feet from each other,
and shall NOT be tied to electrical conduit, ceiling grid hangers, or laid on
top of the ceiling grid.

9.2.4.6.

Labeled to designate what equipment the cable supports.

9.2.4.7.

Have wire color-coding that is consistent throughout the installation.

9.2.4.8.

Panel and Component Installation: The vendor shall:


9.2.5.1.

Meet with the designated TxDOT site representative to get written approval
of exact location(s) for all devices installed at each facility.

9.2.5.2.

Mount all panels on a Unistrut or plywood backboard that is securely


anchored to the wall.

9.2.5.3.

Bundle cables inside the panels with Velcro, not tie wraps.

9.2.5.4.

Label the cables using a label-maker per the following example: RDR-1,
I-1, O-1, RDR-2, I-2, O-2, etc.

9.2.5.5.

Create and attach a panel schedule to the new panel that includes the
description and location for each installed point used within that panel:
9.2.5.5.1.

Handwritten panel schedules will not be accepted.

9.2.5.5.2.

Within the title block, the panel schedule shall identify the panel
name, panel IP, panel MAC ID, and panel address.

9.2.5.5.3.

A minimum of 2 keys shall be left with the TxDOT


representative upon final inspection.

9.2.5.5.4.

If DMAs are installed for doors, they shall be installed a


maximum of 10 feet from their corresponding card reader and
shall be mounted inside an enclosure.
NOTE: Refer to Attachment F Panel Schedule.

9.2.6.

Card Reader: The vendor shall provide and install Software House Multi Technology
card readers that shall be controlled by the security system workstation(s) or be set
on time schedule control of electric locking mechanisms, or both. The vendor shall
install the card readers within Americans with Disabilities Act standards and
specifications. The card readers shall:
9.2.6.1.

Be equipped for reading multiple reader technologies such as the


13.56 MHz Smart card and the 125 KHz Proximity cards and shall allow for
the utilization of changing technology.

9.2.6.2.

Be flex models that allow for the updating of readers with new functionality
or enhancements at any time with flash firmware. A two (or three) color
LED on the face of the card reader and an audible tone shall indicate
authorization and unauthorized reader uses.

9.2.6.3.

Effectively operate if mounted directly to a metal surface.

9.2.6.4.

Have a minimum read range of 4 inches for doors and pedestrian gates.

9.2.6.5.

Have a minimum read range of 8 inches for gate readers.


EXAMPLES: Software House, SWH-4100 for doors or pedestrian gates

9.2.7.

Access Cards: The vendor shall provide 500 HID Smart ISO Prox Corporate 1000
Cards No. 1397. Programming of the access cards shall be coordinated with TxDOT
Maintenance Division Automation.

9.2.8.

Color ID Dual Sided Printer: The vendor shall furnish, install, and program a
Fargo C30 dual sided ID Printer Model No. 44402 with Software House license for
CCure Badging, with two each No. 85976 cleaning kits and three each No. 44210
color card ink cartridges.
NOTE: Refer to Attachment I Card Printer.

9.2.9.

Door Position Switches: The vendor shall provide and install normally closed (N.C.)
magnetic mounted door position switches to monitor all roof hatches, exterior door,
overhead doors, and on each leaf of card reader controlled doors. Door position
switches shall monitor for door propping, intrusion alarms, and open or closed status.
The system shall provide for supervised monitoring of the door position switches. The
system shall annunciate each condition individually. The switches shall be concealed
whenever possible.

9.2.10. Pedestal Installation: TxDOT will furnish pedestal, pedestal base and conduit to
nearest facility with iSTAR panel. The vendor shall furnish, install, program and
terminate cables including fiber. To include at each pedestal, but not limited to,
two each HID MaxiProx two each Viking E-30-EWP Intercoms.
NOTE: Refer to Attachment J Viking E-30-EWP Intercom.
9.2.11. Door Release Push Buttons: The vendor shall provide, install or reconnect door
release push buttons as required. The door release push buttons shall:
9.2.11.1. Be desk-mounted at designated desks.
9.2.11.2. Remotely release electric locks on card reader controlled doors.
9.2.11.3. Not cause an alarm on the system workstation when activated.
9.2.11.4. Unlock the door and shunt the door position switch to a user programmable
time-period of one to sixty seconds when a door release push button is
pressed.
9.2.11.5. Unlock or open the door and shunt the door position switch a maximum of
one second after the door release push button is pressed.
9.2.11.6. Not affect the request to exit device operation for doors with free egress
hardware.

9.2.12. Door Monitoring Alarms (DMA): Manufacturer Deigned Security, Inc.,


Model ES4200-KI, or TxDOT approved equal, DMAs shall be installed on all exterior
egress doors and shall:
9.2.12.1. Have two monitoring periods, silent time period and alarm delay time
period.
9.2.12.1.1. The silent period shall be field adjustable from 0 seconds to
90 minutes beginning when a monitored door is opened.
9.2.12.1.2. If a door is closed within the time period, the audible alarm
shall remain silent.

9.2.12.1.3. If the door is held open longer than the silent time period, the
alarm delay time period shall begin and the local sounder shall
emit an intermittent audible alarm.
9.2.12.1.4. If the door is held open beyond the alarm delay time period, the
DMA shall sound a steady audible alarm and the door prop
alarm status relay shall change the LED and flash Red.
9.2.12.2. Recognize intrusion or egress out without a valid card read. The unit shall
remain in alarm until rest by, integral key switch, remotely through a dry
contact, or automatically through an onboard timer.
9.2.12.3. Be wired for remote software BYPASS without the use of integral key
switch.
9.2.12.4. Be wired to report the status of the BYPASS switch to the CCure
monitoring software.
NOTE: Refer to Attachment K Door Monitoring Alarm.
9.2.13. Duress Alarm Buttons: The vendor shall provide and install, or reconnect duress
buttons, below counter tops or in the knee space of desks in accessible locations as
designated by TxDOT. Duress alarm buttons shall:
9.2.13.1. Have DPDT alarm outputs.
9.2.13.2. Be activated by single recessed pushbutton contacts.
9.2.13.3. Be reset by key switch method.
9.2.13.4. Be installed at TxDOT designated workstations.

9.2.14. Motion Sensors: The vendor shall provide and install wall mounted, ceiling mounted,
or both, infrared photoelectric beam style motion sensors to detect intrusion. The
passive infrared photoelectric beam intrusion detection motion sensors shall meet the
following minimum specifications:
9.2.14.1. Detection technology: Pulsed infrared.
9.2.14.2. Detection distance: Minimum shall be 10 feet, maximum shall be 20 feet.
9.2.14.3. Output contact: SPDT, 1A max @30VDC alarm output.
9.2.14.4. Mounting: Surface mount.
9.2.14.5. Power: 12 VDC.

9.2.15. Electric Strike and Electric Panic Bar: The vendor shall provide and install electric
strikes or electric panic bars. No existing door strike or electrified panic bar will be
reused in installation. Only existing magnetic locks maybe re-used. The electric
strikes shall:
9.2.15.1. Feature an internally mounted solenoid and two stainless steel
independently operating locking mechanisms.
9.2.15.2. Have all components encased, requiring no cuts to the door jamb prior to
installation.
9.2.15.3. Be tamper resistant, of heavy duty construction, and shall be fail secure.

9.2.16. Electromagnetic Locks: The vendor may reuse existing magnetic lock and exit
buttons if compatible and operational. The vendor shall determine if existing
magnetic lock and exit buttons are compatible and operational. Existing magnetic
locks and exit buttons reused shall be operational at time of testing and acceptance or
replaced by vendor at no additional cost to TxDOT. The vendor shall warranty reused
or new magnetic locks and exit buttons for a one-year period, starting from the start
date of acceptance. TxDOT has final approval authority for all installed devices. If
TxDOT approval is given for an electromagnetic lock, the vendor shall provide and
install electromagnetic locks, and shall:
9.2.16.1. Ensure that doors equipped with electromagnetic locks are equipped with
either a switch or motion detection device to shut the door contact but not
unlock the door.
9.2.16.2. Ensure doors equipped with electromagnetic locks are provided with code
compliant mechanical exit devices that are equipped with request-to-exit
switches.

9.2.16.3. Wire electromagnetic lock power in series through the exit device requestto-exit switch in order to provide for failsafe (locked when energized)
unlocking of the door. All locks shall release immediately during a power
failure or signal from the fire, life safety system.

9.2.17. Electric Locking Power Supplies: All electric-locking mechanisms and remote control
locking mechanisms shall be individually fused at the power supply to ensure that a
short in one power cable will only blow that fuse and not affect other equipment. All
power supplies shall:
9.2.17.1. Be UL listed and have batteries and battery chargers.
9.2.17.2. Provide fail-secure operation of electric locking mechanisms as required by
local fire codes.

10.

SERVICE REQUIREMENTS: The vendor shall:


10.1. Cover and protect the furnishings and floor area for installations located above the ceiling line
and above a work area prior to commencing work.
10.2. Clean all areas of scrap materials, dirt, dust, and debris generated in performance of the
installation at the end of each working day to the satisfaction of TxDOT.
10.3. Clean, repair, or replace any item damaged by the vendor or its subcontractor(s) during the
installation to the satisfaction of TxDOT, and at no additional cost to TxDOT.
10.4. Replace any ceiling tile that was damaged during installation. The replacement tile will be
provided by TxDOT.

10.5. Remove and dispose of all defective materials removed from the building during the
installation in accordance with all applicable rules, regulations, codes, laws, ordinances, and
statutes, etc. The vendor shall obtain TxDOT approval for removal or disposal, or both, of all
mechanical and electrical parts.
NOTE: All mechanical and electrical parts removed from the building shall remain the
property of TxDOT.
11.

SHOP DRAWINGS AND SUBMITTALS: The vendor shall submit shop drawings prior to the
procurement of equipment or commencement of work. Equipment lists, data sheets, etc. shall be on
8-1/2 inch x 11 inch paper and bound into a single volume. The vendor shall submit as-built
drawings along with the documentation described in Para. 11.2. through Para. 11.2.7. upon
completion of the installation. The vendor shall:
11.1. Submit three copies of the following to the TxDOT representative for approval within
21 calendar days after the notice to proceed:
11.1.1. A complete equipment list with manufacturers names, model numbers, and quantities
of each item.
11.1.2. Manufacturers data sheets on all equipment items.
11.1.3. Proposed construction details for any custom fabricated items. These details shall
show dimensions, materials, finishes, and color selection.
11.1.4. Certain other submittals as noted elsewhere in this specification and as many as may
be required for various equipment items prior to construction, fabrication, or finishing
of that item.
11.1.5. Provide a GANTT chart highlighting the proposed schedule the vendor intends to
follow to complete the buildings identified in Attachment A Building Locations.
11.2. Submit four each as-built (blue-line) sets prepared on 30 inch x 42 inch paper and one
electronic copy created using AutoCAD version 2004 or greater to the TxDOT representative
for final acceptance approval within 15 calendar days after completion of the installation.
Each set shall be bound into single volume and shall include:
11.2.1. A complete and correct system schematic showing wire routes, labeled electric
circuits, detailed connections for all parts of the system, including; wire numbers,
terminal block numbers and layouts, color-per floor, and all other designations and
codes.
11.2.2. Floor plans and reflected ceiling plans prepared to a scale of not less than
1/8 inch = 1 inch, showing equipment locations and all other related device locations.
11.2.3. Detailed diagram(s) showing the building alarm zones.
11.2.4. A complete as-installed equipment list, with manufacturers names, model numbers,
serial numbers, and quantities of each item.
11.2.5. Data sheets for any equipment item.
11.2.6. OEM Manuals for equipment listed in attachments.

11.2.7. Manufacturers warranties and operating instructions for each equipment item. The
vendor shall include a copy of the warranty certificate (Ref. Para. 13., WARRANTY).
12.

TRAINING: The vendor shall provide a competent factory trained technician thoroughly trained in
the use and operation of the Software House CCure Card Access alarm system to train TxDOT
employees for a minimum of four hour(s) per site, not to exceed 5 separate or individually scheduled
training sessions. Training shall be provided within ten calendar days after the Software House
CCure Card Access alarm system has been installed and readied for operation, but prior to
payment. The training shall take place on TxDOT premises at a time and date mutually agreed
upon by the vendor and TxDOT. Training shall include, but not be limited to:
12.1. Badging.
12.2. Cable labeling.
12.3. Diagnostics.
12.4. Hardware.
12.5. Interface operations.
12.6. Operation.
12.7. Safety.
12.8. Software.

13.

WARRANTY: The vendor shall:


13.1. Warrant all work, including parts, labor, and workmanship against defective materials,
workmanship, and failures for 12 months from the date of acceptance. If the manufacturers
standard warranty period is in excess of 12 months, the standard warranty period shall apply.
13.2. Repair or replace any defective materials or workmanship, without cost to TxDOT, and render
warranty service within 12 hours after requested by TxDOT.
13.3. Temporarily provide equivalent replacement equipment when immediate onsite repairs cannot
be made at no cost to TxDOT.

14.

PERFORMANCE TESTING AND ACCEPTANCE INSPECTION: The system will be subject to


performance testing and acceptance inspection upon installation. Performance testing and
acceptance inspection will be completed within ten working days after installation. TxDOT will not
make final system acceptance until the vendor has provided all submittals as described in
Para. 11.1. through Para. 11.2.7. Upon completion of each location, the vendor shall contact the
designated TxDOT PM for a project walkthrough. The vendor shall provide a finalized print to
TxDOT for the final walkthrough. This walkthrough shall include, but not be limited to, testing of all:

15.

BUILDING RESTRICTIONS
15.1. PARKING: The vendor shall make arrangements with the TxDOT representative prior to offloading tools and equipment at the job site. The vendor shall park only in TxDOT designated
parking spaces.
15.2. RESTROOMS: Restrooms shall not be used for washing of tools and equipment.
15.3. SECURITY: The vendor shall provide and update the list of all personnel at the job site. The
vendor shall comply with all security measures required by TxDOT. Personnel shall wear
identification at all times.
15.4. ACCESS: The vendor shall make prior arrangements with the TxDOT representative for
access to the building(s) before beginning work.

16.

SAFETY: The vendor shall provide their personnel with all required safety equipment and instruct
personnel to observe all safety policies, rules and requirements at all times, including, but not limited
to, wearing hard hats, safety shoes, goggles, etc.

17.

TxDOT RESPONSIBILITIES: TxDOT will:


17.1. Provide a primary point of contact for project approval and coordination.
17.2. Provide prospective respondent(s) with building plans during the mandatory site survey.
17.3. Approve and disapprove the removal and disposal of all mechanical and electrical parts.
17.4. Provide 24 hour monitoring of the installed system for designated locations
(Ref. Attachment A Building Locations) and at the Austin Security Operations Building,
Camp Hubbard, Building 4, 3810 Jackson Avenue, Austin, Texas 78731.
17.5. Replace doors and jams.
17.6. Provide required 120 volts of electrical power.
17.7. Provide access to identified buildings (Ref. Attachment A Building Locations) to allow
vendor to install system during regular working hours, Monday through Friday, 7:00 a.m. to
5:00 p.m. Any request to work during off-shift hours must be approved by TxDOT in writing
prior to commencement of work.

18.

SUBCONTRACTING: Subcontracting is allowed under the following circumstances:


18.1. Subcontractors providing services under the purchase order shall meet the same service
requirements and provide the same quality of service required of the vendor.

18.2. No subcontract under the purchase order shall relieve the primary vendor of responsibility for
the services.
18.3. The vendor shall be the primary contact for TxDOT and subcontractors(s).
18.4. The vendor shall manage all schedules, quality, performance and project management for
subcontractors. The vendor shall be held solely responsible and accountable for the
completion of all work for which the vendor has subcontracted.
18.5. TxDOT reserves the right to request the removal of vendors subcontractor staff deemed
unsatisfactory by TxDOT.
18.6. Subcontracting shall be at the vendors expense.
18.7. TxDOT retains the right to check subcontractors background and make a determination to
approve or reject the use of submitted subcontractor(s). Any negative response may result in
disqualification of the subcontractor.
18.8. SOLICITATIONS OVER $100,000: TxDOT will make an initial determination of whether
subcontracting is probable. It is the respondents determination if they choose to subcontract
any of the work under this purchase order with a Texas Certified Historically Underutilized
Business (HUB) or other businesses.
18.8.1. If TxDOT has determined that subcontracting opportunities are probable, the class
and items in which HUBs may be registered will be noted in the solicitation.
18.8.2. The respondent shall identify all proposed subcontractors at the time of response

18.9. HSP PRIME CONTRACTOR PROGRESS ASSESSMENT REPORT: After award of the
purchase order the vendor shall report all HUB and non-HUB subcontractor information using
the HSP Prime Contractor Progress Assessment Report form. The report shall be submitted
to the TxDOT contract manager monthly. The reports shall be submitted monthly even during
the months the vendor is not invoicing TxDOT. All payments made to subcontractors shall be
reported. TxDOT may verify the amounts being reported as paid by requesting copies of
cancelled checks paid to subcontractors.
18.10.TxDOT retains the right to check subcontractors background and make a determination to
approve or reject the use of submitted subcontractors(s). Any negative responses may result
in disqualification of the subcontractor.
19.

TRAVEL: All travel and per diem shall be included in the unit price.

20.

CONFLICT OF INTEREST: The vendor or vendors subcontractor(s) covenants that it does not
have, nor shall it acquire any interest that would conflict in any manner with the performance of its
obligations in regard to services authorized.

21.

AMENDMENTS: TxDOT and the vendor reserve the right to amend the purchase order by mutual
written agreement at any time during the term of service, as may be necessary to achieve the
highest quality of production by the most efficient and cost-effective means or to include a different
element or special feature that was not contemplated or fully developed the time of solicitation. The
amendment process will be accomplished through a Purchase Order Change Notice (POCN).

22.

INVOICING INSTRUCTIONS: The vendor shall provide a comprehensive and detailed invoice with
an itemized list of labor and materials in reference to each location of installation. Original
documentation that validated the charges shall be attached. The original invoice shall be mailed to
the address shown on the purchase order and shall include the following:
22.1. Purchase order number.
22.2. Vendor EIN.
22.3. Location of service (Ref. Attachment A Building Locations).
22.4. Invoices that require correction(s) shall be re-submitted with a new invoice date.
22.5. PAYMENT: TxDOT will make payment for each completed location
(Ref. Attachment A Building Locations).

23.

RESPONSE SUBMISSION: Failure by the respondent to submit the documentation listed below
may disqualify the respondent from further consideration. The response submission shall be
submitted in the following format:
23.1. GENERAL FORMAT: The respondent shall submit one signed and dated original (marked
Original) and two copies (marked Copy). The submission shall be in separate loose leaf
binders on one sided 8-1/2 x 11 inch paper and shall be tab-indexed corresponding to the
sections listed below. Plastic spine-bound or wire bound submittals are highly discouraged.
Include only the information specified for each section.
23.2. ORIGINAL RESPONSE: The original response shall include the following:
23.2.1. Section 1 Request for Offer (RFO): Original signed, dated, and completed RFO.
23.2.2. Section 2 Schedule 1 Turnkey Purchase and Installation Pricing.

company is in good financial standing, not in any form of bankruptcy, current in
payment of all taxes and fees (Ref. Para. 4.4.).

respondent shall provide resumes or brief profiles and references. References shall
substantiate the number of years of required experience of the individuals, including
any subcontractors, who will be part of the respondents personnel providing the
service. The profile shall include:

23.2.5.2. Education.
23.2.5.3. Description of qualifications and number of years experience for the last
5 years

proposed key personnel position.


23.2.6. Section 6 GANTT Chart: The respondent shall provide a GANTT chart that
highlights the proposed schedule the vendor intends to follow to complete the
buildings identified in Attachment A Building Locations.
23.2.7. Section 7 Schedule 4 Respondent References: Respondent shall submit
references to substantiate the qualifications and experience requirements for services
completed within the past 24 months. References shall illustrate respondents ability
to provide the services outlined in the specification. References shall include name,
point of contact, telephone number, and dates services were performed. The
response will be disqualified if TxDOT is unable to verify qualification and experience
requirements from the respondents references. The response may be disqualified if
TxDOT receives negative responses. TxDOT will be the sole judge of references
(Ref. Schedule 4 Respondent References).
24.

RESPONSE EVALUATION: Only complete responses with the required submittal documents and
meeting minimum qualifications will be considered. Failure to meet the minimum qualifications and
submit the required documents will result in a response being declared non-responsive.

25.

AWARD: TxDOT reserves the right to award a purchase order to the company that provides the
best service and value to TxDOT in performance of this service.

POST AWARD MEETING: The vendor shall be required to attend a post award meeting in Austin,
Texas with TxDOT within five calendar days after the award of the purchase order. The purpose of

additional information regarding requirements, which shall be executed by both parties, wherein
vendor(s) and TxDOT shall identify specific goals, strategies, and activities planned for meeting

27.

CONTRACT ADMINISTRATION: Administration of the purchase order is a joint responsibility of


TxDOTs Maintenance Division, General Services Division, Purchasing Section and
Houston District. TxDOTs Purchasing Section staff will be responsible for administering the
contractual business relationship with the vendor.
27.1. Any proposed changes to work to be performed, whether initiated by TxDOT or the vendor,
must receive final written approval in the form of a Purchase Order Change Notice signed by
the authorized TxDOT purchasing agent.
27.2. Upon issuance of purchase order, TxDOT will designate an individual who will serve as the
Contract Manager and point-of-contact between the agency and the vendor. The Contract
Manager does not have any express or implied authority to vary the terms of the purchase
order, amend the purchase order in any way or waive strict performance of the terms or
conditions of the purchase order. This individuals contract management and contract
administration responsibilities include, but are not limited to:
27.2.1. Monitoring the vendors progress and performance and ensuring services conform to
established specification requirements.
27.2.2. Managing the financial aspects of the contract including approval of payments.
27.2.3. Meeting with the vendor as needed to review progress, discuss problems, and

PURPOSE:

Clearance codes allow you to control personnel access to the system. Clearance codes describe
the locations and times an access card is valid.
With clearance codes, you can associate the following objects with time specifications:

Note: Objects that you specify for a clearance pair or triplet must use the same time zone;
otherwise, the system displays a clearance/time zone matching error.
If you want to remove certain access privileges and keep other access privileges for a card holder,
use an expiring clearance, a clearance with an expiration date and time. An expiring clearance
may also have an activation date and time.
For example, a card holder has clearance for some areas of a facility. Due to a special
project the card holder needs temporary access to a new area of the facility for a
predetermined amount of time. Expiring clearance assigns an expiration date and time to
any or all clearances of the card holder.

The apS Advanced Power System provides


uninterrupted power for the apC/8X and iSTAR
intelligent access control and alarm monitoring panels.
The apS and apC/8X or iSTAR combination serves as
the basic building block for any CCURE Security
Management System.
The apS connects directly to the main power fail input
replacing the standard power supply provided with the
apC/8X or iSTAR. When the apS senses an AC power
failure it immediately notifies the host, while continuing
to supply the power required to operate the panels and
connected readers.

Two relay outputs are provided on the apS for


connection to inputs on the apC/8X or iSTAR. One is
connected to the power fail input, and indicates loss
of AC power to the apS. A second output is connected
to a general purpose input and indicates low battery
voltage or impending loss of backup power.

Up to 53 hours of power backup

LED indicators located on the cabinet door of the apS


display AC loss and the relative battery voltage level to
approximate the state of battery charge.

Multi-Technology Readers

The Software House Multi-Technology Readers provide


the industrys first single reader solution that reads
serial numbers from multiple 13.56 MHz smart card
technologies, MIFARE encrypted sectors, and most
common 125 KHz proximity cards, providing an
incredibly versatile access control solution. This
cost-effective solution enables customers to transition
from proximity to smart cards over time or to utilize
both smart cards and proximity cards in their facility.

The Multi-Technology Readers are available as a


basic fixed model or a flex model that allows users
to update the readers with new functionality or
enhancements at any time with flash firmware. The flex
readers save significant time and money by allowing
users to simply flash new card protocols or formats
directly to the reader. Flex versions are configurable
to read MIFARE sectors and can also simultaneously
support Federal Information Processing Standard
(FIPS 201) government-issued smart cards. The
Multi-Technology Readers provide the only available
solution today that supports all of the following:
proximity, MIFARE (serial number or sectors), and
FIPS 201 PIV-II cards in a single reader.

The Multi-Technology Readers also feature a keypad


model which outputs keypad commands and PIN code
in 8-bit burst Wiegand data. The keypad reader also
supports a PIN-on-smart card feature for secure token
exchange application. The PIN is verified at the reader
and can be enabled by using a program card.

Reader continuously cycles between 125 KHz and 13.56 MHz and, depending on the frequency cycle when card is presented, the reader will either output the proximity card number or the unencrypted smart card serial number.

Operation
The ES4200 (DMA) offers door prop/door held, intrusion/door forced and Exit Alarm detection capabilities
to provide complete monitoring of access control points. The DMA may also be used as a stand-alone
device. The unit is typically mounted near the monitored door.

Door Prop/Door Held Detection - Valid Access


The door prop function utilizes two (2) distinct monitoring periods, the Silent Time period and the
Alarm Delay Time period. The Silent Time period (field adjustable from 0 seconds to 90 minutes) begins
when the monitored door is opened. If the door is closed within this time period, the alarm remains silent.
However, if the door is held longer than the Silent Time period, the Alarm Delay Time period begins and
the local sounder emits an intermittent audible alarm and a flashing Green LED. This warning will
continue for the set period of Alarm Delay Time (field adjustable from 0 seconds to 5 minutes and
INFINITE). This alarm alerts users of a potential door prop/ door held alarm, and encourages them to
secure the door. Closing the door silences and resets the audible alarm. If held open beyond the
Alarm Delay Time period, the unit will then sound a steady audible alarm, the Door Prop Alarm Status
relay will change, and the LED will flash Red. Intrusion/Door Forced Detection - Invalid Access
The DMA recognizes an intrusion violation when the secured door is forced open. The unit responds by
activating the Intrusion/Tamper Alarm relay, sounding a continuous audible alarm and flashing the LED
Red. The unit remains in alarm until reset by:
