SPECIFICATIONS

COLLECTION OF RECYCLABLE WASTE


Areas to be covered

1. The tenderer must tender a monthly amount to collect recyclable waste once per week in grey/yellow/clear
bags from households. Arrangements can be made with businesses for the collection of recyclable material
but they (businesses) can negotiate with any approved recycler. For purposes of this contract businesses are
excluded.
2. The successful tenderer must have suitable premises where recyclable waste can be received, weighed,
sorted, bailed and stored. Such a premises requires a waste license under the relevant legislation and it will
be a condition that the successful tenderer provide Council with proof of such premises being registered within
three (3) months of signing the agreement. Should the successful tenderer fail to comply with this specification
the agreement will be cancelled.
Council may consider providing a premises for recycling that the successful candidate may rent from Council.
3. Grey/yellow/clear bags will be provided /supplied by the municipality to the tenderer on the basis of an
empty/clean bag for every full bag that is removed per household. This does not apply to businesses.
4. The Municipality will advertise the project in conjunction with the tenderer by:
4.1 delivering an information pamphlet and empty bag at all households in all residential areas, the first week
after commencing of the tender.
5. The tenderer must provide a monthly written report to --------------------------- Municipality, stating volume/ tonnage
collected during the previous month.
6. The collection of the grey/yellow/clear bags must be done in each residential area a day after which the
Municipality collects black bags
1. All grey/yellow/clear bags must be collected before 17:00 daily
2. The Municipality or his authorized officials reserves the right to monitor the tenderers work and to give orders
to the tenderer and his/ her employees;
3. Both parties are free to cancel the contract/ tender with a written notice of 30 days, in which case the tenderer
will receive a pro- rata amount for the work completed within the notice period. In case of poor performance by
the tenderer, a written notice will be issued in which the tenderer will be granted 2 weeks to comply with the
conditions of the notice;

4. The tenderer or his/ her employees are not bound by Municipalitys conditions of service and the contract
must under no circumstances be interpreted as an employment contract by --------------------- Municipality;

5. The tenderer will not hold --------------------- Municipality responsible for any injuries to him/ herself or his/ her
employees during the contract period.
6. The tenderer will act as employer and must therefore comply with all labour safety or any other applicable
legislation.

7. The profit generated from the sale of the recyclable waste will be the property of the tenderer, but must be
together with all expenditure declared on a monthly basis to --------------------- Municipality.
14. Prospective bidders may be asked to do a presentation based on their operational plan.
14.1 A detailed operational plan should be included in the tender document - collection and sorting
15. The tender will commence on a date determined by --------------------- Municipality and will run for a contract
period of twenty four (24) months, ending 30 ______________________ 20___ (period determined by
Municipality)

16. Should the waste license of the successful bidder expire, be withdrawn or no longer be valid for whatever
reason during the contract period the agreement will be terminated with immediate effect and with no financial
consequence for the Municipality.
17. The Municipality retains the right to recover all costs incidental due to non-compliance with the relevant waste
legislation from the appointed service provider.

These volumes will be revised after 3 months in order to establish
the expected waste volumes that will be recycled.

As part of job creation monthly attendance registers should be


submitted to Council.
Contractors need to create a minimum of 5 job opportunities per
month from the local unemployed sector in ---------------------.

NOTE: Failing to comply with any of the above mentioned a (%) percentage per item (5 items) will
be deducted from the total tender amount per month. Proof of all documentation needs to be
submitted with the monthly invoices.
