1. Disinfection Works. Phase 1. Procedure and Method:


The distribution networks such as drinking water pipes must be disinfected before
entering service. Disinfection with chlorine compounds would be performed with a
minimum concentration of 50 ppm chlorine in the water and a minimum of 24 hours
of contact according local The Building Regulation Code St. Kitts & Nevis, 2000,
Section 704, Item 704.7 before flushing, or, according the American Water Works
Association (AWWA C651 Standards) Disinfecting Water Mains 2014, Section 4.4,
Item 4.1.1., with concentration of 25 mg/l, the holding time of contact in the main
lines will be 24 hours, also, as other alternative, Hyatt International Technical Services
standard, propose, 6 hours of retention time and contact with main lines and chlorine
concentration of 50 mg/l, however, this retention period is recommended only when
the water entering the storage facility has been chlorinated uniformly by gas-feed
equipment or chemical pump (AWWA C652. 2002, page 5. Item 4.3.1.4).
While the contact times of the methods may not be identical, the end result, absence
of coliforms, should be the same for all methods.
After the retention time, the pipe lines will be thoroughly flushed after which samples
will be collected and tested (Chlorine Levels); if the free residual chlorine wash water
at the end of the retention time is less than 10 ppm (10 mg/l), must repeat the
disinfection process again.

Specific Method Proposed: Continuous Feed (Combined Method).

1.1.1. Product use:


Chlorine by Tablets. Accu-Tab Tablets 3 inches.
(Compliance with a local codes, AWWA and NSF/ANSI 50 standards).

1.1.2. Chlorine Method Description:


The continuous-feed method consists of completely filling the main with potable
water, removing air pockets, then flushing the completed main to remove
particulates, and refilling the main with potable water that has been chlorinated to
25 mg/l, in our case, MEC personnel will proceed with the continuous feed in to the
tank using Acc-Tab system, reaching concentration levels between 25 to 50 ppm in
the water storage tank.
1.1.3. Procedure:
A. Preliminary flushing:
Before the main is chlorinated, it shall be filled with potable water to
remove air pockets.
Flushing the completed main to remove particulates.
The flushing velocity in the main shall not be less than 3.0 ft. /sec (0.91
m/sec).
B. Treatment process for applying chlorine to the line (alternative solution)
At a point maximum 3m (10 feet) downstream the start point in the new line,
would be provided a dosage of chlorine at a constant rate with Acc-Tab
System (See Sketch P-03), in this process the Automatic Digital Controller
(Chemtrol CH-255) will be work in off mode, take in to account the control

system shall include the following feed modes: off, manual, automatic and
proportional.
Will be necessary a temporary connection downstream of the Acc-Tab
System (Sketch P-05), KIER Construction personnel shall have the responsibility
to operate the pump system at Flow Rate: 325 gpm (minimum flow rate).
The water in the tank will be pumped with the pumping system, while the
continuous feeder of chlorine doses Acc-Tab provided a constant dose in
the water main line, the water pumped, will be recirculated in to the tank
through the temporary connection, simultaneously the water pumped from
the Reverse Osmosis (RO) process will be in continuous water supply to the
tank.
Note: Butterfly valves (PN 150 psi, Schedule 80) specified in Sketch P-05, will be lock
while the recirculation flow is in progress, and, until the chlorine levels in the water has
been reached.

MEC are proposing a range between 25 ppm and 50 ppm (parts of chlorine
per millions of parts of water); the initial testing will provide the chlorine
concentration collected by intervals; smooth unthreaded valve will be used for
collected water samples (Sketch P-05) and Fig. 1. (Bacteriological Test),
immediately, after the concentration result has reached the range, the pump
system installed (first week of December 2016) will pump the water to main lines,
and all the potable water main infrastructure will be filled and pressurized with
disinfection water in range of 25 ppm to 50 ppm.
o Minimum retention time before flushing for 25 ppm: 24 hours
(According AWWA Standard Section 4.4, Item 4.4.1 Continuous
Method, 2015).
o Minimum retention time before flushing for 50 ppm: 6 hours
(According Hyatt International Technical Services, 2011)
After the holding period in mains lines, there shall be a free chlorine residual
not less than 10 mg/l (AWWA), or, after the 6 hours with 50 ppm of initial
chlorine concentration, according (H.I.T.S) will be not less than the same
limits.
(See the Chlorine Test Kit Item 1.3.1.)

1.2.

Cleaning and Flushing Water Main.

A- Removal of water with high chlorine content from the main line:
After the holding time, the high chlorine levels in the water should not stay in main
pipe for prolonged times, in order to avoid contact corrosion in the pipe, should be
washed until the chlorine measurements show that the concentration is lower than
that prevailing in the distribution system.

B- Final Disposal Alternative.


Chlorine is a relatively unstable, moderately reactive element. In the environment,
chlorine is neutralized upon reaction with air, sunlight and other contacting surfaces.
Furthermore, chlorine readily reacts with organic and inorganic impurities in soil,
paved surfaces, water and wastewater. Many utilities in different countries take
advantage of these properties and dispose chlorinated water passively by discharge
into sanitary sewers, retention in holding tanks, or release to soil surfaces.
1.2.1. Discharge of Chlorinated Disinfection Waters in Mains:
In the current project Park Hyatt, corresponding with a several site visits, technical
meetings with KIER personnel, and considering assessments of the current plumbing
layout conditions, MEC will propose the most simplified and economic procedure in
compliance of AWWA regulations and others specified above.

1.2.1.1.

Procedure Resume. Note that: For this procedure, refer to Sheet P-01.

MEC, proposes the useful existing irrigation main lines for recirculation of disinfection
water with high levels of chlorine concentration, this alternative reduce considerable
cost in materials and workmanships, allowing use the existing lines through the
temporary connections in points A, B and C (Sheet P-01), building three temporary
circuits for recirculate the water mains and converge with the discharge on the
retention pond.
For the tank and main pipelines disinfection, the volume approximate will be 750
cubic meters, (198 129 US gallons), MEC had taken in to account pdf file provided to
us (ENCO-P-G-SITE-101_5 (water)) and several visits on site as references. MEC
analyzed the pond topographic configuration (Sheet P-01 DISINFECTION WATER.
DISCHARGE SOLUTION), and was possible to approximate the volume of the pond,

using AutoCAD Civil 3D software with some rate of error because the basic
information is in format pdf. (Cross sections and volume estimation in Sheet P-01)
Organic and inorganic impurities in soil and pavements exert a significant amount of
chlorine demand and rapidly neutralize chlorine in waters.

Hence, spraying

chlorinated waters onto soils or pavements can be a very effective method for
disposing of chlorine-containing waters, however, potential drainage of waters
applied to land, particularly from recently cleaned roads and pavements, into storm
drains and receiving waters is a matter of concern, land application of large volumes
of water may lead to soil erosion, in this case, the directly discharge in to the gut
upstream of the pond, will not provide an important damage to the soil taking in to
account the usefulness of the retention pond.

1.2.1.1.1. Discharge Procedure Sequence. (Sheet P-01. as a reference.)

A- Once the tank and the main line are clean, and the chlorine levels (25 - 50
ppm) has reached, using the pump system already installed for the project, the
water will be pumped to the lines, the process need the first retention will be
per 24 hours (see item 1.), the control valves in the temporal joints connections
between PWS (Potable Water System) and IS (Irrigation System) (points A, B and
C) should be closed.
B- After 24 hours, water samples will be collected at testing points previously
defined (TP), the chlorine levels should be equal or more than the range (5.0 to
10 mg/l), if the chlorine levels are in the appropriate range, the water in the
tank could be discharge in to the retention pond. According the analysis of the
volume in the retention pond, it will be possible to discharge only around 30 %
of the tank volume; control valve 1 should be closed, disabling CIRCUIT 1
temporally, also the valves 8, 10, 11, 12 and 14, to avoid the recirculation in
branches of the IS, and are using only the main lines for a temporal recirculation
of disinfection waters.
C- After the first 2 hours and 45 minutes approximately, with the maximum flow
rate of 453 gpm, the pumping system must pumped the 30% of the tank (65 250
US gallons), the discharge process should be stop for the next 24 hours at least,
after the first 24 hours, the chlorine level in the retention pond must decrease
and will have reached a permissible range to discharge directly to the sea, a
volume percent of chlorine water will be lost because hydrologic water cycle,
and the process of discharge should continue with the same procedure until
the tank is empty.

D- Control valves for a functionality of the temporal circuits used to discharge the
disinfection water, should be installed in the position specified in Sheet P-01.
Control valves 4, 3, 2, 5, 6, 7 and 9 should be closed to proceed with the
discharge the CIRCUIT 2, this CIRCUIT should be used to discharge alternating
the discharge of the tank with the CIRCUIT 1 (Step C).

Considering the previous analysis, MEC estimate around 4 to 6 days in the process of
the disinfection water discharge and the testing intervals.

1.3.

Chlorine Test Kit. Testing Procedures and Method. Phase 1.

1.3.1. Chlorine Test Kit.


In field works, MEC personnel will use the Chlorimeter La Motte, Model 1200. Code
3670-01 see the Picture 1.

In the field, MEC personnel will proceed with the testing intervals defined previously
herein, in this Phase, and will collect water samples for test of Available Chlorine
after the retention time.

Phase 1. Disinfection Works.


A- All the tests, will proceed in intervals, until the chlorine levels in the water
reach (25-50 ppm) in the water tank and main lines.
B- After the minimum contact time between the disinfections water with 25 ppm
and the pipelines, water samples will be collect in previously points defined in
Sheet P-01 as TP; the pipe line will be thoroughly flushed after which samples
will be collected and tested; If the free residual chlorine wash water at the end
of 24 hours is less than 10 ppm, it must repeat the disinfection process again.
(See Discharge Procedure in item 1.2.1.)
C- Twenty-four hours after the discharge in to the retaining pond, MEC personnel
will collect samples of water and the results of chlorine concentration should
be in permissible range to be discharge in to the sea.

Note: KIER Construction and MEC, will be in agreement for the final Disposal of Heavily
Chlorinated Water, in compliance with the AWWA C652.

2. Continuous Feed Chlorination. Phase 2. Chlorine Concentration for Human


Consumption.
Chlorine is added to water to kill bacteria and other disease producing organism,
control algae, and remove undesirable odors and colors. Chlorine added water
quickly forms hypochlorous acid, CH1O, also known as Free Available Chlorine (FAC),
the active ingredient responsible for chlorines capabilities. FAC combines with
impurities in the water to form chloramines and others organic nitrogen compounds.
In combined form, is sanitizing capability diminishes, and higher levels of chlorine are
necessary to achieve effective sanitation (50 ppm).

Therefore, it is essential to chlorinate to the points of establishing Free Available


Chlorine Residual, and then to maintain the residual at recommended levels
(minimum 0.2 mg/l).
Note: According World Health Organization (Drinking Water Quality) Table 8.27 page
194. Guideline values for chemicals used in water treatment or materials in contact
with drinking-water that are of health significance in drinking-water:
For effective disinfection, there should be a residual concentration of free chlorine
0.5 mg/litre after at least 30 min contact time at pH <8.0. A chlorine residual should
be maintained throughout the distribution system. At the point of delivery, the
minimum residual concentration of free chlorine should be 0.2 mg/litre.

Acc-Tab Chlorinator System will be use simultaneously with the pump system installed,
working with continues chlorination feed in to the tank. After Disinfection works are
completed, and the system is thoroughly flushed.
A- The Chlorine analyzer Chemtrol will be testing the continuous chlorine demand
levels in the potable water tank, (at least 5ppm); the maximum water input is
453 gpm.
B- The Chlorine monitor send signal to chlorination system to add chlorine and
turns system off when the set-point is reached (5ppm). At the same time the
chlorine analyzer will be simultaneously testing the main supply lines. This
guaranties that both the potable water tank and distribution lines will have the
same chlorine demand levels, (see the fallowing diagram)

2.2.

Testing Procedure and Method.

In the points previously defined for collection of water samples, the testing in the field
will be done after 24 hours of normal water supply service rate, the equipment
described in (item 1.4.1.) will be use.
The Potable Water tank (193,480 gal) will be filled. The chlorination process was
calculated for 24 hours of continuous use.
MEC Engineering Solutions chlorination process design (see schematic P02, P03) was
based on the following hydraulic parameters:
Flow rate: 453 GPM(MAX)
Dose: Demand of 5ppm and residual of 0.2ppm
Lbs. of chlorine per hour =1.1778
Assumption :24hours a day: 24hrs x 1.5=42.4008 (lbs. of Cal-Hypo per day)
Discharge injection psi (max) 177.8 psi.

2.2.2. Bacteriologic Test.


Standard conditions: After jet washing and connection to the new line should be
collected on the line, two groups opposed to 24 h. Must be collected at least a group
of samples each 366 m (1200 feet) and another group of samples to the end of the
line. All samples shall be tested in relation to its bacteriological quality; they must
present absence of coliforms.

Sampling Procedure: The samples for bacteriological analysis should be collected in


sterilized bottles with sodium Thiosulphate. Do not use any fire hydrant or hose. See
Figure 1 presents a combination of tap to discharge and useful sampling lines up to
200 mm inclusive of 8 inches in diameter.

KITTS-NEVIS BUREAU OF STANDARDS/ MULTI-PURPOSE LABORATORY, and samplings test
procedure by MEC Engineering Solutions; all the results and procedures will be in
compliance with Guidelines for Drinking-water Quality (World Health Organization).

3. Disinfection of Buildings Units.


Considering the requirements of the KIER Construction it will be necessary individual
disinfection of each building units.
Interior installation of water consumption of a building consists of the set of pipes,
tanks, joints and devices installed after the stopcock that links to the main distribution
network.
Maintaining indoor facilities in proper hygienic conditions to avoid changes in water
quality will be responsibility of maintenance personnel during the lifetime of the
installation, however, as preliminary work required by KIER, MEC proposes the
following procedure for the disinfection of the lines:

3.1.1. Procedure of disinfection water supply.


3.1.1.1.

Water Truck supply.

Temporary connection described in Item 1.1.2 above has been update in Sketch. P05.a, attached to this proposal. MEC propose additional temporary connection for a
water truck supply connection with disinfection chlorine levels available in the
storage tank. (More details in mentioned Sketch)
3.1.1.2.

Process and building supply intervals.

The water truck will be stationed as close as possible to each building in the road
existing and available areas, the tank will be coupled with diaphragm pump Model
AR135; the self-priming pump will be located under the bottom tank level, and can
be emplaced 16 feet downstream of the water truck, allowing more favorable
distance and more close to the temporary injection point; the injection pressure will
allow enough pump-head for efficient filling of indoor networks.
In each building, will be necessary a temporary connection where will be injected
the water with disinfection chlorine levels.
Additional information: This process can put under prove the hydraulic system, MEC
will regulate the pressure in the normal pressure working range, nevertheless, we can
proceed as additional service with hydrostatic test.

3.1.1.3.

Filling and Injection Times.

The injection and filling times in each building will depend on particular configuration
in each unit. Currently, in corresponding with the information received, MEC has
estimate with quite approximation the filling time in Building F, (Back of House) in
range 10-15 minutes maximum with an approximate volume of 1.0 m3. The following
table shows the results corresponding to the cold-water networks only.

Note that:
We propose the disinfection of cold water lines only, because the high temperatures
in the CPVC lines produced by the waters heaters will be enough for elimination of
any possible bacteria, nevertheless, the water inlet in the water heaters will be
chlorinate with normal range for human consumption.
Each building will be filled once the potable water installations are ready (cold water
lines) (KIER responsibility).
3.1.2. Holding Times in Lines & Testing Procedure.
Once the cold-water lines are filled, the disinfection water should be in retention time
for, at least, 24 hours, after 24 hours, MEC personnel will proceed to collect water
samples in different points, the chlorine concentration should be no less than 5 ppm,
and, in total absence of coliforms. (See Item 1.3 and 2.2.).

3.2.

Disinfection water discharge.

MEC propose in mutual agreement with KIER the flushed and cleaning the indoor
networks from each building to Lift Stations 1, 2 and 3, we are estimating an
approximate volume between 1-2 cubic meters per building in disinfection waters
with high chlorine concentration levels.
Will be necessary analyze the holding volume in each Lift Station for this purpose.
3.2.1. Using the Lift Stations.
In additional alternative, MEC propose the solution shown in (Sheet P-01. A) attached
to this proposal; using the Lift Station for recirculation of disinfection waters with high
chlorine levels.
For this alternative, will be necessary two temporary connections between the IS and
the lift stations. (See Sheet P-01. A)

3.3.

Cleaning and rinsing of pipes

All lines will be flushed and cleaned with water free of high chlorine levels and the
procedure of chlorination will be under the item 2 described above.
4. Withdrawal of Temporary Connections.
When all the chlorination works are finished, and conform with the testing results in
compliance of AWWA, WHO and other standards mentioned herein; MEC personnel
will withdrawal all the temporary connections and will reestablish the original
conditions of the project.

5. Client Responsibilities.
The Client (KIER Constructions) shall guarantee the following conditions in the
installation before start of chlorination works:
Temporal connections between PWS (Potable Water System) & IS (Irrigation
System) to proceed with the recirculation of disinfection waters.
All the required valves, appurtenances for a correct functionality of the network
should be installed previously the beginning of the disinfection works, also, must
to be already installed and provide a guaranty of vents valves, checks valves,
reducing pressure valves, and others necessary accessories to avoid water
hammers, backflows, and others serious damages in water lines networks,
everything, according the design and installation previously done.
Operation of the pumping system installed while the chlorination works are
required.
The hydrostatic test in the water tank and in the water lines have to be already
done and certificate.
KIER, should have ready all interior networks of cold water in each building before
the disinfection works.
Storage Conditions of the Products (Accu-Tab Tablets).
Store in a cool, dry, well-ventilated place. Keep container tightly closed, and away
from incompatible materials such as combustible and flammable products. Keep out
of the sun. Keep product packaging clean and free from contact including other
pool treatment products, acids, organic materials, nitrogen-containing compounds,
dry powder fire extinguishers (containing mono-ammonium phosphate), oxidizers, all
corrosive liquids, flammable or combustible materials, etc.
