SUBPART A GENERAL
66.1 Applicability.
This part prescribes the requirements for issuing the following certificates and associated ratings
and authorizations and the privileges and limitations for the holders of those certificates, ratings
and authorizations:
(a) Mechanic certificate,
(b) Repairman certificate, and
(c) Light-sport aircraft (LSA) repairman certificate.
66.3 Offenses Involving Psychoactive Substances.
(a) A conviction for the violation of any law relating to the growing, processing, manufacture, sale,
disposition, possession, transportation, usage or importation of psychoactive substances is
grounds for
(1) Denial of an application for any certificate or rating issued under this part for a period of
up to 1 year after the date of final conviction or
(2) Suspension or revocation of any certificate or rating issued under this part.
(b) A refusal to submit to a test to indicate the presence of a psychoactive substance in the body,
when requested by an authorized Government representative is grounds for
(1) Denial of an application for any certificate or rating issued under this part for a period of
up to 1 year after the date of final conviction or
(2) Suspension or revocation of any certificate or rating issued under this part.
66.5 Tests: General Procedure.
(a) Tests prescribed by or under this part are given at times and places, and by persons, designated
by the President.
(b) The minimum passing grade for each test is 70 percent.

SUBPART C MECHANICS
66.61 Applicability.
This subpart prescribes the requirements for the issuance of mechanic certificates, associated
ratings, and authorizations, and the privileges and limitations for the holders of those certificates,
ratings and authorizations.
66.63 Eligibility Requirements: General.
To be eligible for a mechanic certificate, a person must
(a) Be at least 18 years of age;
(b) Be able to read, write, speak, and understand the English language;
(c) Have successfully complete high school;
(d) Pass the prescribed knowledge tests on the subject areas listed in Appendix B to GACAR Part
147 within a period of 24 months;
(e) Pass oral and practical tests on the subject areas listed in Appendix B to GACAR Part 147;
and
(f) Meet the experience and training requirements for the rating(s) sought.
66.65 Ratings.
The following ratings are issued under this subpart:
(a) Airframe,
(b) Powerplant, and
(c) Avionics.
66.67 Experience and Training Requirements.
(a) Each applicant for a mechanic certificate or rating must present documentary evidence,
satisfactory to the President, of

(1) At least 24 months of practical experience with the procedures, practices, materials, tools,
machine tools, and equipment generally used in constructing, maintaining, repairing, or
altering airframes, powerplants, or avionics appropriate to the rating sought or
(2) At least 48 months of practical experience concurrently performing the duties appropriate
to both the airframe and powerplant ratings.
(b) Applicants who hold a graduation certificate from a certificated GACAR Part 147 aviation
maintenance technician school or a mechanic certification training program approved under
GACAR Part 121 are considered by the President to meet the applicable experience requirements
prescribed in paragraph (a).
66.69 Recent Experience Requirements.
A certificated mechanic may not exercise the privileges of his certificate and rating unless, within
the preceding 24 months
(a) He has, for at least 6 months
(1) Served as a mechanic under his certificate and rating;
(2) Technically supervised other mechanics;
(3) Supervised, in an executive capacity, the maintenance or alteration of aircraft; or
(4) Been engaged in any combination of paragraph (a)(1), (2), or (3) of this section; or
(b) The President has found that he is able to do that work.
66.71 Mechanic Certificate: General Privileges and Limitations.
(a) Privileges. A certificated mechanic may
(1) Perform or supervise the maintenance, preventive maintenance, or alteration of an aircraft or
appliance, or a part thereof, for which he is rated (but excluding major repairs to, and major
alterations of, propellers, and any repair to, or alteration of, instruments) in accordance with
GACAR 66.73, 66.75, or 66.77.
(2) Approve for return to service an aircraft after he has performed or supervised preventive

SUBPART D REPAIRMEN
66.101 Applicability.
This subpart prescribes the requirements for the issuance of repairman certificates, and the
privileges and limitations for the holders of those certificates.
66.103 Eligibility Requirements.
To be eligible for a repairman certificate a person must
(a) Be at least 18 years of age;
(b) Be able to read, write, speak, and understand the English language;
(c) Be specially qualified and able to perform maintenance on aircraft or components thereof,
appropriate to the job for which he is employed;
(d) Be employed by a repair station certificated under GACAR Part 145, or by a certificated air
operator using a CAMP, for a specific job requiring special qualifications according to its
maintenance manual; and
(e) Be recommended for certification by his employer. Such recommendation must include
statements certifying that the employer has confirmed compliance with paragraphs (c) and (d) of
this section.
66.105 Experience or Training Requirements.
An applicant for a repairman certificate must have either
(a) At least 24 months of practical experience in the procedures, practices, inspection methods,
materials, tools, machine tools, and equipment generally used in the maintenance duties of the
specific job for which the person is to be employed and certificated or
(b) Completed formal training acceptable to the President and specifically designed to qualify the
applicant for the job on which the applicant is to be employed.
66.107 Repairman Certificate: Privileges and Limitations.
