The competition is open for senior high school students.


The participant is a team comprised of three speakers each group.
Each school is allowed to send 2 teams at maximum.
The quota for the competition is 12 teams.
There will be 1st winner (the Champion) & 2nd winner (the Runner-up) and one best
speaker.
Technical meeting will be held a day before the competition which is on Thursday,
November 24, 2016 at 1 PM. Questions and further details regarding the competition
can be asked during the technical meeting.
There will be a seminar of debate conducted on the day of the competition in which
all the participants must attend.
Teams unable to send their representative for the technical meeting are required to
contact the committee beforehand.
Every participant has to finish the re-registration before the competition starts.

10 Every participant has to be at the competition venue at least 15 minutes before the
competition starts. Punctuality is very much appreciated and is very commendable.
11 If there is any participant who has not come right when the competition has to start,
tolerance of 10 minutes will be given for those who have already informed their
tardiness to the committee beforehand and 5 minutes will be given for those without
any news.
12 If after 10 minutes the participant still has not come, the team in which that participant
belongs to will be disqualified and can no longer join the competition.

There will be two kinds of rounds; preliminary round and elimination round.
The preliminary round will be held on three rounds.
Adjudication-Core will draw the match up.
8 breaking teams (quarter-finalists) will be determined by the final victory points,
total score of speakers, and total margin during 3 preliminary rounds.
Breaking teams will proceed to quarter-final and semi-final round, which are the
elimination rounds. That means that the teams that win quarter-final round will

compete in semi-final round. The teams that win semi-final round will go on to the
grand final round.
Match up in quarter-final and semi-final rounds use Best Meet Worst system.

RULES OF DEBATE
1. Debating System
Asian Parliamentary System will be used in this competition.
Each debating match will consist of two teams; one to propose the motion
and one to oppose it. The team proposing may be known as The Proposition,
The Affirmative or The Government. The team opposing may be known as The
Opposition or The Negative. Teams will be designated as the Proposition or the
Opposition for each round of the competition.
The use of electronic equipment is strictly prohibited during preparation and in the
debate. It is permitted to use printed or written material during preparation and during
the debate. Printed material includes books, journals, newspapers and other similar
materials.
No demonstration stuff is allowed to be performed during the competition.

Teams must prepare on their own. Once motions have been released, there must
be no contact between debaters in a particular team and coaches, trainers,
friends, observers or any other individual for the purposes of assistance in the
context of the debate. Such contact and assistance is deemed as cheating and will be
punished strictly.
Each speaker has 7 minutes to deliver his/her speech.
The reply speaker (which has to be either the first or second speaker) will be given 4
minutes to deliver his/her speech.
Teams will comprise the following members.
i. AFFIRMATIVE
1. Prime Minister, or First Affirmative.
2. Deputy Prime Minister, or Second Affirmative.
3. Government Whip, or Third Affirmative.
ii. NEGATIVE
1. Leader of the Opposition, or First Negative.
2. Deputy Leader of the Opposition, or Second Negative.
3. Opposition Whip, or Third Negative.
Debaters will speak in the following order:

The chairperson will knock once in the first minute to indicate that POI is allowed,
once in the sixth minute to indicate that POI is closed and knock twice in the seventh
minutes. Tolerance will be given to the next 20 seconds. If the speaker still continues
his/her speech, the chairperson will knock continuously which indicates that the
speaker should stop his/her speech.
In reply speech, chairperson will knock once in the first minute of speech and knock
twice in the fourth minutes of speech to indicate that time is over. Tolerance will be
given to the next 20 seconds. If the speaker still continues his/her reply speech, the
chairperson will knock continuously.
Debaters may speak on any relevant topic but should not be obscene, blasphemous, or
defamatory. The use of profanity is highly discouraged.
Teams failing to arrive in time for the debate will forfeit that particular round and will
be substituted by swing team.

2. Motion
Motion is the theme that will be debated.
This competition will use impromptu motions.
Motion that will be used in each round will be announced after match-up.
From the time of release of the motions, teams have 20 minutes preparation time (case
building) until the commencement of the debate in that round.
3. POI (Points of Information)
POI is an interruption during constructive speech and should not be offered during
reply speeches.
POIs are only allowed during the constructive speeches, but not during the first and
last minutes of these speeches (called protected time). POIs can only be offered
from the second to sixth minute of constructive speeches.
Chairperson will knock once to indicate that POI is allowed.
Chairperson will knock once again to indicate that time of offering POI is over.
15 seconds are given for POI. If the POI exceeds 15 seconds, the speaker offering the
POI will be called to order by the chairperson.
4. Adjudication and Assessment
Each round will be assessed by an adjudicator and/or by his/her panels.
Best speaker is the highest individual score in preliminary round.
All decisions from the committee and the Adjudication-Core are final.

All questions, comments, complaints, and suggestions regarding the competition must
be directly addressed to the designated coordinator of the competition, not to other
committees of the event, or to other fields of competition.
The registration fee for the team that is disqualified or resigning is not refundable.
