The application of the Access Frontier Analysis in health services will allow the analyst to
estimate the available capacity of the health services for the poor people that does not have the
resources to pay for health and reproductive services.
The model allows calculate the amount of clients that need the services now, the clients
that will need the service later, the clients that can pay the service and the clients that cannot pay

it. Crossing those relations is possible to determine the service cost and the potential consumers
of the KMET services.
The Develop Distort Dilemma strategy helps to understand systematically how a health
project could fit in a market and to make the sustainability plan (Peters & Bennett 1). The
Develop Distort Dilemma maximizes positive market impacts on health. The presence of two
additional stakeholders that offer health services: NGO and private sector distort the function of
the public sector to increase its presence in the country but on the other hand develop the offer of
health services in the country. The pharmacist as the distributors of the pharmaceutical products
suffers a dilemma between the economic profit and the goal to offer products to all its clients.
The dilemma may be solved with the participation of the other stakeholders to subsidize the
medicine or give the medicine to the final client by the mean of the medical institution.
