MASTER IN BUDGET 2016-17

The Union Minister for Railways, Shri Suresh Prabhakar Prabhu presented the Railway
Budget 2016-17, in New Delhi on February 25, 2016.
The Indian Railway Budget for 2016-17 spared passengers and goods movement from
any increase in tariffs while it announced introduction of three new superfast trains
and creation of dedicated north-south, east-west and east coast freight corridors by
2019.
Presenting his second Budget in the Lok Sabha, Railway Minister Suresh Prabhu
promised rationalising of the tariff structure by undertaking a review to
evolve competitive rates vis-a-vis other modes of transport and to expand
the freight basket as a means of additional revenue mobilisation.
Unlike last year when he tweaked freight rates, Prabhu made no changes
either in passenger fares or freight rates.
The three new superfast trains announced by him include 'Humsafar'
which will be a fully air-conditioned 3AC service with option of meals.
'Tejas' will showcase the future of train travel in India with speeds up
to 130 km per hour with onboard services such as entertainment, local
cuisine and wifi.
The two trains will ensure cost recovery through tariff and non-tariff
measures while 'Uday' will be an overnight double-decker along with
'Utkrishit' double-decker air-conditioned yatri express on the busiest
routes.
For improving quality of travel for unreserved passenger, a superfast
'Antyodya' express service would be introduced.
'Deen Dayalu' unreserved coaches with portable water and higher
number of mobile charging points would also be introduced.
He also announced setting up of a Rail Development Authority to enable fair pricing
of services, promote competition, protect customer interest and determine efficiency
standards. The draft Bill in this regard will be ready after holding extensive stakeholder
consultations.
Outlining the Budget estimates for the coming year, the Minister put the plan size at
Rs 1.21 lakh crore.
The focus will be on capital expenditure with a mix of various sources of funding in
order to ensure the projects are given assured funding.
Gross traffic receipts for the coming fiscal have been fixed at Rs 1.84 lakh crore with
passenger earning growth pegged at 12.4 per cent and earning target budgeted at Rs
51,012 crore.

The freight traffic is pegged at an incremental tariff of 50 million tons, anticipating a healthier growth in the core sector
of the economy.
Goods earning is accordingly proposed at Rs 1.17 lakh crore. Earnings on account of other coaching and sundries have
been projected at Rs 6,185 crore and Rs 9,590 crore respectively.
Pension outgo has been budgeted at Rs 45,500 crore in the coming year. Revenue generation has been targeted at Rs
1.84 lakh crore.
Financial performance for the current year has reflected a savings of Rs 8,720 crore, neutralising most of the revenue
shortfall.
Operating ratio has been targeted at 92 per cent for the coming year as against 90 per cent in 2015-16, restricting the
growth of ordinary expenses by 11.16 per cent after building in impact of 7th Pay Commission recommendation,
planned reduction in diesel and electricity consumption.
The three new freight corridors of North-South will connect Delhi and Chennai, East-West connecting Kharagpur to
Mumbai and East Coast from Kharagpur to Vijawada.
"It is proposed to put these three projects on high priority to ensure structuring, award and implementation in a timebound manner through innovative financing schemes including PPP," Prabhu said in his more than hour long speech.
Before the current financial year ends on March 31, almost all contracts for civil engineering work would have been
awarded.
Contracts worth Rs 24,000 crore have been awarded since he assumed office against Rs 13,000 crore worth of contracts
in the last six years.
Presenting his "vision", Prabhu promised that by 2020 long-felt desires of the common man will be fulfilled.
The objectives include reserved accommodation on trains on demand, time-tabled freight trains, high-end technology
to improve safety record, elimination of all unmanned level crossings, improved punctuality and higher speed of freight

trains and zero direct discharge of


human waste.
As part of improving customer
interface, the Budget proposed
interaction and feedback through
social media and dedicated
IVRS system and making travel
comfortable by generating over
65,000 additional berths and
installing 2,500 water vending
machines.
Wi-Fi facility has been provided at
100 station and 400 more will be
covered in the coming year.
As part of safety measures, 350
manned level crossings and 1000
unmanned level crossings have
been closed. 820 road over bridges
and rail under bridges have been
completed in the current year and
work is going on in 1,350 of them.
As a passenger-friendly measure,
IRCTC will manage catering
services in catering and stalls at
stations in a phased manner. It will
explore the possibility of making
catering services operational, adding 10 more IRCTC operated base kitchens.
As part of improving customer interface, work is underway on installation of a high-tech centralised network of
20,000 screens across 2000 stations for enabling real-time flow of information to passengers and also unlock huge
advertising potential.
Provision of passenger amenities and beautification of stations will be taken on priority in pilgrim centres like
Ajmer, Amritsar, Bihar Sharif, Chengannur, Dwarka, Gaya, Haridwar, Mathura, Nagapattinam, Nanded, Nasik, Pali,
Parasnath, Pri, Tirupati, Vailankanni, Varanasi and Vasco.
The Railway also intends to run 'astha' circuit trains to connect pilgrim centres.

of 22,000 MT equivalent to Rs.53 crore.

65,000 additional berths, installing 2,500 water

and recycling centres; Awareness campaigns; additional
30,000 bio-toilets; providing portable structures with
biotoilets at all platforms of select stations for senior
citizens, Divyang and women travellers, plan to explore
innovative means of providing and maintaining toilets
such as advertisement rights, CSR, voluntary support
from social organizations.
Catering and stalls at stations - IRCTC to manage
catering services in a phased manner; explore possibility
of making catering services optional, adding 10 more
IRCTC operated base kitchens; to build local ownership
and empowerment, weightage will be given to district
domicile holders for commercial licenses at stations.
Stoppages: convert all operational halts into commercial
halts for the benefit of the common man.

Rail Mitra Sewa: expanding Sarathi Seva in Konkan


Railway to help the old and disabled passengers,
strengthening the existing services for enabling
passengers to book battery operated cars, porter services,
etc. on a paid basis in addition to the existing pick up and
drop, and wheel chair services.
Measures for Divyang: all stations under redevelopment
accessible by Divyang; to provide at least one Divyang
friendly toilet at each platform in A1 class stations during
the next financial year and also ensure availability of
wheelchairs in sufficient numbers at these stations.
Travel Insurance to passengers - to offer optional travel
insurance for rail journeys at the time of booking.
Hourly booking of retiring rooms - will be handed over
to IRCTC.
Janani sewa: childrens menu items on trains, baby
foods, hot milk and hot water would be made available.
SMART (Specially Modified Aesthetic Refreshing
Travel) Coaches - design and layout of our coaches to
ensure higher carrying capacity and provision of new
amenities including automatic doors, bar-code readers,
bio-vacuum toilets, water-level indicators, accessible
dustbins, ergonomic seating, improved aesthetics,
vending machines, entertainment screens, LED lit boards
for advertising, PA system.
Mobile Apps - integrate all facilities into two mobile
apps dealing with ticketing issues and for receipt and
redressal of complaints and suggestions.
Improving customer interface- skilling our front-end
staff and those we employ through our service providers,
information boards in trains enumerating the on-board
services and also GPS based digital displays inside
coaches to provide real time information regarding
upcoming halts. Work underway on installation of a hightech centralized network of 20,000 screens across 2000
stations for enabling real time flow of information to
passengers and also unlock huge advertising potential. All
A1 class stations will be manned with duly empowered
Station Directors supported by cross functional teams; to
make one person accountable for all facilities on trains.
# Pilgrimage centres: to take up on priority the
provision of passenger amenities and beautification
on stations at pilgrimage centres including Ajmer,

implementing high speed projects will be registered

# Entertainment: propose to invite FM Radio stations
for providing train borne entertainment; extend Rail
Bandhu to all reserved classes of travelers and in all
regional languages.
Passenger traffic - Suburban traffic: in-principle
approval for MUTP III received. Early award of tenders
for elevated suburban corridors between ChurchgateVirar and between CSTM-Panvel; revive Ring Railway
system in Delhi; launching a new investment framework
for developing suburban systems in partnership with State
Governments, development in Ahmedabad, Bangaluru,
Hyderabad Chennai and Thiruvananthapuram on the
anvil.
Winning back the lost modal share
Expanding the freight basket of IR - to start timetabled freight container, parcel and special commodity
trains on a pilot basis, container sector would be opened
to all traffic barring coal, specified mineral ores and partloads during the non-peak season. All existing terminals/
sheds would be granted access to container traffic, where
considered feasible.
Rationalising the tariff structure undertake review
of tariff policy to evolve a competitive rate structure vis
a vis other modes, permit multi-point loading/unloading
and apply differentiated tariffs to increase utilization of
alternate routes, explore possibility of signing long term
tariff contracts with our key freight customers using predetermined price escalation principles.
Building terminal capacity - proposed to develop Rail
side logistics parks and warehousing in PPP mode, 10

goods sheds will be developed by TRANSLOC, the


Transport Logistics Company of India, in 2016-17. To
soon inaugurate Indias first rail auto hub in Chennai.
Encourage development of cold storage facilities on
vacant land near freight terminals. Local farmers and
fisherman would be given preferential usage of the
facility. A policy in this regard would be issued in the
next 3 months.
Nurturing customers - will appoint Key Customer
Managers to liaison with our major freight stakeholders;
each Zonal Railway will develop customer commitment
charter indicating service level commitments of IR, will
explore the feasibility of opening up leasing of general
purpose wagons.
Non fare revenues
# Station redevelopment; monetizing land along
tracks; monetizing soft assets website, data, etc;
advertising in 2016-17 target 4 times the revenue
of 2015-16; overhaul of parcel business - liberalize
the current parcel policies including opening the
sector to container train operators; revenues from
manufacturing activity - by 2020, aim at generating
annualised revenues of about Rs 4,000 crore.
Process Improvements
# EPC projects standard document finalized, will
implement at least 20 projects through this mode in
2016-17; by 2017-18, endeavour to award all works
valuing above Rs. 300 crore through EPC contracts.
# Performance output parameters based contracts
- to review service contracts to integrate them and
make them simpler and outcome focused.
# Leveraging technology for project managementintend to use the latest drone and Geo Spatial based
satellite technology for remotely reviewing the physical
progress across major projects; monitoring of DFC to

Tourism

of the Indian Railways & the estimates of Receipts &

FINANCIAL PERFORMANCE 2015-16:
# Net reduction in Gross Traffic Receipts by Rs 15,744
crore in RE 2015-16 compared to the BE target of
Rs 1,83,578 crore. Passenger earnings scaled down
keeping in view the persistent negative growth trend
since 2013-14 both in the suburban and non-suburban
non-PRS segment of travel.
# Freight earnings impacted mainly on account of low
demand from the core sector resulting in resetting the
target in R.E. 2015-16 to Rs 1,11,853 crore.
# Stringent economy and austerity measures adopted
to contain the Ordinary Working Expenses (O.W.E.)
due to which budgeted Ordinary Working Expenses
of Rs 1,19,410 crore decreased in the Revised
Estimates 2015-16 to Rs. 1,10,690 crore i.e. by Rs
8,720 crore.
# BE provided for an appropriation of Rs. 34,900 crore
to the Pension Fund. However, based on trend, the
pension outgo moderately decreased to Rs. 34,500
crore in RE.
# Internal resource generation diminished and
appropriation to DRF moderated to Rs. 5,500 crore
in RE from the BE 2015-16 provisioning of Rs. 7,900
crore. Excess of receipts over expenditure in RE
2015-16 stands at Rs. 11,402.40 crore.

Economic Survey 2015-16


The Economic Survey 2015-16, presented in the Parliament on Feb 26, 2016 by the Union Finance Minister Shri
Arun Jaitley, states that the social infrastructure scenario in the country reflects gaps in access to education, health
and housing amenities. Inclusive growth in India requires bridging gaps in educational outcomes and improved health
attainments across the population.
As India capitalizes on the demographic dividend, Economic Survey 2015-16 states that increasing investment
in human capital is a key requirement to improve productivity of the population says the Economic Survey. The
Economic Survey 2015-16 states that the total expenditure on Social Services including Education, Health, Social
Security, Nutrition, Welfare of SC/ST/OBC etc. during 2014-15 (RE) was 7 % of GDP while it was 6.5% during
2013-14.
On the education front, the declining educational outcomes reflected in lower reading levels in both public and private
sector schools are areas of concern. According to Annual Status of Education Report (ASER) 2014, there is sharp
decline between 2007 to 2014 in the number of children in Standard V who can read a textbook of Standard II, in both
government and private schools.

Economic Survey 2015-16 states that the Gender Parity Index (2013-14 Provisional) however, shows an improvement
in girls education, with parity having been achieved between girls and boys at almost all levels of education. The
Government has taken several steps to provide education to underprivileged, vulnerable and marginalized people
such as SCs, STs, other Backward Classes (OBC) including Minorities and other Economically Backward Classes
through various programmes of education. Digital Gender Atlas for Advancing Girls Education in India was
launched last year to help identify low-performing geographic pockets for girls, particularly from marginalized
groups. A number of scholarship schemes to encourage enrolment and learning levels among different groups
are in operation. National Scholarship Portal, a single window system for various types of scholarship schemes
administered by different Ministries/Departments has been introduced under Direct Benefit Transfer (DBT) mode.
During 2015-16, about 90 lakh Minority students are to be benefited under the Pre-matric, Post-matric and Meritcum-Means scholarship schemes, while about 23.21 lakh SC students benefited under Pre-matric, 56.30 lakh under
Post-matric and 3354 under the Rajiv Gandhi National Fellowship including the Top Class Education scholarship
scheme are to be assisted.
Another aspect of human capital is the health attainments of the population. The expenditure on health as a percentage
of total expenditure on social services increased from 18.6% in 2013-14 to 19.3% in 2014-15 (RE) and 19.5% in
2015-16 (BE).
The Economic Survey reports that the under five mortality has declined from 126 in 1990 to 49 in 2013. As per
NFHS-4, the percentage of children fully immunized in the age group (12-23 months) is above 80 per cent in Sikkim
and West Bengal. All the 12 states surveyed have more than 50 per cent children fully immunized. Similarly under
Mission Indradhanush, 352 districts of the country have been covered with 20.8 lakh children and 5.8 lakh pregnant
women immunized in the first phase. 17.2 lakh children and 5.1 lakh pregnant women have been immunized in
the second phase and 17 lakh children and 4.8 lakh pregnant women immunized in the third phase of the Mission
Indradhanush.
Besides continuing support to existing interventions, initiatives such as RashtriyaBalSwasthyaKaryakram
(RBSK) and RashtriyaKishorSwasthyaKaryakram (RKSK) have been launched in 2013 and 2014 respectively
under the NHM to provide comprehensive health care. Considering the rising incidence of Non-Communicable
Diseases (NCSs), the Government of India has initiated an integrated National Programme for Prevention and
Control of Cancers, Diabetes, Cardiovascular Diseases and Stroke (NPCDCS) jointly by the Ministry of Health
and Family Welfare and Ministry of AYUSH (Ayurveda, Yoga, Unani, Siddha and Homeopathy) on pilot basis
in six districts.
Economic Survey 2015-16 states that the immunization coverage of children, health of pregnant women, declining
role of public health delivery systems and the lack of adequate skilled personnel are the main challenges in the health
sector at present. Health and access to sanitation/housing amenities are closely related issues which can improve the
productivity and living environment of the population to a great extent. There are persistent regional disparities in
access to housing and sanitation facilities with some States lagging behind with less than 25 per cent coverage in
sanitation facilities.
The Way Forward
The Economic Survey 2015-16 points out the need to focus on the quality of education in both the public
and private sectors. There is need for professionally qualified and trained teachers to improve educational
outcomes. To strengthen the delivery of public health services and infrastructure facilities, both public
investments and leveraging of private investments are necessary. The adoption of technology platforms and
innovative models by leveraging Jan-Dhan-Aadhaar-Mobile (JAM) scheme can improve the efficiency in
delivery of services.

Union Finance Minister Shri ArunJaitleypresented the General Budget 2016-17 in LokSabha on February 29, 2016.
Finance Minister ArunJaitley presented India's national budget for 2016-17 in the LokSabha on Monday, saying the
country was a bright spot of the global economy today, while outlining his nine focus areas in which rural development took the top slot.
"I am presenting the budget when the global economy is in crisis," Jaitley said in his opening remarks, adding that
India, however, remained the bright spot in this gloom, turning difficulties into opportunities.
He said India's growth has expanded 7.5 percent, despite slowdown in exports, even as inflation had eased, bringing
big relief to the general public. He also said foreign exchange reserves were robust. "Indian growth is at an extraordinary high."
Jaitley said his budget will look at three pillars in right earnest: A prudent fiscal policy, raise domestic demand and
carry out reforms. He also said farm, rural sector, infrastructure and social sector will be allotted more money.
"Recapitalization of banks also to be done during next fiscal year," he said, as much concern have emerged over the
quantum of exposure of Indian scheduled banks in terms of gross non-productive assets, re-cast loans and write-offs,
which amounts to Rs.9.5 lakh crore.
He said the nine pillars of this year's budget will be: agriculture, social programmes, rural development, education
with skill development, infrastructure, financial reforms, policy reforms in terms of ease of doing business, fiscal
discipline and tax reforms.

He said there was also the need to spread digital literacy in rural areas. In addition, he added, Rs.8,500crore was being
allotted towards rural electrification, targeting 100 percent rural electrification by May 1, 2018.
Jaitley also assured that the government intended to double the income of farmers in five years, besides allotting
Rs.35,984crore towards welfare of farmers. The proposals also included universal coverage of cooking gas in the
country, with a massive mission towards this aimed at the poor people.
In this regard, he said, the government appreciated the 75 lakh middle class and lower middle class families for willingly giving up cooking gas subsidy.
On health, he said, a new scheme will provide cover upto 1.lakh per family.

Withdrawal up to 40% of the corpus at the time of retirement to be tax exempt in the
case of National Pension Scheme (NPS). Annuity fund which goes to legal heir will
not be taxable.

In case of superannuation funds and recognized provident funds, including EPF, the
same norm of 40% of corpus to be tax free will apply in respect of corpus created
out of contributions made on or from 1.4.2016.

dividend distributed after the specified date.

Exemption from service tax on construction of affordable houses up to 60 square


metres under any scheme of the Central or State Government including PPP Schemes.

Extend excise duty exemption, presently available to Concrete Mix manufactured at


site for use in construction work to Ready Mix Concrete.

Surcharge to be raised from 12% to 15% on persons, other than companies, firms
and cooperative societies having income above `1 crore.

Tax to be deducted at source at the rate of 1 % on purchase of luxury cars exceeding


value of `10 lakh and purchase of goods and services in cash exceeding `2 lakh.

Securities Transaction tax in case of Options is proposed to be increased from


.017% to .05%.

Equalization levy of 6% of gross amount for payment made to non-residents


exceeding `1 lakh a year in case of B2B transactions.

Krishi Kalyan Cess, @ 0.5% on all taxable services, w.e.f. 1 June 2016. Proceeds
would be exclusively used for financing initiatives for improvement of agriculture
and welfare of farmers. Input tax credit of this cess will be available for payment of
this cess.

Infrastructure cess, of 1% on small petrol, LPG, CNG cars, 2.5% on diesel cars of
certain capacity and 4% on other higher engine capacity vehicles and SUVs. No
credit of this cess will be available nor credit of any other tax or duty be utilized for
paying this cess.

Excise duty of 1% without input tax credit or 12.5% with input tax credit on articles
of jewellery [excluding silver jewellery, other than studded with diamonds and some
other precious stones], with a higher exemption and eligibility limits of `6 crores
and `12 crores respectively.

Excise on readymade garments with retail price of `1000 or more raised to 2%


without input tax credit or 12.5% with input tax credit.

Clean Energy Cess levied on coal, lignite and peat renamed to Clean Environment
Cess and rate increased from `200 per tonne to `400 per tonne.

Excise duties on various tobacco products other than beedi raised by about 10 to 15%.

Assignment of right to use the spectrum and its transfers has been deducted as a
service leviable to service tax and not sale of intangible goods.

PROVIDING CERTAINITY IN TAXATION

Committed to providing a stable and predictable taxation regime and reduce black money.

Domestic taxpayers can declare undisclosed income or such income represented


in the form of any asset by paying tax at 30%, and surcharge at 7.5% and penalty
at 7.5%, which is a total of 45% of the undisclosed income. Declarants will have
immunity from prosecution.

Surcharge levied at 7.5% of undisclosed income will be called Krishi Kalyan


surcharge to be used for agriculture and rural economy.

New Dispute Resolution Scheme to be introduced. No penalty in respect of cases


with disputed tax up to `10 lakh. Cases with disputed tax exceeding `10 lakh to be
subjected to 25% of the minimum of the imposable penalty. Any pending appeal
against a penalty order can also be settled by paying 25% of the minimum of the
imposable penalty and tax interest on quantum addition.

High Level Committee chaired by Revenue Secretary to oversee fresh cases where
assessing officer applies the retrospective amendment.

One-time scheme of Dispute Resolution for ongoing cases under retrospective amendment.

Penalty rates to be 50% of tax in case of underreporting of income and 200% of tax
where there is misreporting of facts.

Disallowance will be limited to 1% of the average monthly value of investments


yielding exempt income, but not exceeding the actual expenditure claimed under
rule 8D of Section 14A of Income Tax Act.

Time limit of one year for disposing petitions of the tax payers seeking waiver of
interest and penalty.

Mandatory for the assessing officer to grant stay of demand once the assesse pays
15% of the disputed demand, while the appeal is pending before Commissioner of

starting from beginning of next financial year.

Increase in free baggage allowance for international passengers. Filing of baggage


only for those carrying dutiable goods.
