AQIS GUIDELINES AND PROCESS HANDBOOK
INTRODUCTION
All India Council for Technical Education (AICTE) was established by an Act of Parliament
in 1987 with a view to promote proper planning and coordinated development of
technical education system throughout the country. AICTE helps promotion of
qualitative improvements in technical education in relation to the planned quantitative
growth and regulates proper maintenance of norms and standards and matters
connected therewith. The technical education covers programmes of education,
research, training in Engineering & Technology, Architecture, Town Planning,
Management, Pharmacy, Applied Arts and Crafts and other related areas of Engineering
& Technology

OVERVIEW
AICTE Quality Improvement Schemes (AQIS), promotes Quality in Technical Education through Research
and Development and several other schemes which aim to create technical work on a systematic basis
in order to increase the available body of knowledge, which includes the technical institutes, its faculty
and students and their interdependence on technology and the use of this knowledge to devise new
applications.
These schemes are being operated by the RIFD Bureau through which, as a part of its functions, AICTE
provides financial assistance to various Institutions for improvement in quality of education. It also
promotes research and development in technical institutions and to enhance industry Institute
Interaction. Some of the popular schemes are as follows ;

The scheme provides an opportunity to faculty, academicians and working professionals for sharing of ideas,
innovations and inventions by means of funding a seminar.
Scheme of Travel Grant (TG):
The scheme enables meritorious faculty to interact at International Level Conferences, both within and outside
India, Seminars, and Symposia. Teachers from AICTE approved Technical Institutions / University departments are
eligible for this grant.
National Doctoral Fellowship Scheme (NDF):
The scheme offers selected persons in emerging areas / disciplines of technical education approved by AICTE to
pursue Doctoral Program with an objective to attract highly qualified and motivated person and offer themselves
for teaching position in the technical education system. It is provide research support to bright young people for
pursuing exciting and innovative research in the field of technical education.
Industry Institute Partnership Cell (IIPC):
This scheme aims to create an IIP Cell in a Technical Institution which promotes interaction between faculty,
students and industry. The objective of the IIP Cell is to reduce the gap between industry expectations (practice)
and academic offerings (theory) by direct involvement of industry to attain a symbiosis.
Quality Improvement Programme (QIP):
The main objective of the programme is to upgrade the expertise and capabilities of the faculty members of the
degree level institutions in the country. The aim is to enable the teachers to acquire Masters/ Doctoral degrees
and imbibe in them a culture of research and better teaching educational capabilities by exposing them to the
environment of the institutes of study.
Hostels for SC/ST Students:
The scheme aims to support Government / Government-aided engineering colleges for construction of girls /
boys hostels for providing residential accommodation for students / researchers belonging to SC/ST category.
Research Park (RP):
This scheme provides financial assistance to institutions for setting up Research Park in collaboration with the
Industry or group of Industries. Grant of Rs. 1 crore (per State-UT) shall be given under this scheme.
Innovation Promotion Scheme (IPS):
The scheme provides financial assistance to institutions for organizing technical projects exhibition at state/UT
level. The scheme intends to bring out practical talent among students by providing a forum for exhibiting their
technical knowledge and innovations. This scheme also intends to exhibit this talent to industry in order to
convert useful / innovative / commercially viable projects into products. This will also initiate interest in
entrepreneurship activities or in registering for patents/IPR etc.
Faculty Development Programme (FDP):
The scheme is intended to provide opportunities through AICTE approved Staff Colleges / Institutions for induction
training to teachers employed in AICTE approved Technical Institutions to facilitate upgradation of knowledge and
skill.
Summer Winter School (SWS)
The scheme is intended to provide opportunities through AICTE approved Staff Colleges / Institutions for Subject
training that enhances teaching skills to teachers employed in AICTE approved Technical Institutions to facilitate
up gradation of knowledge and skill.

Follow the steps given below to complete the submission of your application -

PitmahMarg, PargatiVihar, Lodhi Road, New Delhi-110003.( In case if it is specified in
the Advertisement.)
Every Institute shall enter the data on web portal about earlier grants received from
AICTE. In order to complete this, log in to web portal with your Institute user Id and
password and select AQIS History tab. Fill the details as required and periodically
update the details.

Documents to be annexed with the application form and uploaded without which
the application will be treated as incomplete. In case no data is available, a nil
report has to be provided on the format.
AQIS Project Status report of previously awarded AQIS schemes need to be filled as

Attested copy of the Letter of AICTE approval for the year of establishment.
Attested copy of the Letter of AICTE approval for the relevant Undergraduate &
Postgraduate department for the current academic year along with Specific
Conditions, if any.
Attested copy of the Letter of Accreditation.

The project must be initiated within one month of receipt of the funds. An activity
register is to be maintained for listing the date and respective activity. It must be
ensured that projects are completed within the specified period of time.

A stock register of equipments should be maintained for purchases made out of the
project grant for likely verification by AICTE appointed experts at any time. List of
assets procured from funds provided by AICTE should be submitted to the Council
every year.

It may be noted that If AICTE does not receive the Utilization certificate within
one month from the date of completion of the project or earlier, then AICTE will be
at liberty to recover the entire amount of the grant including the interest thereon, in a
manner it finds proper. Without submitting the projects closure certificate, the
department shall not be eligible for further funding.
1.9
If the funds are awarded for recurring expenses, no part of it may be used for nonrecurring expenditure such as purchase of fixed assets, and vice versa.
1.10
Interest earned on the project fund, if any, should be reported to AICTE. The interest
so earned will be treated as a part of the grant and can be utilized under permitted
heads of recurring expenses.

1.11
Any unspent balance from the amount sanctioned on the completion of the tenure of
the project must be surrendered to AICTE within one month through a Demand Draft
drawn in favour of the Member Secretary, All India Council for Technical Education.
1.12
The Comptroller and Auditor General of India/AICTE at their discretion shall have the
right of access to the books of accounts of the Institute in respect of the grant
received from AICTE. The Institute must, therefore, maintain separate record of
expenditure and audited accounts for the project.
The Institution which has availed the grant, shall observe all financial norms and
guidelines as prescribed by the AICTE/GOI from time to time.
AICTE reserves the right to terminate the grant at any stage if it is convinced that the
grant has not been properly utilized or appropriate progress is not made.
Constitution of Project Monitoring Committee (PMC) at Institutional level has to be
constituted by the Coordinator of the Project for reviewing the progress of the
project from time to time.
The composition of PMC should be as follows in case specific instructions are not
issued for any specific scheme:
Director/Principal/Dean of the Institution, College and University respectively
(Chairman of the Committee).

Coordinator of the Project (Convener/Secretary)/ Head of the Department.

The Council shall not provide any maintenance grant-in-aid after the expiry of the
incubation period for the programme.

CHAPTER - 2
2.1.1

Objective
The scheme promotes young talented teachers for advancing their professional growth
by enabling them to devote maximum time in research and study with minimum
teaching responsibility.
The purpose of the scheme is to identify young talented teachers who have established
competence in their area of specialization. The scheme helps them in promoting their
professional growth by enabling them to devote maximum time in research and study
with minimum teaching responsibilities.
Eligibility
The awardee should be a full time regular faculty working in AICTE approved Institution
/ AICTE approved University Departments.
The age of awardee shall be less than 35 years.
Limit of Funding
Total funding of Rs. 9 Lakh.

The awardee shall be treated as on duty and therefore shall continue draw his/her pay
and allowance and the respective Institute / University / College shall not disturb the
seniority of the awardee(s) in their respective cadre.
The awardee is not allowed to shift from the host institution, that is the institution
where the awardee is working under this scheme, and the awardee will have to execute
an undertaking with the institution in this regard. In case the awardee shifts from the
host institution, the award will automatically get terminated and the award money
released by the AICTE to the Institution with respect to the awardee shall be refunded
immediately by the concerned Institution. The concerned Institution will have to
execute an undertaking to the AICTE in this regard.
Any equipment, books, journals purchased under the scheme shall be the property of
the Institute / University / College. The books and journals can be retained by the
awardee, if so desired.
The awardee is entitled for holidays and such other service privileges from the Institute
as per the entitlements of the awardee in the University/College/Institute.
The awardee shall submit an annual report on the project, each year through the Head
of the Institute on completion of one year from the date of acceptance of offer letter.
The Second instalment will be released on receipt of Utilization certificate and
statement of accounts in prescribed proforma duly audited by the Chartered
accountant in the case of private institution and by the finance officer/account officer in
respect of government/government-aided institutions.
The final report of the project shall be submitted by the awardee through the Head of
the Department / Institution to the AICTE.

Objectives
This Scheme is launched with a view to encourage students in AICTE approved polytechnics
and degree technical institutions to consider self employment as a career option, provide
training in Entrepreneurship through modular courses and increase the relevance of
Management particularly in the non-corporate and under managed sectors. Following are
the objectives of the scheme:
a
Eligibility
The institute must be an AICTE approved Institutes/AICTE approved University Department.
The Coordinator shall be Full time regular faculty.
Only one proposal per institute shall be considered for funding.
Existing AICTE sponsored EDC Institutes are not eligible to apply again.
Duration of the Project
Two Years
Limit of Funding
Total funding of Rs.10 Lakh.
Rs. 6 Lakh recurring and Rs. 4 lakh non-recurring.
Disbursement of the Funds
100% of non-recurring to be released at the time of the award of the project.
50% of recurring for first year
50% of recurring for second year
Processing Methodology:
The proposal shall be assessed by an Expert Committee is to be constituted as follows:
Three member expert committee not below the rank of Associate Professor.
At least one member among the experts shall be from the concerned stream
Terms and Conditions
Minimum set of activities shall be performed by the EDC per year
At least one Entrepreneurship Awareness Programme (EAP) - (3 days duration) - batch size
up to 30 participants.
One EDC Core Faculty to undergo training in Entrepreneurship (FDP) at EDI, Ahmedabad, etc.
At least ten Expert Talks by successful entrepreneurs.
At least two Skill Development Programmes (SDP) *- batch size up to 30.
At least one Entrepreneurship Awareness Programme (EAP) - (6-8 weeks duration) - batch

h The Skill Development Programmes run under the aegis of the EDC Cell of the institute are
non-formal programmes and do not carry any AICTE approval. Hence the host institute,
while advertising for such programmes or while issuing participation certificates to the
participants at the end of the Programme/Workshop, shall not carry any logo/emblem of
AICTE/GOI. Any violation will lead to termination of the violating cell.

The non-recurring grant-in-aid is for fitting, furnishing and for the purchase of important
equipment like Desktop PC with internet facility, Fax/Modem, back-up, Multimedia/O.H.P,
equipment, audio-visual aids, library books, journals, LCD Projector etc. This grant is given
initially once only for setting up the centre, subject to a maximum limit of Rs. Four lakh.
The recurring grant-in-aid is given for honorarium to supporting staff, working expenses,
travelling allowances, contingencies, printing & stationery and other organizational expenses
etc. subject to a maximum limit of Rs. Three lakh (every year for 2 years). The recurring grant
for subsequent years will be decided by the Council based on the performance of the
centres.

The Scheme of Emeritus Fellowship intends to utilize the services of highly qualified and
experienced superannuated Professors at AICTE approved Institutions / Colleges /
University Departments imparting technical education (excluding MHRD funded Institutes
/ Universities i.e., IITs, IISc, IIMs & NITs etc.) in stimulating and achieving excellence in
Technical Education i.e. in Engineering and Technology, Architecture, Town Planning,
Management, Pharmacy, Applied Arts and Crafts and other areas as per the AICTE Act.
Eligibility
AICTE approved Institutes / AICTE approved University Departments.
The Awardee must be a superannuated professor and/or scientist from IIT/NIT, IIM, IISc,
CSIR laboratories, defence establishments, like BARC, TIFR, INSA, INA, etc.
Only applicable to institutes offering PG Programme.
Duration of the Project
The duration of the project shall be for a period of two years or till the awardee fellow
attains the age of 70 years whichever is earlier.
Limit of Funding
Total funding of Rs.13 Lakh.

Technical Education.
As a part of the objectives of the fellowship, an Emeritus Fellow may provide technical
consultancy to a developing institution located in a nearby area of the host institution,
where the Emeritus Fellow can devote a part of his time (20 percent of total time) for
giving impetus to consultancy, research, redesigning of courses, industry-instituteinteraction, formulation for research of those projects for which expertise is not available
in the adopted institution.
The honorarium indicated above will be over and above any superannuation benefits, the
Emeritus Fellow may be in receipt of.
The contingency funds will be used for inputs needed for various developmental activities
undertaken by the Emeritus Fellow in the adopted institution.
Change of host institution is usually not allowed. However, a change may be
permitted by AICTE only in special circumstances.
An Emeritus Fellow will be allowed to avail Forty Five (45) days of leave in a year with
honorarium. Leave will be sanctioned by the Host Institution
The Host Institution shall take steps to ensure that the audited utilization certificate and
the audited statements of accounts for the grants along with the list of assets created
from out of the grants to be submitted and refund of unspent amount from the grants
made to AICTE, immediately on termination of the Fellowship.
A feedback shall be submitted by the Fellow at the end of first year and at the end of the
tenure.

Objective
The scheme aims to modernize and remove obsolescence in the Laboratories /
Workshops / Computing facilities (Libraries are excluded), so as to enhance the
functional efficiency of Technical Institutions for Teaching, Training and Research
purposes.
It also supports new innovations in Class Room and Laboratory / Teaching Technology,
development of Lab Instructional Material and appropriate Technology to ensure that
the practical work and project work to be carried out by students is contemporary and
suited to the needs of the Industry.
The equipment financed under the scheme could be ideally used for upgradation of
equipment in existing laboratories, enhancement of performance parameter
specification of existing equipment, incorporation of latest development in the field and
replacement of old depreciated equipment by modern equipment.
In addition to above major objectives, the equipment installed through
MODROBS can be used for indirect benefit to Faculty / Students through Continuing
Education programmes, Training programmes for local industry and consultancy work.
Eligibility
AICTE approved Technical Institutions / University Departments with at least 10 years of
existence.
For self financing/Institutes not more than 3 proposals per Institutes per year would be
considered.
For Govt. /Govt. aided Institutes not more than 10 proposals per Institute per year
would be considered.
Duration of the Project
Duration of project will be one year from the date of receipt of funds in the institutes
account.
Limit of Funding
Total funding of Rs.20 Lakh.
Disbursement of the Funds
100% grant of sanctioned amount will be released to Government Institutions.
To private institutions, grants will be sanctioned in the form of 80% of the sanctioned
amount as advance followed by 20% as reimbursement on submission of the Utilization
certificate and other supporting documents as specified in terms and conditions of
MODROB.
Processing Methodology:
The proposal shall be assessed by an expert committee constituted as follows:
Three member expert committee not below the rank of Associate Professor.
At least two members among the experts shall be from the concerned stream.
Terms and Conditions
In MODROBS scheme, the Head of the Department (HOD) submitting the proposal is
always the Project Coordinator. To enable subject specific knowledge to be utilized, a
Co-Coordinator can also be proposed. The HOD should critically analyze the
requirements of the laboratory / laboratories of the Department for preparation of the
project proposal, which should relate to the future development of the academic

Terms and Conditions
The thrust areas where a nationally co-ordinated project is to be set up must be clearly
identified by institution/university in consultation with industry, keeping in view its own
strength, availability of expert manpower and infrastructural facilities within the
institution.
The Chief Coordinator shall be a full time faculty member of the lead institute. The
participating institutions are required to nominate full time faculty members (one from
each participating institutions) as the co-coordinators of the project.
The Chief Coordinator shall be primarily responsible for the implementation of the
project.
The chief coordinator is required to provide a brief two page write up on the proposed
NCP indicating the following points at the time of submitting the initial proposal. This
may undergo some degree of modification in the Detailed Project Report, which is
required to be submitted within three months from the date of receipt of seed money
from AICTE

A time activity chart indicating time schedule along with deliverables from each
participating institution.
Copies of letters of intents / MOUs signed between the participating institutions.

Proposals shall be considered on the basis of justification of the project with respect to
relevance of the project with important issues of national importance and or / issues of
technical education development.
The University/ Institute may nominate a permanent faculty as Chief Coordinator
preferably not below the rank of a Reader to coordinate the activities of the cell and
also nominate a Co-coordinator not below the rank of Assistant Professor.
Proposals from Departments of self-financing Institutions (as one of the participating
institution) shall be considered, only if they are accredited by AICTE. However, this
condition does not apply to the five years old Institutions located Jammu & Kashmir and
North Eastern States.
The Chief Coordinator/ University/ Institute should inform the council of their consent
to implement the programme as approved, by way of Acceptance Letter. If the
Acceptance Letter is not received by the AICTE within one month of issue of offer letter,
it shall be presumed that Chief Coordinator/ University/ Institution is not interested to
take up the programme, and the approval of the programme shall stand withdrawn.
The Chief- Coordinator must submit Annual Progress Report every year indicating the
progress of the cell and the status of the grant-in-aid utilized. If it is found that the
grant-in-aid released is not being utilized for the purposes for which it was intended for
and the progress of the programmes is not satisfactory, the project programmes shall
be closed down. Action may be taken to seek refund of grant released. Further
extension of financial support from AICTE shall be based on the progress of the project
and effective utilization of the earlier grant-in-aid provided.
If the Chief Coordinator leaves the institution, retires, or goes on long leave, the
institute will appoint another Chief Coordinator to the programme, under intimation to
the council immediately.

RPS Promotes Research in identified thrust areas of in Technical Education. RPS is aimed
to create research ambience in the institutes by promoting research in engineering
sciences and innovations in established and newer technologies; and to generate
Masters and Doctoral degree candidates to augment the quality of faculty and research
personnel in the country.
Research and development activities are considered as an essential component of higher
education because of their role in creating new knowledge and insight and imparting
excitement and dynamism to the educational process, as well as make them need based
in view of the national requirements. The objective of this scheme is to create and
update the general research capabilities of the faculty members of the various Technical
Institutes. The proposal should include a specific project theme with a clear statement of
the objectives, details of equipments and other research facilities proposed to be
acquired and the expected deliverables from the project.
Eligibility
AICTE approved Technical Institutions / University Departments with relevant PG
programme.
Full time regular faculty with research experience and publications.
The preliminary research facilities should be available in the institute.
One proposal from one PI will be sanctioned at any point in time with in the duration of
project.
Duration of the Project
Duration of project will be three year from the date of receipt of funds in the institutes
account.
Limit of Funding
Total funding of Rs.25Lakh.
Disbursement of the Funds
100% of the total funds of non-recurring and one third of recurring for the first year.
Recurring of one third for second year.
Recurring of one third for third year.
Processing Methodology:
At least two members among the experts shall be from the concerned stream.

The departments not having relevant Post Graduate Programme intended for execution
of the proposed project as well as Diploma level Courses are not eligible for financial
assistance under RPS Scheme.
The Principal Investigator has the primary responsibility for the implementation of the
project.
If the Principal Investigator of RPS programme joins another institution, AICTE will have
no objection to transfer the project if No Objection Certificates are obtained from both
the parent Institute and the Institute where the Principal Investigator intends to join.
In case the Principal Investigator leaves the Institution without transfer of the project or
goes on long leave, the Co-Investigator would be allowed to continue with the project,
subject to the consent of the Principal Investigator in case of long leave and approval of
AICTE. All such requests should be sent to AICTE in advance. Therefore, association of a
Co-Investigator in the project is desirable.
In case the Principal Investigator leaves the Institute and there is no other associated CoInvestigator to carry out the project, the Head of the Department should take the
responsibility for identifying a competent person in the Institution in the relevant subject
area and submit his/her bio-data to the Council for further consideration.
The grant will be utilized strictly for the purpose as specified in the sanction letter. Reappropriation of funds from one head to another is strictly not permitted; Recurring and
Non-Recurring heads are 15% and 85% of the total grant, unless otherwise
recommended by AICTE experts. The list of equipment decided by the experts is final and
there can be no changes later on.
Once the project is sanctioned, the Council shall not consider any request for additional
grant.
Separate institutional overheads for execution of the project shall not be provided by
AICTE.
Out of the project grant, no funds can be used for going abroad to attend
Conferences/Seminars. However, for presenting a paper in a Seminar/Conference within
the Country, the travel expenses may be met from the recurring component of the grant

The scheme provides financial assistance to institutions for organizing Symposium /
Conference / Seminar / Workshop at National and International level in various fields of Technical
Education. The Scheme intends to promote high standards in Technical Education by way of
extending opportunities to the academicians and working professionals by providing a forum for
sharing their knowledge, experiences, innovations and inventions. Preference shall be given to
topics of interdisciplinary nature, emerging and thrust areas in Technical Education.

Objective

To attract highly qualified and motivated candidates to pursue doctoral degree and
offer themselves for teaching position in the Technical Education system.
To provide research support to bright young candidates for pursuing exciting and
innovative research in the field of Technical Education.
Eligibility:
Applicants enrolled for Ph. D. in AICTE approved institutes/ AICTE approved University
departments, IITs, NITs, IISc, IIMs, BARC, TIFR, DRDO, IISER, Institutes of excellence and
Central Govt. labs.
The Candidate should be less than 35 years of age.

The Scholarship @ Rs. 18,000/- per month per candidate (for 1st & 2nd Year). Rs.
216000/- per Annum plus contingency grant of Rs. 25000/- per annum per candidate
and over head charges of Rs. 20,000/- per annum per candidate to the host institution
i.e. Institution where the candidate will be pursuing Ph.D./Doctoral Programme.
The Scholarship @ Rs. 20,000/- per month per candidate (for 3rd & 4th Year). Rs.
240000/- per Annum plus contingency grant of Rs. 25000/- per annum per candidate
and over head charges of Rs. 20,000/- per annum per candidate to the host institution
i.e. Institution where the candidate will be pursuing Ph.D./Doctoral Programme.
House Rent Allowance (HRA) : All research fellows may be provided hostel
accommodation wherever available and those residing in accommodation provided by
the Institute will not be eligible for drawing HRA. Wherever provision of hostel
accommodation is not possible, HRA may be allowed to all the above categories ; JRF,
SRF as per central Government norms applicable in the city/location where they are
working. The fellowship amount may be taken as basic for calculating the HRA.

The awardee shall submit an annual report on the project, each year through the Head
of the Institute on completion of one year from the date of acceptance of offer letter.
The Second installment & subsequent Installment will be released on receipt of
Utilization certificate and statement of accounts in prescribed proforma duly audited by
the Chartered accountant in the case of private institution and by the finance
officer/account officer in respect of government/government-aided institutions.
The final report of the project should be submitted by the awardee through the Head of
the Department / Institution to the AICTE.
The awardee shall not be allowed for transfer of award from the Institution where the
Awardee is presently working during the entire tenure of the award.
The awardee shall devote full time to research during the tenure of Fellowship.
The awardee shall obtain the approval of the Council before accepting any award or
allowance, if offered to me during the tenure of Fellowship.
The awardee shall give a declaration that if the results of research are such that can be
exploited commercially by taking a patent or otherwise commercial exploitation and
patent rights will rest exclusively the Council (This clause is applicable for the guide
also).

The objective of the IIP Cell is to reduce the gap between industry expectations
(practice) and academic offerings (theory) by direct involvement of industry to attain a
symbiosis.
All the Stakeholders, namely: Institutions, Industry, Students and Society stand to
gain as it can be a win-win partnership. The Institutions stand to gain by way of up to
date curricula, source of revenue generation by consultancy and R & D, source of
manpower for employment, societal relevance, and most importantly acquisition of
brand name/equity; industry stands to gain by way of availability of employable
manpower pool, and increased productivity; faculty stand to gain by way of exposure to
latest industry practices for more effective teaching-learning processes, etc; students
stand to gain by way of hands-on training, reduction of learning curve in industrial
practices; and, society stands to gain by way of improved quality of goods and services.

Processing Methodology:
The proposal shall be assessed by an expert committee constituted as follows:
a
Three member expert committee not below the rank of Associate Professor.
At least two members among the experts shall be from the concerned stream.
12.1.7
The AICTE shall provide a limited one time financial assistance, up to a maximum of
Rs.25.00 lakh, required for infrastructure development, including the purchase of
Desktop PC with Internet facility, fax/modem, back-up, multimedia/OHP, equipment,
furniture, audio visual aids, library books, journals, LCD Projector etc (non-recurring
expenditure).
The centre shall function as a separate entity within the Parent Institution. It should
function as a Central Facility of the entire institution and not as a facility for a particular
Department of the parent institution.
The parent institution shall provide adequate building space for setting up of the centre
and also usage of classrooms for conducting the programs for SC/ST students
The center will function under the guidance and control of the Director/Head of the
Parent Institution.

Academic Institutes can be major resources in a companys innovation strategy. In the western
countries, extensive collaboration between universities and industry and the ensuing transfer of
scientific knowledge has been viewed as one of the main contributors to the successful
technological innovation and economic growth during past few decades. Transfer of knowledge
from universities to industry should be of primary concern of academic Institutions.
To promote this concept, this scheme provides financial assistance to institutions for setting up
Research Park in collaboration with the Industry or group of Industries. Grant of Rs. 1 crore (per
State-UT) shall be given under this scheme.

The scheme provides financial assistance to institutions for organizing technical projects
exhibition at state/UT level. The scheme intends to bring out practical talent among
students by providing a forum for exhibiting their technical knowledge and innovations.
This scheme also intends to exhibit this talent to industry in order to convert useful /
innovative / commercially viable projects into products. This will also initiate interest in
entrepreneurship activities or in registering for patents/IPR etc.
Exhibition shall also include:

The scheme is designed to enhance the teaching and other skills of the faculty. it
makes them aware about modern teaching tools and methodologies. it provides
an opportunity to acquire knowledge about current technological developments
in relevant fields. It not only promotes the professional practices relevant to technical
education but also motivates the faculty to achieve competitive teaching and learning
environment, thus channelizing development with respect to academic qualifications and
personal matters.

16.1.6
Processing Methodology:
The proposal shall be assessed by an Expert Committee constituted as follows:
a
Three member expert committee not below the rank of Associate Professor.
At least one member among the experts shall be from the concerned stream.
16.1.7
Prior permission of the Council sponsorship is essential for conducting the FDP.
Funds once released/sanctioned for organizing the particular topic/ area of FDP
cannot be utilized for any other programme.
In case the event is cancelled, the funds will be returned back to AICTE
immediately with interest incurred.
Any change in the schedule for holding FDP, change of Coordinator name and
Venue date would require prior approval of the council, failing which the offer for
the grant already issued would be treated as automatically withdrawn.
The funds under the scheme are released in two installments. (a) the first
installment (fifty percent of the total amount sanctioned) is released before the
event on the receipt of acceptance letter ;(b) the second installment is released
after the receipt of the following documents.

Newly recruited teachers having less than/up to ten years of experience in areas
of technical education in AICTE approved institutions are eligible to participate.

Through each SWSS 50 faculty members of AICTE approved Institutes are trained for
duration of two weeks at a time.
SWSS is intended to provide opportunities for Teacher training for faculty employed in
AICTE approved institutions in Engineering, Pharmacy, Management and Architecture
to facilitate up gradation of knowledge and skill.
17.1.2
The program is proposed to cover the areas such as technical Subject areas, new
concepts, methods and techniques, theory and skill enrichment and up gradation of
pedagogy, technology, motivation, communication skills, management and other
relevant issues to keep pace with the changing scenario in Technical Education.
Eligibility
Coordinator must be full time regular faculty with adequate experience in teaching
and research with publications.

The objective of the Project Centre will be to provide the students with facilities in a
common place within the university department where the students can have hands-on
experience in various aspects of their learning. These could be in works like fabrication,
interaction amongst the students themselves allowing them to enhance their
understanding in their respective disciplines of study. The project centre will also allow
the final year students to showcase their project. The project centre will also allow the
students to learn in developing and preparing academic projects which will include the
initial stage to the final stage where the students can present their final product.

The AICTE shall provide a grant of up to a maximum of Rs. 50.00 lakh, required to set up
the Project Centre, for infrastructure development including purchase of required
equipments / machineries, etc.

The centre shall function as a separate entity within the Parent Institution. It should
function as a Central Facility of the entire institution and not as a facility for a particular
Department of the parent institution.
c
The center will function under the guidance and control of the Director/Head of the
Parent Institution.
d
For the centre to function smoothly and to meet its objectives effectively, it is essential
that this centre has adequate man power in the form of dedicated facility and support
staff.
e
The Following activities are expected of the Project Center :
(i) Allow the students with facilities to enhance their technical skill in their respective
disciplines so that they gain hands-down experience in an atmosphere of the practical
learning,
(ii) Organize inter-active sessions with eminent technical personalities and academics, at
regular intervals to update the knowledge of the students, if need arises.
(iii) The centre shall devise a feed-back mechanism to assess the importance of the Project
Centre. The feed-back shall be obtained from each student about the usefulness of the
Project Centre. If need be, the university department can update its curriculum for the
Program Centre

The broad objectives of the centre shall be to provide opportunity to SC/ST students in the
Institutes to reorient themselves in the light of emerging employment opportunities in
Engineering undergraduate/Diploma students at all level. It is to empower the SC and ST
students by providing special skill trainings apart from regular study. To enhance the skills of
Scheduled Caste (SC) / Scheduled Tribe (ST) candidates with help of modules on
communication, personality development and proficiency in English language. It will boost
the confidence of SC and ST students and provide them with better career opportunities so
that their employability in the industry increases.
Eligibility
The Institute/ University Departments should ample built-up accommodation with proper
infrastructure of its own to start the centre.
The Institute must have more than 150 SC/ST students on roll during last 3 years.

The AICTE shall provide a limited one time financial assistance, up to a maximum of Rs.25.00
lakh, required for infrastructure development, including the purchase of Desktop PC with
Internet facility, fax/modem, back-up, multimedia/OHP, equipment, furniture, audio visual
aids, library books, journals, LCD Projector etc (non-recurring expenditure).
The centre shall function as a separate entity within the Parent Institution. It should function
as a Central Facility of the entire institution and not as a facility for a particular Department
of the parent institution.
The parent institution shall provide adequate building space for setting up of the centre and
also usage of classrooms for conducting the programs for SC/ST students
The center will function under the guidance and control of the Director/Head of the Parent
Institution.
For the centre to function smoothly and to meet its objectives effectively, it is essential that
this centre has adequate man power in the form of dedicated facility and support staff.
The Following activities are expected of the center :
(i)Orientation programmes to enhance proficiency in English language, improve
communication skills, both written and verbal and focus on personality development.
(ii)Organize lectures by inviting eminent personalities and academics, at regular intervals to
update the knowledge of the students.
(iii)Organize open houses/ personality development workshops / competitions among
students, to test the degree of their learning,
(iv)The centre shall devise a feed-back mechanism to assess the importance of the

The Scheme of Emeritus Fellowship intends to utilize the services of highly qualified
and experienced superannuated Professors at AICTE approved Institutions / Colleges /
University Departments imparting technical education (excluding MHRD funded
Institutes / Universities i.e., IITs, IISc, IIMs & NITs etc.) in stimulating and achieving
excellence in Technical Education i.e. in Engineering and Technology, Architecture,
Town Planning, Management, Pharmacy, Applied Arts and Crafts and other areas as per
the AICTE Act.
Is aimed at supplementing and providing expertise to teaching / research in those areas in which
host institutions do not have the expertise. Eminent scholars holding the post of Professors shall
be considered for appointment as Visiting Professors.
The main objective of the scheme is to supplement and provide expertise to the teaching /
research in those areas in which the host institution needs the expertise.
21.1.2
Eligibility

The duration of the project shall be for a period of two years or till the awardee fellow
attains the age of 70 years whichever is earlier
Limit of Funding
Rs. 50,000/- per annum as travel expenses to DVP for 2 visits to the Institute.

The DVP shall commence within the time period as stipulated in the offer letter unless
otherwise authorized by AICTE, failing which the fellowship will be treated as
withdrawn.
The DVP Fellow shall help in generation of indigenous learning resource materials,
manuals, state-of-the-art reports, monographs, reference books, handbooks, codes of
practice, standards, and related monographs in respective fields of specialization
particularly in the areas of relevance to the activities of AICTE to meet the
requirements of EDUSAT Programme.
A DVP shall teach at least one course in the Host Institution or to teach a course in one
of the neighboring Institute where there is shortage of faculty.
Proposing, executing, guiding and monitoring of projects in the field of Engineering /
Technology / Pharmacy / Architecture / Town Planning / Management / Applied Arts &
Crafts and for the development of an AICTE approved Technical Institution.
Developing emerging sectors of knowledge/innovative schools of thought in the field of
Technical Education.
As a part of the objectives of the DVP, a DVP Fellow may provide technical consultancy
to a developing institution located in a nearby area of the host institution, where the
Emeritus Fellow can devote a part of his time (20 percent of total time) for giving
impetus to consultancy, research, redesigning of courses, industry-institute-interaction,
formulation for research of those projects for which expertise is not available in the
adopted institution.
The honorarium indicated above will be over and above any superannuation benefits,
the DVP may be in receipt of.
The contingency funds will be used for inputs needed for various developmental
activities undertaken by the DVP in the adopted institution.

Scholarship Scheme to Girl Child (SSGC) is an endeavour by AICTE provided to promote technical
education (Engg., Architecture, Pharmacy, applied arts etc.) at Degree and Diploma levels to a girl
child. It has been found that at the level of Technical Education, the ratio of girl's student
decreases. The scheme is to support a girl per family. SSGC aim is to contribute towards the
education of academically inclined girl children across India wanting to pursue technical education.
Eligibility
Only one girl candidate per family may apply for the scholarship.
The scheme is applicable to a girl child who has taken admission in regular, full-time 1st year
course in an undergraduate Degree/Diploma course in any AICTE approved Govt. / Govt. Aided
Institutions/University departments imparting technical education.
The applicant must not be receiving any other scholarship/ Tuition fee reimbursement
from another organization.
The applicant must not have been a previous recipient of SSGC scholarship from AICTE.

CHAPTER - 28 PG SCHOLARSHIP
28.1
Post graduate scholarship of Rs. 8,000/- per month is awarded by AICTE through its Post
Graduate Scholarship Scheme to full time GATE/GPAT qualified students admitted to
M.Tech/M.Pharm courses in AICTE approved institutions and University Departments
subject to the condition that they do not receive any financial assistance from any other
sources during their course of study in the Institute. The scholarship is tenable for 24
months and is not extended under any circumstances. Continuity of Scholarship will not
be considered under Medical Ground.

The Scholarship may be discontinued at any time for any kind of misconduct by the
student, like involving in the act of ragging etc., receiving the same, as judged by a
Disciplinary Committee of the Institution.
(d)
Scholarship should not be given to PG students who have passed the GATE/GPAT
examination during the second year of study.
(e)
The student shall be required to give an undertaking to the effect that he/she would not
leave the course midway.
(f)
During the course of studies, the student shall not receive any emoluments, salary,
stipend, etc. from any other source.
(g)
In no case the scholarship will be continued for a period of more than 24 months.

(h)
(i)
The students, who are admitted to AICTE approved P.G. Course (ME/M.Tech./Master of
Pharmacy) are only eligible to receive the GATE/GPAT scholarships.
(j)
No salary grant or any other grant eg. Contingencies, Library, Books etc. would be given
to any of the Institute/College/University under this scheme in compliance with the
directions of GOI, Ministry of HRD, Director of Higher Education, Technical Section I
conveyed vide F. No. 9-2/2007-TS.I dated 22nd July, 2008.

The AICTE may impose any other conditions as deemed necessary from time to time and
the decision of the AICTE shall be final and binding upon the recipients i.e.
University/Institute/College who are under the ambit of the AICTE for receipt PG
Scholarship.
