Differentiated HSE Pitch/Narrative

This narrative should be utilised during Customer Engagement as the basis of


our differentiated HSE pitch. It has been developed in a form that also provides
suitable boilerplate for use (further tailored if necessary) in any associated
Proposal, as appropriate.

Overview
WorleyParsons approach to the practical development and application of our HSE program
to a particular project is differentiated from our industry competitors. We learn from our
experiences on each project and improve our processes as we go, building leading practices
into our systems so as they are repeatable. This results in a common HSE platform, which
we utilise as the basis to tailor an appropriate HSE solution for each project. Our solution is
scalable and adaptable to meet the specific needs of each project based on some key
project variables e.g. scope, customer systems, maturity of contractors.

Our Common HSE Platform


This common HSE platform is comprised of three inter-related components:
1. HSE program establishment and HSE pre-mobilisation tasks
2. HSE site set-up (including expenditure on HSE capital items)
3. Ongoing implementation of the HSE program and HSE services over the duration of
the project
Tailoring and integrating these three scope areas provides our appropriate HSE response to
the HSE considerations that we identify for a given project.

Component 1.
HSE program establishment and HSE pre-mobilisation tasks
Based on lessons learnt from past projects, the tasks and milestones incorporated within our
HSE Task Sheets are primarily front-end-loaded establishment activities (HSE preconditions;
HSE planning and alignment; onboarding of contractors), some of which are
ongoing/repeated periodically throughout the duration of the project. Our front-end-loading
approach is less reactive and delivers better HSE outcomes, including the potential to
reduce the level of HSE expenditure undertaken by individual contractors (and therefore
reduce the total HSE expenditure on the project).
We determine the intensity to which each activity is to be performed by applying a project
context filter prompt list. The Project Context Filter Prompt List assesses and allows us to
recognise and accommodate the HSE impact of project-specific considerations such as:

Tier/HSE maturity and expectations of customer


Project specifics and complexity (e.g. underground mine; over-water installation)
Site specific hazards (e.g. extreme climate, communicable diseases, hazardous
materials)
Scope of services (e.g. camp management, security, emergency response,
health, environmental management)
Number, and HSE maturity, of contractors
Scope of our role (e.g. E/EPCM/PMC)
Green and/ or brownfield
Location (Remoteness of)
Customer, contractor and workforce language and culture
HSE Regulatory body impacts and implications
Overall HSE maturity of the region/ location
Proposed contracting and construction strategy
HSE system certification and legal requirements
Other.

Component 2.
HSE site set-up (including expenditure on HSE capital items)
We use an estimating tool with a qualitative risk and response prompt embedded to identify
(and ultimately agree with the customer) the desired outcome as the basis for deriving a
tailored HSE response for each key risk. For example, a key risk may be delayed medical
attention because a site is more than 3 hours from suitable medical facilities; the desired
outcome might be to provide access to medical support within half an hour; so our response
might be to provide for an appropriate on-site medical centre, doctor or nurseor a
temporary works helipad for emergency medical evacuation.

Component 3.

Ongoing implementation of the HSE program and HSE services over the duration of
the project
The activities identified in the HSE planning documents developed during mobilisation are
then implemented throughout the duration of the project. This includes responses to the
detailed HSE risk assessment, as well as the ongoing implementation of other select HSE
Task Sheet activities (e.g. as contractors progressively come on-board during the
construction phase)

Benefits to Our Customers


The benefits derived by each of our customers projects, through the tailoring of our HSE
response in this way are:

Optimal HSE spend across all project participants, maximising the level of HSE risk
mitigation in terms of bang for buck
Regulatory compliance by meeting or exceeding the requirements (the extent by
which is country-dependent)
Avoidance of poor HSE outcomes through the establishment and implementation of a
consistent HSE standard and specification for all project participants
Elevated individual organisational performance of project participants through early
engagement, planning, alignment and readiness assessment
Through the front-end loading and centralising of the HSE analysis and associated
response, we are able to realise efficiencies and reduce the individual/duplicated
HSE spend by contractors
As a consequence, our HSE approach is a cornerstone of project culture
establishment, delivering broader, flow-on project benefits beyond HSE (e.g. cost and
schedule)
