Due to the fact that chemical cleaning cannot dissolve all of the contamination. In order to remove loose particles mass, flushing is to be carried out before and after chemical cleaning. This is carried out by re-circulation method using temporary blending tank, valves, motor, pumps and pipe lines connecting the system. 1.2Scope Erecting of temporary blending tank, motor pumps, valves, pipelines connecting to system as per the site requirements and as per the given schematic drawing. INSTRUCTION 2.1 Objectives of chemical cleaning > Equipment and pipelines of the plant can be contaminated with dirt, sand ,Mill scale, welding scales and slags, rust, oil, grease, silica, ferric Page 3/23 oxides after construction completion. Longer plant shut down periods can lead to contaminations in the equipment and pipelines too. > Several parts of the plant require a high grade of cleanliness to enable undisturbed plant operation. > In sufficient cleaning of the columns and associated piping system results in © Chocking of pipelines and equipment with solid particles causing for example reduced heat transfer and overheating. * Pop Corn formation in the product, © Uneven, loose, insufficient formation of magnetite layer following in higher corrosion rate and reduced life time of plant. PREPARATION AND PLANNING Receiving the required materials as per site requirements, erecting the materials as per approved circuit and site condition after mutual agreement with all concems. Following steps are carried out after completing the temporary erection and approval for chemical cleaning Butadiene Extraction Unit. Shifting of temporary materials Entry of Materials and store (Placed) on the given marked area as per client instruction, 2. For storage area, © Get an approval from the concerned site In-charge, physical marked and also in PID diagram, clean and store the materials with identification. 3. Clean the area marked for storage. Storage the materials separately for identification and easy handling. © Temporary pipes * Blending tanks © Motor and pumps ¢ Valves and NRV ° Panels ° Neutralization tanks © Welding machines, 4, Unloading of materials pipes, valves by crew. Confirm all PPE’s like safety shoes, helmets, (cut resistant) hand gloves, safety full body hardness, safety glasses with side shields, ear plugs. Heavy materials (such as blending tanks, Page 5/23 motor pumps, welding machines and neutralization tanks) use crane to unloading. Erect the materials as per site conditions after approval with the concern department and field engineer. © Confirm the floor is even, if not to do it with the approval. © Place the blending tanks, motor pumps, valves, NRV and connecting pipes as per approved circuit Gas Cutting ye Fa) © Trade validated gas cutter needs to use and to cut the pipes and supports as per the requirements of site conditions. © Before cutting check for sound and healthiness of the hose pipe use back fire arrestors on the both end of the hose. e Place the cylinders in upright position using a trolley and locked with chain. © Use neck guards for the cylinders while in operation. © Clean the nozzle and adjust the flame as per work. © Start the cutting as per the fitting marked. 7. Welding of temporary pipeline. © Get a hot work permit before startup of all concerns. © Use good condition welding machine, use 30mA. RCCB or ELCB for connection and ensure that double earthing and healthy cable, © Use trade validated and tested welder for welding works © Join the pipelines as per approved circuit by use specified electrode, current rating, . Practice good housekeeping; clean the area before and after completion of works. ge 9. Make proper barricading before the start of work and mentioned the required signage board as per work related and make proper barricading after completion of work. 10. Completion of erection. Page 623 > After completion of erection check for the pipeline leakage and it should be done properly by hydro testing by using water and pumps. Gets approval from concern engineer afier completion of hydro testing in temporary pipeline. Hydro Testing Method > Fill the entire piping system with DM/service water by using the temporary motor and pump. > Hydro test will be carried out at 1.3 times head pressure > Pressurize the temporary lines to 12 kgs / sq.cm, Pressure gauge will be placed in return line. If any leaks observed, de-pressure the line, drain completely and rectify the leaks. Repeat the hydro test with the same pressure. Repeat the step, till no leaks observed. Once the hydro test is clear, drain the temporary lines completely. 11. After hydro testing all temporary pipelines carrying steam hot water chemicals will to be insulated as per man power approach (3mtrs) and display the signage boards unauthorized persons entry shalll be prohibited. . HANDLING OF CHEMICALS AND STORAGE 1. Entry of chemicals to storage area marked and given to store. 2. Clean the area (even level) marked for storage, stored the materials separately for identification and easy handling, place a signage boards with individual chemical name (hazardous chemicals) and its MSDS to vicinity of all crew involved. 3. Unloading by crew on storage area. Ensure that all PPE’s like safety shoes, helmets, coveralls, respiratory mask and hand gloves, rubber or polythene aprons, safety goggles as we given below in safety precautions (Details in Annexure ~ 1), 4. Confirm safety In-charge, presents while unloading. 5. Some chemical bags are unloaded by manually only and store it safely (Refer section 13) and barricade it properly and make signage boards and MSDS along with that area. Page 7|23 a If any spillage of chemicals, it will be neutralized with lime (in case acid). Collect (using nylon brush and tray) the neutralized spillage and dispose to neutralization tank. Refer section 13.4 Before unloading the chemicals, ensure the safety PPE’s — Annexure ~ 1, s availability and worn by the crew involved. . Confirm and ensure that the availability of emergency safety shower and eye wash bottles is kept readily to use a case of splashing or in emergency and also ensure, Ensure availability of first aid box ready before starting the unloading of chemicals / process. List of items first aid box nm o Refer Annexure - 2 5.1 TRANSPORATATION OF CHEMICALS > We are planning to transport the chemicals by road only. > During the transportation, we will ensure that chemical barrels are arranged in a single row inside the truck and as per the capacity of the truck. > For the unloading of the chemicals fork lift will be used. > For unloading of the small bags (25 kg) by manually only with wearing of proper PPE’s required. SAFETY PRECAUTIONS Ensure the availability of the following safety equipments to all operating personal involved in the process of chemical cleaning. Person working at high level will be provided and use the safety belts and as per the MSDS use PPE’s for chemicals handling and persons involved in chemical cleaning process. In hose joint, hose arrestors will be used. PPE’s refer Annexure - 1 6.1CHEMICAL SPLASH IN EYES © Immediately flood the eyes with plenty of water to be effective the eyelids must be open. The eyelids should be pushed apart using the thumb and index finger of the left hand. The casualty will probably not be able to open the eyes himself because of painful spasms. © Eye wash bottles (500 ml to 1000ml) will be used. The jet should not be directed at the front of the eye. It should be directed from the side so that flow is over the surface of the eye. © Irrigation should be continued for 5 to 10mins after which they casualty should be taken to the first aid room. Affer through irrigation the eye should be covered with a pad, the patient should be referred for medical opinion. 6.2 IRRITATION OF THE SKIN © It signs of skin irritation occurs than persons should be removed from contact and referred for medical opinion. © In the event of the splashing of the skin with chemicals the affected area should be washed thoroughly also avoid spreading of contamination to the face and eyes. 7 FIRST AID MEASURE FOR CITRIC ACID Inhalation: Remove to fresh air. If not breathing, give artificial respiration. If breathing is difficult, give oxygen. Get medical attention. Page 9/23 8. Ingestion: Induce vomiting immediately as directed by medical personnel. Never give anything by mouth to an unconscious person. Skin Contact: Immediately flush skin with plenty of water for at least 15 minutes Remove contaminated clothing and shoes. Get medical attention. Wash clothing before reuse. Thoroughly clean shoes before reuse. Eye Contact: Immediately flush eyes with plenty of water for at least 15 minutes, lifting lower and upper eyelids occasionally. Get medical attention immediately. 7.1 HOSPITAL TIE UP DETAILS We have tie up (24 x 7) with Dr. Naresh Gadhavi, MBBS, AFT, MBA Shrey Clinic and Occupational Health Center at 41, Anamika Complex, IPCL Road, Dahej for the consultation & treatment during chemical emergency. Page 10| 23 The testing team must be aware of the procedure to be followed in case of accident involving personal injury and to know how to make him safe rescue. An operator posted at the pump area must be instructed to stop the pumps and properly isolate the system in the event / case of emergency. All the testing team members must be well experienced and conversant with the emergency operating instructions and rescue operation. Service water will be used in case of emergency. During all activities at least one complete fire hose will be connected to the nearest fire water hydrant (dry line). 8.1EMERGENCY - I (IN CASE OF LEAKAGE) Leakage happens in pipeline we provide small / dip trays near the leakage area and we make proper barricading. The spillage will neutralized with the proper neutralizing agent (lime for acid) collect and disposed in neutralization tank. The spilled area will flushed with abandoned water. Dilute the spill area with large quantity of water and neutralize with lime. After applying lime we will check the pH by using pH paper and we confirm it was neutral. Then we will apply the service water available from client side over the spillage area and directly to the drainage system. Note: For details refer section 13.1, 13.2 & 13.3 8.2EMERGENCY - Il (NEUTRALIZATION OF EFFLUENT) We will ensure that the drain valve in neutralization tank is closed. Collect the spent hydrofluoric acid solution for neutralization process. After that we will add lime powder and plant air for mixing of neutralization chemicals. Collect random samples from the neutralization tank on regular intervals for checking of pH value, to confirm neutralization was completed. When the pH of the effluent is between 6.5 to 8.5, we will open the drain valve to storm water canal. Colour of the discharge will be haze (with suspended particles). Page 11] 23 9. EMERGENCY RESCUE PLAN Our company much more priorities for the chemical cleaning at all our working sites. To protect the lives and health of workmen’s and working staffs. In this rescue plan we are expiating the following emergency requirements. 9.1 RESCUE TEAM We are identified the selected and give proper training for our rescue team members on basis of the hazards involved in our work activities. In this site team members are follows 1. Page 12/23 9.3 EMERGENCY PREPAREDNESS ‘The following emergency preparedness is completed from our site. 9.3.1 ASSEMBLY POINT 9.3.2. EYE WASH AND SHOWER STATION We already instructed our workmen’s and staff to use the nearest assembly point, already installed by our client in case of emergency. In AU area we already are having eye wash and emergency shower station at required areas apart from that we also providing one emergency safety shower near our working area, 9.4 EMERGENCY VEHICLE AND HOSPITAL AVAILABILITY 10. We are using the emergency vehicle no GI - 16, Z - 2104 for the transportation of the affected victim for the further medical treatment. SEQUENCE OF PROCESS . Mass Flushing (cold water) |. Passivation . Final passivation ES ern avaene Page 13|23 10.1 Mass Flushing (cold water) Fill the system with fresh service water. Establish open flushing at maximum velocity possible until turbidity reaches < 10 NTU (Nephlo turbidity Unit). 10.2 Hot Water Flushing Once the outlet water is cleared, rise the temperature to 65 — 70 °C by using steam generator. Keep recirculation 2-3 hours. Check the water sample turbidity/clarity at regular intervals. 10.3 10.5 Degreasing % Scope: To make the system free from loose debris, Oil and grease and any preservative organic coating. The degreasing of the surface can be carried with Caustic soda and non-ionic wetting agent. It is required to remove mill scale effectively during acid cleaning process. * On the completion of the hot water flushing of the entire system, the system water circuits are ready for degreasing to make the surface hydrophilic. * Add 1& caustic soda and 0.05% of non-ionic wetting agent (coronil- 100) in the chemical mixing tank, Slowly circulation will be continued for 6 to 8 hours. ‘% During this stage, periodically collect sample at outlet. Check pH, temperature, oil and grease at regular intervals. * When the oil and grease values are constant, it will be presumed that cleaning is over. The cleaning solution will be drained and discharged to the neutralizing pit. Water Rinse( with service water) The system will be completely flushed with DM water. The rinsing process will continue till the turbidity is less than 10 NTU and oil content detected nil. Pre-heating of entire system Fill the steam generation system with fresh DM water and establish Page 14| 23 recirculation. Inject auxiliary steam to raise the temperature 60-70 °C maximum in order to achieve fast dissolution and high efficiency of the hydrofluoric acid cleaning. 10.6 Inhibited Citric acid cleaning + Ensure the system temperature 60-70 °C % First add 0.2% of inhibitor Coronil-92 B and circulate for 1 hour for homogeneous mixing the entire system. After ensuring the proper mixing, inject citric acid to get a concentration of 3% in the return line. Injection of liquid solvents will be carried using by pump . Analysis should be carried out for monitoring the following in every half an hour: © Acid concentration ¢ Total Fe, Fe Fe** content. When acid cleaning is finished, drain the cleaning solution under nitrogen pressure (0.3 — 0.5 kg/cm?) to neutralization tank for further treatment with hydrated lime. 10.7 DM water rinsing after acid cleaning “ The steam drum circuit should be completely filled with DM water. Circulation should be established for 1 hour and then the system should be drained under nitrogen pressure. 4 Rinsing target: Total Fe should be less than 50 ppm and conductivity should be less than 20p1s/em. + The flushing water should be discharged to the neutralizing tanks “ After achieving the result, the system will be prepared for subsequent formation of protective magnetite layer (passivation). 10.8 Mild acid rinsing % The advantage of the citric acid rinse is to remove effectively the dissolved iron from the system + Afier rinsing is completed, raise the temperature by admitting steam through temporary heating tank until temperature reaches to 50 + 5 °C. Page 15| 23 Add citric acid (0.2 %) by manually and ammonia by pneumatic pump. adjust the pH 3.5 — 4.0. Continue circulation for 2 hours. 10.9 Neutralization In continuation of the above process, neutralize system by adding ammonia by pneumatic pump to raise pH 9.5 to 10. 10.10 Passivation “ The aim of passivation is to prevent the metal corrosion since cleaned surfaces are more susceptible. The corrosion can take place at a faster rate. % In continuation of the above process, add 0.5 to 1% of Sodium nitrite for protective passivation layer. Keep circulation for 4-6 hours at 50 + 5 °C uninterrupted during which time pH is regularly tested. * The drained solution is neutralized and disposed-off. 10.11 Final Passivation Aqueous solution of Sodium Nitrite (3%) is circulated through the column and equipment with help of temporary pumping system. Temperature is raised to 90 °C by indirect heating with MP steam. Hot circulation @ 90°C is continued for 48 hour. Concentration of sodium nitrite is maintained at 3% during circulation. Same solution is transferred to next system for passivation if solution quality found to be accepted. Hot circulation @ 130° C for 48 hour is done for Butadiene column (13-CC-141) and associated system only. After passivation complete solution is drained to temporary pit near ETP under Nitrogen for further treatment. Prior to draining passivation solution is concentrated to 50 % of original volume by force evaporation through reboiler 13-EE-133A. + Plant is kept preserved under Nitrogen after completed draining of passivation solution 11. Inspection ‘The assessment of the chemical cleaning result is carried out by visual checks at all connection points of temporary pipelines as well as test coupons to ensure uniform passivation layer. Page 16| 23 12. Neutralization of Effluents Temporary neutralization tank shall be ready for effluent handling. The bottom of the neutralization tank is provided with air agitator arrangement for effective neutralization of the spent acid, After completion of the acid cleaning operation the spent acid will be neutralized with lime and caustic lye. + After completion of final passivation operation the spent solution will be neutralized with Sulphamic acid. “ Treatment of spent Sodium Nitrite solution: Spent Sodium Nitrite solution is collected at temporary pit near ETP. Solution is reacted with Sulphamic acid, During reaction Sodium Nitrite and nitrate convert into Nitrogen and Sodium bi sulphate. Aeration and internal circulation is made continuously to ensure complete reaction. Solution is checked for total nitrite and nitrate concentration. When it drops below 30 ppm it is assumed that reaction is complete. pH of the solution is raised to 9 -10.5 by addition of lime/caustic. After pH correction, aeration and internal circulation is stopped for 24 h setting. Top water is decanted to other pit for further natural evaporation. Sludge is collected in bag after drying and use for secure land filling. 13. Environment 13.1 Transportation of chemicals Chemicals will be shifted from Mumbai. Load safety will be ensured from our (AEPL) and supplier end. Placards will be displayed (Chemicals carrier truck) in the truck and ensure the truck is safe for transporting chemicals in all means. Note: Load safety / placards in M/s.AEPL scope Chemical storage on the field Page 17/23 13.2 13.3 13.4 Chemicals will be stored in 40 feet container (02 Nos) near mixing tank area. Refer note. Citric acid and ammonia will be stored in temporary shed near the mixing tank. Tarpaulin will be laid to protect the soil from chemical spillage, with sand bags on all side to avoid, direct contact of chemicals to sand. Loading / unloading will be done by manually Storage of chemicals in / out 40 feet container will be handled manually with proper PPE’s If case of spillage, it will be neutralized / collect / disposed in neutralization pit. Annexure | Chemical storage off the field As and when the chemical cans are emptied, it will be flushed with the DM water, and drained in the mixing tank. It will be placed back in the same area, Same will be send back to the supplier for re-filling the same chemicals. Solid / crystals / powder chemical bags will collected separately and returned to supplier. Leakages during chemical cleaning process Dip tray will be placed in the leak area, neutralized and disposed in neutralization pit. In case of pinholes, will be plugged with sharp / dry bamboo stick with proper PPE’s. — Annexure 1 In case of cracks, the pipe line will be band with rubber tube / clamped in both the end as required with proper PPE’s — Annexure | Note: M/s.AEPL scope Effluent neutralization and disposal After completion of the acid cleaning operation the spent acid will be neutralized with lime and caustic lye in new Pits (capacity of 2500 M°x 2). Spent acid will be transfer through pump from main system to , New Page 18| 23 13.5.2 14, Chemical cleaning process chart: Pits area by CS Pilpeline. Each pit will have air distribution system for aeration and settling of solid waste. We (AEPL) will drain the total system volume chemical effluents (Acid pickling step followed by DM water Rinse -1) into these pits after each system Acid Pickling and DM water rinse one by one. We (AEPL) will add necessary chemicals to neutralize and adjust the pH value as per M/s Opal requirements. We will give sufficient air for bubbling to ensure settlement of suspended particles in these pits . The decanted solution which will be relatively clear will be tested for PH values in approved laboratory and then be disposed off gradually into the storm water drain after getting desired parameters as required by M/s Opal. Flushing water in other steps of chemical cleaning will be directly discharged in the storm water drain as agreed by M/s Opal. We will follow same procedure for each Loops.
