I will announce the establishment and implementation of the Somali National Covenant a national promise to
our armed forces that we will look after them properly in return for their service and loyal dedication.
Our soldiers will continue to integrate and deploy side by side with their AMISOM partners, who I expect to
withdraw from Somalia within this Presidential term. We acknowledge the great sacrifice made by our African
brothers and our Forces will strive to enable a secure and stable withdrawal by 2020.
In return for the National Covenant, our military must be unified and nationalised under a restructured and
competent Ministry Of Defence focused on delivering the National Covenant. Soldiers will be deployed in
Battalions around Somalia regardless of clan. Somalia has a proud military heritage free from clan interference.
I envisage restoration of integrity and national pride in our police. Our servicemen will be able to do their job and
protect us all without fear or favour. The honour and respect of policing must be restored. We need a police force
trained and equipped and capable of dealing with the 21st century and modern crime but the public must also
live up to their responsibilities towards supporting our police. Police are the embodiment of the authority of the
civil population and we must play our part to restore law and order in our communities.

We must also confront corruption wherever it lies. We must have faith in our security forces, and we must have
total confidence that the rule of law will be applied fairly across all citizens.

insurgency through a Comprehensive Economic Development Programme .
To establish a Reconciliation Commission to address human rights abuses that occurred during the
conflict/ insurgency as well as the fundamental issues that underlie the insurgency.
Stricter control and monitoring over arms possession within locals.
To carry out a national security audit to determine the state of affairs, capacity and capability deficits in our
armed forces, police and other security agencies.
To improve the security forces in return for increases in funding, modernized equipment and more
personnel. They will be kept to new higher standards of accountability, openness and professional
management.
To immediately commence a capacity building initiative for the Somali Police and Armed Forces to improve
their professionalism and service delivery.
To enhance Federal Anti-Terrorism Agency (FATA), with properly trained and professional staff combining
elements of both the Police and the State Security Service, which would be fully accountable to the National
Assembly to conduct anti-terrorism and counterinsurgency.
To establish a Federal Police Complaints Authority and Ombudsman to provide a transparent process for
ordinary Somalis to raise complaints over police conduct.
To promote peaceful and harmonious coexistence by ensuring that Somalis are free to live.
1(II). JUSTICE
VISION
The Rule of Law must be fully and fairly restored within Somalia. The Rule of Law is critical to the restoration of
society. Injustice is the root of our problems and the most significant issue that holds development back. All
citizens must have confidence in a justice system that clearly defines the laws of the land; prosecutes wrongdoing without prejudice; tries and judges the accused without corruption; and imprisons and rehabilitates criminals
in equal measure.
We must apply the rule of law and provide accessible justice with complete equity for all citizens. Community
and clan justice is a burden to us all. It does not apply the law fairly and it wrongly penalises those who live a just
and honourable life, but who must collectively pay for the crimes of others.
My vision within this Presidency is to restore integrity to our justice system. Those who commit crime must feel
the full weight of the law upon them; police must know that the Courts are ready to hear their prosecutions
quickly and fairly; and victims must know that the Courts will protect them.
We must also confront corruption within the Courts. Wealth cannot be allowed to corrupt or pervert the course of
justice. A sense of powerlessness, coupled with extremes of poverty, lies behind much of the discontent and
insecurity in our country. We must restore faith in our institutions and leaders. Key to this will be rebuilding a
strong legal framework and a dispensation based on the Rule of Law .
Guaranteeing Justice and Human Rights. Under my presidency, the law will be a protection for ordinary Somali
people from any form of abuses.
1(III). NATIONAL UNITY AND RECONCILIATION
VISION
In Somalia, the Clan will forever constitute the building blocks of our society and like many other nations around
the world; we will always revere and respect our heritage. But Somalia is strongest when we come together and
work towards a common goal.
It has been essential for clan based politics to ensure equality and fairness as we emerge from our darkest days,
but now as we look to the future; it is holding us back and creating inequality and unfairness of its own. Over and
over again, in our public appointments, competence and qualifications are overlooked in favour of clan equality.
The result is a repeated cycle of failure, replacement and instability. It also reinforces self serving politics that we
so desperately want to change.
My vision is that we build one national identity for all, respectful of our clan heritage but unifying us all socially,
economically and politically.We want to achieve stronger unity among the communities through dialogue and
forgiveness, preserve our way of life and the Somali culture, forming a just society so that all citizens are equal in
the eyes of the law and the nations increasing prosperity can be enjoyed by all. My government will create a
society that is progressive in science and technology; establishing federalism that serves the overall objectives
of the Somali people and create a system that is responsive to the public. Under my presidency, I envisage a
united Somalia through auditing our past and creating platforms to correct past injustices and wrongs. Forcefully
dispossessed properties will be returned to the rightful owners through proper state channels as outlined in our
laws.

To develop human rights-compliant legislative and policy frameworks.
My government will support a comprehensive roadmap for improving the human rights situation in Somalia and
work together with the Office of the High Commissioner for Human Rights.
POLICY

Challenge: Media freedom has become another fatality in Somalia at a time when the media services are most
needed to sell a positive image of the country and highlight the needs on the ground.
We will ensure
My government will act decisively to end intimidation and violence against journalists by state security forces and
other interest groups, like fundamentalist insurgents.
We will stop killings, threats, and arbitrary detention of journalists by according them a conducive working
environment and security.
We will support the setup of media institutes, as well as state of the art studios and encourage a smooth transition in digital media migration and compliance to global trends and Millennium Development Goals in media
industry.
To make sweeping changes to our legislation to strengthen the independence of the judiciary.
To provide stronger checks and balances amongst powers of Somalia Federal Government (justice system,
executive, Human Rights, Media etc.)
To create independent oversight institutions, including a national audit commission.
To create a democratic framework, with the current legislation that produces new arrangements in the
distribution of powers, and a vibrant political system that increases political participation.When
stakeholders are left out and ignored it becomes a recipe for chaos.
To restore good government, effective and efficient public sector. Lawlessness will belong to the past
during my term as president of our beloved country of Somalia.

To use the increased capital spending to fund a massive programme of public works to rebuild and extend
our infrastructure with some projects jointly funded and managed by the private sector through Public
Private Partnerships (PPPs).
To introduce a Comprehensive Economic Development Plan for Somalia to tackle the long-term economic
causes of poverty, insecurity and unrest.
To establish through negotiation and legislation, an Economic Stimulus fund administered by new regional
development agencies focused on providing investment for local value-added production.
To gradually increase spending on social welfare programmes such as health and education.
To Improve efficiency by shifting spending within public agencies from backroom administration to frontline
services guaranteeing that at least 50% will be spent directly on the public.
Establish a Presidential Task Force to reform public services a key role will be to review the number and
functions of agencies to reduce duplication and ensure they are fit for purpose.
Co-ordinate most or all of work of the federal health through a single body Healthcare Somalia that will be
established .
Create six regional development agencies focused on providing investment for value-added manufacturing
and agribusiness.
Reform management of the water sector to create State Water & Sanitation Authorities.
Expand the role of Council of State to become a forum for agreeing joint initiatives between the Federal and
State levels of government.
2. ECONOMIC DEVELOPMENT
VISION
Economic development and the creation of jobs is the true strategy for peace and stability. We can and must
create security in our country, but if our young men and women remain jobless and desperate, if they cannot
feed themselves and their families, if they have no self-respect, they will remain vulnerable to the lure of
criminality and extremism.
So, the first pillar of economic development is our human resource. If we invest in the health and education of
our people, they can all in turn invest in the nation. The second pillar is a secure regulatory and legislative framework. Without trust in our laws, industry and commerce,we cannot invest in our economy and bring the jobs that
we need. The third pillar is infrastructure and energy the two most powerful influences on successful business.
Our economy cannot grow without the energy to power industry and the roads to move efficiently.The fourth and
final pillar is the correct identification of industrial and commercial sectors those with the potential for rapid
exploitation, mass employment and exponential skills growth.
Creating a Value Added Economy
Somalia cannot continue to rely so heavily on donor funding and diaspora remittances. In fact the global economy is already fast changing, and we must fastrack measures to catch up. Value addition in fisheries, livestock,
agribusiness and food processing industries is our goal. These sectors are the key to our future economic
prosperity.
These must be made to grow fast enough to provide over 100,000 new jobs annually. Somalia needs to tackle
our unemployment crisis. Manufacturing is being held back by a lack of available credit to pay for investment,
and our dilapidated infrastructure especially our unreliable and inadequate power supply, which pushes up costs
and makes sensible business planning almost impossible.
The opportunity is clear; We will take advantage of Somalis steadfastness in business and entrepreneurial spirit
by building modern infrastructure, especially in the power sector. We will make it easier and more attractive to
invest in manufacturing and agribusiness. Business and trade is synonymous with ICT development.There are
three main components of connectivity;International connectivity, national backbone network and last mile
access network. The first arrived in Somalia in 2014, but we are still lagging on the other two.
We will develop the economy along free market principles and I will spend the next four years investing in healthcare, education, skills training and creating the infrastructure that supports commercial and industrial growth and
the delivery of sustainable livelihoods and employment. We must start the journey from a micro-economy to a
macro-economy.

My government will lead a Private and Charity Sector Alliance to expand and improve the delivery of
healthcare in Somalia
To enact legislation to establish a Somali National Health Management Service (SNHMS) through which
ALL contributors will channel their health care services and supplies.
The Somali National Health Management Service will provide management and clinical expertise, policy
leadership and direction, improvement and renovation of infrastructure, and singular focus on
ACCESS and QUALITY.
Prioritise Maternal Health and Womens Services, Pediatrics, Mental Health Programme and Prosthetics
Programme among others.
Build a network of local and mobile clinics providing free health services and drugs, with the aim ensuring
that no Somali lives further than 10km from a free clinic.
Improve life expectancy through grass roots National Healthy living Programme which my government
will introduce.
To invest in our future with State provided Primary Education for all Somali children between
5 10 years old.
To Invest in the present with an urgent launch of partnerships to create Technical Colleges and provide
skills training, in line with priority agricultural sectors.
To introduce a National Curriculum Review.
To commit to the eventual eradication of illiteracy by guaranteeing and enforcing nine (9) years of
compulsory basic education to every Somali child, as the minimum level of formal education.
This commitment includes Nomadic and other special education.
To reinvigorate technical and vocational education nationwide by giving adequate material support to
schools. This implies the review of the current education system and curriculum.
To Introduce a National core curriculum for public schools, setting minimum standards.
To prioritize the improvement in quality and quantity of teachers and education professionals with improved
infrastructural facilities, enhanced working environment, better conditions of service and merit-based
reward systems in recognition of their foundational and critical nation building responsibilities.
Primary Education:We will decentralize management of primary schools to parents and communities.
Undertake a major national programme of secondary school construction and repair funded through Public
Private Partnerships.
Raise the transition rate from primary to secondary schools .
To improve anti-discriminatory legislation to afford women equality and equity in employment, education
and housing. My government will Institute merit-based affirmative action in employment.
To include gender as a component of federal character, and appoint a Minister for Women and Gender in
the Office of the President to oversee the implementation of our gender equality and equity.
To enforce legal protection for the fundamental rights of the girl-child in all areas of religious, social and
economic life, protecting her right to life, to shelter, and to choice.
To provide women with legal protection from domestic violence and sexual harassment.
To foster for an ideal environment for young people to learn, grow and contribute thus supporting them to
move into responsible adulthood without violence. Recognition and award of the individual young persons
outstanding performance to initiate change and to interact with wider society socially and economically. My
government will introduce a rewarding system.
Foreign Ministry to coordinate all (non-security) foreign government and charity aid.
Focus international support on health, education, skills training and livelihood .
Develop greater regional East African unity and participation.
Establish a realistic exit strategy for Security partners.
Establish formal trade agreements with cooperative partners.
Make Somali national interest the overriding factor in foreign policy and relations. Trade, Regionalism and

Play a leading role in accelerating implementation of regional integration initiatives of EAC.
Simplify Immigration procedures to allow for faster application and issuance of visas .
And to those Somalis who never left, we have nothing to fear and everything to gain from welcoming our lost
brothers and sisters back home.I envisage a steady trickle of Somalis back home to our home country as my
government will level the playing field.

To establish Diaspora Outreach Offices around the world providing information and persuasion.
To establish a comprehensive jobs register and database accessible online and offering opportunities in
both public and private sectors as we create 100,000 jobs each year..
To establish in due course a Resettlement Fund, in partnership with the international donors, to provide a
return package that helps young Somali diaspora to find accommodation and take that first step to coming
home.
To establish a National Voluntary Knowledge Sharing Programme requiring all returning diaspora to give
two days per month to teach or train others in their field of expertise especially in technical fields. This will
be a patriotic form of giving to society through apprenticeship .
The resettlement of returnees from Kenya over 4 years & closure of Dadaab Camp.
The resettlement of refugees from Ethiopia and Yemen and the closure of Camps.
The reintegration of internally displaced people back into society and restoration of a dignified life through
livelihood co-operatives training and resource provision.

My Government will strive to put Somalia back on the world map. Our strength lies in our uniqueness
VISION
My government will take up the enormous task of marketing Brand Somalia. A secure Somalia will become a
tourist destination. Somali will be marketed as a stable country. Foreigners will recommend it to others as a safe
haven. Many militant groupings and insurgents spread across the country will be a thing of the past. conflict will
be history. A secure Somalia will become great again.

Quarter of the worlds camel population is in Somalia! They have immense benefits.
Somalia has the longest coastline in Africa; over 3000km! Natures most beautiful virgin and unexplored
beaches.
Somalia has capacity of a rich nation. Somalia is a country which is economically very potent. Exports
precious stones, cattle, leather. The country has a potential of being a very rich country.
90% of worlds Myrrh and Frankincense is produced by Somalia. Their resins are one of the best you will
find in the international market. They can be used for health purposes. It is used to cure gum diseases, skin
diseases, digestion problems, etc.
Somalia has enormous potential in marine, fisheries and tourism owing to our coastline.

REFORM
A GOVERNMENT YOU CAN TRUST
In the last 5 years, the Federal Government of Somalia has become a by-word for incompetent, stagnant and
sustaining the status quo. Public resources have been grossly mismanaged and there has been a steady decline
in its ability to address the myriad of socio-economic and political challenges that has reduced the Human
Security of Somalis to an untenable level. There is a high level of distrust of the populace towards the government which threatens the legitimacy and survival of the current dispensation.
Somalia has always suffered from the scourge of insecurity, poverty and corruption. My able team is proud of its
leadership role in fighting insecurity and poverty which reinforce each other. Somalia is consistently ranked as
one of the most, corrupted, insecure and poor country in the world according to many reports we must eliminate this badge of shame.
There is an urgent need to institute radical reform of the Somali Government based on Good Governance
precepts transparency, accountability, fiscal responsibility, the Rule of Law, human rights, civil and political
liberties.
We must install a government whose leaders are responsive to the needs of Somali citizens and delivering
effective and efficient services to citizens equitably in all the three branches of our governance realm the
executive, judiciary and the legislature. We cannot achieve these reforms without strengthening our public
institutions and away from the Strong Men model, which has devastated our economy and institutions.
Meritocracy should be instituted , practiced and maintained at all levels.
My presidency will not only clean up our government, we will reshape it reforming and strengthening the law
enforcement agencies, in order to ensure that in performing their functions, they are guided by the Rule of Law
and respect for the constitutional and Human Rights of all citizens. The culture of impunity by the Law Enforcement agencies will not be tolerated under my able teams administration.
We pledge to bring more accountability and transparency to all our governments. This will be the hallmark of my
teams vision and mission. We will devolve more revenue and powers, such as policing to the States and Local
Governments so that decision making is closer to the people. We pledge to bring the government closer to the
people through fiscal and political decentralization, including local policing.
My intention has been to develop a set of guiding principles based on the needs of all Somalis on how to
collectively chart our future as a people and our destiny as a nation. I am pleased to present this manifesto and
invite you to share our perspective on how we can come together to free our country from Poverty, donor dependence and post conflict wars.
Our Manifesto is different. We have clearly stated what we will deliver to Somalia when elected into office.
