The challenge facing us as Somalis is whether
we have the will and courage to unite & make
radical reform, modernize and move our nation
forward by creating positive narratives and stop
looking back to the civil conflict era. It is no
longer a question of choice but of will and courage! This Manifesto outlines my side of the
social contract with the Somali people; what I
will do to change Somalia. I cannot do it on my
own; I need the Somali peoples consent and
participation.

My message to all Somalis, wherever you are;
Somalia is resurgent and coming back to the horizon. We Somalis are hard at work, rebuilding and
regenerating our country and we, from all around the world are shifting our thoughts to help ourselves
this optimism underpins my positive outlook towards our future.
For this resurgence to be sustained, the forthcoming political cycle MUST respond to this bright future
that avails a lot of opportunities, and deliver effective security and good governance.
Business can only flourish and deliver the jobs and economic growth that we need within a secure
country and a secure regulatory environment. The next government must be technically capable of
delivering this.
Governance and politics must cease to be self-serving and determinedly serve the national interest and
for the good of all.
I want to be President of our great country because I have the experience and skills to deliver the
technically competent, corruption-free governance that our country so critically needs.
Our country is at crossroads and there are only two ways, either to go back and continue same political
mindset whereby self-serving politicians manipulate our people or to embrace paradigm shift and break
that cycle.

FLAGSHIP POLICIES
Security
A National Covenant for our Military Forces and Police Fopay salaries and provide accommodation,
uniform, food, equipment, medical services, Disability/death compensation, pension and training.
Jobs
My government will embark on an ambitious plan to create over 100,000 jobs per year within Somalia
with an elaborate economic development plan. We will Incentivize and facilitate business and investment - all tax rates under 20%.
Social Investment
My government will invest in our future with State provided Primary Education for all Somali children
between 5 10 years, repairing old buildings and equipping schools. The ultimate goal being free
education upto secondary level. Subsidised healthcare for the poor, while youth and sports will be
given a priority with a clear roadmap.
Reconciliation & Governance
Top on our agenda will be a national reconciliation where no Somali will be left out. A bottom-up
approach, starting with neighboring clans and subclans and up to regional and national level. A resettlement of refugees & IDPs and engagement with our Diaspo-ra by facilitating their attractive return
home again.

MY VISION FOR THE PRESIDENCY OF SOMALIA


An Honest Contract with Somalia.
The challenge facing us as Somalis is whether we have the will and courage to unite to radically

a question of choice but of will and courage!
This Manifesto outlines my side of the social contract with the people; what I will do to change
Somalia. I cannot do it on my own; I need the Somali peoples consent and participation. We
need to join together as one nation, one people and pull in one direction.
My Presidency will be about the future: prioritizing security, healthcare, education, Economic
revival and growth, skills and jobs the foundation stones of sustainable security and stability.
If our people are healthy, educated and skilled, they can work and take our country forward. If our
economy has jobs, our families can have economic security without a constant and desperate
struggle. We can prevent our vulnerable, disconnected young men from falling prey to the lure of
criminality, extremism, terrorism and disillusioned illicit flight to foreign countries in search of
greener pasture and better life.
My team will spend the next four years investing in security sector, economic recovery, skills
training and creating the infrastructure that will enable commerce and industry to establish and
deliver jobs. Agriculture, livestock, fishing, mining, renew-able energy, oil and gas, manufacturing
all of these industries have the potential to ignite Somalias economy. There are already blueprints
of previous infrastructures that we can easily start with.
Effective governance and the development of a secure and clear regulatory playing field are critical
to unlocking our commercial potential. It is time to set Somalia on a path to normality, modernity
and prosperity for all Somalis.

1(I).SECURITY ARMED FORCES POLICING AND SECURITY AGENCIES (RESTRUCTURING)


VISION
My vision is to secure the sovereignty and territorial integrity of Somalia on both land and sea and deliver effective security for all people against unwanted international intrusion, crime, terrorism and violent extremism.
Keeping Somalia safe while redeeming Somalias image Internationally is my goal.
Our neighbors are expending life and money protecting themselves from lawlessness stemming from Somalia. It
is time to stand on our own feet and establish a secure and peaceful nation. Somalia has a proud military
heritage free from clan interference and I intend to restore the integrity and national pride in our Armed Forces
and enable them to do their job and protect us all without fear or favour. While addressing the fundamental
causes of insecurity such as poverty and disempowerment, we also need to put in place a robust and well
thought out Security Sector reform which includes effectiveness and efficiency of this sector based on respect
for Human Rights and Fundamental Civil and Political Liberties.
My government will ensure that our security and Law Enforcement agencies are fit and ready to meet 21st
century security challenges.We will also seek to play a full and leading role in promoting regional security in the
Horn and Eastern Africa and the continent as a whole, including championing the establishment of the proposed
African Standby Force by the AU.

I will announce the establishment and implementation of the Somali National Covenant a national promise to
our armed forces that we will look after them properly in return for their service and loyal dedication.
Our soldiers will continue to integrate and deploy side by side with their AMISOM partners, who I expect to
withdraw from Somalia within this Presidential term. We acknowledge the great sacrifice made by our African
brothers and our Forces will strive to enable a secure and stable withdrawal by 2020.
In return for the National Covenant, our military must be unified and nationalised under a restructured and
competent Ministry Of Defence focused on delivering the National Covenant. Soldiers will be deployed in
Battalions around Somalia regardless of clan. Somalia has a proud military heritage free from clan interference.
I envisage restoration of integrity and national pride in our police. Our servicemen will be able to do their job and
protect us all without fear or favour. The honour and respect of policing must be restored. We need a police force
trained and equipped and capable of dealing with the 21st century and modern crime but the public must also
live up to their responsibilities towards supporting our police. Police are the embodiment of the authority of the
civil population and we must play our part to restore law and order in our communities.
I will announce the establishment and implementation of the Somali National Covenant a national promise to
our police forces that we will look after them properly in return for their service and loyal dedication.
We must also confront corruption wherever it lies. We must have faith in our security forces, and we must have
total confidence that the rule of law will be applied fairly across all citizens.

To immediately commence a capacity building initiative for the Somali Police and Armed Forces to improve
their professionalism and service delivery.
To enhance Federal Anti-Terrorism Agency (FATA), with properly trained and professional staff combining
elements of both the Police and the State Security Service, which would be fully accountable to the National
Assembly to conduct anti-terrorism and counterinsurgency.
To establish a Federal Police Complaints Authority and Ombudsman to provide a transparent process for
ordinary Somalis to raise complaints over police conduct.
To promote peaceful and harmonious coexistence by ensuring that Somalis are free to live.

1(II). JUSTICE
VISION
The Rule of Law must be fully and fairly restored within Somalia. The Rule of Law is critical to the restoration of
society. Injustice is the root of our problems and the most significant issue that holds development back. All
citizens must have confidence in a justice system that clearly defines the laws of the land; prosecutes wrongdoing without prejudice; tries and judges the accused without corruption; and imprisons and rehabilitates criminals
in equal measure.
We must apply the rule of law and provide accessible justice with complete equity for all citizens. Community
and clan justice is a burden to us all. It does not apply the law fairly and it wrongly penalises those who live a just
and honourable life, but who must collectively pay for the crimes of others.
My vision within this Presidency is to restore integrity to our justice system. Those who commit crime must feel
the full weight of the law upon them; police must know that the Courts are ready to hear their prosecutions
quickly and fairly; and victims must know that the Courts will protect them.
We must also confront corruption within the Courts. Wealth cannot be allowed to corrupt or pervert the course of
justice. A sense of powerlessness, coupled with extremes of poverty, lies behind much of the discontent and
insecurity in our country. We must restore faith in our institutions and leaders. Key to this will be rebuilding a
strong legal framework and a dispensation based on the Rule of Law .
Guaranteeing Justice and Human Rights. Under my presidency, the law will be a protection for ordinary Somali
people from any form of abuses.
1(III). NATIONAL UNITY AND RECONCILIATION
VISION
In Somalia, the Clan will forever constitute the building blocks of our society and like many other nations around
the world; we will always revere and respect our heritage. But Somalia is strongest when we come together and
work towards a common goal.
It has been essential for clan based politics to ensure equality and fairness as we emerge from our darkest days,
but now as we look to the future; it is holding us back and creating inequality and unfairness of its own. Over and
over again, in our public appointments, competence and qualifications are overlooked in favour of clan equality.
The result is a repeated cycle of failure, replacement and instability. It also reinforces self serving politics that we
so desperately want to change.
My vision is that we build one national identity for all, respectful of our clan heritage but unifying us all socially,
economically and politically.We want to achieve stronger unity among the communities through dialogue and
forgiveness, preserve our way of life and the Somali culture, forming a just society so that all citizens are equal in
the eyes of the law and the nations increasing prosperity can be enjoyed by all. My government will create a
society that is progressive in science and technology; establishing federalism that serves the overall objectives
of the Somali people and create a system that is responsive to the public. Under my presidency, I envisage a
united Somalia through auditing our past and creating platforms to correct past injustices and wrongs. Forcefully
dispossessed properties will be returned to the rightful owners through proper state channels as outlined in our
laws.

1(IV). HUMAN RIGHTS


In Somalia we have suffered a human rights crisis for over two decades, characterized by serious violations of
human rights and humanitarian law. My government envisages protection of civilians in the context of any would
be conflict, combined with transparency and accountability.
The lack of rule of law and the climate of insecurity has created an environment in which certain categories of
professionals, such as journalists and judges, are increasingly targeted for extrajudicial killings. An entire generation has grown up without access to education and the country as a whole suffers from a lack of knowledge
about human rights. Women and childrens rights are routinely violated.
The collapse of the humanitarian situation has further aggravated the human rights crisis and resulted in massive
displacement of Somalis into Government-controlled territories(camps) and across the borders into Yemen,Ethiopia and Kenya. The vulnerability of the displaced has raised acute protection concerns.
My presidency envisages a reversal of these movements through a comprehensive plan to create a home for the
refugees and IDPs within our borders.

To develop human rights-compliant legislative and policy frameworks.

My government will support a comprehensive roadmap for improving the human rights situation in Somalia and
work together with the Office of the High Commissioner for Human Rights.

Challenge: Media freedom has become another fatality in Somalia at a time when the media services are most
needed to sell a positive image of the country and highlight the needs on the ground.
We will ensure
My government will act decisively to end intimidation and violence against journalists by state security forces and
other interest groups, like fundamentalist insurgents.
We will stop killings, threats, and arbitrary detention of journalists by according them a conducive working
environment and security.
We will support the setup of media institutes, as well as state of the art studios and encourage a smooth transition in digital media migration and compliance to global trends and Millennium Development Goals in media
industry.

1(V). GOOD GOVERNANCE & POLITICAL REFORM


My government envisages a new political reform agenda that strengthens democracy and enhances human
rights protection in order to virtually create a new society and policy in the new Somalia.
Restoring Good Governance, Effective and Efficient Public Sector
My presidency envisions honesty, meritocracy and patriotism in our public sector with the right kinds of incentives and performance indicators for measuring results. The lack of rule of law and the climate of insecurity has

To make sweeping changes to our legislation to strengthen the independence of the judiciary.
To provide stronger checks and balances amongst powers of Somalia Federal Government (justice system,
executive, Human Rights, Media etc.)
To create independent oversight institutions, including a national audit commission.
To create a democratic framework, with the current legislation that produces new arrangements in the
distribution of powers, and a vibrant political system that increases political participation.When
stakeholders are left out and ignored it becomes a recipe for chaos.
To restore good government, effective and efficient public sector. Lawlessness will belong to the past
during my term as president of our beloved country of Somalia.

Reforming the public sector.


Reforming the public sector to produce an effective and efficient administration will be a key component of my
governments reform agenda. It entails effective and efficient service delivery and accountability of public
resources. Stopping and fighting corruption is vital to our national well being. We must restore the ethos of hard
work, integrity, honesty, meritocracy and patriotism in our public sector with the right kinds of incentives and
performance indicators for measuring results.
Public Financial Management.
Somalia has been both blessed and cursed by our natural resources. However, much of this wealth has been
squandered via insecurity, corruption, mismanagement, inefficiency, poverty and waste.
A disproportionate percentage of these revenues have been spent on misplaced priorities, with a lack of transparency and austerity measures. There has been no government investment on our aging infrastructure, while a
huge chunk of government spending is unaccounted for.
My government will set about the urgent task of getting Somalias public finances in order, by tackling the
massive waste, duplication and corruption in the system, diversifying the economy and expanding our tax base
to increase revenues, and reprioritizing public spending away from bureaucracy towards investment in security,
education, agriculture, ICT and infrastructure .
My government will carry out an audit and introduce through legislation a registry to streamline agencies and
increase accountability , hence efficiency and service delivery to ordinary Somalis.

Public Spending

To use the increased capital spending to fund a massive programme of public works to rebuild and extend
our infrastructure with some projects jointly funded and managed by the private sector through Public
Private Partnerships (PPPs).
To introduce a Comprehensive Economic Development Plan for Somalia to tackle the long-term economic
causes of poverty, insecurity and unrest.
To establish through negotiation and legislation, an Economic Stimulus fund administered by new regional
development agencies focused on providing investment for local value-added production.
To gradually increase spending on social welfare programmes such as health and education.
To Improve efficiency by shifting spending within public agencies from backroom administration to frontline
services guaranteeing that at least 50% will be spent directly on the public.

Towards a lean and effective government

functions of agencies to reduce duplication and ensure they are fit for purpose.
Co-ordinate most or all of work of the federal health through a single body Healthcare Somalia that will be
established .
Create six regional development agencies focused on providing investment for value-added manufacturing
and agribusiness.
Reform management of the water sector to create State Water & Sanitation Authorities.
Expand the role of Council of State to become a forum for agreeing joint initiatives between the Federal and
State levels of government.

2. ECONOMIC DEVELOPMENT
VISION
Economic development and the creation of jobs is the true strategy for peace and stability. We can and must
create security in our country, but if our young men and women remain jobless and desperate, if they cannot
feed themselves and their families, if they have no self-respect, they will remain vulnerable to the lure of
criminality and extremism.
So, the first pillar of economic development is our human resource. If we invest in the health and education of
our people, they can all in turn invest in the nation. The second pillar is a secure regulatory and legislative framework. Without trust in our laws, industry and commerce,we cannot invest in our economy and bring the jobs that
we need. The third pillar is infrastructure and energy the two most powerful influences on successful business.
Our economy cannot grow without the energy to power industry and the roads to move efficiently.The fourth and
final pillar is the correct identification of industrial and commercial sectors those with the potential for rapid
exploitation, mass employment and exponential skills growth.
Creating a Value Added Economy
Somalia cannot continue to rely so heavily on donor funding and diaspora remittances. In fact the global economy is already fast changing, and we must fastrack measures to catch up. Value addition in fisheries, livestock,
agribusiness and food processing industries is our goal. These sectors are the key to our future economic
prosperity.
These must be made to grow fast enough to provide over 100,000 new jobs annually. Somalia needs to tackle
our unemployment crisis. Manufacturing is being held back by a lack of available credit to pay for investment,
and our dilapidated infrastructure especially our unreliable and inadequate power supply, which pushes up costs
and makes sensible business planning almost impossible.
The opportunity is clear; We will take advantage of Somalis steadfastness in business and entrepreneurial spirit
by building modern infrastructure, especially in the power sector. We will make it easier and more attractive to
invest in manufacturing and agribusiness. Business and trade is synonymous with ICT development.There are
three main components of connectivity;International connectivity, national backbone network and last mile
access network. The first arrived in Somalia in 2014, but we are still lagging on the other two.
We will develop the economy along free market principles and I will spend the next four years investing in healthcare, education, skills training and creating the infrastructure that supports commercial and industrial growth and
the delivery of sustainable livelihoods and employment. We must start the journey from a micro-economy to a
macro-economy.

Guarantee property rights to encourage investments & create a national property registry.

advisory services.
Protect & respect labourers rights to organize, guaranteeing rights to collective bargaining.
Promote new skills; equip our youths for a modern economy through a network of Local Technology

2(I). TRADE AND INDUSTRY


VISION
We are a nation of tradesmen and entrepreneurs possibly Somalis are the most naturally gifted businessmen
anywhere on the planet.It is my vision, therefore, over the next four years, to see the foundation laid for a huge
uplift in viable Somali commerce and industry.
My presidency will spearhead potential in agriculture, livestock, fishing, mining, renewable energy, oil , gas,
construction, technology , telecoms and manufacturing sectors to ignite Somalias economy.
My government envisages unlocking the potential for over 400,000 sustainable jobs in Somalia over the next four
years. My government will enhance value addition in agribusiness.

2(II). FINANCE, TAX AND BANKING REFORM


VISION
I envisage a proper tax system for Somalia. No country survives without a sound tax system.Taxes are vital to
support the infrastructure that citizens rely on at the local, state and federal levels. Our taxes will support security
, national defense programs, roadway construction, social service programs, public health and education.
Without taxpayer support, many of these programs cannot properly exist.
As per today, we do not have a proper tax collection system in Somalia. Only few border points, such as the
ports and airports collect scanty tax.
There is no proper accountability system in place to ensure the right use of the tax collected.
We need a sound banking system to ignite the investment landscape in Somalia. Businesses need capital to
establish ,grow and create jobs.

Clear rules & regulations for land and property ownership is the foundation of a stable society.
Disputes over land, its ownership and utility, hold back growth and development of the nation . Without certainty
of ownership, investment becomes impossible. Disputes dating back over the past 27 years must also be swiftly
resolved and properties either returned to their rightful owners or sold responsibly and legitimately.
As Somalia returns to normalcy, the population will grow and develop land. My government will take charge of
planning and development to ensure progress.We will ensure urban development, takes place in a strategic and
sustainable manner.
Mapping and a National Land Registry will be critical and fundamental to this process. We must also enhance
our urban planning capability and determine a National Development Strategy, assigning areas of land to appropriate types of development. Land ownership in Somalia will be established on the principles of Lease-hold.

3. (I). HEALTH :HEALTHCARE FOR ALL


VISION
After two decades of civil war and institutional chaos, the health of the nation has been in a desperate state.
Whether through war or injury or simply the lack of accessible health care, the incidence of physical and mental
health problems is far too high.The primary cause of the problem is the lack of available/ accessible / affordable
healthcare. Hospitals and clinics around the country have closed or fallen apart.
My government will have a duty to ensure that its people are fit and healthy most particularly so that they can
find and maintain employment and look after themselves and their families. There is no dignity in long term illness
and unemployment and it is a priority for my Presidency to dramatically improve access to affordable healthcare.
Mental Health & Psycho-social wellness
We must also acknowledge and urgently address the crisis in our mental health in Somalia. Physical wounds can
be seen and healed. But a generation of children and young adults have grown up scarred by brutality, violence
and destitution. True national recovery begins with us all and we must help those who suffer in silence.
I will target resource allocation, private partnerships and international interventions .
Far too many Somalis die from easily treatable diseases, and what should be routine treatments often end in
death. Furthermore, at the current state of affairs, Somalia is set to miss attaining Millennium Development Goal
targets.
The statistics speak for themselves, and will be a basis of my strategic Interventions.
According to WHO statistics, our Maternal Mortality Rate is 732 deaths of mothers for 100,000 live births while
infant Mortality Rate is 96.6 deaths/1,000 live births.Healthcare management is wanting as only about 3% of the
population has a health insurance . My government will strive to create an enabling environment to ensure all
avoidable deaths within health limits are stopped completely. I envisage significantly bringing down mortality
rates with increased healthcare provision.

My government will lead a Private and Charity Sector Alliance to expand and improve the delivery of
healthcare in Somalia
To enact legislation to establish a Somali National Health Management Service (SNHMS) through which
ALL contributors will channel their health care services and supplies.
The Somali National Health Management Service will provide management and clinical expertise, policy
leadership and direction, improvement and renovation of infrastructure, and singular focus on
ACCESS and QUALITY.
Prioritise Maternal Health and Womens Services, Pediatrics, Mental Health Programme and Prosthetics
Programme among others.
Build a network of local and mobile clinics providing free health services and drugs, with the aim ensuring
that no Somali lives further than 10km from a free clinic.
Improve life expectancy through grass roots National Healthy living Programme which my government
will introduce.

Training and health infrastructure.


Training Institutions are inexistent; standards and care are often poor.Sadly, the best healthcare in Somalia
remains a plane ticket abroad! My government will reverse this unfortunate trend by establishing a health
services infrastructure. Supporting training and equipping the available facilities will remain my governments
priority in the first term.
Preventive Care.
My government will modernise our healthcare system where every citizen will have access to the basic health
services. Our first focus will be on preventive care, as it is cheaper and easier to stop people becoming ill than
curative care .I will strive to introduce mobile clinics to take healthcare to the common Somali person on location.
Our preventive strategy will be based on a new network of local-level community health workers and midwives.
We recognize the urgent and immediate need for more public health officers, for more access to clean water and
for cleaning the environment to make it disease-free.
3(II). EDUCATION AND SKILLS
VISION
My vision is to restore Somalias once renowned education system, from primary to tertiary level, as a right for
every Somali child, so that our population develops the education and skills at every level to support rebuilding of
our economy. Education is critical in this modern world and Somalis cannot afford to fall any further behind.
We must start to look ahead to the emergence of the next generation those who will develop and grow Somalia
to the next level.
My government will take a lead in education and it will do so starting at the free primary school level. Eventually
we will target free Secondary education, then tertiary education.
Guaranteeing Free Education
My government will help parents who are lovingly rearing the much needed next generation, and many of whom
cannot afford education for their children. The objective of our education plan is to first eradicate illiteracy and
simultaneously develop a skilled and talented workforce that can get Somalia back to work, produce quality
goods and services, employ the larger population and thus reduce unemployment drastically.

A fair Deal for Women ,Youths and Persons with Disabilities
Women are the backbone of our Somali society. Issues that matter to the average Somali woman cut across the
spectrum of policy areas, such as agriculture where they predominate as farmers and farm labour and health
and education where their concern for their children are paramount. Persons with physical disabilities are
currently not catered for in Somalia. They are not given any special attention to help overcome their physical
challenges and contribute more meaningfully to society and nation building.My presidency will adress this in
word and in deed.
No society can progress where half of its population suffers systemic discrimination. My government will seek to
end all forms of gender and physical discrimination in both the public and private sectors in education, employment and housing and also in protection of equal property rights.

of special needs schools and followup of their progress .

Foreign Policy, International Relations and Trade
My presidency envisages a strong, more engaged and influential Somalia. Somalia is indebted to the exceptional
effort and sacrifice made over the past decade to restore peace and stability to our country. Whilst in so many
other efforts around the world, success has been limited, there can be no doubt that in Somalia success is
tangible and we are making huge progress towards our total reintegration into the global family of nations.
Our foreign policy divides into regional, continental and international spheres.
My government will seek collaboration in security, trade, health, education and livelihood development. Our
foreign policy will be founded upon the principles of zero conflict, zero confrontation. My government will seek
to establish cooperation and collaboration with the international community based upon mutual respect and
practical delivery of non-dependent support, such as livelihood resources, skills training, and practical sustainable support projects.
The support of the world is greatly appreciated but must now be coordinated and channelled more efficiently and
more in line with the development strategy of the Somali nation, rather than in accordance with their own aid
objectives.We will work to ensure Somalia reclaims its rightful leadership role and influence on the continental
and global scene. My presidency will restore our reputation.

4(II). SOMALI DIASPORA


VISION
In 1992 an exodus of Somalis began that left over 1million of our people scattered across the world rebuilding
broken lives, struggling with new languages and very different cultures.
Resilience:
Being Somalis, they integrated quickly, re-educated determinedly, found jobs and raised families simultaneously
respectful of their new communities and steeped in their own traditions . An entire generation of Somalis have
been born and raised in other countries, but whilst the diaspora may have been far away, they never forgot who
they were or where they came from.
There are approximately 1,000,000 young Somalis between 20 40 years of age who possess education,
knowledge, experience, expertise, wealth and energy. Somalia needs that right now. Somalia needs its diaspora
to come home and rebuild their country. My vision is to reverse the brain drain and attract highly qualified and
competent people from the Somali diaspora back to Somalia in both public service and commercial ventures. My
presidency will turn the current trickle into a tidal wave of energy & expertise crashing onto the Somali shore.

And to those Somalis who never left, we have nothing to fear and everything to gain from welcoming our lost

return package that helps young Somali diaspora to find accommodation and take that first step to coming
home.
To establish a National Voluntary Knowledge Sharing Programme requiring all returning diaspora to give
two days per month to teach or train others in their field of expertise especially in technical fields. This will
be a patriotic form of giving to society through apprenticeship .

4(III). RESETTLEMENT OF REFUGEES AND IDPs


VISION
Somalis are Somalis wherever they are. None shall be forgotten; none shall be left behind. The past has been
detrimental to the poorest and the most vulnerable the most. Those least able to escape have been abandoned
to a life of survival, pushed around by armies desperate to escape the conflict and its effects.
Under my Presidency, I aim to responsibly and sustainably resettle refugees to Somalia, and restore IDPs to a
dignified life. It is our duty as a nation to help the weakest and those least able to support themselves. It is the
basic measure of our society: neither as families, nor as a nation, do we tolerate abandonment.

5. ENVIRONMENT AND RENEWABLE ENERGY


VISION
The true environmental cost of the Somali civil war is only now becoming clear. Entire forests have been stripped
to make and sell charcoal, but, most gravely, we also discovered that illegal dumping of toxic chemical waste has
taken place all along our invaluable coastline. Deforestation has been rampant. Global warming is a universal
reality. My presidency envisages proper mitigation with expert guidance that will lead to a steady reversal of all
these negative trends.

We ought to take immediate action to arrest any further environmental damage.
Somalia possesses such enormous sustainable potential for solar, wind and tidal power generation that we can
develop through renewable energy sources and enjoy the cost savings at an individual and national level.

REFORM
A GOVERNMENT YOU CAN TRUST
In the last 5 years, the Federal Government of Somalia has become a by-word for incompetent, stagnant and
sustaining the status quo. Public resources have been grossly mismanaged and there has been a steady decline
in its ability to address the myriad of socio-economic and political challenges that has reduced the Human
Security of Somalis to an untenable level. There is a high level of distrust of the populace towards the government which threatens the legitimacy and survival of the current dispensation.
Somalia has always suffered from the scourge of insecurity, poverty and corruption. My able team is proud of its
leadership role in fighting insecurity and poverty which reinforce each other. Somalia is consistently ranked as
one of the most, corrupted, insecure and poor country in the world according to many reports we must eliminate this badge of shame.
There is an urgent need to institute radical reform of the Somali Government based on Good Governance
precepts transparency, accountability, fiscal responsibility, the Rule of Law, human rights, civil and political
liberties.
We must install a government whose leaders are responsive to the needs of Somali citizens and delivering
effective and efficient services to citizens equitably in all the three branches of our governance realm the
executive, judiciary and the legislature. We cannot achieve these reforms without strengthening our public
institutions and away from the Strong Men model, which has devastated our economy and institutions.
Meritocracy should be instituted , practiced and maintained at all levels.
My presidency will not only clean up our government, we will reshape it reforming and strengthening the law
enforcement agencies, in order to ensure that in performing their functions, they are guided by the Rule of Law
and respect for the constitutional and Human Rights of all citizens. The culture of impunity by the Law Enforcement agencies will not be tolerated under my able teams administration.
We pledge to bring more accountability and transparency to all our governments. This will be the hallmark of my
teams vision and mission. We will devolve more revenue and powers, such as policing to the States and Local
Governments so that decision making is closer to the people. We pledge to bring the government closer to the
people through fiscal and political decentralization, including local policing.
My intention has been to develop a set of guiding principles based on the needs of all Somalis on how to
collectively chart our future as a people and our destiny as a nation. I am pleased to present this manifesto and
invite you to share our perspective on how we can come together to free our country from Poverty, donor dependence and post conflict wars.
Our Manifesto is different. We have clearly stated what we will deliver to Somalia when elected into office.
