General presentation of the town


Location
Bile Herculane is the oldest spa in Romania and one of the oldest in the world,
the geography and history generating each other. According to Government
Decision (GD) 852/2008 on approving norms and criteria for attesting touristic
resorts, Bile Herculane is included in the category of national interest touristic
resorts.
Bile Herculane resort has a comparative advantage due to the location and it is
placed, from cultural point of view, in an area where there merge the culture of
Banat, Oltenia and Transylvania. From geographical point of view it is close to the
border of Serbia, at approximately two hours distance from Traian Vuia
Intrenational Airport, and at 40 minutes away from Orsova, the entrance point
from the Danube

The Bile Herculane resort stands for a major benchmark on national level, from
the point of view of geographic location, for the appealing environment and
mountain-temperate climate, for its active and valuable balneoclimateric (spa)
resources and, the expertise and diversity in the successful health care of a wide
range of disorders and diseases, with the help of natural procedures. The
cultural-historical values are well-known not only at national level, but they are
still mentioned in some international touristic guides. Despite all these, the
health care equipments are, most of all, aged, and the medical personnel, fewer
and fewer in number, is looking for better paid working places in similar
localities, or, most of all, abroad.
The historic buildings especially hotels and health care centres, with high
potential and heritage value, are degrading not only due to natural causes, but
also due to property-related issues (transfers, obstructions etc.), to the lack of
funds, to issues related to the modernization and maintenance costs (especially
regarding the thermal heating during the cold season), mismanagement and
poorly trained personnel.
The management of the heritage constructions, the historical development at
micro-management level and the property structure complexity seem to actually
hinder a mutual approach. The situation is similar to the one in Domogled Valea
Cernei National Park. One solution would be to establish a new management
structure under the Town Hall management and a public/private partnership for
tourism, with a board and executive attributions for creating a corporative
identity at regional level (signalectics, harmonizing information between Bile
Herculane and Domogled National Park) and marketing.
A major aspect in the hotel infrastrucure with implications on the economic
situation is related to the heating issue. Not only that the new buildings have to
respect new building standards, the thermal rehabilitation and the restoration of
ancient buildings needs stimulated, but the municipality has to put back into
service the central heating system. The first step should include the hotels.
According to the European SPAs Association (ESPA), the fundamental framework
for the SPA industry is, first of all, the use of natural resources (including here a
healthy climate), combined with a significant contribution through medical care
and a complex approach of therapeutical visits (Human Geographies Journal of
Studies and Research in Human Geography, 2011, 5.2.; p. 41-56);
In order to motivate foreign tourists to visit SPAs and for the latter to become a
secondary attraction, it is necessary to (re)create other factors, such as
rehabilitation of the historical urban fabric and to use hinterland with its
valuable and beautiful landscapes (as it is the case in Sibiu).
For Bile Herculane to be able to offer a complex SPA and tourism system, it is
necessary for Bile Herculane not to be considered isolately, but also to take into
consideration components that include the 3 counties in the influence area of
Bile Herculane, its hinterland and to involve key-actors in order to create a

mutual approach (therea are actually estimated about 8 rural communities and 3
towns).
Main development aspects
In the last years, through efforts made by the local government and by some
entrepreneurs, Bile Herculane benefit of important financing for repairing the
urban infrastructure and for rehabilitating public and private historical buildings.
Besides this, new boarding houses and villas have been built.
On the level of strategic planning, a new General Urban Plan for Bile Herculane
is being elaborated, correlated with relevant economic development and
territorial strategies. The resort intends to reborn, and the local government
began the demarche for bringing together the change agents, since they are
the engine for capitalizing the benefits, efforts and opportunities in a conjugated
effort.
The strategic approach of strategic development and potential, as well as
regional integration and planning effort that followed 2005, generated genuine
projects and actions, as well as finalised or under elaboration programmes and
strategies that pursue to counteract the negative trends, to overpass above
mentioned obstacles and to provide sustainability in Bile Herculane. At this very
moment the General Urban Plan for Bile Herculane is being elaborated.
During 70ies and 80ies, Bile Herculane turned from a medium scale touristic and
health care town into a large scale touristic project, with over 5,000 beds. Today,
Bile Herculane attempts to make this basis viable from the economic point of
view, by maintaining and adapting it to the new requests of the international
tourism market. The health care vouchers system, which is still active, partially
covers the expenses related to the hotel maintenance and functioning, but do not
represent a financing source for touristic basis development.
Thus, on regarding the strategic approach of tourism and integrated urban
development, the following main aspects need to be taken into consideration:

(i)

In order to develop the resort from the point of view of touristic connexions,
the resort must be located in the region, not just as a town in Cara-Severin
county, but also as part of Mehedini county, since Domogled Valea Cernei
National Park, where the tourism industry from this area is anchored, covers
wide areas in both counties and the northern side of Gorj county. At smaller
scale it is the case with the resort hinterland, since local development
needs to be approached, in correlation with the working force pool, the
supply and the local industry;

(ii)

On regarding the types of tourism that can be practiced, there has to be


achieved a touristic marketing plan that would help (1). establishing the role
of a SPA tourism and other cultural activities and collateral backpacking for
the economic development of the resort and (2). the financing and
development capacity for rehabilitation, preservation and protection of the
natural and built heritage.

The development trends are related to increasing the attraction degree in the
town in order to ensure a balanced boost, to avoid space disparities in order to
increase the capacity of attracting and maintaining a certain number of tourists,

as well as to raise the satisfaction degree in the community. In order to achieve


all these, we have to:
1. Develop a competitive touristic sector through specialized medical and
hospitality services, able to continuously attract tourists and investments.
2. Let the business community get involved in tourism, in activities for
protecting the built heritage and the environment.
3. Generate a cooperation between the touristic sector and the community in
Bile Herculane, in order to obtain mutual benefits by creating working places,
especially for the young.
4. Develop the grocery sector, of slow food type, thing that would generate
positive effects on the agricultural activities in the peri-urban area of the resort.

Development strategy
Strategic vision and objectives
The actors involved in the project consultation and elaboration process provided
priority support to the development based on the potential and expertise of the
resort balneary tourism. Likewise, there was highlighted the need to re-integrate
the resort in the European family of spas, as well as to retrieve the previous glow,
grandeur and attractivity, where the community and the dynamic forces of the
town would find active roles and places.
The development vision creation process brought, to the foreground, the tourism
as main contributor for the economic, social, cultural and environmental lasting
development in Bile Herculane resort. Another important element is the
collaboration with similar European resorts. A third fundamental factor in the
future development stands in the complementary actions for the heritage
protection and the development of the human resource, able to ensure quality
touristic services. The development final adopted vision synthesises the
previously mentioned attributes, as follows:

Sectoral programmes (SP) and projects


Strategic and operational arguments for the projects support
Additional to the strategic documents elaborated until this moment by the
decision-making authorities and the ones made by the local community, the
present document approaches the step-by-step, active, strategic urban
eco-development scenario thought on touristic development; the document
focuses on an integrated package of programmes and projects that envisages,
first of all, to sustain this economic structure and its support infrastructure.
This package represents an answer to the elements mentioned in the SWOT
analysis, to the key-aspects identified by the analysis of the present state of facts
and, also, to the strategic objectives for a previously mentioned lasting
integrated development. For each Sectoral objective there is elaborated an
integrated set of programmes and projects, intended for the development
objective sand challenges of that very domain. The programmes have a Sectoral
character, while the projects are punctual, space located and address a specific
problem.
The projects find support in the local government decision, are sustained by the
General Urban Plan under elaboration, by Cara Severin County Planning for
Territory Arrangement, by the Lasting Development Strategy of Bile Herculane
Town for the period 2009-2015, as well as by strategies and studies elaborated at
local and regional level. The proposed projects are the result of the workshop that
took place on 18th of March 2012 and the public consultations on 7 th/8th of March
and 25th of April 2012 (see Annex Meeting Report April 25 ).

Description: Traffic study for Bile Herculane; the study results for the traffic
transformation: accomplishing the intermodal transport and the parking places,
the routes of the transportation means, locating the bicycle lanes, the type of
transportation for an ecologic transport, arranging crossroads and related urban
furniture
Description: Arranging an intermodal centre at the town entrance comprising
parking for the tourists vehicles, minibuses and the tourists buses, as well as for
bicycles; the centre will include an area for the transportation mean traffic
towards the town; at the entrance there will be an electronic tablet showing the
number of existent spare places, as well as the appointed parking place; the
intermodal centre will have information points, waiting areas, toilets and rooms
for recreation and rest.
Description: Ecologic public transport in Bile Herculane Vehicles that use
green fuels (biogas, ethanol from agricultural biomass, biodiesel, hybridelectrical power and ethanol). Building fuel stations for electric vehicles.
1.1.2. Rehabilitation of NR 67D on a length of approximately 25 km to
improve the traffic flow in Bile Herculane
Description: Pecinica Street L = 1.4 km

Description: Rehabilitation of Valea Cernei street between the Electric Plant

1.1.3. Via Ferata project
Description: Accomplishing a metallic ladder for tourists, a ladder fastened on
the rocky wall, with different difficulty levels.
1.1.4. Feasibility study for achieving cable transport
Description: The starting point for the proposed project is across the street from
the Water plant, where there was, once, a funicular railway for forestry, and the
stop is on Domogled mountain.
1.3. Programme for developing the information infrastructure (IT)
1.3.1. Setting out the internet network
Description: Although at this very moment there is Internet connexion for public
and domestic consumers, the project intent is to achieve an underground
network and to organize WiFi public areas, including in the touristic information
points. It is suggested for the project to integrate with the road infrastructure
works, as well as with the signalling project for itineraries.

and improving the equipment and the urban services in


harmony with the environment .
2.1. Information programme marketing for tourism and local applied
entrepreneurship
2.1.1. Achieving the resort marketing and promotion strategy by
exploiting cultural, natural and balneary resources
Description: Strategy will use / benefit of a special IT application, specially
developed for obtaining the best information dissemination and maximum
capitalization of impact.
2.1.2. Arranging an information centre for tourists, attached to the
information centre in Domogled Valea Cernei National Park.
Description: The information centre will offer tourists supplementary and
updated detailed information both on the resort and on the national park, on the
spot. At this moment, the location suggested by the Town Hall is between Bile
Herculane Police premises (str. Castanilor nr. 15) and the Primary School
premises.
2.1.3. Creating a touristic homepage on the Town Hall website
Description: This homepage will include all types of useful information (in the
first instance in Romanian and English) and links towards operators, agents and
collaborators in the public and private sector, as well as information on the
heritage. The information update will be made on time, periodically, on taking
into consideration state of facts and events. Likewise, the homepage will include
a tourists forum.
Nota bene: Projects 2.1.1, 2.1.2 and 2.1.3 are correlated
2.1.4. To achieve a book with the traditional recipes in the area and to
promote them in the public local and regional food services
Description: The following products are the traditional / specific food in the
area:
The brandy of Banat, the blueberry brandy
The Banat salad with oyster mushroom, the stew with oyster mushroom
Herculane still water, which is bottled at Baile Herculane Factory

Home-made noodles
Traditionally-made pork dishes (smoked): dry sausages, sausages, hogs pudding,
black pudding, ham etc.
Some of the traditional menus: "zoup with home-made noodles", "plum gugui"
(some type of round plum-donuts), "pigs incinatura" ("pigs dole"), pancakes with
blueberries gem etc
2.1.5. Creating a theme route for observing the nature (local flora and
fauna)
Description: The route identification and arranging will be made together with
Domogled Valea Cernei National Park management.

2.2.1. Balneary health care centre with Integrated Physiotherapy


Institute (IPI)
Description: By establishing an excellence centre, the project intends to bring a
new category of tourists to the resort, tourists interested in receiving health care
services, completely new among the Romanian Spa services, to join the group of
European high qualification professional training institutions and to use both
human and natural resources by achieving the following objectives:
to establish a health care centre for artistic, integrated balneary-physical
therapies
to accomplish training courses, artistic camps, relaxation park
to open a restaurant / nourishment with bio-dynamic farm products
to stimulate and collaborate with ecologic farms in the area.
Functional stages and estimated costs for IPI:
first stage: IPI with didactic basis for theory and practice and 15
accommodation places, on a surface of approximately 350 sqm (costs
400,000 Eur).
Second stage: restaurant, health care basis, 20 accommodation places,
approximately 700 sqm, (costs 800,000 Eur)
third stage: another 20 accommodation places (costs 300,000 Eur)

2.2.4. Rehabilitation and modernization of the touristic basis for

Description: The project will become an integrated part in the General Urbanism
Ruling of GUP Bile Herculane and in other regulations and initiatives issued by
Bile Herculane Town Hall, while respecting the legislation in force.
2.2.5. Rehabilitation of existent boarding houses (accommodation
places, food services)
Description: The project will coordinate the rehabilitation of already existent
private small food services and accommodation places (boarding houses, villas),

services, accommodation, food services, equipments, sanitary norms etc.).
Likewise, a detailed ruling will be elaborated, ruling on the standards that all
boarding houses in Bile Herculane must comply with. This ruling will be debated,
agreed by economic agents and owners and will become an integrated part of
the future ruling of GUP.
2.2.6. Completion of the rainwater catchment area/infiltration that
generates coolness to Hercules Spring and for achieving ECOSPA Centre
Description: The project will lead to completing to the geothermal source on a
distance of about 100 metres and will include soil excavation and arranging
saunas for health care purposes. Preliminary, a geological project will be made
(project authorised by the National Agency for Mineral Resources) that will
include a system for monitoring the thermal water temperature, as well as an
impact study on the environment.

Description: It is necessary to build a minigolf course (18 tracks), possible to be
placed close to Diana Hotel, in order to diversify the recreation for a wide range
of interested people, very close to hotels complexes.
2.3.2. Accomplishing a bowling alley
Description: The same as the minigolf course, the bowling alley may be placed
close to Diana Hotel.
2.3.3. Achieving the touristic route Wandering by carriage
Description: The project includes a previous study on the traffic, attraction
points, estimated resources and costs. The initially suggested route: "Railway
station Historical centre" and "Historical centre Valea Cernei (7 Springs)".
2.3.4. Arranging mountain routes for cyclists
Description: The routes identification and arrangement will be done together
Domogled Valea Cernei National Park management.
2.3.5. Arranging two centres to rent transportation means for recreation
(bicycles and carriages of the period)

Description: A study has to be elaborated, to make an inventory of all farms,
small factories and bakeries, to analyse the opportunity of establishing this type
of units areas closer to Bile Herculane, such as: Mehadia, Toplet, Plugova,
Cornereva, Bogaltin.
At this moment, at the farms in the area there are processed and sold dairy
products (milk, hard cheese and other products), there is a butchery that
produces / sells traditionally meat products (dry sausages, black pudding, Banat
ham etc.)
2.4.2. Arranging an agricultural-grocery market for local producers
Description: In a first stage, the existent market will be rearranged and
modernized, market located on Strada Trandafirilor (at approximately 200 m from
Hercules High-school).

Description: There need to be identified adequate and properly equipped areas
close to the market and/or in other production areas.

Description: The study will include solutions for using renewable resources,
cost-benefit analysis and environment impact analysis. Several options1 will be
taken into consideration: (a) solar energy use (solar board hot water,
photovoltaic boards electrical energy); Herculane is situated in the solar V
radiation area, with a solar radiation intensity < 1200 kWh/m 2/year; (b) wind
energy use wind yearly medium speed at 50 m above ground 6-8 m/s; Cara
Severin county is the best location for the study; (c) geothermal heat pumps
Herculane is mentioned as interest area for geothermal applications, especially
for geothermal heat pumps; (d) biomass Cara Severin county is mentioned to
have energy potential from forest biomass. The biomass can be used either as
sawdust for pellet thermal heating, or as biogas; (e) transformation (after closure)
from inadequate wastes storehouse into biogas source; (f) natural gas.
3.1.4. Study on the capacity of thermal-saline and thermal-sulphurous
springs in order to expand the network at the town level
Description: The study has to update analysis and studies made in time, in
order to assess measures that need to be taken for ensuring the existent services
and to appraise the possibility for extension and for comprising other consumers.
3.1.5. Photovoltaic plant for producing electric energy by converting the
solar energy in Baile Herculane
Description: The project stands in fitting photovoltaic boards, connected to an
invertor, with all accessories included (electric cables) and an electric counter for
measuring the energy produced and delivered into the network. The photovoltaic
solar boards are used for turning solar energy into electric energy, by ensuring
the energy necessary for the well functioning of social-administrative buildings.
3.1.6. Using renewable sources for street lighting on all the streets in
the town (by using photovoltaic boards)
Description: On following the energetic study conclusions, the street lighting
will be modernized. The suggestion is to use street lighting pillars with LED light
bulbs, photovoltaic boards etc.

Description: In the already existent ambulance service, the same for 3.2.1
3.3. Complex programme for arranging and rehabilitating the public
urban area
3.3.1. Arranging ecologic parkings close to the Historic downtown and
the neighbourhoods (Pecinica and Zvoi), according to G.U.P.
Description: The ecologic parkings replace the asphalt in the vehicles parkings.
The surfaces of the former are closer to the nature, by reducing rainwater
leakings and polluting emissions, by diminishing the temperature on the surface
level and maintaining a green island in the crowded areas. By using special
frames, there results a regular turf, with mechanical qualities comparable to the
asphalt, the loading capacity being of 40 tons/m 2. The turf pavement is made of
plastic grid system with rigid cells filled with gravel, soil and grass.

a form for signalling the access to the resort (entrance gate)

development both from functional and sensuous, in order to achieve a framework
suitable to tourism in an European thermal resort.

both from the material and the graphical point of view; the priority is for those in
the historic area and the ones on the resort entrance area.

4.1.4. Restoration of the Casino colonnade


Description: In order to support the image of the thermal resort, the built
heritage which are part of the public space must be restaurated at the same time
with the repairings of the attached heritage buildings (project integrated with the
restoration of the Casino and of Traian and Decebal Hotels); the Colonnade
restoration project will provide a safety character to this place and will state as
an important part cultural itinerary in visiting the resort, as the link between the
Town Hall area and the resort historic area.
4.1.5. Restoration/re-functionalization of the Casino building
Description: The aedifice with an eclectic architecture, built between 18621864, had a lot of functionalities, essential in revitalising the historic downtown
that exists today: show hall with over 350 places, an important foyer for
organizing various exhibits or events, restaurant, fair with 14 vaults, on the floor
there was the Silver room for gambling with roulette, the terrace covered
with a special fabric, covered hall for the communication between the two
symmetrically placed hotels.
A location with a branded image, whose restoration and re-functionalization for
developing loisir activities is a priority for the resort development politics.

Description: Integrated project for buildings that belong to the resort historical
framework and are a support for the public area, project to comprise various

4.1.7. Restoration The Imperial Austrian Baths
Description: Restaurantion and functional improvement project for the Baths
area necessary for rebuilding the resort health care capacity, as well as for
supporting the image of historical thermal resort; the project is pending until
having reglementated the legal status of the real estate.
4.1.8. Accomplishing a project for achieving and placing the statues of
the personalities that have marked the history of the town (Empress
Elisabeta, King Carol I)
Description: To highlight in the Zonal Urban Plan protected constructions the
central historic location, in order to achieve a cultural route of the personalities
who marked the history of the town. For creating the statues there will be taken
into consideration their location and there will be made on following a contest for
monuments on a public forum.
4.1.9. Achieving projects for highlighting the Roman archaeological
sites (vestiges restoration, street lighting, lay-outs)
Description: A study analysis will be performed, for all archaeological sites
under research, with the support of the Directorate for Culture and National
Heritage Caras Severin and, according to the existent field elements that can be
valued in-situ, there will be made restoration projects for the historical elements,
visiting routes and a site presentation or just a lay-out with the site
reconstruction, with complementary explanatory boards.
4.2. Programme for rehabilitating and recovering the public heritage
areas
4.2.1. Wandering path to lay out the banks of Cerna river from Red
Bridge (Podul Rosu) to Stone Bridge (Podul de Piatra) (coordinated with
embankment project for the existent Cerna river) while achieving an
architectural lighting on the laid out/rehabilitated banks.
Description: Integrated project for structural and landscape development of
stone walls, of stone stair ramps, for access/descend to the level of a wandering
path, parallel to Cerna river, created at a safety quota in case of a potential
increase of the water level. The landscape development project will comprise
fitting out the existent spontaneous flora and performing the lighting for vertical
stone walls, for the two bridges and the entire pedestrian path (project integrated
with the two bridges restructuring cast iron bridge and stone bridge)
4.2.2. Rehabilitation/restoration of Cast Iron Bridge over Cerna river
(already existent technical-economic documents)
Description: To perform restoration works for the metal decorations and
structural elements, to complete by emphasising the objective with the bridge

facades of historical buildings (important part of the public area).

The institutional framework for PIUD implementation


The general management structure
General elements: The suggested management structure for PIUD
implementation comprises two levels: the decision-making one with the
Coordination Committee, which, under the Mayors guidance, ensures the
implementation political commitment and the Coordination Unit, an executive
level which ensures the implementation step-by-step coordination.
Within the Coordination Committee, the Mayor, the Vicemayor, representatives of
the municipality and of the competent ministers, when case be it, are invited to
take part (depending on project and activity sector) in order to assure the
necessary coordination. The secretarial office at Town Hall level will ensure the
activities continuity and will provide all necessary documents.
The Coordination Team stands for the executive side in the Coordination
Committee, an entity created by the Mayor, for supervising the strategy
implementation for coordination the developing activities. This executive entity
and the Coordination Committee have to meet once every quarter for discussions
on the registered progress (from financial and physical/space points of view) and
the encountered hindrances. It is compulsory to make a yearly report. On
following the audit process, the report is published on the town web page. The
Committee meets at least twice a year or every time it is necessary.
Detailed elements: The Mayor of the town will implement PIUD. During the
implementation process, the Mayor will be assisted by the Coordination
Committee, that is:
Vicemayor
Representative of the local council
Representatives of the private sector
Representatives of the non-governmental sector
The coordination team structure, role and responsibilities
The Coordination Unit is the executive body and comprises:
The team leader
An expert in urban planning and management
A financial expert in real estates
A legal expert
Secretarial office
PIUD Coordination Unit must begin the activity with sufficient resources, such as
qualified personnel, equipment and town information organised in a data base
(developed step-by-step and updated). The main responsibilities are presented,
below, on four levels:
1. Coordination
To ensure that the objectives and activities in each project respect the
priorities stated in PUID. The main activity stands in setting up ToR for each
PUID project.
To ensure that all partners preoccupied in the projects implementation are
aware of their role and responsibilities in the strategy and in the relation to
other projects.

To develop an efficient working plan for all actors involved in the projects
implementation process.
2. Executive tasks
To prepare/update the operational plan.
To coordinate with the public procurement and investment departments and
guide them for elaborating the necessary documents (for instance, urbanism
and construction regulation/legislation).
To monitor the implementation process from temporal and budgetary points
of view.
To support the qualified labour force development according to the standards
in the training programmes.
3. Supervision
To suggest adequate locations for the new constructions in coordination to
the provisions in GUP and ZUP protected construction area.
To analyse the site in order to make sure that the rulings, regulations and
safety measures have been respected.
To monitor, periodically, the projects accomplishment quality, in order to
make sure that all constructions are built on respecting the safety and quality
conditions.
4. Reports and documents
To prepare report formats, check lists and action directions for
facilitating/supplementing/documentation of the various foreseen activities.
To prepare the progress report for the Town Hall and the competent agencies.
To prepare monthly reports.
Detailing activities
The Coordination Unit will create a pluriannual planning document for PUID
projects, on stating each part involved in achieving this plan. The planning
document will describe the relation between projects and will indicate the
cooperation location and manner between each project, as well as the project
development period.
The Coordination Unit will initiate discussions between the authorities responsible
with the planned projects and will assist agencies in applying the actions for
improving the planned activities.
The Coordination Unit will monitor the activities progress and will assist during
the process for overpassing any hindrance that obstruct the application on time
of all agreed projects.
Twice a week, the Coordination Unit will organize meetings with the interested
parts, in order to disseminate the information obtained on progress and
financing.
Once a week, the leader of the Coordination Unit will participate at a meeting
with the Mayor, the Vicemayor and/or the Vicemayors, where the former will be
informed on the planned and developed activities, will inform the participants on
the encountered hindrances and the way how these will affect the planned
activities and will present ways for solving them out.

Once every quarter, the Coordination Unit will report to the Board of directors on
the past and planned activities.
The yearly plan will guide the Coordination Unit and will comprise objectives for
the ongoing year. The plan will include reference values that will allow monitoring
the unit effectiveness.
Qualifications of the project involved personnel
The project Coordination Unit comprises an urbanist, a construction engineer, an
economist and a legal councilor. For the position of Director it is preferable to
have a person with expertise in implementing projects, a person who graduated a
course for Program Director (authorized by the National Council for Adults
Training) and at least 5 years working experience in managing complex
procedures and processes.
Conditions for obtaining financing or co-financing (the projects
competition within a precise fund)
The criteria for establishing the list of projects that require financing are the
following:
1. The proposed project is on the list of PIUD priority projects
2. The proposed project comes to continue the results obtained by a previously
co-financed project or another developing project
3. The project results lead to reaching the general objectives and to the sectoral
objectives in PIUD
4. The project has specific performance indicators which can be identified and
measured by showing the improvement of the existing situation, the urban
development in general and the tourism in particular
5. The urbanism documents for the area where the project will be developed
have already been approved (GUP, ZUP, ZUP protected area etc.)
6. The projects are based on a specific fundamented study (i.e. the projects on
transport and traffic infrastructure investments are supported by traffic studies)
7. The project has already clarified the property-related legal issues (land,
building)
8. From the point of view of technical-economic studies, the project is in an
advanced stage (feasibility study made according to Government Decision
28/2008)
9. Through the cost-benefit analysis, the project presents financial and economic
performance indicators
