Pre-solicitation Conference
The Office of Personnel Management (OPM) will conduct a pre-solicitation
conference for organizations/entities interested in receiving information
regarding a future OPM procurement requirement for CFC OC services.
Location and Event information:

A webcast will be provided, but the number of users will be limited.
Further details will be posted on FedBizOpps as an amendment to
this notice.

This pre-solicitation conference will also allow interested
organizations/entities an opportunity for networking. The networking session
will allow interested vendors to interact and identify possible partners for the
purpose of subcontracting opportunities, partnering agreements and/or joint
venture agreements in preparation for the future CFC OC solicitation.
The Government will address questions during the event; however specific
questions surrounding the acquisition may not be answered as all details
regarding this procurement action have not been finalized. THIS PRESOLICITATION CONFERENCE IS FOR INFORMATION PURPOSES ONLY AND
SHALL NOT BE CONSTRUED AS A COMMITMENT OF ANY TYPE RELATING TO A
CFC OC SOLICITATION.
REGISTRATION INFORMATION:
All interested parties must pre-register to attend the forum. Walk-ins will not
be permitted to attend. Registration is limited to two (2) representatives from
each organization or firm. However, if the number of registrants exceeds the
capacity of the selected government facility for the forum, it may be
necessary to further limit registrants from each organization or firm to just
one, in which case the organization will be notified. All expenses associated
with attendance at the forum are the responsibility of the participant(s).
Only the first 100 organizations or firms responding as instructed
will be provided an opportunity to attend. Each attendee must bring a
government issued identification containing a photograph to gain access to

OPMs facilities. All participants must enter through the TRB E Street visitor

FOR INFORMATIONAL PURPOSES:
The following information is standard Office of Personnel Management (OPM)
language that is inserted into solicitations. None of the below is being
requested at this time. As mentioned, this is for your information
only. This language will provide definitions and expectations with regards to
(1) Contractor Teaming Arrangements, (2) Joint Ventures, and (3)
subcontracting opportunities.
If the offeror is proposing subcontractors, proposal responses shall include a
Contractor Teaming Arrangement (CTA). A copy of the CTA Agreement must
be provided in response to this solicitation. The CTA Agreement must
contain all of the elements identified below and be in accordance with FAR
Part 9.6 - Contractor Teaming Arrangements. Specifically, the CTA Agreement
shall:
Identify the Team Lead and no more than one additional Team
Member;
Identify the Team Member who shall be exclusively responsible for
performance and successful delivery of all requirements within this
solicitation
Team Lead shall not limit any rights of OPM to work directly with the
other Team Member
CTAs which are not in affirmative agreement with the above items are not in

conformance with this solicitation and shall not be considered for award.
Offerors must submit a statement in this proposal section indicating an
understanding that OPM will evaluate the data received from the team and if
an award is made based upon this information, the offeror shall notify OPM of
any post award substitutions/additions. The Contractor shall provide OPM
with letters of commitment signed by the both parties within 15 days prior to
the substitution/addition of the proposed change.
Subcontracting/CTA/Joint Venture (JV) is NOT required in order for an offeror
to submit a proposal response, and/or be awarded a contract. However,
offerors may consider subcontracting/CTA/JVs that are in accordance with
FAR and solicitation requirement stated herein as a means to more fully meet
the requirements.
Rules concerning subcontracting: The Government considers the prime
offeror and subcontractors as a single entity. Therefore, the prime contractor
must demonstrate the capability of performing the required services. Postaward changes shall not be considered.
Rules concerning CTAs: The Government considers team members to be
separate entities. Therefore, the team members must demonstrate the
capability of providing/performing the required products/services. However,
the Team Lead commits to meeting all requirements of this solicitation and
the proposed technical response. Post-award changes shall not be
considered.
Rules concerning Joint Ventures: A Joint Venture is equivalent to a single
entity and will be considered as one (1) company. Offerors proposing as a
Joint Venture shall submit their agreement. Post-award changes shall not be
considered.
