A RESOLUTION DETERMINING PLAYERS ELEGIBILITY DURING THE ANNUAL


BASKETBALL TOURNAMENT ORGANIZED BY THE MAAYON EDUCATIONAL AND
CIVIC ASSOCIATION, INC. (MECA) AND RECOMMENDING TO THE SUCCEEDING
MECA OFFICERS THE PERMANENT ADAPTION THEREOF

WHEREAS, during the HINAMPANG 2016 at Maayon Civic Center, complaints,


disgust, and misunderstanding flocked the venue resulting into disorderly behavior of
participants redounding to the stressful conduct of the tournament;

WHEREAS, consultation with the personalities whom from then on were privy to
the MECA basketball tournament provides that such a scenario have had been a
repeated scene and had almost been accepted as the new normal in the handling of the
league;

WHEREAS, our consultation further revealed that such a doubting and


unpleasant scenario was caused by the lack of rules providing for the eligibility of
players and for the lack of material time in organizing a team;

WHEREAS, such a problem, if not provided by a solution at this early will


continually hit the tournament with criticisms straight to the face of the MECA and its
incumbent and future officers;

WHEREAS, the tournament having been a tradition in the locality, stopping it is


not an option thus there is the need to find a responsive solution at this early it being
almost a continuing responsibility of the MECA;

WHEREAS, with the advent of the modern technology, the incumbent officers
find it possible to ease down and offset the lack of material time and the availability of
players using the Facebook account of MECA (Maayon Educational And Civic
Association) where rules, updates, and developments can be threshed out in the web
prior to the date of the opening;

WHEREAS, the absence of permanent reference rule in the handling of MECA


basketball opened the door for non-Maayonon players to play in the tournament to the
disadvantage of Maayonanon players being deprived of the slot in the team;

WHEREAS, as would be elders of the succeeding MECANs it is our unwritten


responsibility to see to it that we pass on the baton of responsibility to our successors
for them to be properly guided by our unwanted experience;

RESOLVED AS IT IS HEREBY RESOLVED that the adaption of the


Requirements shall be prescribed for the Eligibility of Players to be used in the 2017
MECA tournament and the succeeding years thereon. These rules are as follows:
I.

RESIDENCY. Only those who maintains permanent residence or if


habitually absent has the intent to return in said residence in the
Municipality of Maayon, Capiz can have the privilege of joining in the
tournament;

II.

The tournament shall be exclusively participated by Maayonanons. To be


considered one, the following shall be taken into consideration:
A. BIRTH. Born in Maayon or has relatives, direct ascendants or
descendants within the 4th to 6th civil degree of consanguinity;
B. AFFINITY. Having a Maayonanon Spouse;
C. RESIDENCE DUE TO EMPLOYMENT, EDUCATION, AND FAMILY
TRANSFER.

III.

AGE. The age requirement is to be determined by division as follows:


A. Midget Category (12 years old)
B. Juniors Category (17 years old)
C. Seniors A Category (30 years old)
D. Seniors B Category (35 years old and above)
E. Inter-Agency Category (should be limited only to four Major Teams
comprising the LGU, DEPED, PNP, and the BFP. Other agencies may
merge to the above mentioned offices if they wish to play).

IV.

PROOF OF ELIGIBILITY
1. Maayonanon by Birth shall be proven by a valid NSO Birth Certificate,
Certificate of Late Registration from the Maayon Local Civil Registry or
a Certificate of Relation sworn to before a notary public;
2. Maayonanon by Affinity shall be proven by a valid NSO Marriage
Certificate, Marriage Contract or Certification from the Maayon Local
Civil Registrar;
3. Maayonanon by Residency due to Employment shall be proven by
Certification of the Head of Office; Maayonanon by Residency due to
Education shall be proven by school records or certification form
school head; Maayonanon by due to family transfer may be proven by
a certification from the Barangay Captain.
3.1.
In all cases under item number 4 hereof, at least six (6)
months stay in the municipality is a must prior to the opening of the
tournament.
3.2.
In the case of job hire players to be eligible to play must
have been hired at least six (6) prior to the opening of the
Tournament.
4. All teams are not required to submit proof of eligibility unless otherwise
contested/questioned. In such case the team must at all times
prepare the eligibility documents of each player ready for
presentation. Failure to present the same upon demand of any team
shall be a ground for default and/or disqualification.

V.

CONTESTABILITY. Any contest relevant to players eligibility shall be


resolved by the Technical Committee to be chosen by the current MECA
Officers whose findings shall be final, executory and unappealable.

VI.

DEADLINE OF SUBMISSION OF TEAM LINE-UP


1. To avoid undue surprises against any other teams and to aid in
transparency, the submission of line-up shall be as early as 15
October of the current year to be course thru the MECA Facebook
Account;
2. Players gallery form should be properly filled up and to be uploaded
according to the form required which may show the players eligibility to
play.
