Waste Heat Recovery Units and Ducting
Further to your enquiry we enclose our tender for the above installation in line with
your requirements.
As you will see we are offering a well proven design based on our history of
supplying offshore heat recovery installations in accordance with Petrochemical
specifications.
We have installed four units similar to this for Samsung Heavy industries for the
Cakerawala Platform utilising Solar T60 gas turbines and we are currently
completing three similar units again using Solar T60 for Hyundai Heavy Industries
for the Lundin Bunga Raya platform in Malaysia.

2. Ducting System
All ducting, casings and damper system will be provided as shown on ME drawing
E6603BP1 attached. All ductwork will to be manufactured from internally insulated
Carbon Steel for the exhaust supplied in sections as dictated by the configuration
and transport considerations.
The ducting will be adequately stiffened to permit operation at the maximum
temperature and pressure specified and will be designed to accommodate a
maximum operating internal pressure of 20 ins wg.
The ductwork will be provided with the necessary brackets/attachments to enable
the items to be mounted on the deck structure.
The waste heat recovery units will incorporate a bypass system for the gas turbines
exhaust gas. The ductwork will incorporate access doors upstream and downstream
of the WHRU for inspection and maintenance.
Thermal barriers, will be supplied to minimise heat conduction to steelwork at the
support locations. The design of the support system will be such as to allow relative
expansion between the unit and the structural steelwork. At any interfaces where ME
externally insulated ducting connects to internally insulated ductwork and silencers
supplied by others, flanges will be provided with slotted holes to allow differential
expansion movement.
Connection between adjacent items in the system will be by bolted flanges, gasket
material being mineral fibre tape, or similar. All fasteners will be alloy steel.

3. Damper Systems
Each WHRU stream will be fitted with a gas bypass system controlled by dampers
as follows.
The damper system will allow the waste heat recovery unit to operate with the
exhaust gases passing through the WHRU or in bypass mode. The control signal to
modulate the dampers is usually the Thermal fluid exit temperature from the WHRU
with the thermal fluid flowrate constant and the thermal fluid inlet temperature
allowed to float depending on the heat load required.
Note that there will be some heat pick up into the WHRU even with the exhaust gas
fully bypassed due to a small amount of damper leakage and radiation from damper
blades. If turndown to zero heat pick up is required we would recommend that a trim
cooler or similar be installed in the thermal fluid circuit to allow dumping of any
excess heat.
The damper system will fail safe on loss of electric or pnuematic signal .
ME will, as part of the contract documentation package, provide P & I Diagrams for
the damper system showing the damper operating logic. However the
implementation of the control logic will be by others.
Damper actuators and control gear will be shipped in separate crating for mounting
at site following installation work.

4. Expansion Joints
Fabric type expansion joints will be provided as shown on our drawing E6603BP1.
The ductwork will require expansion joints but numbers and positions can only be
determined when support points are defined and agreed.
5. Internal Insulation
ME include for the supply and application of internal insulation for WHRU systems.
Internal insulation will be designed to give a surface temperature of 60 oC at
maximum ambient with 1m/s air velocity. Where insulation is not practical due to
equipment layout - e.g. around damper shafts - mesh type personnel guards will be
supplied.
All surfaces to be internally insulated as follows:

Bypass duct
The internal insulation will comprise of ceramic fibre insulation materials attached to
the casing with stainless steel impaling rods.
The ceramic fibre face will be protected by a stainless steel liner plate to prevent the
erosion of the insulating materials from the velocity of the exhaust gases.
We have included 150mm thick ceramic fibre insulation at a density of 128kg/m3
with a liner plate of 1mm thick in stainless steel grade 304.

6. Instrumentation
We include the follwing instruments:
Exhaust Gas 1 off Pressure Transmitter
Exhaust Gas 1 off Temperature Transmitter and Thermowell
Thermal Fluid 1 off Temperature Transmitter and Thermowell
Damper instrumentation
All instruments are suitable for Zone 2 hazardous area.
7. Packing & delivery
We include for packing suitable for road transport and delivery ex works Malaysian
fabricator.
Painting and Protection
All Ductwork will be painted externally in accordance with an approved offshore
painting specification.
All structural items operating at ambient temperature will be painted in accordance
with an approved offshore paint specification.
All proprietary equipment will be painted in accordance with the suppliers standard
painting specification for offshore applications.
The external surfaces of the WHRU pressure parts will be sprayed with an approved
rust preventative prior to despatch.
Design Standards
All pressure parts will be designed in accordance with the requirements of ASME
VIII.
Material inspection certificates in accordance with BSEN 10 204 - 3.1.B will be
provided.
Note that we include for 100% radiographic - or equivalent - inspection of
pressure part welds. This in excess of code requirements however we believe
the additional security this offers offsets the resultant costs.
We include for the costs of obtaining certification of design and construction by
Lloyds Register of Shipping and also obtaining DOSH Approval.
Documentation
We include for drawings and documentation as normal for an offshore installation.

Delivery
Delivery of the plant ex works Malaysian fabricator, is 7 months from date of order or
full instructions enabling us to proceed. Subject to confirmation at time of order. We
will provide a detailed programme after further discussion regarding the required
delivery timescale.
However, to qualify the delivery quoted it is imperative that prompt agreement be
reached with regard to the design and layout of items peculiar to the contract. e.g.
duct runs, together with approval of our Technical and Material Specifications.
All drawings and documents submitted for approval shall be returned to ME within a
period of ten working days.
Exclusions (Item A)
Gas Turbines and associated systems.
Suporting Steelwork
Ladders & Platforms
Fire detection and protection equipment.
Control equipment and instrumentation other than damper positioners, E/P
converters and limit switches. We assume that all control functions necessary for
the safe operation of the WHRU will be carried out in the gas turbine control system.
If required M E will provide tappings for instrumentation in our ductwork to Customer
specifications.
Design, drawing and supply of all electrical equipment wiring and instrument power
systems.
Valves and fittings and control valves.
Delivery beyond ex works, unloading at site, installation, testing and commissioning.
Fluid piping, pumping and storage systems.
All third party and any other inspection fees other than for approval of pressure part
design and fabrication.
Additional testing or calibration of instruments or mountings other than in the as
supplied condition.
Works testing other than that required by the Code.
Any site testing.
Mating flanges at all terminal points.

Quality Assurance
ME Engineering Ltd. has been surveyed and granted approval by Lloyds Register of
Quality Assurance Ltd. for the Supplier Quality management Systems to BS EN ISO
9001 / 9002: 1994.
Note that all pressure parts will be manufactured in facilities that have been
acredited with ASME certification and to ISO 9001 accredation.
All documentation and certification will be prepared by ME Engineering in
accordance with Quality Plans to be agreed.

The Seller shall not be liable for any loss of use, or profit, or contracts
and/or any consequential loss or damage howsoever arising.
The Seller disclaims all responsibility for any malfunction or the effects
thereof as a result of clients independent unauthorised modification or
addition to any part of the above plant.
Terms of Payment
Our price is based on the receipt of self financing terms of payment such that
no finance charges are incurred by ME Engineering Ltd. We propose the
following payment terms:10% on receipt of principal documentation.
i.e. Preliminary G.A. showing terminal points and interface details.
Loading Diagram.
Pressure Part Calculations.
Quality Plan.
35% on receipt at our manufacturing facility of first batch of finned tubing.
45% on Delivery ex works or notification of readiness for delivery.
10% on submission of final contract documentation.
The above is based on an irrevocable Letter of Credit from an approved Bank
to be drawn down on the above payment milestones.
All payments to be in US Dollars and to be received within 30 days of
submission of valid invoice.
Note that we do not include for provision of performance bonds or advance
payment guarantees.
Duties and Taxes
All prices are exclusive of any United Kingdom VAT or any Foreign taxes and
Import Duties. To the extent that the Taxes and Duties are properly
chargeable on the supply to the Purchaser of any goods or services provided
by the Contractor in the performance of the Contract, the purchaser shall pay
such taxes and duties as an addition to payments otherwise due to the
Contractor under the Contract.
