Dear Audree and Abel,


I have been calling OPR for the past week to determine the process for painting a mural on the red wall at
Madison Square Park (8th and Jackson) near Lake Merritt BART station. I have left several messages, spoken
to operators in the Recreation Programs department, and can not get a call back. Both the website and call
center have been unclear about who I need to speak to just to learn the process.
The project that I am proposing is a collaboration with the Oakland Chinatown Oral History Project (OCOHP).
I have cc'd their program director Roy Chan in this email. OCOHP has done extensive research and numerous
oral history interviews with the Tai Chi community that practices in the park in the early morning. I have funds
through the city of Oakland Cultural Funding Program to do a mural in Chinatown and have chosen to partner
with OCOHP to paint a mural on the red wall in the park to share the stories of the Tai Chi community that
practices there. We will develop a design based on the oral histories that OCOHP has gathered.

Abel, we would love for D2 to support this project. I think it will be a close tie to the pieces that we are
designing for Laney College and bring new vibrance to the community.
Audree, we would also love for OPR to be on board. I have not been able to locate the OPR staff that supervises
this location and I am unclear about the process of creating a mural on OPR property. Can you direct me to the
correct staff to educate me on your processes? If you can personally encourage the team to help make this
project happen, I would greatly appreciate it.

We will see if Lynette can be there to welcome the Malonga community, but please let us know if another
representative from your office can be there as well.
I believe the problems are more at the Planning Department & Planning Commision which need serious
reforms, actually, though of course we need an Art Commission as well.
The problem is not finding a location, it is that the Bay Development never committed an amount to help
replace the mural, even though she is covering up $40,000 in public art funds invested into that wall, and it took
$80,000 so far to create the mural. She said she would "kickstart" fundraising, which could mean $5,000 or any
amount she chooses. The community is now asking her to replace all of it, which would probably be $80,000100,000.
It looks like we will be setting up a negotiation meeting with Maria Poncel in the next week (proposing this
Wednesday, let us know what your availability is that day, there is also the meeting with Laney on the 18th that
could be good to have you), and that would be great if you can help be the city mediator to witness and
document what the developer promises, the community would like her to sign a written MOU with the
agreements.

that I support a Citizens Art Commission to better deal with these issues as they will continue to come up. I have put
Bay Development in touch with Laney College, they are interested in helping host the murals somehow. I have also put
Bay Development in touch with OMCA to see if they might be able to figure out a way of salvaging the mural in some
fashion. I am available to meet with both Desi and the developer to see if we can find a resolution to the communitys
concerns.

Thanks, though it seems that Rachel may be part of the much larger problem we're uncovering in the planning
department, that they are fast tracking all of these developments without sufficient neighborhood mediation,
which isn't good for developers or residents, and forces community to take it to the streets, stalling overall
development.

Of course I would like to touch base about all this when we meet in a few weeks.

Speaking of marching, the Malonga community will be coming to City Hall Thursday around 12pm. Can you
be there to welcome them to the Council offices & listen to their concerns? I think it will be important for you
to show them that they have a Councilmember in the neighborhood who will actually listen

Please find our Alice Street Redesign proposal attached. Feel free to contact me with any questions or concerns that you
have, at your earliest convenience. We are still waiting on the specifications of the walls of the theater building and the
forum to create a proposal for the implementation of a mural. Also, please note that this proposal is solely for the theater
building. The forum walls would focus on Laney history and culture and would involve a greater research component, as
well as additional architectural accommodations in the design. I will prepare a separate proposal for the Laney design.

developmentwouldsoonblocktheviewoftheexistingwork.MariaPoncelofBayDevelopment
workedwithCouncilmemberAbelGuillensofficetoidentifyLaneyCollegeasapotential
locationtorecreatethemural.Sincethattime,CRP,BayDevelopmentandrepresentativesfrom

DesignProcess
CRPintendstomaintainalotoftheoriginalaestheticsoftheUniversalLanguagemural.
However,alloftheimageswillbereorganizedtofitthenewspace.Reorganizingtheimages
willalsocreatetheneedtoreplaceimagesandtheartistsintendtoincorporatenewimagery
intothepiece,requiringadditionalresearch.Inthisprocess,theartistswillrevisitthepeople
depictedintheoriginalpieceanddiscussnewwaystoportraythemandanyomissionsthat
mayhavetakenplaceintheoriginalproject.Eachlivingpersondepictswillneedtosigna
statementapprovingtheuseoftheirimage.CRPwillthencompileadraftproposalthatexplains
theproposeddesign,identifiesanactionplan,andaddressessafetyconcerns.Finally,the
