The normal hours of attendance for Labour Bureau office is 9.00 a. . to 5.30 p.m.
with half an hour lunch break from 1.00 p.m. to 1.30 p.m. and every 0 cial is literally
expected to be present in the office at scheduled opening hours.
However, of late it has been observed that a fair number of officials 0 not observe
punctuality despite issuance of instructions to that effect in the recent past. oreover, some
of the officials are unnecessarily available on their seats for long time beyo d office hours
without any official work. Half-a day's casual leave would be debited to t e casual leave
account of a Government servant for each late attendance, but late attend nce up to two
hours, on not more than . two occasions in a month, may be condoned i this is due to
unavoidable circumstances. Appropriate disciplinary action would be ta
Government servant concerned in addition to debiting half-a-day's casua
perpetually attending office late. The case of a Government servant who Ie es office early
without permission before the time for closing of office would also be treate as indiscipline
and appropriate action under Disciplinary Rules will be taken. It should b ensured inter
alia that the prescribed working hours in offices are strictly adhered to by ne and all and
scheduled lunch break shall be observed strictly. Habitual rion-observan e of scheduled
hours for attending office will also be treated as lack of devotion to duty, thu attracting Rule
3, Sub Rule (1) (ii) of the Central Civil Services (Conduct) Rules, 1964.

Director General has also time to time taken a very serious view of e habitual late
coming and advised to avoid long lunch breaks beyond scheduled lunch timr and sitting in
their seats beyond office hours unnecessarily. The Supervisory Officers shyuld keep strict
watch over the staff working under their direct control and ensure prope punctuality in
attendance. Any breach of norms should promptly be reported to their Divi ional Heads for
necessary action .
.This is for strict adherence by all officers and officials of Lab ur Bureau. All
Controlling Officers should invariably initiate disciplinary actio
against the
officers/officials found violating instructions relating to punctuality in atten ance etc. under
the extant provisions of CCS (CCA) Rules, 1965.
