Description of the arrest: Child abuse 2. Date, Time, Reporting Officer: Mon Jan 09 03:54:50 MST 2017, Det. Judy IZ Probable Cause Statement: On 1/8/2017 I responded to a child abuse call at DRMC in St. George Utah. When I arrived I met with the Deputies that took the initial report. I was informed they had a 12 year old boy in the ER that weighed 30 lbs and appeared to be malnourished. I could see down the hall of the ER into the victims room and saw a small framed child that appeared to be very skinny. I interviewed the father at the hospital. During the interview the father stated that the victim was locked in an upstairs bathroom. He stated he located his son in the upstairs bathroom. He described the bathroom as having sheets draped in front of it. He said he pulled down the sheets and saw the door had two latches at the top that were in the latched position (locked). He said he found his son laying on the floor of the bathroom with a blanket. He stated took his son out of the home and later brought him to the hospital. I spoke with the victim briefly and advised he and his father that someone from DCFS would be contacting them to conduct an interview with the child. I submitted an affidavit for a search warrant of the victims home in Toquerville, the search warrant was approved by Judge Wilcox. The search warrant was executed by members of the Washington County Sheriff's Office. During a search of the home detectives located an upstairs bathroom that the victim's mother admitted to being the room the victim stayed in. Inside the bathroom their was what appeared to be feces all over the floor. The toilet bowl was full of feces to the point that you could not see any water but the bowl was half full of feces. There were a few empty cans of beans and a spoon in the shower and the shower's drain was covered with duck tape. The door to the bathroom was as the father described with two (2) latches on the exterior as to lock the door from the outside. There was also a sheet draped on one side of the bathroom door on the exterior as the father had described as well. On the edge of the shower ledge, which was raised a few inches off the ground, was a video camera and baby monitor duct tapped to the edge. The Victim's mother stated her son wanted to sleep in this bathroom. She stated she would occasionally lock her son in the bathroom for his safety when she would leave the house. She also stated she was attempting to feed her son protein drinks to get his weight up. I spoke with the doctor that over saw the victim when he came into the ER and he stated it was the worst case of malnutrition he has seen. He advised me that the victim would be hospitalized for at least 3 weeks to get him healthy again. Brandy Jaynes was arrested for child abuse. She was transported and booked into Purgatory without incident. I request the magistrate to whom this statement is presented to execute an order determining that probable cause existed for the above-described warrantless arrest, authorizing the continued detention of the above-named person on the stated charges, and setting appropriate bail, i: On this 9th day of January , 2017.
