BSP lawyer: Documents on alleged shipment of gold spurious


MANILA - The chief legal
officer of the Bangko
Sentral ng Pilipinas (BSP)
clarified issues linking the
central bank governor,
among others, to alleged illegal shipment of gold reserves to Thailand using an
alleged circular for the production of US dollars.
The plunder complaint,
filed by lawyer Fernando
Perito and one Rogelio
Cantoria before the Office
of the Ombudsman, alleged

that President Benigno


Aquino III and six others including BSP Governor
Amando M. Tetangco Jr.,
were involved in the alleged
illegal shipment of 3,500
metric tons of gold reserves
to Thailand.
Part of the documents
submitted to the Ombudsman is an alleged certification attached to an alleged
BSP Circular 0049 Series of
2014.
In a statement issued

by the BSP, BSP Assistant


Governor and General
Counsel Elmore Capule said
they had checked the said
document purportedly
emanating from the Office
of the Governor on a Personal and Confidential Certification of Circular No. 49
Series of 2014 on the subject of Consolidated Rules
and Regulations on the Production of the United States
of America Currency Notes.
He said a cursory

examination of the said


document readily shows
that it is spurious for the
following basic reasons:
1. The subject matter is
outside of BSPs authority
(Production of the United
States of America Currency
Notes);
2. Circular No. 49 is a
circular issued way back in
September 20, 1994, and not
2014, on a totally different
subject matter;
3. Republic Act No.

complaint, are former Interior Secretary Manuel Roxas
II, former Justice Secretary
and now Senator Leila De
Lima, former Finance Secretary Cesar Purisima, and
former Senate President
Franklin Drilon.
The complained named
De Lima as Finance Secretary and Roxas as Secretary
of the Department of Nutrition and Local Government.

the total population of
Isabela is already 1,593,566,
this include the highly
urbanized city of Santiago
with a total population of
134,830.
According to the
proponent solons, each of
the
four
district
representative are now
serving an average of
318,000 constituents, which
already exceeded what the
Constitution states of at
least 250,000 per district
representatives.
The solons in their
explanatory note said that
the
disproportionate
number of constituent for
each of them hinders them
in reaching out the needs
of
their
respective
constituents as their
representatives.
The disproportionate

ability to reach out and
provide
adequate
representation in Congress
and in the national
government for effective
and efficient government
services to the people of

from the BSP, were intercepted in the Union Bank


of Switzerland in December 2014.
They said they filed
the complaints based on
the BSP circular, which
went viral on the social
media.
The complainants
claimed that based on the
said BSP circular, more or
less 3,500 MT of gold
bars were shipped and
deposited in the Bank of
Thailand.
Cantoria and Perito
argued that the said gold
bars can still be recovered and returned to the
BSP if it went through
the legal process.

THE PBA brought the most popular rivalry of professional basketball team in the
Philippines to the 55,000-seat in Bocaue, Bulacan for the million fans on Christmas day
December 25, 2016. This was the second time that the PBA scheduled this match between
Barangay Ginebra San Miguel and Star Hotshots (formerly Purefoods, BMeg and San
Mig Coffee) on Christmas day .
The basketball match between the rival team failed to set a new record to establish a
new record on live attendance in the same Philippine Arena after two seasons ago. Based
on crowd estimate the number of gate attendance would be in the 20,000 to 23, 000 range
which was less than half the crowd during the 2014 Season opening with estimated total
number of 52, 612 fans.
Unlike the previous Manila Classico, this time the match-up was minus James Big
Game Yap, former Star Hotshots franchise player, which might have lessened the

attendance among the fans. His match-up with Barangay Ginebra San Miguel King Mark
Caguioa was one of the most prominent match-up since they first met and represent their
respective teams.
Although with lesser crowd attendance, the excitement of the game was still intense
as the previous Manila Classico. Japeth Aguilar scored 32 points which lead Barangay
Ginebra San Miguel to past the Star Hotshot, in 86-79, during their match. The athletic 6foot-9 center used all his weapons, scoring from all sides of the court and bagging
rebounds from both boards in a sky-high performance that gave the Kings three winning
streak over the Star Hotshots in their most anticipated rivalry.

Legarda welcomes 70 years of PHL-France Relations


SENATOR Loren Legarda
today said she looks forward to further deepening
the ties between the Philippines and France as the
two nations commemorate
this year the 70th anniversary of the establishment
of Philippines-France diplomatic relations.
Legarda made the
statement during the meeting of Philippine Senators
with visiting French senators of the France-Southeast Asia Inter-Parliamentary Friendship Group.
The Philippine Senate
recognizes the importance
of our countrys partnership with France which has
substantially complemented our nations efforts
in addressing current global challenges, said
Legarda, a founding member of the PhilippinesFrance Parliamentary

Friendship Association.
The Senator, who
chairs the Senate Committees on Climate Change and
Finance and a Global Champion for Resilience of the
United Nations Office for
Disaster Risk Reduction
(UNISDR), thanked the
French Government for rallying nations to craft and
support the Paris Agreement on Climate Change
during the 21st Conference
of the Parties (COP21) to
the United Nations Framework Convention on Climate Change.
She said that the Philippines is working on its
ratification of the Paris
Agreement following the
pronouncement of President Rodrigo Duterte that
he will honor the Agreement after discussions with
his Cabinet.
The President is for

climate justice, he expects


a fair and equitable implementation of the Agreement. Since the Philippines
is a minor emitter of greenhouse gases but among the
most vulnerable to climate
change impacts, it must be
given technical and financial assistance to cope with
the risks. The President has
declared his support for the
Agreement and his economic team supports it as
well, Legarda said.
We hope that with
the leadership of Senate
President Koko Pimentel,
we can concur in the ratification of the climate agreement this year once the Office of the President transmits it to the Senate. We
also hope that France will
continue its role of championing climate action and
helping ensure that commitments are carried out,

especially by the developed nations to the developing climate-vulnerable


countries, she added.
Legarda also explained that the Philippines
is undertaking climate mitigation measures, particularly through the implementation of the Renewable
Energy (RE) Law, and said
that the country would
welcome RE models and
other best practices from
France.
The Senator thanked
the French Government for
its various programs with
the Philippine Government,
including the Integrated
Marine Environment Monitoring System Phase 2
(PHILO Project), currently
being reviewed by the National Economic and Development Authority (NEDA).

Town mayor seeks help on dam contractors unpaid taxes Mamba: Cagayan is

Alfonso Castaneda town

begging

governments help over
the stalled payment of
taxes by the operator of
the Casecnan Multi-Purpose Irrigation and Power
Project (CMIPP).

paid for almost two years
now regarding our share
of the Real Property Tax
(RPT) supposed to be paid
by the contractor, said
Alfonso Castaneda mayor
Jerry Pasigian.
He was referring to
the RPT of the Casecnan
Water & Energy Company
(CWEC) which operates
the CMIPP.
He said the firm is invoking Malacaangs Executive Order (EO) 173 that

temporarily stops powerproducing companies from


paying taxes to their host
local government unit.
Pasigian said the
non-payment of their RPT
has denied their villagers
of the economic benefits
through the funding of
their programs and
projects.

help us on this problem because of the poverty conditions He said that since
the implementation of the
EO 173, many of their tribal
folks in the six barangays
of Alfonso Castaneda
have been deprived of
their tax share which
stopped the funding of

Pantabangan Dam in
Nueva Ecija.
Completed in December 2001, the USD580-million BOT component guarantees an annual inflow of
800 million cubic meters of
water to Pantabangan Dam,
irrigating an additional
35,000 hectares on top of
the 102,000 hectares serviced by the Pantabangan

TUGUEGARAO CITY, Cagayan - The province is


still on the rehabilitation process following the devastation it suffered from the wrath of the super typhoon Lawin, Governor Manuel Mamba here said.
Mamba said among the sectors affected, the agriculture concerns were immediately responded and
restored through the assistance of the Department
of Agriculture and some civil society organizations
that have reached out the farmer victims.
He said there were already several interventions
for other sectors to include social services for those
whose houses were partially and totally blown
down.
The governor, however, admitted that response
for the restoration of the destroyed houses is snailpaste due to the bureaucratic process in acquiring
and distributing construction materials.
There were 25,000 families who lost their
houses. We need to fastrack the procurement and
distribution of the needed materials to rebuild immediately their damaged houses, Mamba said.
He said there were already P26 million worth of
GI-sheets that were distributed to some beneficiaries while additional P50 million worth of construction materials will be purchased.
On infrastructure, Mamba recommended to concerned government agencies to adopt the build back
better principle to ensure that the facilities that will
be rehabilitated can withstand a category 5 typhoon.
He also expressed gratitude to the donors from
the national government, non-government organizations and private individuals who extended their
assistance for the rehabilitation of the provinces

allegations against her of obstructing the proper conduct of a
congressional investigation should be an open inquiry if ever
a proceeding is held.
Majority Leader Sen. Vicente Sotto III, chairman of the
Senate ethics and privileges committee, issued statements
during the weekend that the committee is still determining
whether or not it has jurisdiction over the House petition.
Last December 12, House leaders Oriental Mindoro Rep.
Reynaldo Umali, House Majority Leader Rodolfo Farias and
Speaker Pantaleon Alvarez filed a complaint against de Lima
for instructing her former security aide and alleged drug money
bagman Ronnie Dayan, who she admitted to be a former
paramour, from appearing
before a House probe on the
New Bilibid Prison (NBP)
drugs trade.
The House hearing has
invited the senator several times to the inquiry due to allegations
directed against her mainly by high-profile NBP inmates.
De Lima snubbed the entire House proceeding saying that
its purpose was mainly to humiliate her and advance the
purpose of President Rodrigo Duterte for her destruction.
The complaint, which was personally brought by Umali to
the office of Sotto, stated that premises considered, for violating
(Article 150 of the Revised Penal Code); the Rules of the
Congress, of which she is a sitting member, her Oath of Office
as a Senator of the Republic; and her disrespect for a co-equal
chamber which she called a kangaroo court, the corresponding
disciplinary measures must be imposed to penalize Sen. de
Lima for her unethical acts, conduct and behavior.
Sottos panel thus far has held one meeting which discussed
the bodys jurisdiction over the issues raised against de Lima
and whether or not it has form or substance.
Her premature whining resulted in Sottos warning that the
alternative, if a probe is decided on, would be for senators to
assemble into a committee of the whole instead of a hearing by
the panel.
Considering the weight of the allegations against de Lima,
the public should have a window into the proceeding and Sotto
is right about stating that her constant complaints would be the
impetus for a full-blown ethics inquiry by the Senate.
An open hearing is also only appropriate to appease de
Limas doubts on the leanings of her own peers through a public
proceeding. It will be a wish come true for De Lima

Wikipedia post have it; Uson
was born on May 17, 1982 in
Dagupan, Pangasinan. Her
father, Oscar Uson, was a
regional trial court judge who
was assassinated on September
2002 in Asingan, Pangasinan.
Her mother, Estrellita Uson, was
a pediatrician in Dagupan. In
2010, her mother was diagnosed
with breast cancer but is now
cancer-free after undergoing
treatment.
She attended the Mother
Goose Special School System for
her elementary and high school
education and earned her
bachelor's degree in medical
technology from the University of

Santo Tomas.
She studied medicine at the
University of Santo Tomas
Faculty of Medicine and Surgery
but dropped out during her
second year to pursue her musical

I may not know her personally
but judging from her family
background Mocha must be
somewhat exposed to thinking
mortals. Meaning she may have
a potential of her father's
prudence and her mother's
pediatric care.
I believe that her parental
pedigree when intelligently
deliberated means a potential
greatness.. ( if endowed
properly).
There are
people who
typecast artist to the role they
portray, worst can not separate
fiction from reality.
Mocha may be different on
her pronouncement on issues
affecting her and her morale,
perhaps we as conservative
hypocrites reacted so much on
her. But there is one thing we

Luy, who lied though his teeth,
and manufactured evidence just
to ensure the three senators
detention for years.
Yet clearly, he was pocketing
the so-called pork funds, as his
and his familys bank accounts
had tens of millions in these
accounts, amounts that moreover
he and his family members
couldnt have earned honestly
and certainly in the case of Luy,
it was impossible for him to have
over P100 million in his bank
account, on his salary.
And just who did she get as a
witness to try and destroy her foe,
Rody Duterte, if not a self
confessed murderer of 50 people,
if not Edgar Matobato, to testify
against Rody, yet none of his
statements in the Senate was
substantiated.
The yellow media, in an
editorial, took the cudgels for
Matobato, claiming that he is a
credible witness, since he
testified against his self interest,
which is Leilas line.
Following that logic, Leila
and her yellows have no call to

claim that the testimonies of the


convicts, of Kerwin and her
former lover-bodyguard are
fabricated, since they too, were
testifying against their selfinterests.

Leila also made a clearly false
witness in Ruby Tuason a state
witness and granted her
immunity despite the fact that the
claims she made in court that she
had delivered cash in the millions
in duffel bag to then Sen. Jinggoy
Estrada in his office were all

Moreover, Tuason was clearly
involved in the Malampaya scam
and Leila never indicted her.
Evidently, this was the way
Leila came up with trumped up
charges against the political foes
of her yellow president, coming
up with false witnesses and
fabricated evidence and she now
accuses her successor in the DoJ
of doing what she she did during
her term in the DoJ and has the
chutzpah to claim that during her
term, there was no such
persecution done and that her
yellow president never did what
Rody Duterte does against her.
Her yellow president did
worse, during his stint, even
getting rid of a Supreme Court
Chief Justice, simply because
then CJ Renato Corona ruled
against his and his familys
Hacienda Luisita.
Leila knows she will be
facing the courts, and will likely
be arrested although at this time,
she is likely to get bail until such
time that the tens of millions
collected from the illegal drug
trade not just for her campaign

her. Then its a full term jail time
for her for plunder.
Some would call this turn of
events karma.

called, Leila deserves jail time

Burial plus controversy

TRAFFIC met us as we vied for the exit of the Skyway at
the South Luzon Expressway or SLEX near the Magallanes
Interchange in Makati City. As I searched Google for the
reason behind the bumper to bumper traffic, we realized
that we were caught at the tail end of a rally denouncing
the secret burial of the countrys former dictator. After four
gruelling hours crawling at EDSA, we reached the bottle
neck at the People Power Monument near Camp Aguinaldo
in Quezon City. Former President Ferdinand Marcos burial
at the Libingan ng mga Bayani in Taguig City sparked
protest from all sectors of society in the streets and in
social media.
Teaching history subjects at the University of La
Salette and Isabela State University not so long ago,
refreshed my memory on instances in our past when
burying the dead became controversial. A similar secret
burial happened in our history over a hundred years ago
when the Spaniards had secretly buried Rizals remains in
Paco Cemetery to prevent a cult of martyr-worship. Dr. Jose
Rizal was tried before a court-martial for rebellion, sedition,
and conspiracy, was convicted on all three charges, and
sentenced to death and the rest is history.
Another episode in Philippine history about burying
the dead was the Dagohoy Rebellion which occurred in
Bohol during the Spanish Era. The insurrection was ignited
by polo y servicios (forced labor), bandala, excessive tax
collection and payment of tributes. On top of these
injustices of the friars, what triggered Francisco Dagohoy
(baptized as Francisco Sendrijas) most was the refusal of
Fray Gaspar Morales, Jesuit curate of Inabanga, to give a
Christian burial to his brother Sagarino who
died in a duel in 1744. This caused Dagohoy
to call upon his fellow Boholanos to raise
arms against the oppressors, killed Morales,
defeated the Spanish forces sent against him
and established the Bohol Republic on
December 20, 1745. The rebellion outlasted
twenty Spanish governors-general and
several missions.
Over a century earlier in Cagayan Valley,
the indigenous Gaddangs of Pilitan, now a
barangay of Tumauini town in Isabela
province, assassinated encomendero Luis
Enriquez in 1608 because he treated the
Irrayas with so much severity. The natives
thrust him through with a lance. Enriquez,
though not clearly narrated by historians, was
boned and was not given a proper Christian
burial.
Marcos died on September 28, 1989 and
was buried today with full military honours,
however, the stigma of his administration were
not buried with him and will forever be part of

preferred death inside the cave-headquarters in
Magtangtang in Danao town than surrender. Their
skeletons still remain in the site.
Double tragedy for encomendero Enriquez for aside
from being assassinated by the natives, his remains was
desecrated. In the book entitled Cagayan Valley and
Eastern Cordillera 1581-1898 authored by Fr. Pedro V.
Salgado, OP, revealed that his shin-bones were used to
make steps to go up the house of the Irraya chief.
Controversy after death is a sorry experience for the
family of the departed. Burying the dead is a sacred duty
and it is a tragedy if ones burial is deprived, kept and
questioned.

Palace to Comelec: Disclose result of data breach probe


THE Commission on Elections (Comelec) should release the result of its investigation on
the data heists that resulted in the theft of over 55 million personal records from the poll
bodys website, Malacaang said on Friday.
Communications Secretary Martin Andanar said the Comelec should clear its name
over the so-called Comeleak, the massive breach in the electorates database before the
2016 elections.
We exhort that Comelec release a report of an investigation it conducted on the data
leak, if any, to maintain the credibility of the constitutional body and uphold the integrity
of the electoral process, Andanar said in a statement.
Comelec should come clean and hold itself accountable for the millions of data that
became susceptible to risks such as identity theft and fraud, he added.
Andanar issued the call following the recommendation of the National Privacy Commission (NPC) to file criminal charges against Comelec chairman Andres Bautista and the
poll body itself for the theft of millions of voters personal records.
While he made the appeal, Andanar lauded the NPC for taking the side of the people
whose privacy has been violated.
Based on one of the findings of the NPC, Bautista was criminally liable for the
cybersecurity breach.
The NPC found that Bautista was guilty of gross negligence in terms of instituting
a data protection policy that could have prevented Comeleak.
The wilful and intentional disregard of his (Bautistas) duties as head of agency,
which should know or ought to know, is tantamount to gross negligence, said the NPC.
The lack of clear data governance policy, particularly in collecting and further processing of personal data, unnecessarily exposed personal and sensitive information of
million[s] of Filipinos, it added.
Andanar said the incident, described as one of the worst breaches of a governmentcontrolled database, was an issue that simply cannot be swept under the rug.
Comelec must not only protect the vote but it must protect the voter as well, he
said. Let us put an end to election-related maneuverings and ensure that any attempt to

CABARROGUIS, Qurino Some 717 graduates from various institutions here were hired
under the Government Internship Program of the Department of Labor and Employment
(DOLE) for the second semester of 2016.
The selected GIP beneficiaries were assigned in different national government agencies, local government units, including schools, hospitals, Rural Health Units, and other
agencies.
The beneficiaries worked for a minimum of three months and a maximum of four
months and were paid 75 per cent of the total minimum wage which is equivalent to
P225.00 per day.
The program was allocated with P22,104,000.00 from the Special Program Fund of
Congressman Dax Cua.
The GIP is a program of the national government that enables young graduates to be
trained in government service and to earn experiences for their chosen careers.
