Dear US Attorney Birotte:


Attached and linked below please find Human Rights Alert (NGO) complaint, dated June 28, 2010, [1]
alleging large-scale false imprisonments in the Los Angeles County, California, by the Sheriff’s
Department and the Superior Court of California, County of Los Angeles, as reported by media and as
opined in official and unofficial expert reports.

An earlier complaint, dated June 21, 2010, [2] which was faxed and mailed to your office, pertained to
real estate and financial fraud by Mr David Pasternak – former President of the Los Angeles Bar
Association, under the guise of court action, as opined by two reputable fraud expert and FBI agent
assigned to the case.

Combined, the two complaints reflect the key matters, which were highlighted in the April 2010 Human
Rights Alert (NGO) report, attached and linked below, [3] filed with the United Nations. The report
alleged widespread corruption of the justice system in Los Angeles County, California. The April 2010
report was filed as part of the first ever UPR (Universal Periodic Review) of Human Rights in the
United States by the United Nations. The report alleged failure of the US government to abide by its
duties and obligations pursuant to ratified international law – in refusing to provide equal protection for
the 10 million residents of Los Angeles County, California, and safeguard tribunals for fair hearings and
protection of rights, as required by the Universal Declaration of Human Rights.

Your recent decision to re-establish the Public Corruption and Civil Rights unit at the US Attorney’s
Office, Central District of California, was therefore seen as an encouraging step. [4]

US State Department’s response, as part of the UPR process, is due August 2010, and the United
Nations UPR review session and report on the United States is scheduled for November 2010. [5]
Therefore, one cannot not expect that progress by your office on the matters listed above would be fully
documented prior to the review session. However, one should expect that your office be able to
demonstrate in the intervening months the establishment of a valid process for acceptance,
acknowledgment, and review of complaints filed with the Public Corruption and Civil Rights unit.

It is therefore requested that your office acknowledge receipt of the June 21, 2010 complaint against Mr
David Pasternak on real estate and financial fraud, and the enclosed June 28 complaint alleging large-
scale false imprisonments, in a manner that would provide evidence of a valid review process.
