Charity in truth
RERUM Novarum of Pope Leo XIII in 1891 was a trailblazer. It
was the first social encyclical that opened the eyes, though how
late, of most in the Church who have been largely if eternally
preoccupied only with either solving theological problems or
refining the pageantry of the sacristy or both.
A far cry from the usual concerns of the church that was more
serious with indulgences rather than temporal inadequacies, this
pioneer social doctrine addressed the condition of labor and the
challenges of the Industrial Revolution’s widespread exploitation
of workers. Being new and, well, strange, it somehow resounded
throughout the Christendom as it upheld the rights of employees
to organize, and rejected communism and unbridled capitalism.
The social encyclicals that followed were built from Rerum
Novarum’s foundations—all the way from Quadragesimo Anno to
Mater et Magistra, and Pacem in Terris, to Vatican II’s Dignitatis
Humanae and Gaudium et Spes, until Paul VI’s Populorum
Progressio and the three blockbuster social encyclicals of Pope
John Paul II.
Thence come Caritas in Veritate (Charity in truth).
Issued last July 7, 2009, this maybe the social encyclical of
the century, with the most “teeth” of them all. It condemns
corruption, the exploitation of workers, the destruction of the
environment, the continued practice of wealthy nations imposing
high tariffs on imports that consequently shut poor countries out
of the international marketplace, and the enforcement of patents

the ambo or at the altar because each liturgical place should
be reserved for its proper purpose, the ambo for the table of
the Word, the altar for the table of the Eucharist.
This is why liturgical norms specify that commentaries,
monitions and other announcements should not be delivered
from the ambo but from some other place. Once the initial
veneration of the altar is completed, it should not be used until
the presentation of the gifts. It is also better to wait until this
moment before placing the missal, visible microphone, extra
ciboria and other necessary liturgical elements upon the altar.

Historical beginnings
The diocese started its humble beginnings when the
Philippine government created the Chaplain Service
for the Armed Forces of the Philippines, by virtue of
the National Defense Act of 1935. In 1937 President
Manuel L. Quezon directed the AFP Chief of Staff to
organize the Chaplain Service. In his note to the Chief
of Staff he said: “I am very much interested in the
organization of a Chaplain Service because I am deeply
convinced that religion is a moral force of incalculable
value for good.”
After thirteen years of existence in the Armed Forces, Pope Pius XII
established the Military Vicariate on the Feast of the Immaculate Conception
on December 8, 1950 with the intention of providing adequate and sufficient
pastoral care for the Catholics in the AFP. It was erected through a consistorial
decree. The said decree took effect on December 10, 1951 when Most Reverend
Rufino Santos, the then Auxiliary Bishop of Manila took possession of this
Vicariate and became the 1st Military Vicar in the country.
On March 28, 1952 the agreement between the Holy See and the Philippine
Government on the Military Vicariate was forged. This agreement provides
the official basis of the guidelines regarding the presence, and the pastoral
and spiritual work of Catholic priests and the Military Bishop among the
Filipino soldiers.
The said Agreement or Concordat was realized through the exchange Note
Verbal between the Apostolic Nunciature in Manila and the Department
of Foreign Affairs of the Philippines. The earliest was dated September 20, Bishop Leopoldo Tumulak with some chaplains of the Ordinariate and Officers of the Armed Forces of the Philippines.

Archbishop Lagdameo explained that the Church has long been concerned
about Philippine politics because as the book states, “Philippine politics has
been most hurtful to the people, the biggest bane in our life as a nation, and
the most pernicious obstacle to our achieving of full human development.”
To illustrate, he noted that politics in the Philippines has degenerated into
an arena where the interests of the powerful are pitted against the poor and
the many; the administration of justice is weighed on the side of the politi-
cally connected; appointments to government posts serve as payment for
political debts; there has been a rise in sophisticated methods of subverting
the electoral processes; and the political culture is marred by political dynas-
ties, as if political power is a private/ family property.
While there have been signs of hope as expressed in the 1978, 1986 and
1992 elections, Archbishop Lagdameo emphasized that “Christian Catholics
have the duty to transform politics through the Gospel. God’s people must

CFC AT 28
THE grounds at the Quirino Grandstand in Luneta became, once
again, a sea of people as more than 50,000 CFC members from all
over the Philippines and around the world gathered for Couples for
Christ’s 28th anniversary.
It was a cacophony of sounds and a kaleidoscope of colors as the
day’s activities unfolded – the first-ever Amazing Race (won by the
Big West sector); the Olympic-themed parade which lasted more
than two hours; the exhibits at the “villages” scattered around the
grounds; the concert featuring Mayumi Morales, The Angelos, Ramil
Omosura, the Canadian Idol and Dulce; the Holy Mass celebrated
by a cardinal, an archbishop, a bishop and two dozen priests set
against a backdrop of colored, pulsating and changing lights; a most
spirited praisefest and fireworks.
The photos speak for themselves – it was indeed a wonderful anni-
versary. It was truly a glorious day punctuated by sunshine, laughter,
prayer, games, and most of all, permeated by God’s presence.

CFC holds 1st Migrants’ Congress

COUPLES for Christ welcomed 280 participants
from all over the Philippines and selected coun-
tries in the world, to the first ever CFC Migrants
Congress.
The first session, entitled Faith and Migration,
was given by Fr. Fabio Baggio (see photo below),
Director for the Scalabrinian Migration Center and
a Professor of Migration Theology at the Loyola
School of Theology. Fr. Fabio stressed that the very
core of our mission is to recognize Jesus in every
person that we meet. Sarah Balabagan, an OFW who
was jailed in the UAE and suffered 100 lashes as part
of a punishment for defending herself against the
abuses of her employer, shared how she found the
Lord through her life as an OFW and in the suffer-
ings thereafter. Ambassador Grace Princesa, newly
appointed Ambassador to the UAE, also shared how
she struggles to live as an Ambassador of Christ and
how the Lord arranges everyday miracles for her to
fulfill her mission as witness for Him.
The second session, Our Mission as Ambassadors
of Christ, was given by CFC International Missions Director, Rouquel Ponte. This session focused on the blessings and resources
given by God to us individually and as a community and how we should use them to actively campaign for our faith wherever
we may be. Manny Lector, a CFC leader from the Middle East and an OFW for 22 years, also shared how he and his family serve
in CFC and in the Family Ministries.
The afternoon session featured testimonies from people who serve migrants. The first sharer, Fr. Edwin Corros, Executive Sec-
retary of the CBCP Episcopal Commission on Migrants and Itinerant Peoples, called on Couples for Christ to support families of
migrant workers saying we are well-placed to do so, being present in many countries. Ambassador Belen Anota, Asst. Secretary
of the Department of Foreign Affairs, also echoed this stand as she relayed how CFC as a lay organization can really make a dif-
ference, through the family ministries, in the lives
of family members left behind. Nick and Norma
Borja, CFC Canada Country Coordinator, shared
their successes in conducting Migrant Values Re-
orientation, as part of the Family Reunification
process and orientation in Canada. Jess Ferrer,
owner of JM International, a manpower placement
agency, and who regularly provides the Christian
Life Program to outgoing migrants, shared his belief
that the CLPs his company conducts plants a seed
that allows the participants to continually seek a
personal relationship with the Lord wherever they
are deployed.
The day ended with valuable output from the
group discussions on how CFC can promote the
work with the migrants.
The Congress highlighted an important role that
CFC can play with migrant families, and presented
to the community the challenge as well as a Chris-
tian responsibility to take on this role, through the
guidance of God.
