Association
The Constitution, Rules and Regulations
Revised 2010
1. The Welsh Northern Counties Golf Association. This
shall be an association of the two County Golf Associations
in North Wales. i.e. Caernarfon &Anglesey, Denbighshire &
Flintshire
2. The object of its existence shall be: The furtherance
and improvement of golf in the area by the provision of
matches against English Counties and Open Competitions.
3. Qualification. A player who is a member of her County
Association, on payment of her subscription shall be
entitled to take part in Association activities.
4. Management of the Association. This shall be in the
hands of the committee which shall be responsible for the
business of the association. Organisation of its
competitions, tournament and Matches, the selection of
the Teams and the administration and control of the
finances.
5. The committee shall consist of the following
officers.
President: Elected for three years from each county
association in turn and nominated by the county
committee.
Captain: Elected for one year from each county
association in turn nominated by her county committee.
Vice-Captain: Elected for one year from each county
association in turn and nominated by her county
committee.
Hon Secretary: Elected for three years and eligible for
further term or terms.
Hon Treasurer: Elected for three years and eligible for
further term or terms
Past Captain
Members of the committee are: The two County
Captains and the Captain of the Welsh Northern Counties
Veteran Ladies Golf Association and the Girls Manager.

(The County Captains and the Girls Manager may send a


deputy in their absence)
All members have voting rights and the chairman has a
second casting vote if necessary, Five members form a
quorum.
All county associations and clubs shall be notified of
vacancies for the posts of Secretary and Treasurer as soon
as possible after the Annual General Meeting. Nominations
for these posts may be submitted by County Associations,
a Club or an individual member, and seconded.
These must be received by the Hon Secretary not less
than 40 days before the next Annual General Meeting.

Annual General Meeting

a) This shall be held on the second Monday in November (or


any such date as shall be determined by the committee)
b) The President shall be the chairman and have a second
casting vote
Fifteen members form a quorum
c) Notice of the meeting and the agenda shall be sent to
each county secretary in time for their respective AGMs
and all affiliated Clubs not less than 28 days before the
meeting.
d) Propositions must be submitted in writing by a County
association, Club or individual member and must be
seconded. These must be received by the Hon Secretary
40 days before the meeting. Any amendments must be
submitted in writing to the Hon Secretary 14 days before
the meeting.
A two thirds majority will be required to change a rule.
BUSINESS OF THE MEETING
A) To receive and approve the reports of the Captain, Hon
Secretary, Hon Treasurer, Vets Captain and Girls
Manager.
B) To elect the Officers
C) To present the Minnie Bowler Brooch to the Captain
D) The retiring Captain
E) To present the official brooches to those players who
having represented the Association in Matches

accumulated by their results a minimum of 12 points


according to the official scale.

Foursomes
Win 3 points
Half 2 points
F) To discuss such business or amendments as are
specified in the Agenda and submitted according to the
rules.
An application for an Extraordinary General Meeting, stating the
purpose for which the meeting has been called, must be signed
by 10 members and submitted to the Hon Secretary not less
than 14 days before the meeting. The President shall be
chairman and have a second and casting vote. Fifteen members
form a quorum.
7 Teams
The Teams for each match shall be selected by the Captain
with advice if necessary.
The Team shall be selected on merit and current form without
regard to the County of Origin.
The uniform shall consist of black/navy trousers shorts or skirt
supplied by the player. Red polo shirts and bottle green
sweaters will be provided by the Association. The shirts and
sweaters are the property of the Association and must be
returned after each match.
8 Competitions and Trophies
All competitions shall be governed by the Management
Committee.
Championship/Silver Meeting
Championship best Gross and Jubilee Cup best nett.
Bronze Meeting
Millennium Trophy best gross, Jubilee Cup best nett.
All Players are eligible to win one trophy only.
Ladies Foursomes Match Play
Purves Bowl
Mixed Foursomes Match Play
Knockout Shield
9 Finance

A)The Hon Treasurer shall be responsible for all monies


belonging to the association, and shall pay all accounts
passed to the committee , obtaining receipts for the same.
B)The financial year shall end on the 30th September.
Accounts shall be prepared and audited for presentation at
the AGM
C)All subscriptions must be paid by the 1st March, the
amount to be reviewed annually by the committee
D)
Club treasurers shall send a list of members together
with their subscriptions. New members may join during
the year.
E) There shall be an annual grant payable by the county
associations of 10 each due on 1st January each year.
F) Funding of home and away matches shall be controlled by
the committee and reviewed annually.
G)The Captain, all Officers and the Girls Manager shall
receive full recompense for all travelling postage and
telephone expenses.
H)
Members of the committee shall be paid travelling
expenses only.
I) Team members shall be given travelling expenses
J) All expenses to be reviewed annually.
K)At the discretion of the committee a contribution may be
made on request to the expenses of the County which
goes through to the regional final.
L) The committee shall review the Girls finances annually.
10 The Veterans Association
This shall be an independent branch of this Association
11 The Girls Association
The Girls Association shall be a branch of the Association.
A) A manager shall be appointed by the committee
B) Membership of the WNCGA shall be open to girls who are
under the age of 18 on the 1st of January and are members
of their County Association.

No competitor can win more than one cup except when a player
is under the age of 14 and is awarded the Carlene Cup and
another trophy.
Girls aged 18-21 years by the 1st January are eligible to
play in the Norman Jones Shield Annual Match
