INTRODUCTION / BACKGROUND
The decline of the standard of English among Malaysian is quite alarming and
has become a pressing issue for parties concerned to take bolder steps to arrest
this situation.
This programme is introduced by the School Division and The English Panel as
one of the step to arrest the declining standard of English. Through this
programme, it is hoped that awareness is created among students and
practioners on the important of upgrading more serious manner.
AIMS
The aim of this programme is to make sure that by the end of Year 5 most of the
pupils will able to:
a) Speak with their friends and teachers using grammatically correct English.
b) Master the basic skills of listening, speaking, reading and writing.
c) Build up basic vocabulary of 300 words, inclusive of the words provided in
suggested word listed.
OBJECTIVES
1. By the end of 2017, pupils in Year 4 will achieve the following results;

2. Pupils will be able to comprehend and carry out simple instructions which
are part of the daily teaching learning process.
3. They make use of the social skills they have learnt in class and outside
the school.
4. Pupils will complete whatever written tasks that are given to them in class
and at home.
5. They will enjoy the activities that the teacher has planned for them and
take an active part in these activities.

RATIONALE
This programme is planned to enable Year 4 to acquire basic language skills that
is listening, speaking, reading and writing.

Pupils shy away from using the language because they lack of confidence
and fear ridicule from their friends.
Pupils do not get enough exposure to the language, for example, not reading
books in English and listening to radio programme in English.
Pupils do not receive the due motivation from their parents.
Pupils do not see the need to be use English since they do not make use of
this language at home.

STRATEGIES
1. Identify and list out the names of pupils who are weak in English.
2. Test formal and informal approach so that, can find out their areas of
weakness in order to plan a suitable learning programmes for them.
3. Avoid using harsh words but use words of encouragement and praise as
often as possible.
