1 Introduction
The following are the step-by-step procedure involved in testing and
commissioning the RTU signals from the SCADA terminals to checking
the IEC messages up to the RTU output to the communication interface.
1.1 RTU Testing/Commissioning Definitions
1.1.1 Aims of the RTU FAT
The purpose of this document is to describe the test procedures to be
carried out to provide sufficient evidence of correct configuration, testing
and commissioning of the Remote Terminal Unit.
The Tests shall be performed by Lucy Personnel and are witnessed by the
customer or his nominated representative. Each test (or sequence of tests)
will be signed upon completion by the Lucy Test Engineer and the
present witnesses.
The primary intention of this document for testing is to guide the engineer
in testing all areas of the RTU and associated I/O signals.
1.1.2 Fundamentals of the Test
Any of the following tests that cannot be performed during the RTU FAT
shall be performed during final commissioning.
The RTU FAT will verify the correct IEC address used for the Control
Centre communication using the protocol test kit (ASE) as per the RTU
I/O connection diagram.

1.1.3 RTU Factory Acceptance Test


The RTU FAT will generally cover the following:
Verification of RTU Hardware.
Verification and Recording of installed RTU Firmware Versions.
Verification of Digital signals from control panel via DMS IFC to the
RTU.
Verification of Analogue signals from output of CT via DMS IFC to
the RTU.
Verification of IEC messages as per the RTU I/O connection diagram.
Verification or remote Timer Synchonization.
1.1.4 Test Equipments
The test equipments generally consist of the following:
1 Laptop PC with ASE IEC-101/104 protocol test software,
1 CT Secondary Current Injection Kit
Multimeter(s)
1.1.5 Recording of Tests
All test results shall be recorded on the associated test documentation and
their attachments as applicable. A correct test shall be recorded on the
record sheets by placing a tick next to the appropriate data in each row
and in each column on each sheet. Once the sheet has all data ticked it
shall be signed in the bottom right corner to show that no more tests are
required.

Generally a set of following documents will be used for reference and
conducting the testing and commissioning of the RTU.

Test Details

This section defines the hardware and software that are used as part
of FAT and the method by which the test equipment will be employed.
1.2.1 RTU Signal Test Procedure
Testing will be performed using a combination of simulation and test
equipments.
Alarms and Indications will be simulated from the associated
disconnecting DMS IFC terminals to verify signal transfer to the
Digital Inputs of the RTU.
Commands from the RTU will be measured at the associated
disconnecting DMS IFC terminals to verify the correct command.
Analogue inputs will be simulated by an adjustable current
simulator/CT Secondary current injection kit and will be injected via
the associated disconnecting DMS IFC terminals for the feeder under
test.
The IEC 101/104 protocol analyzer (ASE) will be used to verify the
RTU processing of the above signals as messages on the
communication port.

bays (switch/CB) as per the TRM/QRM stations.

Time Synchronization
