Policy on Program Evaluation and Program Evaluation Committee (V.C)

Purpose/Intent: Each residency program must document formal, systematic evaluation of the
curriculum at least annually and is responsible for writing an Annual Program Evaluation (APE) (CPR
V.C.2). A Program Evaluation Committee (PEC) must be appointed by program director and have a
written description of responsibilities (CPR V. C.1.)

Summary: Each program has a Program Evaluation Committee (PEC) appointed by the program director
which participates in planning, implementing, and evaluating the curriculum, making recommendations
for revision of curriculum, addressing areas of non-compliance, reviewing the program annually, and
preparing a formal, written Annual Program Evaluation (APE). The APE includes a number of required
elements detailed below. The PEC also prepares a written plan of action which is approved by the
program teaching faculty.

Procedures:
1. Membership: The PEC is appointed by the program director, and voting membership consists of
at least 2 program faculty members including one program leader (program director or
associate program director), at least one faculty from each major teaching site, and at least one
resident. Other ad hoc members may include faculty development staff and program
coordinator. The program director must be either a voting or ad hoc member. At least one
voting or ad hoc member should also serve on the programs clinical competency committee to
ensure consistency and communication.
2. Member attendance, quorum, and meeting frequency: The annual program review requires at
least 2 voting faculty members, the program director, and at least one resident to be present.
The committee must meet at least once per year. The annual program review occurs between
March and June of each year.
3. Committee responsibilities:
a. Plan, develop, implement and evaluate the curriculum on an ongoing basis.
b. Review program goals and objectives and their effectiveness.
c. Review and make recommendations for revision of competency-based goals and
objectives.
d. Address areas of non-compliance with ACGME standards
e. Perform formal systematic evaluation of the Program and curriculum and prepare a
written report of the Annual Program Evaluation (APE)

4. Required functions during the Annual Program Evaluation (APE):


The participants of the APE will monitor and track the following:
a. Resident performance, including outcome assessment of the effectiveness of inpatient
and ambulatory teaching, as applicable
b. Faculty development: activities over past year, needs/deficiencies, progress
c. Graduate performance, including performance of graduates on certification exam
d. Annual confidential program reviews by residents and by faculty. The program must use
the results of these reviews together with other program evaluation results to improve
the program.
e. Documentation that performance data has been shared with faculty and program
director
f. Progress of previous years action plan
In addition, the members of the APE are responsible for the following:
g. Development of a written Action Plan. Must include specific initiatives to improve
performance in one or more of the following areas: resident performance, faculty
development, graduate performance, or program quality, including plans to measure
and monitor these initiatives
h. Documentation in the meeting minutes that teaching faculty have reviewed and
approved Action Plan
