10-Point Socio-Economic Agenda of Duterte Administration
The ten-point socio-economic agenda is coined from Aquinos eight-point
agenda. The administration broaden their knowledge in order for them to attend the
needs of the Filipinos.
First point, continue and maintain current macroeconomic policies, including
fiscal, monetary, and trade policies. Continuing the current macroeconomic policies of
the Aquino administration is a wise decision of President Duterte because in the past
years we had obtain to have a better policies than that of before 2010. Our exchange
rate had begun to appreciate and the stability of our currency is becoming strong. And
inflation rate is not high especially in basic commodities such as food. Strong
macroeconomic policy is the key to a better economic system that is why it is a must
that the present administration will continue the past administrations macroeconomic
policies so that we will no longer be considered as Third World Country yet as a
developed country already.
Second point, institute progressive tax reform and more effective tax collection,
indexing taxes. The proposed tax collection system will be a better opportunity for the
people especially the government employees who belong to the entry level position
because the tax rate system will be more beneficial to them for their lower personal
income taxes. And the proposed tax for the fat tax, luxury tax and carbon tax is quite
ideal because the fat tax will discourage people to eat unhealthy foods. The luxury tax
will also discourage people to own a car more than one. And the carbon tax will help
also in the recuperation of our Mother Earth because carbon emission will be prohibited
or lessen, thus, it will be a better place to live on.
Third point, increasing the competitiveness and the ease of doing business will
attract foreign investors and also local investors because as the bureaucratic system
will be lessen, then the entrepreneurs/ investors will likely to be encourage to engage in
business here. From 16 to 6 steps is a big change and quite impressive.

Fourth point, accelerating government spending in infrastructure projects must


have been done before because it will not only benefit the common people but also with
private entities. The public-private partnership (PPP) is a win-win situation for both
parties because the service of the government will be improved, yet it can also create
jobs, livelihoods for the common people. That is why today, PPP is prevalent nowadays
because the government lack funds even though they think of improving the service,
which is the reason why they need partners in the private sector.
Fifth point, promote rural and value chain development toward increasing
agricultural and rural enterprise productivity and rural tourism. The metro now is so
crowded that is why the present administration think of a way in decongesting people at
the metro. One solution is by promoting rural and value chain development toward a
progressive life. The farm to market road is a nice project because the products from
the rural areas are more accessible thus, fresh vegetables and other raw materials will
be cheaper. The modern agriculture has already been taught to farmers and the
townfolks so that their livelihood will not only focus on one line they will also be
encourage to widen their horizon.
Sixth point, we must ensure that there is security in land tenure because if a
person legally owned it, then he can use for commercial purposes or anything that he
wants with that parcel of land. And today, the Land registration Authority now is more
systematized compare to the past few years. There is a lesser incidents of land disputes
because of the lands that are being registered immediately after you buy it.
Seventh and eight point, they are interconnected with each other because the
seventh invest in human capital thru the promotion of science and technology and
creative arts to enhance innovation and creative capacity towards inclusive
development. With the improve education system of the Philippines, the Filipinos will be
able to compete globally. Unemployment is a big issue still in our country because of the
mismatch of required skills. But the seventh point addresses this problem. Hoping that
the effect of the K-12 education system will be good among our fellowmen.

Ninth point, the 4Ps has a good and bad side because some of the members are
not qualified to be a beneficiary. Some of them are just relatives of the politicians. But I
am not generalizing it, some only. Yet there is still a positive side of it because it gives
opportunity to the financially challenged ones. They are given the opportunity to have a
higher education. They have opportunity to be checked in hospitals. The beneficiaries
must not brag about it so that it will become effective project of the government.
Tenth, this will lessen the population of the country. It is not bad to have a huge
population but in our case, our country cannot handle it because we belong to the Third
World Country. Family planning must be strengthen so that no children will be at risk at
the next generation due to poverty.
Hence, the effectiveness and efficiency and of the said agenda will be seen after
the term of Pres. Duterte. Let us be a public administrator in heart and mind so that we
will understand the true aim of the agenda.
