Title:

Bacolod Enforcers: Lessen or caused to increase the traffic?

Introduction:

When Mayor Bing Leonardia won the Election last May, one of his platforms focuses on
the issue about the traffic in Metro Bacolod. To attain this and make it possible, his
administration drive or send a squad which is known as the Traffic Enforcers, these personnel
help regulates, controls and maintaining the rules and orders specifically in the movement of
vehicles along the street and the flow of pedestrian along the sidewalk. Enforces also has the
obligation to instruct or inform and even rebuke people that violates and breaks regulations.

We truly needed an Enforcer which guides us in the path we take every day. They serve as
our direction which helps to point us the right way. But, how are we sure enough that those
enforcers perform well in their duties? Are they truly serves as a direction to the people? Or they
do their commitment morally and legally?

Statement of the Problem:

Our group observed some enforcers that instead of controlling the flow of movement of cars and

pedestrian, they used to hang out or to standby, doing nothing just looking the current situation of
the road.

Have you seen the situation in the street near plaza during rush hour or night hour? Well, we
usually pass there during late afternoon to that side of street. In this point, we have seen a squad
of enforcers, just talking and do nothing while some jeepneys were loading or unloading. They
do not rebuke drivers even instruct.

Hypotheses: (relate this to the statement of the problem)

We, our group observed the heavy traffic in some road here in Bacolod particularly in the street
of Lacson. Even though there are traffic lights in and enforcers in corners, it seemed that vehicles
or cars doesnt move or do not make any changes.
Enforcers usually do misconducts like us maybe because they were tired. They worked all day
long under the sun, standing do gestures to be followed by the drivers. Heavy traffic is indeed
irritating and disgusting. Traffic consumed a lot of time, statistic says, every day we lost a large
amount of money caused by too delaying traffic. Even stop light could not help solving traffic
here in Bacolod. But somehow, we are lucky compare to Metro Cebu and Metro Manila. Yet, it
is traffic. We should do our part to participate by simply following regulations. Its for our
benefits.

Methodology:

No ones like traffic. It brings frustrations and somehow disappointment, we even got delay for

this traffic! Even traffic enforcers have a very hard time to manage traffic, because nowadays
there are many vehicles and cars were existing. We must bring a lot of patience every day, if we
take it seriously, it will results to nothing. Now we know that to be an enforcer a hard job, they
face many circumstances with in the road, they being get scolded by some passengers and every
day, they suffer the sultry heat of a sun or even they face great and heavy rain. We must not
criticize them, somehow they do their part, their obligation to make the movement of the cars
fluently.

Title:

K-12 program in the University Negros Occidental-Recoletos

Introduction:

This year, 2016 is the year where the Grade 11 Students would face another challenge and
circumstances. We were going to experience an additional 2 years for high school. This was
called, the K-12 program, the newly curriculum of the Department of Education. They made this
to attain such goals to innovate or develop the skills of the students and to make them
knowledgeable. Well, some other says that K-12 is just is wasting of money. Many parents or
even teachers mandated that this program should be cancelled but the government instilled it
already. So let see what would be the effects of the K-12 program to the students here in the
institution of University of Negros Occidental-Recoletos.

Statement of the Problem:

K-12 program considered by many people particularly the parents just a headache or a problem.
One of these factors is financial problem. Like University of Negros Occidental-Recoletos, it has
a high tuition which is unaffordable to someone.

We have cited also that University of Negros Occidental-Recoletos seemed adjusting for the
Senior High school.

We also notice the hectic schedule and it is very uneasy for those students like us, this will be
another problem. Which start-off in 7:30 AM to 5:30 PM so it is hassle to the students which
they have not enough time for their school-related activities.
Hypotheses: (relate this to the statement of the problem)

Until now, we are still struggling for the Senior High school. We keep on adjusting because it is
new and unfamiliar to us. It is considered as problem because other usually lack on financial. In
fact, We have friends who do not pursue their studies in Senior High school due to financial
crisis. Some schools do offer a high quality to the very good standard of education to the
students. But somehow, some students couldnt manage to choose whether they found the school
too expensive or they were undecided. There are even public schools who offer Senior High
school but most of them were not prepared and some of the building constructed in the public
schools were under construction yet.

Methodology:

University of Negros Occidental-Recoletos defines as the Cradle of Excellence. This

institution cultivates and builds students as a good individual, preparing students for their future.
UNO-R has high quality standard for better education, having a very convenient facility, very
approachable teachers as well as professors style-teaching was well-standard. UNO-R is a
prestigious school which they can practice and change an individual to be better, and close in
God. But, in terms of Senior High school, we could say that UNO-R seemed not prepared
enough for this. It is not about the classroom, the teachers and the University itself. We are still
finding some evidence and proofs for it to defend. All in all, it is the issue currently face not just

about the University of Negros Occidental-Recoletos but also by the country.

Title:

Libertad Public Market: considered as the most polluted area in Metro Bacolod
Introduction:

Libertad Market is the main source of the products and goods here in Bacolod City. The
prices of goods were very affordable to consumers compared to other leading super markets
whose goods cost too much and expensive to people.
This market can also consider as all-in-all because of the various product they sell, despite of
the market there are also super markets and grocery stores beside it. Also the different booths,
shops and franchises surrounded the Libertad Public Market; these will be easier for the
consumers or buyers to buy their needs in inexpensive and fresh foods in just one place. But all
of these can cause negative result in environment.

One of the main problems in Libertad Public Market is insanity which causes pollution and
can be very irritating. Vendors, Sellers or even consumers were very irresponsible for their
wastes, they throw their garbage anywhere--- and it is one of the factors why slowly becoming a
dump site because there is no proper place where they can put their trash and wastes. Garbage
were pile in one place and there it comes a day that all of their waste increase and look like a
dump site that may result to a bad odor and redolent market which can cause an issue to health
for the people working and passing through like the Mandalagan Jeep that pass in the middle of

market.
Then the disarrangement and unorganized of vendors whose working on, this also may cause
problem for the people. Aside from its stinky smell, Libertad public market also a place where
they could suffer a heavy traffic.

As we are the students of University of Negros Occidental-Recoletos and near on the Libertad
Public Market we always smell the smelly dump site of waste of Libertad Market. Waste that can
cause pollution is big deal for us because of the unorganized and dirty lifestyle they do which, in
fact may also cause on their health and can cause various diseases. About the prices, they sell
cheap and affordable price that buyers would certainly appreciate. The disarrangement of
vendors can cause traffic in the middle of market and smelling the bad smell waste of this public
market, it is very inconvenient and people passing through would feel insane because of the
insanities.

Methodology:

We are the witnesses of how miserable Libertad Market is. We observed even experienced the
awful situation there. The bad smell, the crowd, the loud voices of vendors and sellers, it is very
irritating and discomfort. The methods should we set first is to identify why Vendors and
Consumers and even Passers cannot throw their wastes in proper place. WHY? There is no bins
or cans where they can put their trashes? Why is it that some of the vendors are occupying the
streets more rather than the PUJs? These are some of the questions that we would like to find
answers to think some solutions and this would be a step to achieve development in the place.
Government officials should arrange it and organize the Libertad Public Market; be strict

throwing their waste and garbage and put some garbage bags around the Public Market. In this
way, we could assure that the Libertad Public Market would be better and it would be a benefit
of the whole.
