PROJECT BACKGROUND
This comprehensive plan was developed for the Municipality of General Tinio, Nueva Ecija to
serve as the guiding document for all future land use decisions. It is designed to do several things:
to insure the future livability, so that General Tinio is at least as nice to live in the future, if not
better than it is today; to manage future growth and development so that it is orderly and is in
harmony with the public desires of the area; and to conserve natural resources to provide for their
wise utilization or preservation. It also will provide for the basis for business, the public, and
individuals to make sound investment decisions.
By knowing where and how development may occur, financial savings will be realized and
development can proceed more rapidly while attaining the desired livability goals determined by
the area.
Land is said to have been used sustainably if its current productive utilization can be perpetuated
into the future without the following retrogressive effects: erosion of the intrinsic characteristics of
land; disruption of ecological balance; and the degeneration of the environment. In order to
optimize the benefits that can be derived from this factor of production, land has to be used in
accordance to its suitability for use. And this is where the Comprehensive Land Use Plan (CLUP)
for the Municipality of General Tinio shall play a pivotal role in improving the quality of life of the
present and future generations of Filipinos in general and Papayanos in particular.
The Comprehensive Land Use Plan (CLUP) for the Municipality of General Tinio has a strategic
link to the provincial, regional and national development plans. It presents the municipalitys
development goals and objectives from a broader spectrum covering all sectors of the community.
The plan provides better alternatives and strategies necessary in arriving at a decision as to what
should be the most appropriate course of action to be undertaken in attaining the pre-determined
goal. It envisions a community that is self-sufficient in its food requirement and other necessities.
It sets the direction for the creation of society that is self-reliant in initiating, executing and
sustaining its own improvement programs with least assistance and preparing the foundation of the
municipal government that is responsive and efficient in its effort in carrying out workable solution
to its own problem.
The Land Use Planning as a major component of this plan endeavors to provide guidelines as to
pattern in land improvement and direction of growth of the municipality so as to avoid chaotic state
of development in violation of the standardized compatibility matrix.

Projects formulated here are derived or emanated from identified problems based on sectoral trends,
analysis and projections. These projects approved by the Local Chief Executive are scheduled for
the implementation by year 2013 and the duration is until the year 2022.
CORE EDICTS, EXECUTIVE ORDERS, CIRCULARS AND MANDATES:
The formulation of the CLUP was anchored on the following core edicts, executive orders, circulars
and mandates:
1.2.1 National Land Use Act This national act promotes a land use pattern that adheres to the
following: meeting of food security; promotion of rational population distribution;
promotion of orderly and balanced economic growth; sustainable use of natural resources;
preservation of environmental integrity; mitigation of natural and man-made disasters; and
harmonization of varied interests within the framework of people empowerment;
1.2.2 Comprehensive Agrarian Reform Law or Republic Act 6657 This law implements the
policy of the State to promote comprehensive rural development and agrarian reform.
Section 65 of the law empowers the Department of Land Reform to reclassify or convert
land usage;
1.2.3 Urban Development and Housing Act of 1992 or Republic Act 7279 This law
mandates LGUs to conduct inventory and identify suitable land for socialized housing;
1.2.4 National Integrated Protected Areas System (NIPAS) Law or Republic Act 7586
This law mandates the protection of national parks, wildlife sanctuaries, protected
landscapes and seascapes and related areas;
1.2.5 Special Economic Zone Act of 1995 or Republic Act 7916 This law provides the legal
framework and mechanism for the creation, operation, administration and coordination of
special economic zones in the Philippines;
1.2.6 Local Government Code or Republic Act 7160 This law, specifically Section 20,
empowers local government units (LGUs) to reclassify agricultural lands in cases where the
land ceases to be economically productive and where the reclassification for residential,
commercial or industrial use will have substantially greater value. Under Section 476,
LGUs are mandated to formulate economic, social, physical and other development plans
and policies that give emphasis on the improvement of the quality of life for constituents;
1.2.7 Executive Order No. 72 This executive order prompts LGUs to prepare and implement
physical framework plans and comprehensive land use plans in accordance with national
standards and guidelines;

1.2.8 Executive Order No. 124 This executive order establishes priorities and procedures in
evaluating areas proposed for land conversion in regional agro-industrial centers, tourism
development areas and sites for socialized housing;
1.2.9 Department of Interior and Local Government (DILG) Circular No. 92-05 This
circular provides for the adoption of the guidelines for the formulation of physical
framework plans. These guidelines, among others, include the following: promotion of
equitable access to resources; all extractive activities must not affect the productivity of
adjoining activities; sustainable development of economic, political and cultural affairs;
promotion of industrialization via sound agricultural development and agrarian reform; land
usage must be environment-friendly; and optimal use of land assets; and
1.2.10 Memorandum Circular No. 54 This circular prescribes the guidelines governing the
Local Government Code. It mandates cities and municipalities to reclassify agricultural
lands into non-agricultural uses.
SCOPE AND COVERAGE
This Comprehensive Land Use Plan of General Tinio encompasses thirteen (13) barangays. The
planning period is ten years from year 2013 to 2022;, the population projections are given in yearly
projection, the plan consist the following major sector as outlined by the Housing and Land Use
Regulatory Board (HLURB); Physical, Social, Demographic and Economic, Infrastructures and
Land Use. The land use sector, particularly, shows a detailed physical plan for the Poblacion area
delineating urban land uses, and general land uses for out- laying areas.
GENERAL OBJECTIVES
The new Land Use Plan of General Tinio has the following objectives:
To maximize the towns potentials for urban growth by opening up new areas for
urban use without prejudice to the policy of the government to preserve prime
agricultural lands and promote sustainable ecological balance;
To further strengthen the towns role as the provincial hub of commerce, trade,
services, education, religion and culture;
To designate new areas as growth centers by integrating functional areas into a
comprehensive whole by establishing a more coherent relationship among places of
residence, work, recreation, shopping, and education;
To efficiently utilize and conserve the towns historical sites and other natural
resources of the municipality;

Provision of adequate and suitable land resettlement expansion and other functional
uses so as to accommodate local and foreign investors;
Allocation of adequate/suitable land for industrial development and other resources
with potential to broaden the economic opportunities for the entire constituents;
To strengthen the character or identity of each functional area by eliciting private
entities;
To improve accessibility, transport and road network system;
To identify areas that are hazardous and prone to disaster;
To control and regulate needless speculation of land;
To avoid unwarranted conversion of prime agricultural land and
To promote a safe, healthy and pleasant environment for satisfactory communal life.
Overall, this town plan is a document that is intended as a basis for future decisions in terms of the
physical aspect of development for its present facts about the existing situation, trends and
development and its future concerns. The plan, therefore, is a vital aggregate of data and policies of
great value to decision-making.
PLANNING AREA
The planning area is defined by the political boundaries of the Municipality of General Tinio,
comprising of 13 barangays that covers an approximate area of 68,229.29 hectares.
PLANNING PERIOD
This Comprehensive Land Use Plan of the Municipality covers a period of ten (10) years, from
2013-2022. It may be reviewed every three (3) years coinciding with the term of the locally elected
officials for their appreciation and for continuity of the plan implementation.
Such review will provide an opportunity for the incumbent or incoming new elected officials to
harmonize the new administrations development agenda with the approved CLUP which will then
be basis for budget preparation and fund sourcing mechanism.
METHODOLOGY
In the preparation of this Comprehensive Land Use Plan, a combination of quantitative and
qualitative planning and research techniques were employed for this planning document to ensure
comprehensiveness and accuracy of data.
Quantitative methods were basically operationalized through the local Geographic Information
System (GIS), a computer-based land use planning technology that is being managed by the

Electronic Data Processing (EDP) Unit, and the Geographical Positioning System (GPS), a mobile
land positioning technology (satellite imagery) which helps us to determine the location/way points
of different roads and landmarks and data gathering through primary and secondary surveys were
undertaken to obtain the necessary information needed as inputs to the foundation of the town plan.
Qualitative methods, on the other hand, essentially took the form of a SWOT analysis, a convenient
tool which enabled the municipal government to do a comprehensive sectoral analysis by focusing
on the strengths, weaknesses, opportunities and threats (SWOT) facing each subsector. Field
surveys, interviews, evaluation of public documents, based maps and other materials relevant to the
planning exercises were conducted to obtain the necessary information needed as inputs to the
foundation of the town plan. Data gathering through primary and secondary surveys were
undertaken. Its results served as the take-off point for the various policy recommendations,
strategies, targets and plan implementations put forward in this revised plan.
