1.

Introduction

1.1

Purpose

Version 1.0

This specification gives the minimum technical requirements for Non-Destructive


Examination, where the applicable Code has been designated by the Company as ASME
Boiler and Pressure Vessel Code, Section V (generally referred to in this specification as
ASME V).
This specification replaces ERD 07-02, Non-Destructive Examination, issued in November
1996 and gives amendments and supplements to ASME V.

1.2

Changes to the Specification


This specification shall not be changed without approval from the Custodian, the Welding
Functional Discipline Head (CFDH), UER (OTT/1), who owns this specification. If you think
any part of this specification is not correct, write your comments on a copy of the User
Comments Form. The form is included as the last page of this specification. Send the copy
with your comments and personal details to DCS.

Specification for Non-Destructive Examination


This Specification gives the minimum technical requirements for Non-Destructive
Examination where ASME V is the applicable Code designated by the Company (or the
applicable Code referenced by a Construction Code/Specification designated by the Company).

2.1

Specification Requirements
The scope of this specification is limited to the following non-destructive examination (NDE)
methods:

Radiographic Examination
Ultrasonic Examination
Liquid Penetrant Examination
Magnetic Particle Examination

These NDE methods shall be used to detect surface and internal discontinuities in base
materials, welds, and fabricated parts and components.
Non-Destructive Examination shall be conducted in accordance with the ASME Boiler and
Pressure Vessel Code Section V, 1998 Edition plus 1999 Addenda, as amended and
supplemented by Appendix B of this specification. The amendments and supplements given in
Appendix B have been necessary to incorporate special PDO requirements.
The Clause numbering in Appendix B follows that of ASME V. Clauses of ASME V that are
neither amended nor supplemented by this specification shall apply in their entirety.

2.2

Process Deliverables
Process deliverables comprise relevant NDE reports, produced and endorsed in accordance
with this specification.

2.3

Process Owner's Responsibility


The owner of this specification, OTT/1, as CFDH Welding, is responsible for authorising all
proposed deviations or amendments to the specification and for the instigation of periodic
reviews and updates in accordance with Clauses 1.2 and 2.7.

2.4

Performance Levels / Indicators


Not applicable to this specification.

Performance Monitoring
Not applicable to this specification.

2.6

Effective period
The requirements of this specification shall remain in force indefinitely unless superseded by
an authorised revision.

2.7

Review and Improvement


This specification will be reviewed and updated once every three years. The review authority
will be UER (OTT/1, CFDH Materials and Corrosion).

Appendix B Amendments/Supplements to ASME Section V


Article 1 - General Requirements
T-120 General
Add the following:
NDE shall be performed only by Company registered NDE Contractors (Category G3). NDE
activities shall be controlled and documented in accordance with SP-1171.
Unless specified otherwise by the Company, all NDE of welds shall be carried out with the
weld at ambient temperature.

T-140 Requirements
Replace existing text as follows:
All non-destructive examination personnel shall be qualified and certificated for the method of
NDT to be carried out in accordance with ISO 9712, to NDT Level 2 or higher. The roles and
responsibilities of NDT personnel shall be as defined in the levels of competence in ISO 9712.
Personnel certified to ASNT (SNT-TC-1A) Level II are acceptable provided that the certifying
Level III NDT Engineer has been approved by the Company.
Equivalent inspection and NDT qualifications e.g. CSWIP/PCN Tester/Practitioner/ Interpreter
(Welds), Level 2, may be accepted at the sole discretion of the Company.
Personnel qualified to ASNT Level I or equivalent shall be used only as assistant to a Level II
performing NDE.

T-150 Procedure
Replace paragraph (c) with the following:
All NDE performed under this specification shall be done to an approved written procedure.
The Procedure shall be reviewed and endorsed by the NDE Contractor's ASNT Level III
personnel before submission to the Company for approval.
The Contractor shall perform a Procedure Qualification test to the satisfaction of the Company.
All qualification tests shall be witnessed by a Company TA-3 (or higher). The Company may
engage a third party agency to carry out inspection on its behalf. Where an inspection agency
has witnessed the testing, the agency shall also issue a Certificate of Conformance, which
states that the testing practices were in compliance with ASME V and this specification.
Where relevant, the testing of a WPS qualification may be used for NDE procedure
qualification. Previous test records may also be used to support a procedure. The procedure
shall be reviewed and approved by a Company TA-2 (or higher) before any NDE is performed
on each Project. At least one copy of each qualified procedure shall be readily available to the
Contractors NDE Personnel for their reference and use.

Section and as specified in relevant Company Standards.

Each radiograph shall have the following information inherent within the film structure to
ensure traceability. This shall be achieved by using lead letters and numbers. The information
shall include:-

Monitoring Density limitation of Radiographs

Measurement of film density shall be made by a densitometer having a range of 0 4. The
instrument shall be calibrated to manufacturer's recommendations The calibration records
shall be available for review by the Company.

Ultra-fine or fine-grain high contrast ( D4, D7 or equivalent) film shall be used in conjunction
with lead intensifying screens.

Lead intensifying screens shall be used on all Gamma ray exposures and all X-ray exposures
requiring more than 120 kV. The thickness of the screens (both front and back) shall be
0.125mm.

Image Quality Indicator (IQI) Design

penetrameters shall be selected and utilised in accordance with EN 462-1. The selected IQI

X-ray Radiography shall be carried out using 200, 250 or 300 kV equipment, the power supply
being provided by a generator.
Battery operated X-ray equipment may also be used with prior approval of the Company. A
fully charged spare battery pack shall always be available on site as replacement.

Gamma Radiation.

Add the following:


Where examination using Gamma radiation is permitted, the source shall be Iridium 192. The
maximum strength shall be 30 curies in accordance with the limitation in the PDO HSE
Manual.
Sources of higher strength shall not be used on site without written approval from the
Company.

Density Limitations.

For Gamma ray exposures the film density shall be between 2 and 3.5 measured in the portion
of film being interpreted. When X-ray is used then the density shall be between 1.8 and 3.5.
Viewing conditions shall conform to the requirements of EN 25580 (identical to ISO 5580).

IQI Sensitivity
Add the following:
Radiographic Sensitivity shall be equal to or better than that specified in the applicable code.
For the DWDI technique, the diameter of wires employed shall be based on the nominal
double wall thickness of the specimen.
For the DWSI technique, the diameter of wire shall be based on the nominal single wall
thickness of the specimen.
For weldments, the thickness of external weld reinforcement and internal weld protrusion shall
be included in the sensitivity calculation.

Personnel performing this examination shall be qualified to ISO 9712 NDT Level 2 or
equivalent in accordance with Section T-140 of this specification. Additional testing of
personnel, using appropriate test pieces and procedures, should be considered to verify the
minimum defect size and nature of defects that can be detected.

Ultrasonic Examination shall be carried out to an approved written procedure. The procedure
shall be reviewed and endorsed by the NDE Contractor's ASNT Level III before submission to
the Company for Approval.
Procedures shall be qualified in accordance with Section T-150 of this specification.

T-490 Records

Report
Add the following:
When corrosion monitoring of piping systems and static equipment is carried, out the data shall
be entered in the report format shown in Attachment 1 of this specification to facilitate entry of
the data into the PACER - Corrosion Management System.
Key points monitored shall be identified on relevant isometric drawings for piping systems and
on schematic diagrams for static equipment.
Detailed sketches of any corrosion or other defects noted shall be recorded and attached with
the ultrasonic inspection report.

Article 7 - Magnetic Particle Examination.


T-720 General
Replace the first sentence of the existing text with the following:
This procedure is intended to be limited to applications where flaws break the surface of
ferromagnetic materials.
It should not be assumed that magnetic particle examination is capable of detecting sub-surface
discontinuities.

T-750 Procedure / Technique


Add the following:
Magnetic particle examination shall be carried out to an approved written procedure. The
procedure shall be reviewed and endorsed by the NDE Contractor's ASNT level III before
submission to the Company for approval.

Method of Examination.
Replace the existing text with the following:
Examination shall be done using the continuous magnetic flow method by the application of a
permanent yoke magnet unless prior approval is obtained from the Company for other
methods. The magnet shall remain in position while the examination medium is applied and
while excess examination medium is being removed.

Techniques and Materials.


Add the following to the first paragraph:
When liquid ink is used as the testing media, the surfaces to be examined shall be painted with
a contrasting paint or strippable lacquer approved by the Company.

Magnetizing Field Adequacy and Direction.

Replace the first paragraph with the following:
When it is necessary to verify the adequacy or direction of the magnetizing field, this shall be
done by means of a Burmah-Castrol Strip positioned on the surface to be examined. This
indicator consists of a cracked strip of Mu-metal encased in thin copper.
When using this indicator, a suitable flux or field strength is indicated when a clearly defined
line of magnetic particles form across the copper face of the indicator, when the examination
medium is applied simultaneously with the magnetizing force

Lifting Power of Yokes


Replace existing text as follows:
The Magnetizing force of the yokes used shall be checked prior to start of a new contract or
whenever a yoke has been damaged, but as a minimum once every 30 days. Records of
verification shall be available for review by the Company.
Each permanent magnet yoke shall have a lifting power of at least 11kgs at the maximum pole
spacing that will be used. If a magnet fails to lift the test block satisfactorily, then the magnet
shall be returned for re-magnetization and the number logged.
