Kenyans witnessed corruption
in 2015. However, almost 95
per cent of this group did not
report the cases. Of these who
did not report, 31 per cent said
they did not know where to
report, 23.2 per cent said they
feared harassment, while 18 per
cent said they did not report
because that no action would
be taken.
Among the problems cited
in county governments,
corruption topped with 22.5 per
cent, while 14.3 per cent cited
tribalism, poor services (11.5
per cent) and embezzlement of
funds (11.5 per cent).
Tana River, Kirinyaga and Bomet,
at 0.6 per cent.
Respondents said the three most
common forms of unethical behaviour exhibited by public ocials
are deliberate delays in service (32
per cent), bribery (27.1 per cent)
and lateness and absenteeism (23.1
per cent).

A 30-year-old man accused of
killing his mother yesterday told a
Mombasa court that she had tried
to force him to inherit her witchcraft
trade.
Mr Joseph Syengo told Chief Magistrate Julius Nangea that he slashed
Ms Elizabeth Kisia with a panga after
she allegedly tried to curse him.
It is true she threw her hair at
me after I refused to give in to her
demands, but this was not deliberate
since I had no intention of killing her.
It was out of anger, he said.
Mr Syengo told the court that his
mother has been trying to force him
to become a witchdoctor.

arisen had the criteria been made public. Had this
matter not arisen, the public would never have known
that some governors have nearly 20 bodyguards paid
for by the taxpayer while others have only two.
It is only fair that such allocations be standardised
or that the special needs that necessitate higher allocations for certain areas are explained so that there is
no confusion. One would wish, for example, to know
whether it is the level of insecurity or the prominence
of a county that determines how many police bodyguards a governor should have.
As often happens, in the absence of concrete information, rumours and conspiracy theories take centre
stage. However, it is not too late for the ministry
to come up with general guidelines in consultation
with the governors and security experts on how best
to do this. We agree with the Independent Policing
Oversight Authority that too many ocers have been
deployed to guard VIPs. Some end up being used to
ran errands or do menial jobs when the country needs
all its security personnel to combat mounting insecurity. And it is also true that the VIPs would not need
many police bodyguards if there was better security.

only? If East Africa was to give
similar tax exemptions for local

Why do khanga (leso) factories in Morogoro, Tanzania,
continue to survive despite the

China? Why does the leading
shoe producer in Kenya import
shoes from India and brand
them for local sale?
For the local textile sector
to prosper again, the producers and the government must
study the market, understand
the needs of consumers in particular market segments, and
develop sustainable strategies
based on those needs.
It will be dicult to force
people to buy what they do not
want or what they cannot afford.

Let IEBC get its house
in order before 2017 poll
The independence of the electoral team is contradictory and it
needs to prove why it should be left
that way before the next elections.
The commissions integrity has
been questioned during the previous elections it has conducted,
especially the recent by-elections.
There is reason to worry as the next
General Election will be held in a
years time yet these questions are
yet to be answered.
The commission should clear
itself of these allegations before
conducting the elections.

on Kenya Airways that tried
to dissect what could be
ailing the national carrier.
The writer presented what
he deemed to be irrefutable
proof of a malevolent conspiracy by KQs management
to nosedive the troubled
airline into further nancial
headwinds. The crux of the
writers argument is that
KQs inchoate turnaround
strategy is underhanded and
meant to bring it further
down, to the eventual benet
of its supposedly benevolent
partner, KLM.
I concur with the writer
on many aspects: the poorly
executed Project Mawingu
strategy, gross mismanagement, and an inordinately
skewed partnership in
KLMs favour. At best, the
KQ-KLM partnership is startlingly detrimental to KQs
nancial wellbeing and at
worse, it casts an ominous
cloud on KQs overall future
as a going concern.
However, the writer fails
to articulate the rationale of
why the sale of the Heathrow landing slot might sink
Kenya Airways into deeper
nancial troubles. Owning a

Governor Hassan Joho against
powerful elements of the central government led by Cabinet

intriguing. Without a doubt, the
ugly beast bearing the marks of
the much-discredited, defunct
provincial administration is back
with a vengeance.
Sadly, this seems to be happening just a few years after Kenyans
thought they were nally rid of
the last vestige of colonial-era
dictatorship.
For all intents and purposes,
Governor Joho is a senior public ocial and it does not make
sense when he is treated with
disrespect and contempt by relatively junior ocers.
It is even more baing that a
governors security detail should
be withdrawn at such a critical
time before elections.
If indeed, as Mr Nkaissery
claims, the whittling down of
security is intended to aect all
governors, why has it, so far, targeted only two county chiefs in a
perceived opposition stronghold?
And why did this have to happen
soon after the by-elections? It is
dicult to rule out politics.

Key Responsibilities

Plenty of changes
but paper retains a
very familiar look
in capital letters.
The next main change came from British
designer, Jeannette Collins, who kept the main
faces, tightening the Clarendon masthead and
increasing the size of the word Daily. A new
slogan was introduced: The newspaper that
serves the nation.
The Collins revamp stayed valid until 2001,
when the vastly experienced American, Lou
Silver Silverstein, who had re-shaped the New
York Times, took things in hand.
The Silverstein look was launched on June 30,
2001. The main headline face harped back to
Armstrongs design with a version of Century,
this time ITC Century, squeezed to 70 per cent
of its normal width to give, as Silverstein said,
more pep.
The title-piece was, importantly, still Clarendon although the word Daily became even larger
and now sat on the bottom of the line next to
NATION, still in caps.
There were further (and controversial)
changes to the masthead in the Saturday Nation and the Sunday Nation, where the titles
were double-decked with Saturday and Sunday
on top.
This was a friendly face with the self-condent smile of successful middle age.
Silversteins look for the Nation lasted four
years, until 2006 when, faced by rapidly updated opposition newspapers, another redesign
was needed.
This time the experts were the Scottish rm
of Palmer Watson, a new but respected team
that went on to redesign Le Monde among many
other famous titles. Ally Palmer and Terry
Watson took the paper further upmarket.
Todays paper might not immediately look
like the edition that launched a legend back
in March 1960, but the family resemblance
is still strong.

PROPERTY DEVELOPMENT in Migori and Homa Bay towns
in western Kenya has been steadily on the rise.
Consequently, the price of land in prime areas in Migori
Town, where developers are putting up rental property, has
gone up considerably, as has house rent.
Migori Town is a thriving, cosmopolitan centre, with
entrepreneurs keen to take advantage of its closeness to the
border town of Isebania. Its quick commercial growth has also
attracted several institutions of higher learning, among them
Kisii and Kenyatta universities, which have set up satellite
campuses to serve the towns growing population.
Other institutions in the town that have seen an increase in
student numbers are Migori Teachers College and the Kenya
Medical Training College, Migori campus.
The resultant need for accommodation for the learners and
tutors has partly led to the ongoing construction boom.
Mr Joshua Odero, the Director of Josire Misire Property
Agencies, who manages several properties in Migori Town,
says that the towns cosmopolitan nature and strategic
location make it an ideal place for investment.
Migori Towns increased development is due to the
favourable business environment and its close proximity to the
border town of Isibania, which has made Tanzanian traders
ock the town to sell their wares, explains Mr Odero.
Traders in the town are upbeat that the ongoing
property development will help woo investors to the town,
whose development they attribute to the cheap prices of
commodities in neighbouring Tanzania.
Also noteworthy is that devolution has seen Homa Bay
Town register remarkable growth in property development,
with land prices shooting up. Rents in the towns estates, such
as Got Rabuor, Makongeni, Soa and Kaburini, where a selfcontained house was going for Sh6,000 two years ago, have
nearly doubled.
In Kaburini and Got Rabuor, which are considered the towns
prime areas, the price of an acre of land has shot up from
Sh500, 000 to Sh800,000 in the last two years.
To improve the towns layout and decongest it, the county
land department is planning to relocate its dumpsite from
Kaburini Estate. Also due for relocation is the Homa Bay
Prison, which sits on a 20,000-acre parcel of land within the
town.

eventful week
in as far as the
countrys ght
against doping is
concerned.
To be honest, I am
confused and I dont
know what to make
out of what has been happening in the
last one week. All I know is that we
have an extended compliance deadline
set by the World Anti Doping Agency
(Wada) and I can only pray that all will
be well. However, with the back and
forth scenarios in Parliament since
last week, I can only say I am not
sure about the end product.
However, I know this is about the
wrong time to engage in blame game
amid tales of two bills. It is not time
for either the Sports Minister, MPs or
Athletics Kenya to ex their muscle
but time to pull together as Kenyans
and ensure the right thing is done.
The tug-of-war between the Anti
Doping Agency of Kenya through the
Ministry of Sports and Cherangany
MP Wesley Korir over the Draft Bills
should come to an end.
Remember, we are toying with
the careers of thousands of Kenyan
runners and their families, who rely
on athletics for their livelihood. It is
wrong for us to engage in some sort of
ping pong game at the expense of the
athletics fraternity. The drama around
the Anti-doping Bill needs to pave way
for reason and focus to prevail.
The Speaker of the National Assembly Justin Muturi has ordered
the National Assemblys Labour and
Social Welfare Committee to convene
today to fast track the Anti-Doping bill
in Parliament and present a report to
the House without delay and I can
only hope and pray that this will be
done. However, following the decision
by the Committee to accept Korirs
Anti-Doping Legislative Proposal, it
means Kenya is working on parallel
Draft Bills and this will denitely further delay the April deadline hence
attract a ban from Wada.
When compared with the Draft Anti
Doping Bill that is being sponsored by
the Executive, there are some dierences. The Korir-sponsored bill speaks
of the Kenya Anti Doping Agency while
the Ministrys bill speaks of the Anti
Doping Agency of Kenya.
Another dierence is the composition of the boards where Korirs
proposal includes a member of the
National Olympic Committee of Kenya
while the other bill excludes members
of sports federations from serving on
the agencys board.
The severity of punishments also
contrast where persons found criminally culpable, the Executive bill caps
nes at Sh1m while the proposal from
the National Assemblys proposal has
a nes of Sh3 million. I think we are
all talking about the same things but
in dierent terms hence we need to
harmonise issues and save Kenya.
For us to survive, we must also
be patriotic because divisions will
only justify Wadas action against
the country, which is an athletics
power house.

The local football fraternity
is mourning the demise of a
National Super League player
at the hands of his girlfriend on
Tuesday afternoon.
Kelvin Mugalla Ikatwa (above),
25, a university student and midelder at second-tier football side
Wazito FC, was allegedly stabbed
by his girlfriend with a kitchen
knife at her house in Kangemi
following a spat that had spilled
onto social media.
When the Police arrived, they
found the man already dead. He
had been stabbed in the neck and
the knife was also found at the
scene, Nairobi County Police
Commander Japheth Koome
conrmed. The body was taken
to Chiromo Mortuary.
The young couple is said to
have been involved in a quarrel
after Mugalla uploaded a picture
of a dierent woman on his Facebook wall.
