Midnite Cafe: The Impact of Finningley on the Scope of Works and Costs

The purpose of the meeting was to discuss the impact of the


Finningley Development on the Scope of Works of the Midnite Caf
project, for which Royal HaskoningDHV had been appointed to carry
out the design and construction monitoring, the financial implications
and the steps needed to progress with the project.

SM requested that some form of written commitment be obtained


from Finningley Development, preferably in the form of a Letter of
Commitment.

RM stated that based on projections from the developers for the


Finningley Development an ultimate demand of 11 M/day will be
required from the Midnite Caf reservoir and associated
infrastructure would need to be sized accordingly.
RM stated that a water demand investigation had been carried out
and that the combined ultimate for both the EWS supply zones and
the Finningley Development to be supplied from the Midnite Caf
reservoir is approximately 16 M/day.

NOTE

In order to provide 48 hours storage, a 32 M capacity reservoir is


required.
This is for the ultimate demand projections up until the year 2045.

RM noted that based on the projected EWS water demands and the
Finningley Development water demands and the associated
timelines (as provided by Finningley), the proposed initial storage
capacity of 11 M would be sufficient only up to 2020.

SM was of the opinion that any additional storage to be constructed


should provide sufficient storage well beyond the 2020 horizon and
that a reservoir with an initial storage capacity of 16 M should be
designed and constructed.
RHDHV to investigate and confirm the proposed size based on
refined projections from Finningley Development

SM requested a 2 page preliminary design report for the proposed


upgrade of the rising main, pump station and reservoir to meet the
new demands.

RM to update the Section 116 report with revised construction costs


now to include for the design and construction of a 16 M reservoir.

SM stated that currently there was spare 2 M was available on the


SCP, with another 5 M that could be made available from the
Craigieburn WTW to supply the required demand to Midnite Caf.
NOTE
SM noted that the Lower Umkhomazi project is expected to be
commissioned around 2021/2022, which will then free-up additional
supply from the SCP to be available to supply Midnite Cafe

Subsequently it was agreed between RHDHV and LB and NM that


the latter would co-ordinate meeting on the 31 st of October to
discuss the funding requirements for the revised scope of works.
Attendees should include representatives from EWS; RHDHV; EDD

RM stated that the proposed realignment of the rising main route had
been accepted and agreed by Finningley Development via email
correspondence, with signed PTO documentation to follow.

NOTE

RM stated that a section of the existing gravity pipeline and the


Amahlongwa take-off are to be relocated as no formalised servitudes
are registered over these routes and the existing pipelines interfere
with the proposed land-use (new small-craft airport and racetrack)
within the Finningley Development zone.

RM advised that the rising main diameter for the ultimate demand
would need to be sized at DN 500

SM requested that the shapefiles for the proposed rising main route,
the relocated gravity mains and Amahlongwa off-take route, as well

RM to provide an updated programme and cash flow and then to set


up a meeting with LB to work through the revised programme and
cash flow.

It was noted that the earliest date that construction could commence
was November 2018, and that January 2019 was a more likely start
date.

Limited amounts for the project had been included in the 2017/18
and 2018/19 capital budgets and other funding would be needed.

approached with a view to getting funding for the project

SM stated that the project may be viewed as an EWS Catalytic


Project.

LB suggested Finningley Development could be approached for


bridge funding, if funding is not forthcoming the Economic
Development Department.

Subsequent to the meeting, RHDHV learned that the progress of


Finningley Development is reliant on the approval of the
application for rezoning from agricultural to municipal township
under Act 70 of 1970, which application is understood to have
been submitted to the Department of Agriculture by eThekwini
Municipality. Refer to Figure 66 on page 218 of the Draft Spatial
Development Framework Review 2015-2016.

It is believed that the Finningley Development might be a


Provincial Catalytic Project.

NOTE

eThekwini Municipality (Planning Department) needs to pursue


the progress of the application submitted, to expedite the
necessary approval for the re-zoning by the Department of
Agriculture.
